Only those in a position of power are permitted to insist upon any conditions. Thinking laterally here - why not let all 12,000 out, but make sure they're shunted back into Gaza? The Israelis don't have to feed them, they're not going to get back into Israel, and the Paleos get another 12,000 homicidal nutters running around loose (such an embarrassment of riches!)

I don't see a downside to this.
