A standard ritual President Hamid Karzai seems obliged to condemn these operations after every one of the larger *Pashtun/Talib routs..

The Tribals don't seem to hold a resentment or grudge long enough to make it to a Loya Jirga so it seems to be a win win diplomatically for Karzai and his Gubmint.

I understand that that risk is not just in the immediate aftermath of some event, but is for ever after, or until the site is cleaned up.

And yes, this could therefore include Soviet munitions.
