#2 General, may I suggest pulling funds from other areas, such as those for 'Green initiatives'? Surely there are intelligent, innovative people working for you that can find ways to deal with it.

#4 Or, we could just charge the ChiComs sales tax for the intellectual property we are allowing them to pilfer, cross charge it agains the debt held and call it a wah. Poof, a significant portion of the debt crisis goes away and we could then use the savings to support the intelligence of actually admitting that the "main enemy" is under cyber-attack by the Chinese, and we are getting out asses handed to us. The generational technology leaps their military has made using stolen military secrets and defense industry secrets has closed the parity gap to perilous levels.
