Subjectively speaking, iff true it may be inferred that a mushroom cloud must detonate in an Amer City(s?) before he responds to the ISIS' many threats.

God help the US-West iff the ISIS/ISIL ever dev Second-Strike capability or follow-on. Once the ISIS/ISIL devs a credible Nuke-WMD deterrent, the odds of US-specific Mil, Nuclear counter-response to any Nuclear or WMD 9-11(s?) agz CONUS goes down substantially.
