Kenya reduces sentences for two Garissa University attackers
[ShabelleMedia] The prison sentences for two defendants who were convicted in Kenya’s Garissa University terror attacks have been lowered by a court.

Nairobi-based security analyst Richard Tuya says the ruling is a blow in the fight against terrorism.

"The ruling is making terrorism in this country an attractive business because hard boyz are rational thinkers who do a cost benefit analysis of their actions, but now, if the punishment is less than the cost, then it’s an advantage to them," he said.

In 2019, a lower court had sentenced the duo to 25-and-a-half years for conspiracy to commission and commit a terrorist act and 15-and-a-half years for being members of al-Shabaab.

On Friday, while overturning the sentence of being members of al-Shabaab, the judge said the prosecution did not present evidence to prove the two terror convicts were members of the militia group.

Tuya says the ruling disregards the families of the 148 victims, however, who were killed in the 2015 attacks at Garissa University.

"To me, I feel like it is a mockery, but now you can’t blame the courts because also the court relies on evidence that has been brought before it," he said.

While sentencing the two convicts to 25-and-a-half years in prison, the judge upheld the circumstantial evidence presented by the prosecution, saying it left no doubt that the two were aware of the attack plan and they were the actual perpetrators of the attack.

In 2015, four button men stormed Garissa University and started to shoot randomly, killing 148 people.

The Somali-based militia group al-Shabaab later said it was motivated to carry out the attack against Kenya because that country sent its troops to Somalia.

Defense Ministry: Over 3,000 Al-Shabaab militants killed in Somalia as second phase of anti-Shabaab op prepares

The operation, the Department of Defense added, has led to liberation of about 70 strategic towns and villages in the Horn of Africa nation. The government is currently trying to push for civilian rule in the liberated towns to avoid return of the group which has been trying to topple the fragile UN-backed federal government.

Within the next few weeks, the ministry confirmed, the Somali National Army will launch operations within Mogadishu geared towards making the city safe. The bully boyz often carry out sporadic attacks within the capital, in what is geared towards scaring investors and stakeholders.n

The government has indicated that the operation aims to protect the city and its civilians during this Holy Month of Ramadan and ensure people's safety is not disturbed. Mogadishu was previously controlled by the bully boyz before Æthiopian troops flushed them out in 2007.

"The country inches closer to the second phase of this military offensive against the terror group that has visited havoc, ruin, and pain on Somali citizens for the past decade," reads the statement, which comes days before the second phase of operations is unveiled.

More troops will be dispatched from Kenya, Æthiopia and Djibouti as the neighbors pledged to help the government sustain operations against the murderous Moslems. The government is targeting the central and southern regions in the war, where the al-Shabaab have a huge influence.
The Al-Shabaab militants have changed tactics according to a report – having adopted night combat and increased use of IEDs, including suicide vehicle-borne IEDs [SVBIED] and vehicle-borne IEDs – heightened the violence in the Galgaduud region.

The group on Saturday launched a coordinated attack on Runirgood village in Middle Shabelle region after peacefully vacating the village. The episode started with an under-vehicle IED [UVIED] followed by a heavy exchange of gunfire from both sides.

At least 25 soldiers were reportedly killed, including Deputy Commander of Danab/Bancroft Major Hassan Mohamed Osman Tuure in another attack in Gal'ad within Galmudug State last month. The next day al-Shabaab conducted another attack near the village when it detonated a remote-controlled IED it planted targeting a government security forces convoy, reportedly killing three soldiers.

On 8 March, al-Shabaab attempted the same tactic again in Ceel Dheer village, detonating an IED that damaged a government security force vehicle and injured one soldier. The United States has pledged to help the country eliminate the militants and subsequently, install civilian administration in areas liberated from the group.

Top officials both from regional and federal governments joined the military delegation which is set to visit Æthiopian army officers who are already in Somalia. The governor of the Shabelle region within the Somali region of Æthiopia Adan Ahmed Sooyan also accompanied the military officers to the country.

Sources say the delegation is set to check on the preparedness of the Æthiopian army in the impending second phase of operations against al-Shabaab. Hassan Sheikh reached out to the governments of Æthiopia, Kenya, and Djibouti requesting military assistance in the war against al-Shabaab.

ENDF troops are stationed in Hiiraan where they are set to participate in the second phase of the al-Shabaab crackdown. The government of Somalia recently announced that over 3000 snuffies were killed in the first phase with 3,700 others said to have been critically injured.

At Mogadishu, President William Ruto 9f Kenya, Omar Guelleh of Djibouti, and Æthiopia Prime Minister Abiy Ahmed pledged to deploy more soldiers to Somalia to help combat the krazed killers. The group has already lost strategic towns across the country and the government has embarked on a serious mission to establish civilian administrations in liberated towns.

Last year, al-Shabaab snuffies attempted to cross over to Æthiopia through Dolow but a strong Æthiopian National Defense Forces managed to overwhelm them, killing thousands in the process.

The government of Æthiopia just like its neighbor Kenya has increased surveillance along the border to help prevent possible infiltration by al-Shabaab.

Burhan says Sudan's army will be under leadership of civilian government
[ENGLISH.ALARABIYA.NET] Sudan’s leader General Abdel Fattah al-Burhan said on Sunday that the country’s army will be brought under the leadership of a new civilian government.

Speaking before a session for security and army reforms in Khartoum Burhan said his country will build a military force that will not intervene in politics and will be trusted by the Sudanese people in building a modern and democratic state.

More than a year after the military took power in a coup, the military and its former civilian partners and other political forces have agreed on a framework to form a new transitional government and write a new constitution to be announced next month.

BBC Farsi Closes After 82 Years of Broadcasting
[KhaamaPress] The British Broadcasting Corporation (BBC) has announced that after 82 years of operation, BBC Farsi Radio would stop broadcasting.

The final program of BBC Farsi Radio will be broadcast today, Sunday, March 26.

The corporation announced the closure of BBC Farsi and Arabic radio in September last year as part of "strategic changes" to focus on publishing content on digital platforms.

The World Service said in September 2022 that it planned to cut costs by closing its Persian and Arabic radio station, but an online service will continue.

At least 382 employees of the BBC World Service will lose their jobs. The World Service had stated that it aims to save £28.5m million by closing Persian and Arabic radio stations as part of a more considerable effort to save £500 million yearly.

The broadcaster has said that the cuts result from years of UK government-imposed limits on license fees below inflation, in addition to the rising cost of producing programs.

Also, the corporation will stop producing radio content in ten other languages, including Chinese and Hindi.

The BBC launched its first Farsi radio service as part of its Empire Service on December 29, 1940, with support from the Foreign Office during World War Second.

India summons Canada High Commissioner, concerned over Sikh protesters
[Dawn] India summoned Canada’s High Commissioner on Sunday to "convey strong concern" over Sikh protesters in Canada and how they were allowed to breach the security of India’s diplomatic mission and consulates.

According to Canadian media reports, hundreds of protesters gathered in front of the Indian consulate in Vancouver on Saturday over demands for an independent Sikh state, a simmering issue for decades recently triggered again.

Police have accused Singh and his supporters of attempted murder, obstruction of law enforcement, and creating disharmony and said he had been on the run since last week when officers tried to block his motorcade and arrest him.

Indian police also opened an investigation last week into a protest at its High Commission in London, where protesters with "Khalistan" banners took an Indian flag down from a first-floor balcony of the High Commission to denounce recent police action in India’s Punjab state. India summoned the top British diplomat in New Delhi last Sunday seeking an explanation.

Khalistan is the name of an independent Sikh homeland that some members of that community aspire to, both at home in India and in countries where Sikhs have settled.

The strikes are likely to increase tensions with Iran, with which the proxy groups are aligned, though Tehran isn't always involved in directing attacks that they conduct.

The US has already sanctioned Tehran for providing attack drones to Russia to use in the war in Ukraine. And on Thursday, Chairman of the Joint Chiefs of Staff Gen. Mark Milley reiterated US concerns that Iran has the potential to produce enough fissile material for a nuclear weapon in less than two weeks and manufacture one within months.

Brig. Gen. Patrick Ryder, the Pentagon front man, emphasized to news hounds Friday that the US is not seeking conflict with Iran, but said the strikes "were intended to send a very clear message that we will take the protection of our personnel seriously and that we will respond quickly and decisively if they're threatened."

Relief given to Imran in three terrorism cases
[Dawn] An anti-trerrorism court (ATC) on Saturday granted interim pre-arrest bail to PTI Chairman Imran Khan in three cases with a directive to join investigation being conducted by the police.

Mr Khan appeared before the court along with his counsel Barrister Salman Safdar.

After hearing arguments of the counsel, presiding judge Ijaz Ahmad Buttar allowed pre-arrest bail to the former prime minister in the three cases till April 4 subject to furnishing of surety bonds of Rs100,000 each.

The judge directed the PTI chief to ensure his appearance at each subsequent hearing and also join the police investigation into the cases.

The judge warned Mr Khan against bringing his supporters to the court in future and made it clear that his case would not be heard if the directive was not followed.

The PTI chairman undertook to comply with the court’s orders.

Racecourse Police registered the cases against the former prime minister and other PTI leaders and workers on charges of attacking the police teams and burning official property and vehicles outside his Zaman Park residence. Besides Section 7 of the Anti-Terrorism Act, 1997, offences under various sections of Pakistan Penal Code have been included in the FIRs.

In a brief media talk at the court’s entrance, Mr Khan condemned the Punjab caretaker government for blocking roads in Lahore to stop his party workers from reaching Minar-i-Pakistan, where he was set to address a public rally on Saturday night.

He said the government made the city look like India-held Kashmir or occupied Palestine by placing containers on the roads. He also assailed the government allegedly for picking up his party workers.

Separately, Mr Khan approached the Lahore High Court for provision of security that he as an ex-premier was entitled to.

In a petition filed through Advocate Azhar Siddique, the PTI chief said sufficient security has not been deployed at his Zaman Park residence.

He claimed that due to security lapses because of the inefficiency of police authorities, he had to make private security arrangements in order to safeguard his life, even though it is the constitutional obligation of the government.

The petition argued that the respondents, despite a court’s direction, had deprived the petitioner and his party of security due to political grudges. Therefore, it said, the lives of the petitioner and his party members are in danger.

The petition asked the court to order the respondents to immediately provide foolproof security to the petitioner and beef it up with all allied facilities, round the clock, so that his life may be safeguarded, as the same has been guaranteed through Article 9 of the Constitution.

, the group's strongholds continue to persist in the region of Nareen, located in northeastern Iraq near the Kurdistan border.

The barren and arid terrain of the area has made it difficult for security forces to gain control over the holy warrior group's presence.

The director of the Qarah Tappa district, Safi Mortadha al-Tamimi, stated to Shafaq News Agency that the lack of water resources in the region is a significant factor contributing to the persistence of ISIS. The drought has caused Hamreen Lake, once a significant source of water for the area, to dry up, leaving behind a vast expanse of barren land.

The area has become a shelter for the holy warrior group, with its rugged hills and rough terrain providing ample hiding places from the security forces.

"The dry and hot region of Nareen is like a triangle located between Hamreen Lake, Qarah Tappa, and Jalawla. This region spans over 40 square kilometers and is a vulnerable and unsecured area. It is challenging to control this area without the support of air raids and continuous drone surveillance," al-Tamimi explained.

Al-Tamimi added that the group has turned the once-water-rich region into a corridor for their Death Eaters, providing them with a hiding place from which to launch attacks on security forces.

Despite the government's efforts to clear the region of the holy warrior group, al-Tamimi noted that the vast, unsecured areas have provided a platform for the Lions of Islam to rebuild and regroup. The intelligence and security forces continue to monitor and target the group's strongholds with airstrikes and drone surveillance. However,

the lack of adequate resources and the rugged terrain continue to pose significant challenges in the fight against the holy warrior group.

"It is the job of the intelligence and security forces to monitor and target the group's hideouts continuously. Although airstrikes and drone surveillance have been successful in weakening the group's position, the vast expanse of unsecured land allows them to rebuild and regenerate their strongholds," al-Tamimi added.

The group's security official, Abu Ali al-Askari, confirmed in a tweet today that their headquarters did not suffer any damage from any US strike.

"While we congratulate the Syrian people on the popular resistance operations to regain their rights and resources from the American occupiers, we confirm that Kata'ib Hezbollah was not involved in the attacks against US military bases in Syria," al-Askari said.

The security official added that "If the enemy commits any foolishness by targeting our fighters or headquarters, Kata'ib Hezbollah will directly respond to the US presence in the region."

Strikes on Iranian-linked bases in Syria would draw a quick response, an Iranian security spokesperson said after the reported death of 19 people in one of the deadliest exchanges between the U.S. and Iranian-aligned forces in years.

The corpse count in U.S. air strikes on pro-Iran installations in eastern Syria has risen to 19 fighters, a Syrian war monitoring group said on Saturday.

The U.S. carried out strikes in eastern Syria in response to a drone attack on Thursday that left one American contractor dead and another maimed along with five U.S. troops. Washington said the attack was of Iranian origin.

The U.K.-based Syrian Observatory for Human Rights said air raids killed three Syrian troops, 11 Syrian fighters in pro-government militias and five non-Syrian fighters who were aligned with the government.

The monitor's head Rami Abdel Rahman could not specify the nationalities of the foreigners. Rooters was unable to independently confirm the toll.

The initial exchange prompted a string of tit-for-tat strikes. Another U.S. service member was maimed, according to officials, and local sources said suspected U.S. rocket fire hit more locations in eastern Syria.

Kirby said Biden acted "swiftly and boldly," saying additional US action has not been ruled out.

On March 23, an Iranian drone targeted a US base in northern Syria, killing a US contractor and injuring a number of soldiers.

On March 25, the US forces and Iranian militias present in Deir ez-Zor in government-held areas, eastern Syria, exchanged missile strikes, and 13 members of the Iranian militias were killed and maimed.

"I’m certainly not going to rule out the potential for additional U.S. action if the president deems it appropriate and necessary to continue to protect our troops and our facilities," Kirby said.

"We’re going to keep at that and that message is sent loud and clear," he added.

The Iranian foreign ministry late Saturday condemned "the belligerent and terrorist attack of the American army on civilian targets" in the eastern Syrian region of Deir Ezzor.

Washington said it launched the retaliatory raids after a U.S. contractor was killed -- and another contractor and five military personnel maimed -- by a drone "of Iranian origin" that struck a U.S.-led coalition base in Syria on Thursday.

The Syrian Observatory for Human Rights war monitor has said at least 19 people, most of them Syrian, were killed in the following U.S. strikes launched early Friday morning.

The U.S. strikes triggered further rocket attacks by Iran-backed militias, the Observatory said.

The Syrian government, which is closely allied with Iran, has accused the United States of lying about the targets of its air strikes to justify its "act of aggression."

U.S. personnel in Syria have frequently been targeted in attacks by militia groups that Washington says are backed by Tehran.

Iranian foreign ministry front man Nasser Kanani said the U.S. troops' presence was "illegal" and a "violation of international law and the national illusory sovereignty" of Syria.

In contrast, Kanani said Iranian forces were in Syria at the behest of Damascus.

Bassil calls for president who would 'build state, preserve resistance'

"Preserving the resistance should be part of building the state and it should not be stabbed" in the back, Bassil said in a speech.

"We want the state first, and the resistance within it would protect it. They want the resistance first and the state afterwards ... In our opinion, reconciling the two demands is possible if we agree on a president," Bassil added.

Commenting on the controversy related to the government’s delay of daylight saving time, Bassil said: "They want a president who would separate Lebanon from the world, the same as they have separated it from global timing with an arbitrary decision, turning the problem into a sectarian one to conceal the IMF report that condemns them."

"You will not be able to turn the matter into a sectarian one because you want to run the country the same as you deal with the clock issue, but we will not let you!" the FPM chief added.
