TRACY - Officials at Tracy's Deuel Vocational Institution are trying to figure out how a herd of 59 cows escaped from the prison's dairy early Monday, causing 28 of the animals to be killed when they wandered into the paths of passing vehicles.
An Altamont Commuter Express train took out some of the cows, while a big-rig truck hit and killed others. "California cows are flattened cows"The number of dead includes some cows that had to be shot because they suffered major injuries, according to a California Department of Corrections and Rehabilitation report.
"At least nobody got hurt," said Bill Sessa, a Sacramento spokesman for the Prison Industries Authority, a quasi-state agency that operates prison work programs, such as Deuel's dairy. "You mean we're nobody?" the surviving cows protested.
"It was fortunate the cows did not get to (the) highway." At least the cows were unarmed. If they'd been carrying guns, the carnage would have been horriffic.

DVI's primary mission is as a reception center for Northern California counties, and houses inmates who come to DVI primarily from 19 Northern California county jails. Staff process these inmates by compiling and evaluating the inmates' criminal records, life histories, medical and physiological histories, and social histories. Deuel Vocational Institution, also known as "DVI" or sometimes "Tracy", is a California state prison located in Tracy, San Joaquin County, California.
The facility was opened in 1953 and named for the late California state Senator Charles Deuel who sponsored legislation establishing the institution. The facility has been expanded and reorganized several times, in 1959, 1981 and 1993. Its current head warden is Claude Finn.
Today the primary purpose of DVI is to serve as a reception center for newly-committed prisoners to the California Department of Corrections and Rehabilitation from northern California county jails. The facility also houses a small number of minimum- and low-security inmates (classified by CDCR as levels I and II) and provides some Prison Industries Authority (PIA) facilities at a dairy and a furniture fabrication plant. As of January 2006, the total count of prisoners at DVI was 3,748, with 3,162 of that number assigned to the reception center.
As a result of DVI's primary function as a reception center, in which a large number of felons of different propensities for violence, disciplinary and security issues pass through before being classified and transferred to other facilities, DVI has a long-standing reputation for being violent and dangerous. The facility use to be referred to as "gladiator school" by inmates and staff. This was due to the fact that DVI was widely known for the fights that took place within the prison walls.
DVI also has a 110-inmate farm. There they grow vegetables for the prison, raise cattle for slaughter, and raise dairy cows for milk supplied to the school systems in the area.

A US robber has been dubbed the Duct Tape Bandit after trying to raid an off licence with his head wrapped in sticky tape. He came unstuck when the owner showed him some tape of his own, which was wrapped around a wooden bat, reports Sky News.
Bill Steele, owner of the store in Huntington, West Virginia, said: "Duct tape? It's just unbelievable, people don't think this really happened. He probably had every opportunity to put a bag over his head and poke holes in it."
Store employee Craig Miller chased the man to the parking lot, tackled him and held him in a choke hold until police arrived. Kasey G Kazee, 24, was charged with first-degree robbery, according to Ashland Police Sergeant Mark McDowell. Photos of Kazee, taken by police at the scene, show the suspect with his duct tape askew, his lip bloody and his eye swollen. Miller said Kazee sustained the injuries when his face hit the ground. However, in a TV interview, he denied being the person who took two rolls of change. He said: "Look, do I look like the duct tape bandit baby? I'm not no duct tape bandit baby. The Supreme Court on Wednesday ordered the arrest of the members of a jirga, including PPP MNA Mir Hazar Khan Bijarani, that decided to hand over five minor girls for marriage to a family to compensate for a murder in Jacobabad. Three of the 14 jirga members are already in police custody and the court ordered the arrest of the other 11.
Five girls, Aamna, 5, and Bashiran, 2, Shehzadi, 6, and Meerzadi, 2, and Noor Bano, 3, were given for marriage to the victim's family as compensation to settle a murder case.
The order came from a five-member SC bench headed by Chief Justice Iftikhar Muhammad Chaudhry, which took up anthropologist Samar Minallah's complaint that five girls, Aamna, 5, and Bashiran, 2, (daughters of Rahmatullah), Shehzadi, 6, and Meerzadi, 2, (daughters of Hafeezullah), and Noor Bano, 3, (daughter of Yar Ali) were given for marriage to the victim's family as compensation to settle a murder case, in a traditional practice known as Sang Chatti. The bench included Justice Javed Iqbal, Justice Sardar Muhammad Raza Khan, Justice Faqir Muhammad Khokhar and Justice M Javed Buttar.
In June last year, the court had frozen the jirga ruling and ordered the police to submit an inquiry report within two weeks. The district police officer (DPO) of Kashmore was told to conduct an independent inquiry and arrest the guilty, regardless of how influential or powerful they are. On Wednesday, when Kashmore DPO Noor Muhammad informed the court that the police had arrested three members of the jirga - Hafiz Qamaruddin, Yar Ali and Rehmat - the chief justice asked why other powerful members of the jirga were not arrested. "Are you afraid of them?" he asked. The DPO said that he had only recently assumed his office.
The remaining 11 members of the jirga who were also nominated in the FIR are Mir Hazar Khan Bijarani, Peer Bharchoondi Mian Abdul Khalique, Thull Tehsil Nazim Syed Ali Akbar Banglani, Ghulam Rasool Banglani, Syed Jalal Shah, Raza Muhammad Banglani, Qamaruddin Banglani, Hafiz Banglani, Habib Banglani and Wad Muhammad Nadwani.
The jirga, which was headed by Bijarani, was called to settle a decade-old feud between two rival groups. It decided to offer five minors as compensation and fined both parties Rs 1 million each.
