15 Killed by Roadside Bomb in Kandahar
[Tolo News] At least 15 non-combatants were killed by a roadside kaboom while traveling in southern Kandahar province on Monday evening, local officials said.

"A civilian vehicle hit a roadside kaboom in Kandahar province," Provincial Governor front man Dawa Khan Menapal said. "As a result of the blast, 15 non-combatants were killed, all were men."

The blast came after a relatively calm weekend in which no major attacks were reported as Afghans voted for a new president and provincial council members.

All the passengers of the vehicle were from southern Uruzgan province and were apparently traveling home in crammed in a pick-up truck when they struck an Improvised Explosive Device (IED).

Bomb blasts Galgaduud's Guriceel district
An IED bomb blasted today after it was tied to a car in Guriceel of the Galgaduud region. According to preliminary reports, only the driver was killed and the vehicle completely wrecked although civilians were injured.

The district commissioner Osman Nuur Taardhuled reports to Shabelle that he suspects Al-Shabaab to be behind the blast.

After the explosion, Ahlu Sunna Wal Jamaaca (ASWJ) militia carried out search crackdowns in Guriceel and captured people assumed to be behind the attack.

Army Arrests 17 Boko Haram Suspects in Adamawa
[THISDAYLIVE] A troop of soldiers in masks stormed the Jimeta Shopping Complex situated in the heart of Yola, the capital of Adamawa state Tuesday arresting 17 persons suspected to be members of Boko Haram
... not to be confused with Procol Harum, Harum Scarum, possibly to be confused with Helter Skelter. The Nigerian version of al-Qaeda and the Taliban rolled together and flavored with a smigeon of distinctly Subsaharan ignorance and brutality...

The Shopping Complex with a capacity of 500 shops and stores has been tagged by residents as an enclave for hoodlums following reports of incessant criminal activities in the area.

Eyewitnesses account said the marked soldiers stormed the Shopping complex at about 1pm and started arresting people they had already targeted to arrest, including men of the Civilian JTF that are helping the military in their operations against members of Boko Haram.

Gunmen kill three people in Yemen capital
Gunmen killed three people in the Yemeni capital on Tuesday in an attack targeting university professor Ismail al-Wazir, who was lightly wounded, a security official said.

The assailants, who were in two vehicles, opened fire at a convoy carrying Wazir, a sharia Islamic law professor at the University of Sanaa, the security official said. Medical and security officials said the professor was lightly wounded and his son and two of his bodyguards were killed.

Witnesses said that the attackers fled after the assault.

Moroccan man arrested in Connecticut after school bomb plot: officials

'Militant' shot dead in Lakki Marwat
[DAWN] Security forces on Monday rubbed out a gunman, believed to be a bad boy, when he attacked the soldiers posted at one of the gates of district headquarters complex, Tajazai, here.

"The armed man fired at soldiers and coppers who were jointly guarding the main gate used by the security forces for entering the premises of an interment centre," sources said.

The interment centre is situated at a short distance from the site of the incident. The district headquarters complex accommodates offices of government departments and a judicial complex.

The sources said that six to eight bullets were fired by the attacker, but luckily the security personnel remained unhurt. "In retaliatory firing the attacker was killed," they said.

The sources said that security forces besieged the area and closed Lakki-Tajazai road for some time. Later, police reached the place and shifted the body of attacker to a local hospital," they added.

Clash between TTP groups claims 10 more lives in S. Waziristan
[DAWN] The clash between two groups of the Taliban in Shaktoi area of South Wazoo continued on Tuesday claiming the lives of ten more gunnies and wounding three others.

Both the warring sides used heavy machinery in the clash, government officials and Taliban sources confirmed.

The festivities between Khan Said alias Sajna and Waliur Rehman groups of the Tehrik-e-Taliban Pakistain (TTP) began on Sunday during which five gunnies were killed and several others maimed.

The total corpse count of the clash stood at 15.

Grenade blast at Karachi's Zamzama; no casualties
[DAWN] Fear was spread among the local residents and business owners when unidentified miscreants fled away after hurling a hand grenade near shops at Zamzama -- Karachi's upscale commercial area, DawnNews reported.

Initial reports do not suggest any specific target of the attackers as no casualties were reported also.

SHO Ghazala Syed -- the first lady SHO in Karachi Police's history appointed earlier today -- reached the site immediately after the explosion.

Three blasts in Hyderabad, no group claims responsibility
[DAWN] HYDERABAD: No group has grabbed credit for blasts that were reported at three different locations in Hyderabad and its outskirts on Tuesday.

Reports suggest that banned Jeay Sindh Muttahida Mahaz (JSMM) -- a separatist organization striving for an independent Sindh -- has however called for a strike on April 9 against the killing of activists of nationalist parties and Protection of Pakistain Bill which was enacted on Monday in National Assembly.

The blasts were reported on up-country railway tracks in Sehrish Nagar, Qasimabad taluka and Khursheed Colony of Kotri in Jamshoro district.

Sibi train blast death toll reaches 16
[DAWN] A blast in a train at Balochistan

's Sibi railway station on Tuesday killed 16 persons and maimed 40 others while setting it on fire and destroying one bogie.

DPO Sibi, Ghullam Abbas Tarar, confirmed that the corpse count in Sibi blast had reached 16 with 40 persons injured.

Voting canceled in parts of Anbar province
[Beirut Daily Star: Region] Iraq's electoral commission said Tuesday that voting for the upcoming parliamentary elections would not take place in parts of the Sunni-dominated Anbar province, where 25 gunnies were killed in the latest festivities between security forces and ISIS fighters.

Since late December, the western Anbar province has seen fierce fighting between government troops and allied tribal paramilitaries on one side, and gunnies from the Islamic State of Iraq and Greater Syria (ISIS) on the other.

ISIS fighters have seized and continue to hold parts of the provincial

capital, Ramadi, as well as almost all of the nearby city of Fallujah.

The exclusion of major Sunni cities such as Ramadi and Fallujah -- where the majority of the fighting has occurred -- from the April 30 election could deepen Sunni fears of being marginalized by the country's Shiite majority.

In a presser in Storied Baghdad, a member of the Independent High Electoral Commission, Muqdad al-Shuraifi, said the "commission cannot send its employees and balloting-related equipment, as well as logistics, to the areas where security operations are underway."

He did not specifically name the areas seized by the hard boys, but assured families displaced by the fighting that they would be allowed to vote in areas deemed to be safe.

Soldiers killed 25 ISIS fighters in an ambush southwest of Storied Baghdad Tuesday, security front man Brig. Gen. Saad Maan said. He claimed the fighters had been planning to attack an army base.

Syria army starts battle for Rankus in Qalamoun: activists
[Beirut Daily Star: Region] Syrian regime forces have shelled the Rankus area ahead of an operation to retake the town, one of the last rebel-held regions in the Qalamoun area, activists said Tuesday.

Al-Manar television, which belongs to the pro-Syrian regime Lebanese group Hezbollah, also reported that the Syrian army had begun an offensive against Rankus.

A military source, meanwhile, told AFP that regime forces had taken a hilltop position by Rankus and were surrounding the town.

The Qalamoun region is strategic because it lies along the border with Leb and the main highway between Damascus and the city of Homs runs through it.

"The area of Rankus in Qalamoun has been under heavy shelling and continuous air raids since Monday, ahead of a plan to storm it," Syrian Observatory for Human Rights chief Rami Abdel Rahman told AFP.

He said Hezbollah was leading the operation by regime forces in the region, where the army has gradually recaptured control of almost all areas formerly held by the rebels.

Fighters from pro-regime militias were also involved in the battle, which comes after the regime secured a major victory by capturing the rebel bastion of Yabrud nearby on March 15.

With the fall of Yabrud, rebel forces lost most of their supply routes crossing the border into Leb.

Syrian army steps up battle for Rankous
[Beirut Daily Star: Region] Syrian regime forces stepped up their offensive against Rankous ahead of an operation to retake the town, one of the last rebel-held regions in the Qalamoun area, an anti-regime activist group said Tuesday.

State news agency SANA said regime forces had taken a hilltop position overlooking Rankous and had seized a few neighborhoods of the town, killing a number of fighters from the Al-Qaeda-affiliated Nusra Front and other groups.

The Qalamoun region is strategic because it lies along the border with Leb and the main highway between Damascus and the city of Homs runs through it.

"The area of Rankous in Qalamoun has been under heavy shelling and continuous air raids since Monday, ahead of a plan to storm it," Britannia-based Syrian Observatory for Human Rights chief Rami Abdel-Rahman told AFP.

Two rebels were killed in the festivities around Rankous, the Observatory later added, while helicopters dropped two crude barrel bombs on the town.

Abdel-Rahman said Hezbollah was leading the campaign in the region, where the army has gradually recaptured control of almost all areas formerly held by the rebels.

The offensive comes after the regime secured a major victory by capturing the rebel bastion of Yabroud nearby on March 15. With the fall of Yabroud, rebel forces lost most of their supply routes crossing the border into Leb.

Fierce festivities between regime forces and rebel groups also took place in more than half a dozen Syrian provinces. In fighting that pitted government troops and paramilitary allies against jihadist and rebel groups around the town of Kasab in Latakia province, the Observatory said 11 government fighters and six rebels were killed.

Monday's nationwide corpse count stood at 234 people, including 195 fighters from the various sides.

"It's the government that is mostly responsible for the violations and all these perpetrators should be identified and can if there's a referral to the International Criminal Court."

"There has to be justice and accountability and the situation in Syria should not be allowed to slip through the cracks," she said after briefing the Security Council.

The council has so far been unable to refer Syria to the ICC because Russia is opposed to the move, diplomats say.

Syrian U.N. Ambassador Bashar Jaafari dismissed Pillay's accusations as false and lacking credibility because Pillay and U.N. Sherlocks had not visited Syria during the conflict.

"[Pillay] has become lunatic in her action and is behaving irresponsibly," Jaafari said. "She's manipulating, bluffing the truth and she is biased. She is using her position in favor of making further pressure on the Syrian government. She doesn't have any credible information with regard to what's going on in Syria."

Pillay told the council that her office was due to issue a report later this week documenting torture by both government forces and opposition groups, said a diplomat speaking on condition of anonymity

She recounted to the council the case of a 26-year-old woman who was tortured by government forces, the diplomat said. The woman was hung against a wall for three days, some of her teeth were pulled out and she was sexually assaulted.

In a report to the U.N. Human Rights Council last month, Pinheiro's Sherlocks said they have expanded their list of suspected war criminals from both sides and the evidence was solid enough to prepare an indictment.
