[ToloNews] A delegation from the Wolesi Jirga, the Afghan house of representatives, visited the Pul-e-Charkhi prison and other prisons in Kabul and determined the situation in the prisons is "terrible".
The delegation report indicates the following serious issues:
• Drug trafficking in prisons
• Addiction of female and child prisoners to drugs
• Promotion of moral corruption among female and child prisoners
• Taking of bribes from prisoners in exchange for placement on early-release lists.
The three-member delegation from the house of representatives was appointed recently after concerns were raised about the poor condition of the detainees.
"About $ 1 million worth of drugs are imported in a month, and there is a huge illicit trade," said Shahpoor Hassanzoi, head of the investigating delegation.
In their report, the delegation raised fifteen serious problems, including the taking of bribes to put prisoners on various lists slated for release, and the existence of moral corruption and the sale of drugs.
"Thr sale of sleeping beds and phones to prisoners, and prostitution involving minors and females prisoners" were some of the issues raised according to Semin Barkazi, a member of the delegation.
"Failure to release a number of prisoners who have completed their term of imprisonment or who have an incurable disease or who are old-aged ," is another problem, said Naeem Wardak, another member of the delegation.
The government recently set up an organization called the "general directorate of prisons" and officials at the directorate admit there are problems in the prisons, and talk about the challenges.
"Preliminary investigations by our department show that a number of prison staff are unfortunately involved in drug selling," said Farhad Baayani, a front man for the general directorate of prisons.
Members of the house of representatives say prisoners should not be mistreated, and those who have so far acted against the law should be prosecuted by the judiciary.

An official confirmation of the apprehension of Moslehuddin and his handing over to Bangladesh was available only late last night, reports our New Delhi correspondent.
Moslehuddin, who had fired at Bangabandhu at his Dhanmondi road 32 residence on August 15 in 1975, was handed over to Bangladeshi authorities on Monday night, Indian officials said.
Earlier, Indian security agencies had handed over Abdul Majed, another conspirator in the assassination, some days ago from an undisclosed location along the border. Majed's death sentence was later executed in Dhaka.
Both Moslehuddin and Abdul Majed were stated to be hiding in India's West Bengal for more than two decades.
Moslehuddin was apprehended in a highly sensitive covert operation by Indian security agencies in Bongaon, some 30 kilometres away from Petrapole border with Bangladesh.
He was reportedly running a medicine shop in Bongaon.
Earlier, Majed had given the location of Moslehuddin to the Indian security officials after he was apprehended, sources said.

Both Iraqi and Kurdish authorities have been criticized for their prosecution of individuals linked to the group, including the use of sweeping anti-terror laws which "fail to capture the broad range of crimes" committed by ISIS Death Eaters.
No executions were recorded in the Kurdistan Region, although 45 people were sentenced to death and 13 commutations granted by judiciary officials.

[Rudaw] Since the Ottoman Turkish invasion of January 2018, the Kurdish population of Afrin, northwest Syria, has fallen by more than 60 percent, according to a local rights group.
Thousands of indigenous Kurds were forced to flee the area when Ottoman Turkish forces and their Syrian militia proxies launched Operation Olive Branch on January 20, 2018. By the time Ankara had seized control of Afrin city from the Kurdish People’s Protection Units (YPG) on March 24, tens of thousands of Kurds had fled, many of them to Kurdish-controlled areas in northeast Syria. Families displaced by regime offensives to the south were resettled in their place.
"According to the latest statistics that we received, the size of the indigenous population of Kurds in the Afrin region reached 34.8 percent in January, while they previously made up 97 percent of the population," the Afrin-based Human Rights Organization said in a report Sunday.
