Black male who beat an elderly Asian woman nearly to death in NY in an alleged hate crime: Her family says she will be moving
[PUBLISH.TWITTER]

WHAT HAPPENED TO OUR MOM
Our mom was returning home and saw Tammel Esco in front of her building. As she walked past him, he called her an "Asian bitch."

Ignoring him, she walked into the lobby of her building and while trying to open the second door, Esco approached her from behind, slugged her, and knocked her to the ground. This was entirely unprovoked. He then stood over our mom and punched her in the head and face more than 125 times before stomping on her seven times then spitting on her.

Our mom suffered multiple contusions and lacerations to her head and face, facial bone fractures, and bleeding in the brain. She is stable and still recovering from her injuries.

NYC toddler doing 'good' after being shot, dad says
[NYPOST] The shameless gunman who unleashed a spray of bullets in front of a Brooklyn day care was aiming for a man who was putting a 2-year-old in the back seat of a car — but hit another toddler who was walking nearby with her dad, police said Saturday.

The 3-year-old girl was shot in the shoulder while leaving Creative Minds Day Care with her father, police said. The little girl remains hospitalized at Maimonides in Brooklyn.

The father of the injured girl spoke briefly outside the hospital, telling The Post of the shooter, "I never see him before in my life."

"To get caught up in something like this," he said, shaking his head in disbelief.

The dad, who declined to give his name, said the tot was in good shape.

"She’s good. She’s playing. They’re doing an MRI right now to see if her nerve is damaged or anything," he said.

French Fighter Jet Joy Ride Goes Très, Très Wrong
[CarAndDriver] A French defense contractor riding in a Dassault fighter learned the hard way that the grab bar next to his seat was actually the ejection handle.

A French defense-industry employee about to retire was gifted something he was extremely reluctant to accept: a ride in a Dassault fighter jet.

The 64-year-old was not correctly instructed, to say the least, in passenger etiquette, and to make a long story short, he self-ejected midflight.

Arkansas cheerleader goes viral in another heroic March Madness moment

[NYPOST] It’s the year of the cheerleaders in this year’s March Madness!

An Arkansas Razorbacks cheerleader came to the rescue during Arkansas’ Elite Eight matchup against Duke on Saturday night.

Television cameras captured the viral moment when the cheerleader was raised by her teammate to push the trapped ball off the backboard with 18:22 in the second half of the game.

Fans inside Chase Center erupted, following brief silence, as the ball was freed and the game continued.

Indiana University cheerleader Cassidy Cerny went viral for the same in-game heroics, during Indiana’s first-round tournament game between the Saint Mary’s Gaels on March 17.

Cerny would go on to recently sign a NIL deal with T-shirt company, BreakingT, following the game. The shirt features Cerny and the caption, "The Cheerleader Saves the Day" across the front.

Caribbean-Latin America
Tinajas, Mexico coroner's office gets a workout.
[Washington Examiner] A late-night outing at a venue for clandestine cockfights in Mexico ended in a massacre Sunday after gunmen burst into the establishment and killed at least 19 people.

Authorities believe the shooting may have been motivated by "revenge" by a cell of the Jalisco New Generation Cartel against another in the area and are currently searching for the perpetrators, per CBS.

"At approximately 10:30 p.m., the Prosecutor's Office was informed of the attack perpetrated against those attending a palenque that was being held in that town," the State Attorney General's Office said in a statement. "Similarly, there it was reported that in said attack several people were injured and that they had been channeled to hospitals, for which the Institution's staff is already verifying the information."

Three women and 16 men died in Sunday night's shooting. Several attendees were injured during the incident and were transported to local hospitals, according to authorities.

The incident took place at Las Tinajas, in Michoacan state, which is one of the most violent states in Mexico and home to bloody turf wars between gangs. Earlier this month, gunmen murdered the mayor of a town in Michoacan, according to CBS.

The powerful Jalisco New Generation Cartel has been aggressively battling local groups for domination of key drug routes in Michoacan, according to Reuters. In 2018, the Justice Department described the cartel as one of the top five most "dangerous transnational criminal organizations in the world."

Arsenic and Old Lace
[HotAir] Russian oligarch Roman Abramovich and Ukrainian peace negotiators suffered symptoms of suspected poisoning after a meeting in Kyiv earlier this month, people familiar with the matter said.

Following the meeting in the Ukrainian capital, Mr. Abramovich, who has shuttled between Moscow, Lviv and other negotiating venues, as well as at least two senior members of the Ukrainian team developed symptoms that included red eyes, constant and painful tearing, and peeling skin on their faces and hands, the people said.

They blamed the suspected attack on hard-liners in Moscow who they said wanted to sabotage talks to end the war. A person close to Mr. Abramovich said it wasn’t clear who had targeted the group.

Mr. Abramovich and the Ukrainian negotiators, who include Crimean Tatar lawmaker Rustem Umerov, have since improved and their lives aren’t in danger, the people said. Ukraine’s president, Volodymyr Zelensky, who has met with Mr. Abramovich, wasn’t affected, they said. Mr. Zelensky’s spokesman said he had no information about any suspected poisoning.

#1  Ukrainian Forces Might Have Captured Parts Of Russian Krasukha-4 Electronic Warfare System

The Krasuha-4 is a broadband multifunctional jamming system designed to neutralize Low Earth Orbit spy satellites such as the US Lacrosse/Onyx series, satellites, ground-based radars, airborne surveillance radars like AWACS and JSTARS, and radar-guided ordinance at ranges between 150-300 km, and may also cause damage to enemy radar electronic warfare and communications systems in some circumstances. The system is also considered as a protection against unmanned aerial vehicles (UAVs) and anti-radiation missiles (ARMs).

According to him, some of the bodies are handed over to relatives, but some are simply destroyed near the border. Mobile crematoria are not doing well, so the occupiers use smelting furnaces in Rostov.

  • minimize the number of casualties;

  • shorten the duration of this war;

  • to withdraw Russian troops to compromise territories - and this is all that was before February 24, 2022.

"I understand that it is impossible to force Russia to completely liberate the territory - this will lead to World War III ... That's why I say - this is a compromise. Go back to where it all started, and there we will try to solve the difficult issue of Donbass," the president explained.

21:06 The Prosecutor General's Office of the Russian Federation announced that it would check the content of the statements in Zelensky's interview with Russian journalists and the fact that the interview was published in the media.

He once again stressed that there are no chemical, biological or nuclear weapons in Ukraine. "If at the time when the interests of Ukraine were surrendering, there was a person like me in power ... I would not give it all up so easily," Zelensky added.

20:53 Zelensky said he "does not fully understand" Duda's proposal to send peacekeepers to Ukraine: "We do not need a frozen conflict on the territory of our state ... This is our country, I am the president, and it is up to us to decide what forces will come to us come in".

"After all, he is definitely not in power to swallow the entire state," the head of Ukrainian intelligence said.

He is convinced that the issue of establishing a land corridor to Crimea is still relevant for the Kremlin. But there is a main problem for the implementation of this plan - Mariupol.

"The occupiers will try to cobble together the occupied territories into a single quasi-state formation, which they will oppose to independent Ukraine. <...> They may want to bargain about this at the international level as well. But the resistance and rallies of our citizens in the occupied territories, counterattacks by the Armed Forces of Ukraine and the gradual liberation are essential complicate the implementation of the plans of the enemy. In addition, the season of the all-out Ukrainian partisan safari is about to begin. Then the Russians will only have one actual scenario left - how to survive," Budanov summed up.

12:04 Sean Penn called for a boycott of the Oscar ceremony if Zelensky is not allowed to speak at it. According to him, it is much more important to let the leader of the country, which is on fire from the war, speak out to the widest possible audience, than glamorous stars once again beautifully walk along the red carpet. The award will be presented tonight Kiev time.

12:01 The leader of the "LPR" Pasechnik said that a "referendum" on joining Russia could be held in the illegal formation in the near future.

11:41 The head of the KOGA Oleksiy Kuleba said that not a single green corridor has been agreed in the Kiev region today. He warned that information about the green corridors in Slavutych is not official, and urged local residents to be extremely careful.

11:37 Since the beginning of the military invasion of Russia, the Lviv region has already sheltered 251,000 Ukrainians, Governor Maxim Kozitsky said. According to him, there are 18,000 more equipped beds in state and municipal institutions, a thousand in the private sector.

11:36 According to volunteer Roman Donik, the Armed Forces of Ukraine destroyed two Russian battalions that were holding the village of Gusarovka, Kharkiv region, in occupation. Also, the Armed Forces of Ukraine liberated the village of Olkhovka near Kharkov from the Russians.

11:34 The oil depot in Dubno was completely destroyed as a result of a Russian missile strike on March 26th. There are no human casualties, the Rivne OVA reported.

11:33 Patriot air defense systems from NATO partner countries began to arrive in Slovakia, Prime Minister Eduard Heger said. Earlier, Slovakia agreed to provide Ukraine with Soviet S-300 air defense systems if it receives American ones in return.

11:28 Arestovich reports that Ukrainian troops defeated Chernobaevka for the 11th time.

11:26 Turkish Foreign Minister Mevlut Cavusoglu said that his country would not mind if Russian oligarchs come to them to conduct any legitimate business.

11:25 In Kyiv, from tomorrow, the educational process resumes remotely.

11:01 Orban said that Ukraine is asking to stop the Hungarian economy with a request to abandon Russian energy sources.

10:55 The city council of Slavutych announced that today they plan to open a green corridor in the city for women and children to leave the city. There will be buses for this.

10:50 The Russian Federation began to destroy Ukrainian fuel and food supplies, as well as to pull new troops to the Ukrainian border, which may mean the imminent start of new attempts by the Russian army to move deep into Ukrainian territory, Vadim Denisenko, an adviser to the Interior Minister, said.

10:43 In total, 590 Starlink stations were handed over to Ukrainian hospitals. According to the Ministry of Health, the stations will be used when the main network is turned off.

10:22 The Ministry of Defense of the Russian Federation announced that on March 26, a large fuel base in the Lviv region, which provided fuel for Ukrainian troops in the western regions of Ukraine and near Kiev, was destroyed by a "high-precision weapon" with a "high-precision weapon". In addition, "high-precision cruise missiles" destroyed the workshops of the Lvov radio repair plant, where the Tor and S-125 complexes were being repaired.

10:19 The Ministry of Social Policy reported that Ukrainians participating in territorial defense will be able to retire at 55 years old (men) and 50 years old (women). A prerequisite - by this age, women must have at least 20 years of work experience, for men - at least 25 years.

In addition, members of volunteer formations will receive increased pensions, as well as military personnel. The changes came into effect on March 21.

10:15 British intelligence notes that the Russian military is concentrating its forces on trying to encircle Ukrainian forces that are advancing from Kharkov and Mariupol. In northern Ukraine, the situation is virtually unchanged, with Ukrainian counterattacks hindering Russian attempts to reorganize forces.

10:02 In Lvov, a fire was put out all night on the territory of one of the industrial enterprises for storing fuel, where rockets hit yesterday. The State Emergency Service specified that the fire started yesterday at about 16:30 and was eliminated today at 6:49.

09:53 Kadyrov said that among the Chechens participating in the capture of Mariupol there is allegedly Ruslan Geremeev, who is considered the organizer of the murder of Nemtsov. According to Kadyrov, Geremeyev is in charge of "his unit", which "repulsed the Nazis and seized the administrative center" in Mariupol.

09:29 The General Staff announced the estimated losses of the enemy on the morning of March 27:
  • personnel - about 16,600 people,

  • tanks - 582,

  • armored fighting vehicles - 1664,

  • artillery systems - 294,

09:24 Two humanitarian corridors agreed on March 27:
  • Donetsk region: Mariupol - Zaporozhye (by private transport), from Berdyansk to Zaporozhye (by buses)

  • Lugansk region: Rubizhne - Bakhmut

09:16 In the Zaporozhye region, the fighters of the territorial defense liberated two villages from the invaders - Poltavka and Malinovka. According to the regional administration, the fighters neutralized more than 80 Russians, several armored vehicles, seized documents and weapons of a motorized rifle unit of the Russian army.

09:12 A total of 139 Ukrainian children have already died at the hands of the Russian occupiers, the Office of the Prosecutor General reported.

08:56 In total, 50 percent of the population of 540,000 who lived before the war left Mariupol. Previously, Russia forcibly removed 20-30,000 people from the city, said Mayor Boychenko. He also said that in the area of the village of Mangush there is a checkpoint where there are traitor policemen who have gone over to the side of the "DPR".

08:32 The mayor of Mariupol, Vadim Boychenko, said that the bodies of all the dead have not yet been recovered from the rubble of the Drama Theater due to constant shelling. The figure of 300 dead is a visual estimate, that is how many people were receiving food at the time of the air raid. They stood, ate, at that moment a bomb flew.

07:43 In Popasnaya, the enemy, with the support of artillery, tried to storm, but fired at his positions with mortar fire, said the head of the Lugansk OVA Serhiy Gaidai.

Russian fire damaged three high-rise buildings and eight private houses in Severodonetsk, Lisichansk and Rubezhnoye during the day. Two people were injured, four were rescued from the rubble.

07:38 In Balakliya, Russians detained Deputy Mayor Sergei Poltorak and Oleg Bludov, head of the department for civil protection and interaction with law enforcement agencies. Also, mayor Ivan Stolbovoy was probably detained, since there has been no communication with him and his family for the second day, Oleg Sinegubov, head of the Kharkiv OVA, said.

07:07 Ukraine opposes the opening of the Red Cross office in Rostov-on-Don. Mikhail Radutsky, head of the Verkhovna Rada committee on the health of the nation, wrote an open appeal to the International Red Cross Society, in which he called on the organization not to legitimize "humanitarian corridors" to the territory of the Russian Federation, not to support the kidnapping of the population of Ukraine and its forced removal to the territory of the Russian Federation and to change its mind.

06:59 Russian servicemen who move in columns across the territory of Belarus often sell fuel and provisions or exchange them for alcoholic drinks, the General Staff reports.

06:57 According to the General Staff of the Armed Forces of Ukraine, an average of 50 to 100 wounded arrive at medical facilities in Sevastopol daily.

01:00 The Command of the Air Force of the Armed Forces of Ukraine explained why Russia fired missiles at Lvov: “The Russian invaders fired six missiles at Lvov today, hitting the fuel storage base and the territory of the armored plant. However, it’s clear why Lvov became Putin’s target. an eloquent slap in the face to the President of the United States, who at that time was only ten minutes away from the attacked Lvov.

00:02 The Cabinet equated body armor and helmets to humanitarian aid. This means that in order to import them from abroad, you will need to fill out only one document - a declaration.

Russian solider allegedly surrenders tank for $10K, Ukrainian citizenship
[NYPOST] A Russian soldier allegedly surrendered his tank to Ukraine, claiming his military bosses’ war campaign was too "chaotic" and that he’d rather take up the Ukrainians’ offer for resettlement than continue fighting.

The soldier will eventually receive $10,000, a comfortable place to live and a chance to apply for citizenship, a Ukrainian official said.

"The Russians are giving up!" Victor Andrusiv, Ukraine’s Minister of Internal Affairs, recently wrote on Facebook in a post translated to English.

Andrusiv said Ukraine has been sending Russia soldiers SMS messages telling them how to surrender and where to hand over their military gear.

"A few days ago, ’Misha’ called us," he wrote, appearing to use an alias for the Russian soldier.

Misha pulled up in a tank and was the only one left in his unit, Adrusiv claimed.

Ukraine's ambassador to US: We're ready to negotiate — not surrender
[NYPOST] Ukraine’s ambassador to the US said Sunday that her country is ready to negotiate an end to the war — but defiantly declared that doesn’t mean it is ready to surrender.

Ambassador Oksana Markarova was asked on NBC News’ "Meet the Press" what she considers negotiable in light of Ukrainian President Volodymyr Zelensky’s comments that the nation’s illusory sovereignty will not be part of any discussions toward peace with invader Russia.

"The negotiation does not mean that Ukraine is ready to surrender. The negotiations mean that there should be a solution and push and diplomatic pressure to stop Russia," Markarova said.

"So, no, we are not ready to give up our territories. We are not ready to give up our people. We are asking everyone who can put pressure on Putin or who can help us to bring him to the table to stop this war," she continued.

Russian President Vladimir Putin
...President-for-Life of Russia. He gets along well with other presidents for life. He is credited with bringing political stability and re-establishing something like the rule of law, which occasionally results in somebody dropping dead from poisoning by polonium or other interesting substance. Under Putin, a new group of business magnates controlling significant swathes of Russia's economy has emerged, all of whom have close personal ties to him. The old bunch, without close personal ties to Putin, are in jail or in exile or dead from poisoning by polonium or other interesting substances...
has placed a number of demands on Ukraine before he says he will consider halting the invasion — including it recognizing Crimea, which Russia illegally annexed from Ukraine in 2014, and the independence of Ukraine’s Donbas region, where Russian forces have backed pro-separatist militias.

NBC’s Chuck Todd asked Markarova if Ukraine would ever recognize the Donbas region, now under Russian control, as an independent republic.

"There is no independent republic on the territory of Ukraine. Russia attacked us in 2014. Russia illegally occupied Crimea and part of Donetsk and Luhansk. Russia illegally is waging a full-fledged war on the independent country now," Markarova replied.

"And the question is bigger than that: if there is a respectful illusory sovereignty and territorial integrity which is a firm basis for any UN charter or any international organization. So I think we shouldn’t ask Ukraine what we are ready to give up in order for Russia to stop this aggression," she continued.

During the week, 18 humanitarian corridors were established. A total of 37 606 people were rescued from the blocked cities. In particular, 26 477 Mariupol residents were evacuated.

Foreign Minister Kuleba: We are looking for not only for tactical, but also for systemic strategic solutions that will help strengthen the global deterrence from Russia threat.

WAR ROOM
General Staff of the Armed Forces of Ukraine

The total combat losses of the enemy from 24.02 to 26.03 were approximately:

personnel - about 16400,
tanks ‒ 575,
APV ‒ 1640,
artillery systems — 293,
MLRS - 91,
Anti-aircraft warfare systems - 51,
aircraft — 117,
helicopters — 127,
vehicles - 1131,
boats / cutters - 7,
fuel tanks - 73,
UAV operational-tactical level - 56.
special equipment - 19.
mobile SRBM system - 2.

The thirty-first day of the Ukrainian nation's heroic confrontation with the Russian military invasion began.

The enemy continues to conduct full-scale armed aggression against Ukraine.

The enemy continues to regroup and build up forces to resume offensive operations. In some areas, he does not abandon attempts to carry out assault operations, makes air raids, and tries to inflict fire damage on certain units of the Armed Forces of Ukraine. It he is not successful.

The occupiers continue to take measures to restore the combat capability of their units, replenish ammunition and fuel in order to resume offensive actions. Due to the lack of qualified personnel, the enemy recruits personnel with low moral and personal qualities and persons prone to drug and alcohol abuse when recruiting units that have suffered significant losses during hostilities with units of the defense forces.

The enemy deployed almost all russian guard units stationed in the TOT of the Crimea and in some districts of Kherson, Zaporizhzhia, and Donetsk regions, in order to suppress resistance from residents of Kherson, Henichesk, Berdiansk, and some districts of Mariupol.

The occupiers are trying to intensify the activities of sabotage and reconnaissance groups in Kyiv in order to destabilize the socio-political situation, disrupt the system of public and military administration.

This is due to the inability to quickly replenish losses, to carry out rapid build-up (regrouping), and the use of groups of troops to maintain the required pace of hostilities and achieve the ultimate goal of war.

Given the high level of irreversible and sanitary losses of the russian armed forces and the involvement of conscripts in the hostilities, the 2022 spring conscription campaign, which begins on April 1st this year, maybe problematic.

In addition, there is a tendency to sharply reduce the number of contractors in relation to conscription. Thus, the deterioration of the social component due to international sanctions and the losses during the war in the coming weeks are likely to exacerbate the problem of staffing the russian army with quality personnel.

In addition, еquipment coming from storages and arsenals to occupation units trying to restore combat capability is in poor technical condition due to careless pre-operation and prolonged storage.

The Defense Forces Group continues to conduct a defense operation in certain areas, conducts a stabilization operation, and performs territorial defense tasks. Thus, the grouping of forces and means of defense of the city of Kyiv continues to repel the enemy's offensive, inflict fire damage on it and maintain the previously defined defensive lines.

In the Donetsk and Luhansk directions, the Joint forces group repulsed all enemy attacks and inflicted significant losses on the russian invaders. Ukrainian soldiers destroyed 8 tanks, 17 units of armored vehicles, and 11 units of enemy vehicles. The losses of the invaders in manpower amounted to about 170 people. Air defense units shot down 3 planes and 3 UAVs of the enemy.

The Air Force grouping of the Armed Forces of Ukraine has destroyed 12 enemy air targets (3 planes, 3 UAVs, a helicopter, and 5 cruise missiles) during the previous day. Shock aircraft of the Air Force under cover of fighters inflicted devastating missile and bomb strikes on columns of equipment and clusters of occupying troops.

The enemy continues its full-scale armed aggression against our State, the tasks of the aggression remain unfulfilled.

Preparation and relocation of additional units of the Eastern military district to the territory of Ukraine is going on.

The enemy is not conducting offensive operations in the Volyn direction. At the same time there is a withdrawal from the points of permanent deployment of units of the armed forces of the republic of belarus to the proving grounds.

In the Polissia direction the enemy continues to shell settlements, does not carry out active offensive operations.

The enemy did not carry out offensive operations in the Siversky direction. The enemy focused his main efforts on maintaining the previously occupied frontiers, suffered losses and retreated in some directions.

In the Slobozhansky direction the enemy retains the previously occupied frontiers, regroups and increases the grouping of troops in order to carry out the offensive in certain areas. He continues the shelling of the city of Kharkiv.

In the Donetsk direction the enemy concentrated his efforts on maintaining his position and preparing for the offensive, was unsuccessful in his attempts to advance, and suffered losses. He continued to attempt to storm the city of Mariupol, inflicted air strikes and carried out artillery shelling of civilian and military infrastructure. He tried to advance in order to occupy the central part of the city.

The enemy continue to focus the main efforts on the capture of the settlements of Popasna, Rubizhne, and is preparing for the attack on Severodonetsk. He carried out assault operations in the Avdijivka direction and tried to develop an offensive in the direction of the settlement of Novobakhmutivka, but was unsuccessful.

Units of the Defense Forces of Ukraine repulsed attempts to storm the settlement of Novomayorske and attack in the direction of the settlement of Krasnohorivka. The enemy was unsuccessful, suffered heavy losses and retreated.

In the Tavria direction the enemy continues to take measures to strengthen control over the occupied territories. He also carries out filtration measures, attempts to establish a strict administrative and police regime.

The main efforts of the Defense Forces are focused on preventing the advance of the enemy in the directions of Kryvyi Rih, Zaporizhzhia and the defense of Mykolayiv, the maintenance of certain areas of the sea coast; protection and defense of critical infrastructure; liberation of the temporarily occupied territories.

In Pivdennobuzky direction the enemy carried out engineering equipment of the positions and carried out artillery shelling of certain units of the Armed Forces of Ukraine. He takes measures to restore combat capability and replenish supplies.

It is likely that the occupiers will not give up attempts to carry out offensive operations, sabotage, missile and air strikes on important military and civilian infrastructure.

The Defense Forces of Ukraine are taking measures to defend the bases (seaports) in the Black Sea operational zone.

Hiding the real number of personnel and hardware losses, the military leadership of the occupying forces is trying to convince its own population in all achieved goals set by the Armed Forces of the Russian Federation.

Due to the urgent need to replenish the losses, the occupants are carrying out the measures of covert mobilization and removal of hardware from the long-term storage. Thus, in order to staff the separate units of the 4th Tank Division from the component of the 1st Tank Army, tanks T-72 were removed from the long-term storage. According to the available information, the hardware is in extremely poor technical condition and disassembled.

The Russian occupants continue actively using the transport network of the Republic of Belarus. There is an increase in the number of the air transportation of military cargo from the territory of the Russian Federation. For the most part, the enemy uses transport aircraft An-124 to transport the missiles of various types as well as ammunition. This type of delivery is used due to the blocking of railways in some directions.

The population of the Republic of Belarus does not support the engagement of its own Armed Forces in the war waged by the Russian Federation against Ukraine. At the same time, the group of high-ranking officials and generals from the Security Council of the Republic of Belarus are lobbying for military support for the Russian aggression and the issue of the Belarusian troops sending to Ukraine.

In the settlements of Kherson region there is an increase of terror of the local population by the occupants. The houses are searched to identify the Anti-Terrorist Operation / Joint Forces Operation participants, servicemen, volunteers and their families. There are numerous cases of abduction of women and the torture of local residents.

Also in some settlements of Chernihiv region, the occupants are distributing forcibly the so-called "humanitarian aid" to the local population in order to create the propaganda reports by the Russian mass media. In the temporarily occupied territories, the enemy continues increasing the system of checkpoints in order to prevent the movement of local population.

The enemy sabotage and reconnaissance groups located in Kyiv region do not quit the attempts to penetrate in the capital. The saboteurs change into civilian clothes and use cars stolen from the civilian population.

The enemy continues suffering losses in all directions.

POLICY
President of Ukraine

By restraining Russian actions, our defenders are leading the Russian leadership to the idea: talk is necessary - address by Volodymyr Zelenskyy

I want to begin this address with words of congratulations to the employees of the Security Service of Ukraine. I am grateful to everyone in the Service who during 30 years of our common history broke the plans of enemies and worked in the interests of the Ukrainian people only.

During this month of hostilities, 77 employees of the Security Service were awarded state awards. Two of them were posthumously. Thanks to their courageous actions in the battles near Makariv, Kyiv region, the enemy headquarters and more than 20 occupiers were destroyed.

Today I signed a decree on state awards to 63 law enforcement officers of Ukraine. Seven of them were awarded posthumously.

Over the past week, our heroic Armed Forces have dealt powerful blows to the enemy, significant losses. They say that the Minister of Defense of Russia has disappeared somewhere...

I am grateful to our defenders who showed the occupiers that the sea will not be calm for them even when there is no storm. Because there will be fire as on those Russian ships that departed this week on the famous route from the port of Berdyansk.

The number of Russian casualties in this war has already exceeded 16,000 killed. Among them are senior commanders, including commander of one of the occupying armies and deputy commander of the Black Sea Fleet.

The Armed Forces continue to repel enemy attacks in the south of the country, in Donbas, in the Kharkiv direction and in the Kyiv region.

By restraining Russia's actions, our defenders are leading the Russian leadership to a simple and logical idea: talk is necessary. For the sake of the result, not for the sake of the delay.

Ukrainian sovereignty must be guaranteed. Ukraine's territorial integrity must be ensured. That is, the conditions must be fair. And the Ukrainian people will not accept others.

During the week we managed to establish 18 humanitarian corridors. A total of 37,606 people were rescued from the blocked cities.

In particular, 26,477 Mariupol residents were evacuated to Zaporizhzhia via the humanitarian corridor. The situation in the city remains absolutely tragic. The Russian military does not allow any humanitarian aid into the city. They only use Mariupol residents in fakes for their propagandists. Pretending to start giving something to people.

I will continue to inform the nations of other countries in great detail about such disgusting cynicism of the occupiers, about all the war crimes of Russia against the civilians of cities of Ukraine. Everyone on the planet needs to know what Russia is doing, so that the responsibility for crimes against the Ukrainian people becomes inevitable and as severe as possible for the Russian military.

During the week alone, I addressed the parliaments of Italy, Japan, France and Sweden. I spoke at the summits of NATO, the G7 and the leaders of the European Union. Each of these speeches attracted maximum attention in the respective countries and in the world as a whole. The reviews show that the Ukrainian position was heard.

You know perfectly well what a powerful system of state propaganda Russia has built. They have been spending tens of billions of dollars on it. But they did not take into account one thing. Where the path of lies needs to be paved with money and the result is not guaranteed, the path of truth is difficult, but the path of truth paves itself. The main thing is to be honest.

I had a conversation today with Turkish President Erdogan. The results of the NATO summit were discussed. Of course, we also talked about the efforts that could bring peace closer to Ukraine and end this senseless Russian invasion of a foreign land.

There is important news from our government officials.

First. They have already started paying pensions for April. In the followings day a wave of payments will cover the entire state.

Second. Under the eSupport program, more than 20 billion hryvnias have already been paid to people who have lost their jobs or the opportunity to have business. The amount of payment is 6,500 hryvnias.

Third. The construction of temporary housing in Ukraine is envisaged within the new program of support for IDPs.

I would like to express special gratitude to our journalists today. To all those who ensure the work of the national telethon "United News", to all our media people, everyone who united and together with other defenders of our people provides Ukrainians with truthful information and, last but not least, confidence 24/7.

Volodymyr Zelenskyy held a video conference with Andrzej Duda
President of Ukraine Volodymyr Zelenskyy and President of the Republic of Poland Andrzej Duda held a video conference. The President of Ukraine thanked his Polish counterpart for sheltering Ukrainian refugees.

Andrzej Duda said that as of now, Poland has sheltered 2.3 million Ukrainians. According to him, the country provides them with everything they need.

The presidents and representatives of their offices discussed the functioning of Ukraine's energy system in Europe's single energy network. The energy ministers of the two countries were instructed to continue consultations after the talks.

Volodymyr Zelenskyy reiterated the need to prevent shelling of Ukrainian cities from the air. The President of Ukraine expressed disappointment that Soviet-made aircraft available in Eastern European countries, in particular Poland, have not yet been handed over to our state. Although both these countries and the United States have publicly stated their readiness to make such a decision.
"The price of delay with planes is thousands of lives of Ukrainians, which we are losing from missile and air strikes on peaceful Ukrainian cities," Volodymyr Zelenskyy said.

According to him, aircraft, tanks and long-range air defense systems would allow Ukraine to really defend freedom throughout our territory and drastically change the course of hostilities.

"If the partners do not help Ukraine with planes and tanks, and they have such opportunities, there is a high risk that Russian troops will pose not only a missile threat to the territory of our neighbors - friendly Poland, Slovakia, Hungary, Romania and the Baltic States, but also direct general military threat. On their borders, near their cities. And they will go further," the Ukrainian Head of State said.
As the conversation between the Presidents was coming to an end, Lviv was hit by Russian missiles. Lviv is located 50 kilometers from the Polish border.

Foreign Minister Dmytro Kuleba and Defense Minister Alexei Reznikov held talks with US Secretary of State Anthony Blinken and US Secretary of Defense Lloyd Austin. The United States will unwaveringly support Ukraine on its path to victory over Russian invaders.

Dmytro Kuleba: "We talked about concrete things that the United States will do, that Ukraine and other partners will do to win this victory. We were looking for not only tactical, but also systemic strategic solutions that will help strengthen the global deterrence front of the Russian Federation. "

Deputy Prime Minister and Minister for the Reintegration of the Temporarily Occupied Territories of Ukraine
"We demand from Russia to return the deported residents of Mariupol and we hope for the help of the Red Cross!" - Iryna Vereshchuk

Iryna Vereshchuk, expressed hope that the International Committee of the Red Cross (ICRC) would consider Ukraine's appeal on the fate of Ukrainian citizens forcibly displaced to Russia.

In the appeal, our country strongly condemns the forced deportation of civilians by Russia. She also expresses her concern at the Red Cross's intention to open an office in Rostov-na-Donu to work with forced Ukrainians deported to Russia.

Ukrainian citizens are separated from their families and forcibly relocated to remote regions of Russia, the appeal said. The Ukrainian government is aware that Russian troops have abducted more than 2,000 Ukrainian children and their whereabouts are unknown. There are numerous abduction cases, hostage-taking, and ill-treatment of civilians by the occupiers. In particular, in the Russian Federation, Ukrainian passports are taken away, and their departure from the Russian territory has interfered.

Such actions of the Russian Federation are a clear violation of the Fourth Geneva Convention, which prohibits the removal of individual or mass forcible transfer of protected persons from the occupied territories to the territory of the occupying state or any other country, regardless of the reasons for evacuation/resettlement. In international armed conflicts, such acts are war crimes.

Therefore, the Ukrainian Government is concerned about the information about the ICRC's intention to open an office in Rostov-on-Don to work with Ukrainian citizens forcibly displaced in Russia. After all, strengthening the institutional presence of the committee in Russia may be misinterpreted by Russia to legitimize such forceful movements. And this step may encourage the aggressor state to intensify this resettlement, which will worsen the already dramatic situation.

The Ukrainian side urges the ICRC to focus primarily on resolving the problem of the forced relocation of Ukrainian citizens and facilitating their rapid return. Russia should provide information about our citizens, particularly prisoners of war held by Russia, and protect them from cruel, inhuman, or degrading treatment.

"Ukraine has officially appealed to President of the ICRC Peter Maurer to obtain from Russia lists of all our citizens whom the occupiers forcibly deported from Mariupol and to provide them with the opportunity to return to Ukraine," Iryna Vereshchuk said.

She assured that she would inform the public about the results of the consideration of the appeal as soon as they became known.

Ukraine also asks the ICRC to intensify its efforts to ensure the safe operation of humanitarian corridors agreed with the Ukrainian government for civilians to pass from besieged cities secure areas.

Under New Scrutiny: China's Nuclear Pledge to Ukraine
[WSJ]: Beijing’s 2013 promise to protect Ukraine in a nuclear attack appears to now further muddy its stance on Russia’s invasion
Either that or they were, you know, lying.
An unusual and mostly forgotten pledge Chinese President Xi Jinping signed eight years ago that China would protect Ukraine in the event of a nuclear attack is getting fresh attention following Russia’s invasion of its Eastern European neighbor.

China’s 2013 promise to Ukraine of unspecified security guarantees echoed the kind of commitment nuclear-armed states—including China—have long made to nonnuclear ones, assurances that the U.S., U.K. and Russia had earlier also extended directly to Ukraine for relinquishing Soviet-era weapons. Yet Beijing appeared to be promising more than it had in past commitments, and why it singled out Ukraine for such an arrangement has confounded nuclear experts ever since.

Now, its existence appears to further muddy Beijing’s policy stance in the context of Russia’s recent invasion of Ukraine and Moscow’s warning last month it was raising the alert level of its nuclear forces.

"It’s a promise of a nuclear-weapon state to stand up for a nonnuclear-weapon state being threatened by a nuclear-weapon state," says Gregory Kulacki, a Japan-based analyst who focuses on nuclear issues and China for the nonprofit Union of Concerned Scientists. "It means something and it should be pointed out to China," he says.

When it was signed, China’s bilateral security promise to Ukraine appeared unprecedented, and immediately sparked questions over whether Mr. Xi, then new in his leadership role, intended to alter established military protocols. China is believed to have only one formal alliance, a 1961 pact with North Korea that doesn’t specify nuclear threats, in part because it predates even China’s first nuclear weapons test.

In its 2013 guarantees, Beijing praised Ukraine’s 1994 agreement to give up thousands of nuclear weapons from its time as a Soviet republic in exchange for security assurances from the U.S., U.K. and Russia. "China pledges unconditionally not to use or threaten to use nuclear weapons against nonnuclear Ukraine, and under the conditions of Ukraine suffering an invasion using nuclear weapons or suffering the threat of such kind of invasion, to provide Ukraine with corresponding security guarantees," the statement said.

Initially, some government-run media in China, including the official Xinhua News Agency, stirred anxiety by dubbing Beijing’s agreement with Ukraine a "nuclear umbrella," the term Washington uses to describe its vows to protect allies like South Korea. Several experts say umbrella is a vast exaggeration of the scope of Beijing’s pledge, and many of the original Chinese news reports have since disappeared from the internet.

"Umbrella is not accurate. If it were true, that would be a very consequential matter," said Gerald C. Brown, a Washington defense analyst who specializes in China and nuclear weapons. He said nuclear umbrella is a uniquely American concept.

Beijing’s official language opposing nuclear umbrellas hasn’t changed in decades and is published on the website of its Ministry of Foreign Affairs: China "has neither deployed nuclear weapons in territories of other countries nor provided nuclear umbrella for any countries."

As missiles rain down on Ukraine, one challenge in interpreting China’s intent: Beijing appears not to have published an official English-language translation of the agreement. Some words in the agreement—including bao zheng, which has been widely translated as "guarantee"—can have subtly different meanings.

When the U.S. offered its nuclear security pledges to Ukraine several years before China did, according to one of the U.S. negotiators, Steven Pifer, it deliberately used the more vague word "assurance" instead of the more ironclad "guarantee."

Still, since Russia has long represented Ukraine’s primary security threat, China’s agreement seemed to suggest Beijing stood ready to oppose Moscow in such a conflict. While China describes a strategic partnership with Russia today, the two countries have often been on opposite sides of territorial issues and jostled for influence in third countries.

A reading of the Ukraine agreement now may also make it appear more adversarial to Moscow than it initially did. Ukraine’s signatory, then-President Viktor Yanukovych, enjoyed Kremlin backing and had weeks earlier balked at a partnership with the European Union—factors that propelled massive pro-Western demonstrations that forced him from power within two months of his Beijing visit.

Mr. Yanukovych’s visit to Beijing came just three months after Mr. Xi had announced plans for his Belt and Road initiative that would rebuild ancient Silk Road trade routes that linked China with Europe, some passing through Ukraine. The Ukraine leader’s state visit to Beijing also coincided with the arrival there of then-Vice President Joe Biden. It was the European leader rather than the American visitor who got top billing on China Central Television’s primary news broadcast.

But Beijing signaled its deal was with Ukraine, not Mr. Yanukovych, when China’s legislature ratified the pledge in 2015.

Intaek Han, president of the South Korean think tank Jeju Peace Institute, which promotes nonproliferation of weapons, says China’s assurances for Ukraine appear on paper to exceed those it is known to have provided to North Korea. He wonders whether Russia might have supported the pact to discourage Kyiv from aligning with the North Atlantic Treaty Organization.

Miles Yu, a senior fellow at Washington think tank Hudson Institute and adviser to former U.S. Secretary of State Mike Pompeo, has for years sought to draw attention to the 2013 agreement. He says it demonstrated tension between Beijing and Moscow, reflected Ukraine’s desire for a third alternative to Russia and the EU, and also served to solidify Chinese access to weapons systems like aircraft engines produced in Ukraine.

"China has a long strategic interest in putting Ukraine in its geopolitical orbit," Mr. Yu says

Asked about the 2013 Ukraine pact at a regularly scheduled news conference on March 3, a spokesman for China’s Foreign Ministry, Wang Wenbin, sidestepped the question by referring to a United Nations resolution on the security of nonnuclear states like Ukraine. "The security assurances have clear limitations on the content and are triggered under specific conditions," Mr. Wang said.

"On the Ukraine issue, the pressing task now is for all sides to remain calm and exercise restraint, de-escalate the situation and promote [a] political settlement," he said.

China's Digital Blockchain-based e-CNY Yuan Ready for Use: How It Will Help Russia Bypass the SWIFT Sanctions,
From a month ago. The site describes itself as India’s own crypto engine.
[TheCoinWeekly] Following Russia’s attack on Ukraine last week, the NATO allies have decided to impose sanctions cutting down Russia from the global SWIFT financial ecosystem. However, this could give rise to central bank digital currencies (CBDCs), especially the one developed by U.S’s economic rival China aka the Digital Yuan.

Bloomberg analyst Andy Mukherjee writes that the key pillars of the U.S. economic stronghold are the SWIFT, CHIPS, and Dollar. Thus, weaponizing them against Russia will further convince China of building an alternative to escape American dominance.

As per reports, China has already started working to build an effective alternative to CHIPS – the Clearing House Interbank Payments System. China is building its own Cross Border Interbank Payments System (CIPS).

Just as America’s CHIPS settles international payments in the USD, China’s CIPS can settle claims in the Yuan while running over its own messaging network. But while CHIPs holds a 40% global market share, CIPS processes only 3% of global transactions.

The Bloomberg analyst writes that with the Digital Yuan which is the e-CNY, China can redefine its position in the global financial market. As per China’s central bank PBoC, the token is “technically ready” for cross-border use.

The analyst writes that China can easily persuade countries like Russia to use the e-CNY after being banned from SWIFT and CHIPS. The blockchain-based settlements done using Digital Yuan can challenge the traditional payment systems.

Of course, the American economic dominance won’t be shrinking overnight. But alternative payment systems gaining strength could challenge the SWIFT and CHIPS over the next decade or two.

Solidarity and French bureaucracy: the Ukrainian refugees of Paris
[France24] France is taking its share of Ukrainian refugees with locals in Paris stepping up to help as the refugee crisis escalates. FRANCE 24 met some of those fleeing the war and the Parisians who are helping them navigate the French system at the only "Welcome Ukraine" centre in the French capital.

The war in Ukraine has stunned the world and triggered unprecedented international solidarity with millions of people fleeing Russian bombs ever since the conflict broke out on February 24. While the humanitarian response has been swift, resources in countries where Ukrainians have sought refuge are being stretched.

"The Paris prefecture is closed over the weekend", a group of security guards informs a small gathering of disoriented Ukrainian refugees upon their arrival at the "Welcome Ukraine" centre at Porte de Versailles, in south-west Paris on Saturday. The Paris municipal website says the centre is open seven days a week, from 9 am to 6 pm, but today its administrative services are closed. Only the Ukrainians in need of housing are accepted. The refugees who arrive at the centre stoically accept the news and exit meekly out through the gates of the pavilion, clutching their personal belongings and identification papers.

Martine and her husband Pierre, who are French citizens, have come to the centre with Ukrainian refugees Svetlana, 53 years old, and her daughter Alyssa, 19 years old. All four of them seem at a loss as to what to do next after learning that the administrative branches of the centre are closed. They linger in the sunshine of the early spring morning and exchange phone numbers with an authoritative Russian-speaking woman who has showed up with another group of refugees and provides advice on how to navigate the labyrinth of French bureaucracy.

Germany looks set to cut development aid
[DW] As Germany dramatically boosts its defense budget in the face of the Ukraine war, it is planning a reduction of development aid by 12% in its draft budget.

Germany's new Finance Minister Christian Lindner, from the neoliberal Free Democrats (FDP), has presented his draft budget for his first year in office. It foresees spending to the tune of €457.6 billion ($503.5 bn). Not all of the government ministers are happy with the plans.

The budget of Germany's Ministry for Economic Cooperation and Development, for example, is to shrink to €10.8 billion — while the defense budget is set to increase to over €50 billion. The boost to the defense budget is due to the war in Europe.

But Ukraine and Russia are also major grain exporters — and those exports will now all but dry up as the war continues.

"The war in the world's breadbasket is having a dramatic impact on global nutrition," warned Development Minister Svenja Schulze, from the center-left Social Democrats (SPD).

Meanwhile,
...back at the revival hall, Buford bit the snake and Eloise began speaking in tongues...
Germany is set to cut its contribution to the World Food Programme by 50% to €28 million. "This amount will not be enough to compensate for crop failures and prevent famine," Schulze warned.

WAR IN UKRAINE THREATENS GLOBAL FOOD SECURITY
Even before the war broke out, she said, the COVID pandemic affected the poorest countries, adding to the burden on their health systems and economies. And all this was on top of the climate crisis, which is hitting the world's poorest countries the hardest, with droughts, storms, floods, and crop failures.
Bad Luck™
Germany will uphold its commitment to spend 0.7% of economic output, amounting to €23 billion, towards official development assistance (ODA). But government spending towards refugees in Germany and humanitarian assistance organized by the Foreign Ministry count as part of ODA as well and make up more than half of development assistance spending.

The actual German development aid budget is an investment in specific programs to alleviate poverty in the long term, rather than the short-term response of humanitarian aid. Germany supports economic, environmental, social, and political programs in developing countries, which contribute to the fight against hunger and poverty, the protection of the climate and biodiversity, health and education, gender equality, fair supply chains, and technology transfer. Germany is one of the largest donor countries worldwide.

But the smallest partner in the new coalition government, the business-focused Free Democrats (FDP) have a skeptical view of development aid. In its party platform, the FDP states that substantial savings are possible in this area — by placing the focus on "quality rather than quantity," according to party publications. It is the party's chairman, Finance Minister Lindner, who has now presented the draft budget slashing the development aid by €1.6 billion.

"The way forward can not be to have more and more projects. We need to be more efficient. Everything needs to be put to the test, whether it's small or large organizations, bilateral or multilateral projects," argued FDP politician Claudia Raffelhuschen in this week's debate in the federal parliament, the Bundestag.

#1  ...It says something for the events of the last 30 days that the GERMANS have suddenly realized that the world wasn't passing them by, to the point where they are looking hard at buying a ballistic missile defense system.

The F-35 purchase was stunning enough, as it's been understood on the Continent for many years that the -35 isn't so much a purebred fighter as a low-observable light bomber with a really robust air-to-air capability. The Germans were hoping to quietly go out of the nuclear strike business along with their Tornados, and thanks to Putin's inability to read a room that's now a non-starter.
