Haqqani Network Behind Panjshir Suicide Attack: Governor
[Tolo News] On Friday, the Governor of Northern Panjshir province, Abdul Raman Kabiri, said that the Haqqani network was behind Thursday's suicide kaboom that killed 13 people and injured 14 others.

"The incident happened after the police stopped the attackers and asked them to come out from the car," Kabiri said. "This attack was carried out by the Taliban and Haqqani network."

He said the gunnies target was inside the province of Panjshir, but they failed.

Officials said the gunnies were four people who wore normal clothes and wanted to enter Panjshir with a wedding party.

It is not yet clear what areas they wanted to target in Panjshir, but they detonated the explosive in front of the main security gate of the province after being caught.

"I was near the scene when I heard a blast," Khalid, an eyewitness to the attack, said. "The coppers who were in charge of the area were either killed or injured in the attack."

Among the 13 confirmed dead, four were Afghan coppers. The families of the coppers who were killed said they are ready to sacrifice more to defend the country.

"We will continue living this way," Habib, a relative of an Afghan policeman who was killed, said. "If today we lost one of us, we are ready to send dozens of others to join the Afghan forces."

Counter-terrorism crackdown in Kenya 'Under-reported or Exaggerated'
GAROWE, Somalia -- The ongoing counter-terrorism crack down on Somali refugees in Kenya received mixed reactions from Somalis abroad and at home and international watchdogs, with challengers accusing Kenyan government of violating laws, Garowe Online reports.

The sweeping security operations in Nairobi's Eastlight dominated the headlines of Mogadishu-based media agencies but the veracity is behind the closed doors according to analysts who have been closely following the clamp down since early April when Kenyan authorities commenced to round up illegal migrants.

Despite startling discrepancies, independent sources in the neighboring country of Kenya tell GO that Somali ambassador to Kenya Mohamed Ali Nur America played a vital role in extending steadfast support to the victims of Eastlight operations.

Political Revenge

Leaving the harsh treatment of Kenyan police forces aside, Somali people responded to the mass deportation of illegal Somali migrants differently. Speaking to GO on condition of anonymity a key official within Federal Government of Somalia has disclosed that the Federal Government initially showed extreme reluctance in the wake of Eastlight crackdown.

On Sunday, Deputy Foreign Affairs Minister Mahad Mohamed Salad received ambassador Nur at Mogadishu's Adan Adde International airport, citing consultations over the arrest of consular official Siyad Mohamud Shire. Shire was briefly held by Kenyan police.

Speaking at a joint press conference with Nur, Federal Government of Somalia's Prime Minister Abdiweli Shiekh Ahmed Mohamed urged Kenya to respect the dignity and rights of Somalis.

"The Somali government has been in constant communication with the Kenyan government on these detentions and would like to see the government of Kenya make every effort to ensure the protection of innocent Somali citizens," Mohamed said in a press statement from his office." The Somali government also seeks an official response from the Kenyan government on the arrest of the Somali consular to Kenya, Siyad Mohamud Shire, which is a serious violation of diplomatic immunity".

President Hassan Sheikh Mohamud looked with envy at Kenyan Defence forces' stabilization efforts in the southern port city of Kismayo shortly after his victory in the country's presidential elections. Following the seizure of strategic Kismayo seaport from Al Qaeda linked Al Shabaab militants in Septemper 2012, Mogadishu-based Federal Government overlooked at key plans and proceeded to distorted accussations on Kenyan-AMISOM forces.

GO learned in late 2013 that presidential aides were paying media houses in Mogadishu to spread anti-Kenya propaganda in response to the consolidation of Jubaland Peace Process.

Though Kismayo suffered from two decades of armed conflict over the control of the lucrative seaport and the fertile hinterland along Jubba river, the local communities stood by Jubaland administration in support of peace and development.

Kenyan diplomat spawns controversy

A Kenyan delegation reportedly led by Hillary Kyengo, a consul assigned to Jubaland visited Kismayo in step towards greater cooperation in various fields between Jubaland and Kenya.

"We came to Kismayo to meet the Kismayo leadership , the IJA [Interim Jubba Adminstration] leadership and we succeeded in meeting with president and some of the ministers.We are here as a Kenyan delegation because we would like to establish closer relations with the IJA administration and very soon we [will be openning] a liaison office here in Kismayo so that we can foster issues," Kyengo said on arrival at the airport.

Jubaland leader Madobe alongside ministers and traditional leaders welcomed the Kenyan officials to Kismayo.

Addressing participants at an event marking International Labour Day at Justice ministry complex in Mogadishu, President Mohamud rebuffed the presence of Kenyan consul on Jubaland soil and added that he was in contact with Kenyan government.

"With the exception of Kenyan ambassador to Somalia, Kenya government proved to us that no consul was appointed to a vicinity in Somalia," noted Somalia President.

Photographic images and footage posted on Somali news sites and You Tube show the extent of brutality being exercised by Kenyan Police as ethnic Somalis devoid of legitimate papers and refugee cards faced harsh treatment.

The detention of innocent Somalis moderately shook the fledgling ties between Mogadishu and Nairobi.The recall of ambassador to Kenya revealed the scale of diplomatic relations as well as weaknesses within the bilateral cooperation.

Somalia's plea for smooth repatriation of illegal migrants in Nairobi remains outstanding priority for the public, nevertheless the infiltration of terrorists into the peace loving communities plunged the Kenyans into bewilderment.

Somalia Faces Renewed Food Crisis
The United Nations says Somalia is facing a renewed food crisis due to a lack of rain, rising food prices and continued insecurity.

The U.N.’s Food Security and Nutrition Analysis Unit (FSNAU) says 860,000 Somalis are in urgent need of humanitarian assistance. It says the crisis is especially critical in rural areas of south-central Somalia and among internally displaced persons.

In a report released Friday, the agency said more than 200,000 Somali children under the age of 5 are acutely malnourished. FSNAU technical adviser Daniel Molla says many of those children are in northeastern Somalia, where people are dealing with a severe water shortage.

“We have seen rising childhood illnesses and also reduced access to milk for children in pastoral households, as livestock has to go to different places in search of pastures and water,” he said.

Molla also says a government offensive to push al-Shabab militants from their remaining strongholds has inadvertently cut off some food supplies.

“Following the offensives, the insurgents who have been routed out of some of these areas are preventing the flow of trade, mostly food commodities, into the areas that have been liberated by the Somali government,” he said. “That’s leading to a significant increase in prices and causing localized food shortages.”

Somalia was hit with prolonged drought in 2011 and 2012 that drove thousands of Somalis into neighboring countries in search of food and water.

Boko Haram: Ekweremadu Tasks Scientists on Anti-terrorism Device
[THISDAYLIVE] Barely 24 hours after the second Nyanya kaboom which claimed several lives, the Deputy Senate President, Ike Ekweremadu, has charged scientists in Nigeria to proffer solution to the worsening insecurity in the country.

Speaking in Nsukka on Friday, Senator Ekweremadu challenged scientists to develop devices that could be used to track bully boys.

This is coming even as a foremost Elder statesman and a member of the Board of Trustees of the Peoples Democratic Party (PDP), Chief Emmanuel Iwuanyanwu advocated a constitutional restructuring ensuring equality of the six geo-political zones of the country.

Qaeda threatens to hit back over Yemen drone strikes
[Beirut Daily Star] Al-Qaeda's Yemen affiliate on Friday threatened to strike back at any party involved in the US drone campaign, which has killed scores of jihadists ahead of a government ground offensive.

The warning from senior Al-Qaeda in the Arabian Peninsula leader Qassem al-Rimi came in a video posted online.

He accused Yemeni security forces of placing tracking devices on vehicles to help US drones target them, warning his group would attack "any establishment, ministry, camp or barracks" involved in the tactic.

He also said it would go after anyone "acting as an intermediary with the Americans."

"For us, all such establishments are legitimate targets. We won't wait for them to come to us -- we will go to them," he said.

Rimi said his group had "a long list of those implicated in such operations... who will pay the price".

The animal rights activist who assassinated Dutch politician Pim Fortuyn was freed Friday, after serving just under 12 years in prison - years during which many of Fortuyn's ideas, particularly his disdain of "multiculturalism" and his dislike of Muslim immigration, have become mainstream in the Netherlands.

Volkert van der Graaf killed Fortuyn on May 6, 2002, days before national elections in which Fortuyn was set to win big on an anti-immigration platform that upended the then-progressive Dutch political landscape.

TTP talks can't progress amid needless rhetoric
[The Nation (Pak)] Interior Minister and Ch Nisar Ali on Friday said dialogue process with Taliban could not move forward amid 'needless rhetoric'.

"At the start, there were people who were opposed to the dialogue process and we listened to them and tolerated them as it is part of democracy," he said, adding now even those who were supporters of dialogue were showing contradiction in their stance.

Sajna planning to overthrow Fazlullah
[The Nation (Pak)] Against the backdrop of infighting among the outlawed Tehrik-e-Taliban Pakistain (TTP) ranks, some of its Death Eater leaders are planning to kill Mullah Fazlullah

For some reason the Pak intel services were never able to locate his transmitter, much less bomb it. After ruling the place like a conquered province for a year or so, Fazlullah's Talibs began gobbling up more territory as they pushed toward Islamabad, at which point as a matter of self-preservation the Mighty Pak Army threw them out and chased them into Afghanistan...

Tribesmen close to TTP commander Khan Said Mehsud alias Sajna talking to this correspondent from some holy man's guesthouse an undisclosed location in a tribal area informed on Friday that Sajna is making bids to unite all the anti-Fazalullah Death Eaters in TTP under his command, apparently to dethrone the disputed Fazlullah.

Sajna was tipped as the strongest contender for assuming Taliban leadership after Hakimullah Mehsud's killing in a US drone strike, claiming himself as being the most suitable candidate to run the Death Eater organization comprising as many as 43 different Death Eater outfits.

The sources said Sajna now emerging as a rival to the present TTP leader. They said he is exploiting the differences among the Mehsud tribe over the leadership issue, and he is even contacting with the Death Eater groups outside the TTP to bring them under his command.

When asked whether assassinating disputed chief could be the only motive of Sajna, they said, "Apparently, his efforts are focused on eliminating the command of Maulvi Fazalullah, as he never accepted his leadership.

About the possibility of Sajna's forming a new Death Eater outfit, the rustics remarked, Khan Said alias Sajna has the potential to form a new amalgam of Death Eater groups, however to establish his command he has either to get oath of allegiance from majority of TTP commanders or eliminate them, while Fazalullah will be his prime target.

Sajna, who is believed to be the strong supporter of peace with the government during the time of Hakimullah Mehsud, is fighting a fierce battle with Shehryar Mehsud in South Wazoo. Shehryar was close to Hakimullah, who believed that war was the only way to fulfil Pak Taliban's agenda.

A member of an elite security service told this scribe that security services intercepted some communications of the warring TTP groups in South Waziristan, which suggest that Sajna was planning to undertake 'something big'. He informed that several encrypted communications of TTP from first week of the April when deciphered strongly suggest that the infighting will increase further and new alignments and alliances would take place among the TTP and in this process, many key commanders are likely to be assassinated.

In a declaration, the tribal leaders fully backed the ongoing grinding of the peace processor in the light of unanimous resolutions passed by the APC and the Parliament. It appreciated efforts of both government and Taliban's negotiating committees.

The moot demanded constitutional, political, economic and educational reforms in Federally Administrated Tribal Areas (Fata) and called upon the government to make legislation to enhance representation of trial areas in the parliament and the judiciary.

On the occasion, TTP-named mediator Professor Ibrahim said dialogue is the only option to restore peace in the country. He said that they appeal both Army and Taliban to silence their guns and resolve the issue through dialogue. He also urged the government to fully implement the Islamic clauses in the constitution. Ibrahim said that the founder of the nation Quaid-e-Azam Muhammad Ali Jinnah had termed the rustics as 'Shamsher-zan' of the country, and Pakistain has no need to keep army on the frontier in the presence of tribal people.

He said that the huge gathering clearly shows that the rustics want sustainable peace. He appealed both the government and Taliban groups to show patience and end war as war is no solution.

Sami said that the grinding of the peace processor cannot be made result oriented unless Army is allowed to directly talk to the Taliban leadership. He warned that his team would separate itself from the grinding of the peace processor if the government would not show its sincerity thorough concrete measures. He said they had offered their service just for the sake of the nation.

JI ameer Sirajul Haq said tribal elders, political parties and even common people are unanimous to resolve the issue through talks instead of force. "The key to peace is with Islamabad, and the decade-old conflict can come to an end certainly if the government wanted so," he held. He said that success of dialogue is actually the success of Pakistain, and warned that failure of talks would be failure of the country.

Bashing the US, as per the JI leaders tradition, he said, "Those having beards and turbans are not terrorists, rather the biggest terrorist is the United State of America." He added that the violators of the constitution were not in the tribal areas rather they were setting in the federal capital Islamabad. The rustics were being defamed, he added.

Govt has no authority, says TTP
[The Nation (Pak)] The Taliban Thursday alleged the government of pursuing a dual policy, saying on one side it was harping on the beat of peace talks while on the other it was issuing threats to myrmidons.

Tehrik-e-Taliban Pakistain (TTP) front man Shahidullah Shahid in a media statement also alleged that the army has been conducting operation in Babar and Shaktoi areas of South Wazoo Agency for last two days, warning that talks and war cannot go together.

Shahid said that operations were being intensified against the TTP across the country. He went on to say that Taliban are willing to talk in the interest of Islam and the Moslems of Pakistain, but would not accept the dialogue to be used a political tool and to pursue war tactics.

"Taliban are fighting for the supremacy of sharia and our Mujahideen have the capability to face any difficult situation and they know how to give a befitting response to the enemy," the front man said. Taliban are ready to face any situation, he added.

From day one the TTP, he claimed, had demonstrated sincerity and seriousness in the talks and had agreed to a 45-day ceasefire, while government has shown no seriousness up till now. "On our demands, no progress has been made. Government has not established its authority. And, has been unable to stop operations against Taliban," he said.

He said that TTP do not know, whether it should hold dialogue with the government or the army. Taliban would not step back from the serious and useful talks but would not accept the politics of threats, he said.

That suicide-kaboom on Feb. 6 by the Pak-born Majeed, appeared to be part of a resurgence of such attacks that represented a disturbing shift in tactics among radical jihadists in the sectarian killing grounds of Syria and Iraq.

Many of them have been carried out by foreigners drawn to the conflicts from across the region and from Europe, U.S. and European security and intelligence officials say.

Will McCants, an expert at the Brookings Institution think tank in Washington, said given the rapid increase of imported muscle in Syria "if the war drags on, the number of fighters will far eclipse those we saw in Afghanistan."

The security officials estimated that several thousand foreign nationals are active in the two countries.

Most are with the Islamic State of Iraq and Greater Syria (ISIS), an ultra-conservative bad boy group reconstituted from an earlier incarnation of Al-Qaeda and is active in Syria and Iraq and with Nusra Front, an Al-Qaeda affiliate which is one of the most powerful rebel forces in Syria.

In the last year the rate of suicide kabooms in Iraq has risen sharply, back to levels not seen since 2007, U.S. officials said.

The officials said they did not have precise data on the number of imported muscle involved in the violence. But in March and April alone, at least 14 Tunisians fighting with ISIS blew themselves up at various locations in Iraq, according to postings on social media sites affiliated with ISIS, which U.S. and European authorities monitor.

That is about half of the total number of foreign jacket wallahs identified with ISIS on social media who blew themselves up during the two-month period, said Laith Alkhouri, a senior analyst with Flashpoint Partners, a group which monitors bad boy social media postings.

Other suicide bombers in Iraq in March and April included fighters from Al-Qaeda in the Arabian Peninsula, one of the group's most lethal wings based mostly in Yemen.

Alkhouri said many of them appeared to be Saudis, Libyans, Egyptians, Moroccans and Jordanians. A Danish citizen and a Tadjik were also reported by the group to have blown themselves up.

During the 2006-07 civil war in Iraq, when the use of suicide kabooms were rampant, foreigners made up the largest proportion of the bully boyz carrying them out. After the U.S. "surge" in 2007, when it rapidly built up its forces, the number of attacks dropped as sectarian violence as a whole waned.

Militant attacks are now increasing sharply again in Iraq as the powerful ISIS seeks to impose strict Shariah law in the Sunni majority populated regions of the country.

Foreign Sunni fighters have converged on Syria to fight alongside Sunni rebel forces, while Shiites from Iraq and Leb have joined Assad's forces. Foreign fighters are coming from Saudi Arabia, Bahrain, Yemen, Kuwait, Tunisia, Libya, Egypt, Morocco, Jordan, Bosnia, other Arab states, Chechnya, Pakistain, Afghanistan and Western countries, according to several U.S. and European security officials.

With Assad using his full firepower against rebels who lack sophisticated arms, the military balance tipped against the rebels last year, driving imported muscle to carry out suicide kabooms to make up for losses on the battleground.

English-speakers play a prominent role among imported muscle. British security sources estimate that at least 400 British nationals have moved in and out of the Syrian conflict, with as many as 250 Britons on the battlefield at any one time.

The video of the British suicide bomber shows what appears to be a truck elaborately rigged as a suicide bomb. Standing nearby is a person who Sherlocks identified as Majeed posing and talking with what appear to be fellow bad boy fighters.

While the video does not show him driving the truck into the prison, Sherlocks say they believe he was the driver and that the video is authentic.

Perhaps fewer than a hundred Canadians and Americans have also joined Syria-based bad boy groups, say U.S. intelligence officials.

They estimate the number of Americans who have joined the conflict in the "dozens."

In an April 23 report, the Dutch AIVD intelligence service said it was aware of two Dutch nationals who became suicide bombers in the last year while fighting with bad boys. One went kaboom! in Syria and the other in Iraq, said a European security official briefed on the matter.

Another European official said that at least one or two German nationals were believed to have been involved in recent suicide attacks.

Screech orders Syria affiliate to stop fighting rivals

ISIL was initially welcomed by other rebels, who have been fighting to topple Assad since 2011, but allegations of brutal abuses against civilians as well as rival opposition fighters sparked a backlash.

Zawahiri was among the critics, and ordered ISIL chief Abu Bakr al-Baghdadi to restrict the group's activities to its home base in Iraq.

In his latest message, he renewed that instruction, urging him to "devote himself to maimed Iraq, which needs you to redouble your efforts" there.
