Parrot named Nigel with British accent disappears, returns speaking Spanish
Nobody is sure where Nigel the parrot has been for the past several years but he's back with his owners in California. The British accent he left with when he vamoosed is gone. Now he’s speaking Spanish.

The Daily Breeze reported Sunday the reunion was brought about by a Southern California veterinarian who mistook the African gray parrot for her own missing bird.

Teresa Micco tracked Nigel's microchip to Darren Chick, a Brit who lives in Torrance.

Little is known about Nigel's whereabouts the past four years, but Chick says the bird's British accent is gone and it now speaks Spanish.

It's the fifth parrot reunion facilitated by Micco, who has been running ads for her own missing bird for nine months.
I think we are seeing a pattern developing - Microchips - Hope & Change - Coincidences - I don't think so.

Decision nears on Amanda Bynes' treatment; brain 'microchip' tweet is key
[EDITION.CNN] Amanda Bynes' claim that a microchip implanted in her brain made her tweet bad things about her father could be key evidence in keeping the actress in a mental facility, according to experts.

Bynes, 28, was admitted to a Pasadena, Caliphornia, an impregnable bastion of the Democratic Party,, facility on an involuntary emergency psychiatric hold Friday, but a probable cause hearing must be held this week if her doctors want to keep her there.

Her admission to Las Encinas Hospital came hours after Bynes posted a series of tweets alleging her father verbally, physically and sexually abused her. However,
there is a theory which states that if ever anybody discovers exactly what the Universe is for and why it is here, it will instantly disappear and be replaced by something even more bizarre and inexplicable. There is another theory which states that this has already happened...
she disavowed responsibility for the accusations in a tweet a short time later: "My dad never did any of those things The microchip in my brain made me say those things but he's the one that ordered them to microchip me."

WHO: Ebola Is Modern Era's Worst Health Emergency
[HOSTED.AP.ORG] The World Health Organization called the Ebola outbreak "the most severe, acute health emergency seen in modern times" on Monday but also said that economic disruptions can be curbed if people are adequately informed to prevent irrational moves to dodge infection.
It's worse than typhoid, typhus, cholera, and smoking combined.
WHO Director-General Margaret Chan, citing World Bank figures, said 90 percent of economic costs of any outbreak "come from irrational and disorganized efforts of the public to avoid infection."
"Disorganized" is maybe so, but I don't see what's irrational about trying to avoid being infected with a disease that's usually fatal.
Staffers
To whit, bureaucrats...
of the global health organization "are very well aware that fear of infection has spread around the world much faster than the virus," Chan said in a statement read out to a regional health conference in the Philippine capital, Manila.
So we should give the mortality rate time to catch up? That's rational?

#1  "the most severe, acute health emergency seen in modern times"
I would think global unwanted pregnancies, AIDs, genital multilation(M&F), clean water, famine and ignorance rank pretty high, in modern times.

#2  The 'economics' don't matter a great deal if one does not survive the emergency. Survival really is key.

Reassuring to note we've now got the World Bank on the case, or have they been involved from the onset? The World Bank's 'Child Spacing' concept really never has caught on.

Poroshenko appoints Stepan Poltorak as defense chief

Ukrainian president Piotr Poroshenko appointed his Ukrainian National Guard chief, Lt. General Stepan Poltorak as his minister of defense, replacing Colonel General Valery Geletey, who resigned Sunday, according to Russian language news reports.

Russian and Ukrainian language reports conflict as to the reason for General Geletey's departure, most of them centered on the disaster in Ilovaisk in late August, where dozens of Ukrainian troops were killed after being surrounded by militia troops. Other reports say that that General Geletey resigned to head up a key Ukrainian military academy.

The appointment of General Poltorak is seen by both Russian and Ukrainian media as showing Poroshenko's intention to continue military operations against the two breakaway oblasts (provinces) of Donetsk and Lugansk.

Rebel fighters and Ukrainian military forces are supposedly withdrawing from a line of demarcation agreed to last month in the Minsk ceasefire, but some of the requirements such as withdrawing heavy weapons have been slow in coming.

General Poltorak served as Ukrainian head of Interior Troops and then the National Guard. Because General Poltorak himself has been directly involved in the fighting against Donetsk and Luganks militia, he is seen by Ukrainians as an endorsement of Ukraina's involvement in destroying the rebel movement.

Leonid Slutsky, part of the Russian State Duma’s committee for CIS affairs, called the appointment an endorsement of war, according to a news item posted on the Itar-Tass website, calling General Poltorak "Donbass’s worst gendarme."

Russian politicians have claimed that Ukrainian troops fighting in the region were involved in atrocities against civilians as well as militia fighters, a charge which Ukrainians have thrown right back at the pro Russian militias and Russians alike.

Slutsky also said that the appointment is seen as an attempt by President Poroshenko to bolster his party's fortunes in the upcoming elections in less than two weeks, October 26th.

General Poltorak is Soviet trained and has been an Interior Troops commander since 2002.

Former Donetsk official survives assassination attempt

One of Donetsk's first independent governors, Pavel Gubarev, was wounded in an assassination attempt while in Donetsk, according to Russian language news reports.

According to a news article published in the online edition of Komolskaya Pravda, Pavel Gubarev was traveling as a passenger aboard a vehicle near the Russian border during the night of October 12th to October 13th when his vehicle came under fire by unidentified men traveling aboard SUVs.

According to a Vkontackte post on the Strelkov-Info website quoting Sergey Kovalchuk, who was driving in a vehicle behind Gubarev, a vehicle described as a "jeep" sideswiped Gubarev's car and presumably passengers aboard the jeep opened fire on Gubarev.

Gubarev's driver attempt to flee the scene, but was followed by the jeep, continually firing. The driver crashed his vehicle into a telephone pole, with Gubarev sustaining a broken arm and other injuries. According to another witness, individuals inside the SUV that sideswiped Gubarev opened fire, then fled the scene.

Gubarev was taken to a hospital in Rostov, just across the Russian border where he is said to have regained consciousness, but is in intensive care and is listed in serious condition.

Only 31 years old and a former ad agency executive, Gubarev became Donetsk's self proclaimed governor, and he also helped with the May 2nd plebiscite which militias claim was Donetsk's independence vote. The People's Republic of Donetsk was declared May 14th.

Last spring Gubarev was detained by Ukraina's security services for two months before being released in a prisoner exchange in May.

Although the November 2nd election in Donetsk to elect a new national legislature is still set, Gubarev was expected to announce his withdrawal from the leadership of his political party, New Russia Party (Partiya Novorossiya).

A national Ukrainian election is set to take place just one week before the Donetsk election on October 26th. Ukrainian president Piotr Poroshenko dissolved the Ukrainian unicameral legislature, Verkhovna Rada, last month in response to adverse war news involving the breakaway oblasts (provinces) of Donetsk and Lugansk.

Sergey Kovalchuk also mentioned in the VKontakte post that he did not think the attempt was linked to the upcoming elections, but was the work of Ukrainian military or security forces.

Russian journalist Dmitri Steshin said in a tweet Monday he did not think the incident would be investigated given the mayhem in Donetsk and Lugansk at the moment.

Ukrainian Forces withdraw from the airport

Shelling in and around the airport in Donetsk intensified, killing and wounding several more militia fighters. According to reports, Ukrainian armor entered the airport grounds, supported by artillery firing from Peski to the southwest and Avdeyevka in the northeast.

According to a tweet by Russian journalist Aleksandr Kots, Ukrainian forces are trying to withdraw their forces from the airport.

According to a news item posted on the Voice of Sevastopol website, Donetsk deputy minister of defense, Eduard Basurin announced that 12 civilians were killed, "including 6 women and 1 child, 13 more wounded, mostly in the Kievsky district of Donetsk," all from artillery strikes in Donetsk city.

A total of four militiamen were killed and another 12 militia were wounded, presumably inside of Donetsk city itself.

Two militiamen were killed in Avdeyevka (northeast of Donetsk city), where there is an ongoing effort to eject Ukrainian troops from one of two main Ukrainian bases supporting troops at the Donetsk airport.

Both sides in the conflict have been under obligation by the Minsk ceasefire agreement to withdraw all heavy armaments from a demarcation line, part of which runs directly through Donetsk city itself. Since the last protocol signed in September 19th, neither side has withdrawn their heavy weapons including artillery, so artillery strikes, commonplace in Donetsk city throughout the summer, continue virtually unabated.

The line of demarcation is a line 15 kilometers on either side of which neither side can have weapons heavier than 100mm. That restriction eliminates the presence of every artillery tube except for the ever present 82mm mortar, which both sides field and use.

The demarcation line agreed to in the September 19th protocol is likely to be an election issue in Donetsk, since Donetsk's current prime minister Aleksandr Zakharasheko had signed the agreement, and is expected to run for a seat in the new Donetsk legislature.

India-Pakistan
India ramps up Ebola screening at airports
Indian authorities have ramped up screening for the Ebola virus at airports and ports over the past two months to avert an outbreak of the deadly disease that has killed more than 4,000 people, mostly in West Africa.

As part of the heightened surveillance, the government conducts detailed medical examinations of high-risk passengers, including checking their travel history, taking their body temperature and placing under quarantine people with possible symptoms of infection.

The government has screened 21,799 people at airports since it began screening for Ebola two months ago, but nobody has tested positive for the disease in India. So far, 1,200 travellers have been identified as suspected cases and 485 passengers have been quarantined at a Delhi facility.

The passengers had flown from Ebola-affected countries -- Liberia, Sierra Leone, Nigeria, Guinea, Congo and Senegal -- and had reported Ebola-like symptoms that include fever, fatigue, sore throat, muscle ache, nausea and headache.
India is doing the right thing. Anyone you suspect might have ebola, stick them in quarantine until you are sure they don't. Rather than waiting until you know they do have ebola, and then quarantining.
