The bill, which the lawmakers first introduced last year, seeks "to provide a civil remedy for an individual whose rights have been violated by a person acting under federal authority." It would do this by adding five words — "of the United States or" — to a longstanding provision enacted in 1871, known as Section 1983, which gives individuals the right to sue state or local officials who violate their civil and constitutional rights. The additional words would include federal officials in the statute.
The FBI, Justice Department, Transportation Security Administration (TSA), U.S. Immigration and Customs Enforcement (ICE), and federal prison officials are among the law enforcement entities that would be held accountable under the legislation.
Sen. Sheldon Whitehouse (D-R.I.) introduced a companion bill in the Senate this week.
Supporters of the legislation argue that no statute, including Section 1983, currently gives individuals the right to sue federal officials who violate the Constitution. Johnson and Raskin said as much in a press release, pointing to the former Trump administration as reason to pass their bill.

Kurdish counterterrorism forces and the global coalition against the Islamic State (ISIS) on Monday killed five members of a "dangerous" cell in a joint raid against the group in eastern Syria, according to a statement from the Syrian Democratic Forces (SDF).
The Kurdish-led SDF said in the statement that a "dangerous" ISIS cell was hiding near al-Busayrah town in Deir ez-Zor province. "After investigations, information gathering, and careful follow-up of wanted persons during the last period, the cell’s whereabouts were raided with air support."
The ISIS fighters fired at the raiding forces who responded and killed five members of the cell, "most of whom were wearing boom belts," according to the SDF which said in the statement that the raid followed recent ISIS activities against civil and service institutions in the town.
Al-Busayrah is located on the banks of the Euphrates where ISIS remains active despite the group’s territorial defeat in 2019. The SDF and coalition forces have conducted several raids in Deir ez-Zor recently. They have also conducted a number of joint patrols in the area this month.
Four members of a family were also killed in the joint raid, according to the Syrian Observatory for Human Rights (SOHR), including two who were targeted by coalition gunfire from a helicopter while trying to flee on a cycle of violence.
The SDF is the main ally of the US-led coalition in the fight against ISIS on the ground in Syria.
The increased military operations against ISIS signal a surge in the group’s activities in the region.
According to the latest Pentagon report on the fight against ISIS, the Death Eaters’ activities "significantly" decreased from July to September 2021, but, citing the Defense Intelligence Agency (DIA), it said "there were signs that the group is ’poised to increase activity in the coming quarter after a period of recuperation and recovery.’"
"The DIA said that ISIS moved some of its fighters during the quarter from the Syrian desert back into Iraq and northeastern Syria, which ISIS perceives to be important operating environments," added the report.

The al-Qaeda linked group seized Matabaan, a key town in the Hiran region on Monday according to the residents who spoke to Garowe Online by phone. The Lions of Islam raised their black banner on top of Matabaan's police and administrative offices to show their arrival.
According to reports, the Lions of Islam temporarily took over control of the town when Galmadug coppers who were tasked with manning the area left for unknown reasons. Once Somali National Army [SNA] seizes important towns, they hand them over to other security forces.
The latest reports from Matabaann town indicate that the al-Shabaab fighters have left the town as government troops mobilize in Guriel to head to the area. Before leaving, the Lions of Islam reportedly destroyed the town’s cop shoppe by detonating explosives.
The development comes just days after government forces in Guriel faced Ahla Sunna Wal Jamaa [ASWJ] in the region, leading to the death of dozens. The ASWJ militia was once an ally of the federal government of Somalia before cutting ranks.

[IsraelTimes] Police say investigation into suspected accomplice in Damascus Gate attack completed; teenage suspects in separate Jerusalem stabbing remanded for 4 days
Police said Monday that a man suspected of aiding a Paleostinian terrorist who committed a stabbing attack near Jerusalem’s Old City earlier this month would soon be indicted over his role in the attack.
Separately, two female teenage suspects were remanded in jug for an additional four days over another stabbing attack, in the capital’s Sheikh Jarrah neighborhood, last week.
In the first case, a Paleostinian assailant stabbed a Jewish civilian near Damascus Gate in Jerusalem on December 4 and then attacked two Border Police officers, who subsequently shot him dead. The civilian was seriously maimed in the attack.
In a statement Monday, police said a 48-year-old taxi driver from Kafr Qasim had been arrested shortly after the attack, and that the man had now been arraigned in court and remanded in jug for four more days ahead of a formal indictment for allegedly aiding the terrorist.
Police said the driver’s investigation had ended, concluding that he had given a ride to the terrorist — a Paleostinian without a permit to enter Israel — from a roadblock near the West Bank city of Qalqilya to a place near Damascus Gate in Jerusalem, where the attack was carried out.
The statement did not specify if the man was suspected of knowingly aiding the terrorist or was aware he was entering Israel illegally.
The man’s taxi has been confiscated, the statement added.
The attack happened on Saturday near the Old City in Jerusalem. The assailant was seen crossing a street, then turning and repeatedly stabbing an ultra-Orthodox man behind him. He then ran at the responding officers.
The attacker was later identified as Muhammad Salima, a 25-year-old from the West Bank town of Salfit who was in Israel illegally.
The victim of the attack, Avraham Elmaliach, 21, was stabbed in the neck.
The officers were questioned after video of the incident showed them firing at Salima when he was already lying on the ground. But the State Prosecutor’s Office later closed an investigation into the officers, saying in a statement: "An examination of all the circumstances found that this was an incident that lasted only a few seconds, in circumstances where there was a real and tangible danger to the lives of the officers and civilians in the area."
In a separate suspected terror attack days later, an Israeli woman was lightly injured when an attacker plunged a foot-long (30 centimeter) knife into her back as she walked her five children to a daycare in the flashpoint East Jerusalem neighborhood of Sheikh Jarrah.
Police said the suspect was a 14-year-old girl who lives in Sheikh Jarrah. A member of a well-known local family, the suspect lives in a home that, like many in Sheikh Jarrah, is embroiled in a court battle with Jewish groups that have contested the property’s ownership.
Police said Monday that the remand of two teenage girls had been extended — the suspected stabber and a second who allegedly helped her after the attack and tried to eliminate incriminating evidence.
The investigation in their case is still ongoing. Court hearings in the case are being held behind closed doors due to the suspects’ age.

The US has rejected an Israeli request to fast-track the delivery of two tanker aircraft which had been ordered by Israel, as plans for a possible military option against Iran's nuclear plan move forward, Ynet reported on Monday.
In October, sources in the Defense Ministry stated that senior Israel Air Force (IAF) officers had requested that the supply of four KC-46 tanker aircraft from the US be sped up, asking that two of the aircraft be delivered immediately. The officers asked that the other two be supplied within the next two to three years.
According to the Ynet report, the IDF hopes to convince the US over the next year.
The US State Department approved the possible sale of up to eight KC-46 tanker aircraft and related equipment to Israel for an estimated cost of $2.4 billion last March, marking the first time that Washington has allowed Jerusalem to buy new tankers.
Israel was set to receive two of the Boeing-made planes by late 2023, and during former prime minister Benjamin Netanyahu’s last visit to Washington, he raised the issue that two of the eight tankers be supplied in the next year.
The KC-46 tankers will replace Israel’s Ram (Boeing 707) tanker aircraft that are required for long-range missions and nearing the age of 60.
Israel’s fleet of Ram planes, the number of which remains confidential, are former civilian aircraft adapted for military uses such as aerial refueling for fighter jets, as well as its fleet of transport aircraft. They were grounded last year.
The new KC-46 tankers can refuel jets with 1,200 gallons of fuel per minute by its fly-by-wire 55-ft. refueling boom. It also can have wing air refueling pods allowing three jets to be refueled at once within three to four minutes.
With a range of 11,830 km., with the capacity to unload some 207,000 lbs. of fuel, the KC-46 can refuel over 64 different types of aircraft.
Such refueling aircraft would be critical for a strike on Iran, as a mission against Iran would need to travel over a thousand kilometers in each direction.
During a recent visit to the US, Defense Minister Benny Gantz updated American officials that he had set a deadline for when the IDF will need to complete preparations for an attack against Iran. There was no US veto to Israel's plans, according to a senior diplomatic source.
The US and Israel are reportedly planning large joint exercises to prepare for a possible strike against Iran's nuclear program.

Yuma has been seeing "unprecedented numbers of migrants entering the city prior to being processed and released by Border Patrol," according to a press release.
The city has less than 100,000 residents, but in five days last week, more than 6,000 illegal migrants traveled from Mexico through the Yuma area into the United States.
The first weekend of December alone, more than 4,000 migrants were apprehended by Border Patrol agents in the Yuma area.
Migrant encounters have increased by more than 2,600% in the past two months, according to Customs and Border Protection.
Many migrants lack adequate food, water, shelter, and other basic necessities, and the surge has particularly strained medical resources in the area, the press release states.
One of the city's other major concerns is the fact that migrants are treading on Yuma's farm fields. This creates concerns about food safety and crop destruction.
By making the proclamation, Yuma will be eligible for state and federal funding to address the crisis.
“The change in the movement of migrants greatly impacts the Yuma community,” the Republican mayor said.

A new report this month from the Observatory on Intolerance Against Christians in Europe (OIDAC) focuses on how declining religious freedom, freedom of conscience and parental rights have impacted the liberties of European Christians.
The document identifies "increasing intolerance and discrimination" against Christians from governments through legislation and political discourse. It also identifies intolerance from individuals through "social exclusion and criminal acts."
OIDAC notes that the Office for Democratic Institutions and Human Rights from the Organization for Security and Cooperation in Europe published its annual hate crimes report in November, stating there were 981 anti-Christian hate crimes in Europe for 2020 compared to 578 in 2019.
"This meant an increase of 70% in anti-Christian hate crime since last year," the OIDAC report states.
"Our numbers speak louder than our words. This is one of the reasons OIDAC was founded over ten years ago, because there was no other organization reporting and raising awareness on this phenomenon in Europe."
The study compiled over two years focuses on situations for Christians in five countries — France, Germany, Spain, Sweden and the United Kingdom — amid rising "secular intolerance" and "Islamic oppression."
"These countries were selected because, according to our observations, Christians face the most difficulties in them," the report explains.
"The findings of the report are based on a variety of data we collected. The majority of our data is based on descriptive cases, an extensive questionnaire and in-depth interviews with experts and afflicted Christians."
While hate crimes have a higher frequency in France and Germany, they tend to be more severe in Spain and France, the organization finds.

Harris' efforts to reduce corruption in Central American nations have also hit some major roadblocks as Guatemala's attorney general fired the country's head anti-corruption prosecutor just weeks after Harris visited the country over the summer to encourage preserving the rule of law.
The vice president, at the time, didn't speak with leaders in Honduras or El Salvador because of significant corruption in those governments. However, Honduras recently elected a new president – Xiomara Castro – who has promised to fight corruption, improve the economy, and protect women in the country. Harris spoke with Castro on Saturday, congratulating her for her victory, and discussing the road forward for Honduras.
Harris will reportedly announce the funding commitments on Monday at a business roundtable with corporate leaders representing companies like Microsoft, PepsiCo, Cargill, and Nespresso.
PepsiCo, Cargill, and Parkdale Mills have each promised roughly $150 million for various projects in Central America over the next several years. Microsoft has committed to providing three million people with internet access, and will raise that figure to four million while also teaching 100,000 people digital skills.

In addition, the Post reports that Afghans who have yet to be matched with a refugee contractor are being temporarily offered food stamps while each receives nearly $2,300 in federal aid.
