#7 Probably something benign, like maybe an ad for gambling or some such was embedded on the Fox News page and tripped the Navy filter (which they most likely just subscribe to from some nanny-web service.)

NMCI is (for now) operated under contract by a private company. Senior leadership would have as much influence as some retired 'Afrikaaner' bent-leg.
