#3 Not surprising really. It is all about incentives as the Freakonomics boys say.

Juveniles receive lighter punishment for crimes (assuming they even get charged), so you end up with 15 yr olds running the product. However, teenage bangers attract attention from cops (can you say "stop & frisk"). Luckily for the dealers, there is a huge supply of little school kids all walking around with backpacks.
