Puntland is an interesting place. It seems like they've decided that it's not worth the hassle to declare yourself an independent country when you can simply *be* one de-facto, and put all of the structures in place. Smart.

#2 Declarations of "nation status" and sovereignty used to be the key for American foreign aid. Things are a bit tight in the States at the moment.

#4 Based on this article perhaps one is better off just Dealing! with oh, I don't know, say terrorists and pirates launching a prison break than "dealing" with international law.
