#4 Having used it a number of times my vote goes to the chunnel. An underwater explosion somewhere before it enters bedrock with a distracting accompaniment of riot/fire for cover at the Calais seaport end. Remote sensors, alarms and traffic monitoring generally preclude manual placement but sinking a LPG tanker would bypass these controls.

That displaces my former favorite, the Eisenhower tunnel on I-70 west of Denver. Unlikely to collapse from a blast it is certainly susceptible to a twofer. The first to block the flow, the second to create an inferno of the ensuing traffic jam.

An upcoming earthquake will take LA tunnels, and I don't care about NYC.
