This may be economic politicking or it may be forcing the advancement of metallurgy.

#4 This looks like a negotiating position to me: "Make it worth my while to make this go away," but we'll see. I expect shrieks of horror from both sides of the Atlantic over this -- European Conservative is right about this raising manufacturing costs.
