#1 Possibly, but I still haven't seen the Russian Operations Order and neither would I be anxious to mistake what hasn't happened yet with what won't or can't yet happen.

#2 My friend (who reads all the military reports a civilian can read) thinks I'm crazy but I think Putin never expected to hold the entire Ukraine and that was just an extra grab to make the peace treaty negotiations easy. As is I suspect he'll be given the eastern areas and Crimean to stop the war.

So the plan (if that was the plan) succeeded even though the blowback of being an international pariah and economically hobbled were probably far worse than Putin expected.
