Kinda split on this.
FEMA serves a much-needed purpose, but has been politically corrupted and hijacked.

But, how to eliminate the Politics and insure FAST unbiased emergency support for US Citizens. While tracking how issues are handled and every penny is spent, in a way that the general-public see is a must.

Eg Western North Carolina and the FEMA workers refusing help / assistance to homes and persons with MAGA/Trump signage..

#4 Before FEMA the national agency responsible was DoD. They were happy to unload the mission that didn't come with funding. FEMA became what the Postal Service was before it was spun off as 'semi-independent', a place for political patronage.

#5 #3 what governors need from the National Guard are military police, engineers, transportation, and medical units but those are generally in the Army Reserve force structure. The NG force structure is largely combat units. It's great for tradition and history, but not functionality.
