#1  Chemotherapy might be an appropriate analogy for these people. They make you sick, have lingering side effects with oftentimes questionable results. Unfortunately, lifestyle changes were ignored and now a far greater risk is at hand which makes them relevant and necessary.

A Chinese zoo's supposed "African lion" was exposed as a fraud when the dog used as a substitute started barking.

The zoo in the People's Park of Luohe, in the central province of Henan, replaced exotic exhibits with common species, according to the state-run Beijing Youth Daily.

It quoted a customer surnamed Liu who wanted to show her son the different sounds animals made -- but he pointed out that the animal in the cage labelled "African lion" was barking.

The beast was in fact a Tibetan mastiff -- a large and long-haired breed of dog.

"The zoo is absolutely cheating us," the paper quoted Liu, who was charged 15 yuan ($2.45) for the ticket, as saying. "They are trying to disguise the dogs as lions."

Three other species housed incorrectly included two coypu rodents in a snake's cage, a white fox in a leopard's den, and another dog in a wolf pen.

The chief of the park's animal department, Liu Suya, told the paper that while it does have a lion, it had been taken to a breeding facility and the dog -- which belonged to an employee -- had been temporarily housed in the zoo over safety concerns.

Users of China's Twitter-like Sina Weibo service mocked the zoo.

"This is not funny at all. It's sad for both the zoo and the animals," said one.

"They should at least use a husky to pretend to be a wolf," said another.

Cameroon Takes Control in Disputed Bakassi
[An Nahar] Cameroon took full illusory sovereignty over the disputed territory of Bakassi on Wednesday, state radio reported, five years after an agreement with Nigeria signalling the end of a bloody conflict over the land.

"The transitional period in the Cameroonian peninsula of Bakassi has come to an end," said an announcement on the radio.

Nigeria formally ceded Bakassi to Cameroon on August 14, 2008, halting 15 years of border conflict.

A U.N.-backed period of transition agreed by the two countries followed to allow Cameroon to develop an administrative presence in the area.

Nigeria's Deputy Foreign Minister Nurudeen Mohammed told Agence La Belle France Presse the government had taken note of the landmark date.

"This has been going on for 10 years. We are aware. We are part of the process," he said.

The peninsula in the west of the country was formerly part of South Cameroon, itself an area of Nigeria, until inhabitants voted to join Cameroon in 1961. It has around 40,000 inhabitants, including many Nigerian expatriates.

Nigerians living in the peninsula will now have to apply for a visa or apply for Cameroonian citizenship, and Cameroonians will have to register with the tax authorities.

U.N. Officials Warn Central Africa Looms as 'Failed State'
[An Nahar] Top U.N. officials called on the international community Wednesday to act to keep crisis-torn Central African Republic from becoming a "failed state."

Speaking before the U.N. Security Council, the officials called on the body to support the African Union
...a union consisting of 53 African states, most run by dictators of one flavor or another. The only all-African state not in the AU is Morocco. Established in 2002, the AU is the successor to the Organisation of African Unity (OAU), which was even less successful...
's efforts to restore order in the country, plagued by insecurity and humanitarian crisis.

"The Central African Republic is not yet a failed state but has the potential to become one if swift action is not taken," the U.N.'s under-secretary-general and emergency relief coordinator Valerie Amos said.

, 1.6 million people in the Central African Republic are in need of urgent help. The crisis has forced 60,000 people to flee to neighboring countries and has displaced 206,000 individuals.

Amos called for the Security Council to support the new International Support Mission to Central Africa (MISCA). The 3,600-person force, under the auspices of the African Union, is tasked with helping the Central African government secure its territory.

She also called on the international community to provide "funds and logistical support" for the country, noting that only 32 percent of $195 million requested by the United Nations has been provided thus far.

Two Koreas Say To Resume Operations At Shuttered Factory Park
[Ynet] South and North Korea agreed on Wednesday to resume operations at their troubled joint industrial park after a series of talks on the fate of the rivals' last symbol of economic cooperation.

A joint statement said the two countries had agreed to cooperate to restart Kaesong industrial zone and prevent another shutdown. It did not give a date.

India submarine explosion: All 18 sailors feared dead
India's navy said all 18 sailors on board a submarine which exploded and sank on Wednesday are feared dead, after divers found no signs of life when they entered the stricken vessel.

Meanwhile, an inquiry has been ordered into what's thought to be India's worst naval disaster in more than 40 years in which the fully armed INS Sindhurakshak, which was recently refitted in Russia, caught on fire after an explosion and subsequently sank in a military shipyard.

Chief of naval staff D.K. Joshi said no sign of life had been detected by divers who managed to enter the sub through the main hatch in a bid to refloat the vessel.

"While we hope for the best, we have to prepare for the worst," he told reporters in Mumbai, adding that there was a possibility some crew might have found air pockets but "the indicators are negative".

He also admitted that the incident had left a "dent" in the country's defences at a time when the world's biggest democracy has been expanding its armed forces rapidly to upgrade its mostly Soviet-era weaponry and respond to what is perceived as a growing threat from regional rival China.

It is not certain what caused the explosion, but reports suggest it may have occurred while maintenance was being carried out on the submarine's battery system. The blast damaged other ships nearby at the naval base.

Rahul Bedi, a defence expert with IHS Jane's Defence Weekly, cited reports a saying the fire set off weapons on the submarine.

"Some agencies are reporting that the fire in fact set off two torpedos, one of which skimmed past a submarine that was berthed nearby and another sailed harmlessly into either the water or some other buildings," he said.

The NDTV channel showed grainy and shaky footage of the fierce explosion, which lit up the sky at the naval dockyard shortly after midnight.

"There were two to three explosions and the night sky lit up briefly," said eyewitness Dharmendra Jaiswal, who manages a public toilet near the dockyard and was sleeping there overnight. "There was a lot of smoke and I thought it was some major repair work."

In February 2010, the INS Sindhurakshak also suffered a fire while docked in Visakhapatnam, Andhra Pradesh state, killing a 24-year-old sailor and leaving two other crew members with burns.

There were fears that today's explosion might have damaged other navy vessels in the Mumbai dockyard, a colonial-era facility with civilian and military sections that employs more than 10,000 people.

Mr Bedi said the submarine was commissioned from Russia in 1997 and lacked some modern safety equipment common to newer vessels.

"They don't have escape routes in the event of accidents unlike some of the modern submarines," he said. "The major concern is of India's submarine capability depreciating fast.

"I think out of 14 diesel-electric subs, 12 are operational. That's very inadequate and a big operational drawback for the Indian navy."

The Russian firm which refitted the submarine said the craft had been fully operational when returned to India in January. A spokesman for the Russian Zvyozdochka ship repair company told RIA Novosti that "certain concerns" were raised when the Russian-made INS Sindhurakshak was inspected by experts at the Severonisk port on the Barents Sea.
"Say, does this thing float?"
But he said India raised no objections about the state of the diesel-powered vessel when receiving it from Russia.

INS Sindhurakshak is a Kilo-class submarine which normally operates with a crew of 53 people and can sail on its own for 45 days, the Indian navy website says.

"Our hospitals received 33 people, injured due to the gun sex, one of them later died in the hospital," Doctor Semi Jamali told AFP.

Flag-raising ceremonies were held in Islamabad and all four scenic provincial capitals as well as in Pak-administered Kashmire, where tensions with neighbouring India are running high.

Smartphone App Launched To Help Illegal Immigrants Avoid Deportation
[WashingtonTimes] Immigration advocates on Wednesday launched a new mobile app designed to help undocumented Democrats to take advantage of President B.O.'s non-deportation policy for so-called Dreamer immigrants.

Known as "Pocket DACA" -- a reference to Deferred Action for Childhood Arrivals, the government's name for the legalization program -- the free app gives advice on how to apply for the program and lists groups immigrants can contact for help.

The app allows users to do a pre-screening interview so they can see if they are likely to qualify, including age and residency requirements. It also contains information about how to avoid immigration scams and to get access to scholarships to help pay the fees required by DACA.
Everything modernizes.
