Summary: D.C. Delegate Eleanor Holmes Norton (D) wants the President to reiterate his support for D.C. voting rights in the House during his State of the Union address. Norton wrote a letter to Obama last Thursday. She wrote a similar letter to Obama in January 2010.
Obama didn't mention it in his 2010 speech. He didn't mention it back during the 2009 one, either.

Separate the Mall area from the rest of the District. Return everything except the Mall area to Maryland. The people who live in Anacosta and Georgetown then can vote for two senators and whatever representatives that their area can support. Keep the Mall area as the federal district, and forbid permanent residence within it.

Exactly, mojo. All Delegate Norton needs to do is to convince Congress and three fourths of states to amend the Constitution so that D.C. could become a state.
I think Dr. Steve's idea would be easier - Virginia took back its part of the District. Maryland could do the same.

There is a reason the Founding Fathers didn't let DC have representation. Government should not be allowed to vote for more government. If they want representation, they can claim a "resident" state and vote in that state's election. Otherwise sod off.

There was an article in National Review, I believe, that summed it up, but used some numbers only liberals would accept:
Greenhouse gasses include water vapor (they say 90%, the latest I've read says 94%), Carbon dioxide (the article says 8%, most people agree it's around 5%), and "lesser gasses" - methane, carbon monoxide, nitrous oxide, etc.
Man's contribution is rated at being 3% (range is from 1.6% to 3.3%, but nothing higher than that) of all CO2 in the atmosphere.
Even at the worst, mankind is on the hook for adding 3.3% of 8% (0.26%, or 0.3% rounded) of the current CO2 atmospheric level. A doubling of 20th-century CO2 from 360 parts per million to 720 parts per million would result in a calculated warming of 1.6 degrees Celsius. Mankind's part of that (0.3%) would mean we're responsible for an increase of 0.0048 degrees, or less than half of one-hundredth of one degree Celsius.
The madness doesn't stop there. The effect of CO2 in the atmosphere is logarithmic, not direct. The first 250 parts per million account for something like 94% of all CO2-induced warming. By the time the level reaches our current 380 ppm, that greenhouse gas has already caused 99.9999% of all warming it can. Doubling, tripling or increasing the CO2 level above that point has absolutely NO additional measurable effect on the Earth's warming.
BTW, each time Mount Vesuvius, Etna, the volcanoes in Alaska, Indonesia, Hawaii, and anywhere else erupt, they usually put more greenhouse gasses (CO2, sulfur dioxide, nitrous oxide, etc.) into the atmosphere in a DAY than all the fossil-fuel burning on the whole planet does in a year. There's never a day where there isn't some volcanic activity dumping greenhouse gasses into the atmosphere. De-fund the EPA, fire everyone working for it, and ensure they can't get a job anywhere else in the Federal government. Use excessive stupidity for the reason.
