TikTok and Title 42 rumours fuel human smuggling at the US border
[BBC] Stepping into the brown waters of the Rio Grande, a small group of migrants is all smiles as they look off into the distance - the end of their long and dangerous journey into the US is just hundreds of feet away.

"Crossing the river safely," reads a message splayed across the top of the video, which includes the Spanish-language hashtag #AmericanDream. "Write to me and I'll give you more information."

The video is one of hundreds on social media that promise to help migrants start a new life in the US, securely and cheaply.

And while they seem innocent - even friendly - experts say they are deceptive. "This is advertised people smuggling," said Ed Calderon, a former Mexican police officer who specialises in the border's underworld. "And it's out in the open''.

Experts say these video clips - on platforms including TikTok, YouTube and WhatsApp - are the public face of a highly sophisticated, multi-billion dollar illegal industry that has taken advantage of confusion over changes in US immigration policies to spread disinformation and drive demand for their services.

Business is booming in the wake of the 11 May expiry of Title 42, a Donald Trump-era policy that allowed the US to swiftly deport people without an asylum hearing, using the coronavirus pandemic as justification.

The new approach encourages legal pathways, while at the same time also implementing strict penalties for those who cross illegally.

US officials say since Title 42 expired, migrant detentions have fallen by 70%, as more people come to the country legally.

Falling figures, however, do not mean falling profits for the criminal organisations that help migrants cross the border undetected.

"It's like Christmas for these smugglers right now," Mr Calderon told the BBC, adding that there is a perception among many migrants that successfully crossing the border without being detained is more difficult.

"That's all because of their propaganda, and it allows them to raise prices."

Mr Calderon's assessment was echoed by Adam Isacson, a migration and border expert from the Washington Office on Latin America, who said that demand for the services of smugglers is likely up "among those who want to enter the United States undetected" after Title 42.

"If numbers dip because of a tough new policy change, that absolutely raises the price of smuggling services," he added.

The videos splashed across social media come in various forms, and are in many cases far from subtle.

Some are testimonials from seemingly satisfied customers, supposedly speaking from safe houses or city streets in the US.

"Here we are in New York City," the Venezuelan-accented narrator of one such video says while walking down a Manhattan street. "I'd like to thank my companions for getting me here safe and sound."

The caption of the video, from a "travel agency", asks viewers to send a message requesting help getting to the US without a visa.

Others show camouflaged smugglers leading groups of migrants through harsh terrain, or using ladders to swiftly get over border barriers. Many promise door-to-door services from as far away as South America to final destinations in the US.
Migrants often pay thousands of dollars to smugglers to reach and cross the US-Mexico border.

Almost universally, they include a phone number to WhatsApp or a promise that more details - including price and payment plans - will be revealed in response to private messages.

Experts say that prices for smuggling services vary enormously and often are determined by what the smugglers perceive a migrant - or their family - can pay, either up front or in instalments over time.

US officials have warned that migrants who don't pay are often forced to work for the cartels, sometimes as prostitutes, drivers or drug-runners. Some are simply held hostage in secret stash houses until the fees are fully paid, or threaten their families in the US or back home.

"It's a giant industry, and it's a cartel industry," Mr Calderon said. "Smuggling people across the border is one of their biggest money makers right now".

Mr Calderon estimated that even the most basic packages - which he described as a "let's see if we can get there" trip - would start at between $5,000 and $8,000 for a family of four starting in Mexico.

Current and former law enforcement sources in the US and Mexico estimated that typical prices are now around $15,000, rising to between $50,000 and $60,000 for many migrants coming from outside of Latin America. The BBC was unable to independently verify these prices.

The issue of disinformation on social media has increasingly caught the eye of US officials. Just ahead of Title 42's expiry, for example, Homeland Security Secretary Alejandro Mayorkas warned would-be migrants of falling to lies meant to "lure vulnerable people to the Southern Border".

Additionally, the Department of Homeland Security launched a "geo-targeted" digital advertising campaign on social media platforms across Central and South America. The ads are designed to reach migrants via their mobile devices, and direct them to government-run landing pages that clarify facts about US immigration policies and provide warnings about the dangers.

US officials have told the BBC the ads are still running even after the recent policy changes.

TikTok, for its part, has said it has a "zero tolerance" approach to human smuggling and has dedicated "significant investment" to finding and removing such content, with offending accounts permanently banned. The two videos mentioned in this story have already been removed, only to be swiftly replaced by others with similar content.

Alex Pacheco, a former Customs and Border Patrol (CBP) supervisor with 20 years' experience on the force, said that social media rumours are likely to continue to run rampant, with smugglers keen to exploit migrants' anxieties about the impact of domestic US policies and events on the border.

Mr Pacheco believes this trend will become even more evident as the US heads towards the 2024 presidential election.

"They'll always say that people need to cross now. Some people would have been told that the price will go up if you don't cross before Title 42, for example," Mr Pacheco said.

"Now they'll probably say that there may be a new administration, that the new president won't be Joe Biden, or that the border will go back to how it was in the previous administration…

Regional monetary union lifts Mali suspension
[AlAhram] A West African monetary union has agreed to lift its suspension of Mali, imposed in January 2022 over the ruling junta's timeline for returning to civilian rule, it said in a statement.

The West African Economic and Monetary Union (UEMOA) came to the decision during an extraordinary session held in Guinea-Bissau on Saturday, it said in the communique received Sunday by AFP.

"With regard to Mali, the Conference decided to lift its suspension from the UEMOA bodies and institutions on 09 January 2022", it said, without elaborating.

UEMOA and the Economic Community of West African States (ECOWAS) had in January 2022 imposed a range of economic and diplomatic measures against the Sahel country after its military government unveiled a plan to rule for five years.

ECOWAS lifted sanctions in July 2022, accepting a planned March 2024 return to civilian rule.

The leader of Mali's junta, Assimi Goita, seized power in August 2020, then installed an interim government led by civilians.

But in May 2021, he deposed those civilian leaders in a second coup. He was later sworn in as interim president.

Mali last month held a referendum on constitutional changes, marking a key step in the military's plans to restore civilian rule.

After riots, France bans fireworks sales for July 14 Bastille Day celebrations

[AlAhram] La Belle France has banned the sale, possession and transport of fireworks during the July 14 national holiday weekend, following riots sparked by the police killing a teenager, the government said Sunday.

Fireworks were among the weapons of choice during the unrest that went kaboom! in La Belle France after a police officer rubbed out a 17-year-old during a traffic stop on June 27 near Gay Paree, rekindling long pent-up frustrations and accusations of systemic racism among La Belle France's security forces.

"In order to prevent the risk of serious disturbances to public order during the July 14 festivities, the sale, possession, transport and use of pyrotechnical articles and fireworks is banned until July 15 inclusively," said a government decree published in the official Journal on Sunday.

The ban does not extend to professionals or municipalities that are organising traditional fireworks for the Bastille Day celebrations, it added.

Worried about a possible resurgence of rioting, Prime Minister Elisabeth Borne told the daily Le Gay Pareeien on Saturday that the government would deploy "massive means to protect the French" during the national holiday.

Fireworks displays are an annual feature of Bastille Day celebrations. They are also often used during protests in the country.

The EU ambassador's comment came in a video statement regarding the extension of Pakistain’s GSP (Generalised Scheme of Preferences) Plus status.

Pakistan 'cautiously' praises Afghan Taliban's steps against cross-border terrorism

Pakistain has witnessed a surge in terrorist attacks following Afghan Taliban’s return to power in August 2021 and called upon the interim rulers to take decisive actions against snuffies including the TTP responsible for cross-border attacks.

"It's a serious issue. But steps are being taken to neutralise the TTP. We should also understand that it will take a while, but the process has been initiated," Durrani said in response to a recent Taliban announcement that TTP hard boyz were being moved away from Afghan areas bordering Pakistain.

"That is a step the Afghan government is taking, so we have to wait and see the results. It is now in the initial stages, so it would be too early to comment," said the envoy. "But if this relocation of the TTP can actually happen and lead to peace along our borders, it would be a significant development and we would welcome it."

Durrani added that Pak military operations had deprived the TTP of any territorial control and their relocation from border areas suggests they have now also become a "liability" for the Afghan Taliban.

"Comparatively, Afghanistan is now very peaceful but there are pockets of TTP, ETIM, and other groups that are a source of concern. Both Pakistain and China hope that the Afghan government will take practical measures," Durrani said.

The kidnapping of Russian-Israeli researcher Elizabeth Tsurkov was carried out to pressure Israel to release an Iranian operative held by Israel, according to Asharq al-Awsat, a London-based Arabic daily.

Citing Iraqi government sources and members of an umbrella organization for Shiite militias, the newspaper reported that the Iranian in question could be Yusef Shahbazi Abbasalilo, whom Israel announced in June it had nabbed on Iranian soil for planning attacks on Israeli targets in Cyprus.

Israel has not revealed when it took Shahbazi Abbasalilo, an alleged Islamic Revolutionary Guard Corps operative, and whether it was before Tsurkov was kidnapped.

Some sources told the outlet that talks were being mediated by Russia, "which may result in the release of Tsurkov in the coming days."

Asharq al-Awsat also said it had received conflicting reports about her whereabouts, with some sources saying she was being held in Iraq by the pro-Iranian militia Kataeb Hezbollah, and others indicating she had been moved to Iran.

The report could not be independently verified.

Tsurkov, a doctoral student at Princeton University and fellow at the New Lines Institute for Strategy and Policy, has been missing in Iraq for more than three months.

PM: Selective law enforcement at different protests is ‘fatal wound’ to democracy; Pres.Biden condemns gov’t as most radical
[IsraelTimes] Premier makes comments ahead of cabinet meeting with top police and legal officials on policy regarding police activity at rallies against judicial overhaul.

Prime Minister Benjamin Netanyahu on Sunday said that law enforcement policy at demonstrations must be uniform for all types of rallies, adding that selective action would be "fatal" to democracy.

In public comments made before the start of the weekly cabinet meeting, Netanyahu explained why Attorney General Gali Baharav-Miara and top police officials, among them police chief Kobi Shabtai, had been specially invited to participate in the gathering.

The purpose, he said, was to clarify the policy of enforcement at demonstrations.

Baharav-Miara and police were summoned to give their input after months of mass protests against the government’s controversial judicial overhaul. Senior coalition figures have increasingly urged police and the legal system to deal more forcefully with the demonstrators.

In an unusual move, bigwigs from the Justice Ministry were in attendance alongside Baharav-Miara, amid concerns the coalition wants to pressure law enforcement to suppress the protests.

"Selective enforcement is a fatal wound to democracy and a fatal injury to the rule of law, and therefore we asked the legal adviser to give a report to the government on this issue," Netanyahu told his cabinet.

The legal and police officials were to provide ministers with an update on policy "against threats and assaults on elected officials, calls for civil revolt and disobeying the law, blocking roads and illegal strikes," Netanyahu said.

He stressed that the right to demonstrate within the framework of the law is "a sacred right for every person and every group of people, and we strongly condemn any violence against demonstrators from one side or the other.

"While the government has not considered restricting this right, it has requested to be given a report on the enforcement policy regarding violations of the law that infringe on the basic rights of millions of citizens and that are carried out almost on a daily basis during the demonstrations," he said.

, local organizations completed on Sunday the construction of three new settlements in Afrin region in northwest Syria.

An exclusive source told North Press that the Ottoman Turkish Beyaz Eller (White Hands) Association have recently completed the construction of three new settlements near the village of Sheikh al-Deir (Shadereh), about 18 km in the south of Afrin city.

The source said that each settlement includes 300 apartments. They are prefabricated rooms built for the settlers who came to Afrin from other Syrian areas, mostly the families of the members of armed factions, after the city was occupied by Turkey.

The Kurdish-majority region of Afrin has been under Ottoman Turkish occupation since 2018 following a military operation dubbed "Olive Branch" to push away the Kurdish People’s/Women’s Protection Units (YPG/YPJ) under the pretext of protecting the Ottoman Turkish national security.

The invasion displaced around 300,000 indigenous Kurds. Turkey and its affiliated opposition factions of the Syrian National Army (SNA), replaced the population with Arabs fleeing other parts of Syria. Kurds in Afrin are subject to systemic discrimination and violence. In 2022 alone, 633 people, mostly Kurds, were arbitrarily arrested by SNA factions and Turkey.

In June, The Turkey-based International Association for Relief and Development (ONSUR), with support from Paleostinian organizations, completed the construction of al-Amal 2 settlement in Jabal al-Ahlam area in southeastern Afrin within a complex of five settlements.

Turkey has built more than 19 settlements in Afrin region, northwest Syria, through using organizations like Living with Dignity Association, White Hands (Beyaz Eller), Rahma International Society, and other organizations which are funded by Qatar and Kuwait.

Human rights activists say they are part of a Ottoman Turkish "ethnic engineering" policy in the region. Most are funded by Ottoman Turkish, Qatari, Kuwaiti, or Paleostinian organizations with ties to the Moslem Brüderbund. At least 1.535 Paleostinian families living in Syria have been resettled to Afrin.
