Afghanistan
Gulbuddin Hekmatyar has changed his conditions for peace process
[Khaama (Afghanistan)] The leader of Hezb-e-Islami Gulbuddin Hekmatyar
... who used to be known in intelligence circles as The Most Evil Man in the World but who now seems merely run-of-the-mill evil...
has reportedly changed his his conditions for grinding of the peace processor with the Afghan government by stepping back from his demands for the complete withdrawal of foreign forces, it has been reported.

An official of Hezb-e-Islami Amin Karim has told The News Agency that Dare Not be Named that Hekmatyar is no longer demanding that all foreign troops leave Afghanistan.

This comes as Hekmatyar earlier demanded for the complete withdrawal of the foreign forces from Afghanistan in a bid to pave the way for peace talks, a similar demand the Taliban group is sticking to.

Hekmatyar has said the "departure of foreign troops is not a condition, it is a goal," according to his party official Karim.

The latest remark by Hezb-e-Islami official comes as the representatives of the party said last week that there will be no compromise on women’s rights if two sides agreed to strike a deal.

Earlier, it was reported that the party is seeking to become a government partner by seeking positions in civil and security institutions.

The delegation of Hezb-e-Islami arrived for peace talks to capital Kabul
...the capital of Afghanistan. Home to continuous fighting from 1992 to 1996 between the forces of would-be strongman and Pak ISI/Jamaat-e-Islami sock puppet Gulbuddin Hekmayar and the Northern Alliance, a period which won Hek the title Most Evil Man in the World and didn't do much for the reputations of the Northern Alliance guys either....
in mid March and shortly after the Quadrilateral Coordination Group (QCG) called on Lion of Islam groups to participate in direct peace talks with the Afghan government.

Afghan militants still armed and financed on other side of border: Sediqi
[Khaama (Afghanistan)] The Afghan anti-government armed turban groups are still receiving support as they use safe havens on the other side of border.

The Ministry of Interior (MoI) front man Sediq Sediqi told news hounds in Kabul
...the capital of Afghanistan. Home to continuous fighting from 1992 to 1996 between the forces of would-be strongman and Pak ISI/Jamaat-e-Islami sock puppet Gulbuddin Hekmayar and the Northern Alliance, a period which won Hek the title Most Evil Man in the World and didn't do much for the reputations of the Northern Alliance guys either....
that the murderous Moslems still receive financial support and are being equipped outside the country.

Sediqi further added that the murderous Moslems continue to their insurgency activities using the safe havens located on the other side of the border.

He did not elaborate further regarding the safe havens of the Afghan murderous Moslems located outside the country but the Afghan officials have long been criticizing Pakistain for allowing the Afghan murderous Moslems to use their soil for planning and coordinating attacks in Afghanistan.

The Taliban group’s council based in Quetta as well as the notorious Haqqani terrorist network are believed to have shelters in Pakistain.

Meanwhile,
...back at the alley, Bugs Moroni was holding Slats from behind while his brother Greasy Thumb was pounding his face into paste ...
Sediqi said the Afghan forces will continue to suppress the anti-government armed murderous Moslems with improved capabilities, including the close-air support capability.

The Afghan Air Force has several A-29 Super Tucano light attack aircraft and MD-530 warrior helicopters from the United States which are expected to start operations soon.

Afghanistan also received 3 Mi-25 gunship helicopters from India late last year as part of India’s support to bolster the capabilities of the Afghan Air Force amid deteriorating security situation in Afghanistan.

Chadian Self-Defense Groups on Alert for Boko Haram
[VOA News] Chad remains on alert for Boko Haram
... not to be confused with Procol Harum, Harum Scarum, possibly to be confused with Helter Skelter. The Nigerian version of al-Qaeda and the Taliban rolled together and flavored with a smigeon of distinctly Subsaharan ignorance and brutality...
attacks four months after a state of emergency was declared around Lake Chad. Local self-defense groups in the village of Baga Sola near Lake Chad are working alongside security forces.

Buyers and sellers converge at the weekly Saturday market in Baga-Sola. Handheld metal detectors beep amid the usual chatter.

Members of the local self-defense committee check everyone and everything coming into the market, even baskets of vegetables.

"We search everyone," says the head of the local self-defense committee, Hassan Ahmat Mahamat. "Even it is your brother, you search him."

Inside the market, you can still see the charred remnants of a October 10 triple suicide kaboom. At the time, it was Boko Haram's deadliest attack on Chadian soil. The bombing killed 43 people, including the attackers, and maimed 58 more, said the prefect of the Kaya region, Dimouya Souapebé.

"We never imagined Baga Sola would one day be attacked by Boko Haram," he told VOA.

Just weeks after Baga Sola was hit, Chad declared a state of emergency in the area around Lake Chad. Attacks were intensifying there as Nigerian and regional troops routed Boko Haram from strongholds in Nigeria.

Europe
Germany: 3 charged over valve deliveries to Iran
[IsraelTimes] German prosecutors say they’ve indicted three men for allegedly delivering valves to Iran for a company that was once responsible for building the country’s Arak heavy-water reactor.

Federal prosecutors say Tuesday that the three German citizens -- identified only as Bernd L., Rene L. and Ralf C. in line with German privacy rules -- were charged with violating export laws and attempting to violate weapons-control laws.

They say the men delivered 51 valves to Iran in two batches, in 2010 and 2011, part of a larger order worth some 1 million euros ($1.14 million). Two of them are accused of giving the wrong customer name to get around export controls.

Prosecutors say any deliveries to the actual customer, which wasn’t named, were banned at the time under sanctions.

...home of the Helvetians, famous for cheese, watches, yodeling, and William Tell...
will no longer have to shake hands with their female teachers, following a ruling that was on Monday causing an uproar in the country.

A school in the northern municipality of Therwil, in the canton of Basel, reached the controversial decision after two male students, aged 14 and 15, complained that the Swiss custom of shaking hands with the teacher is counter to their religious beliefs if the teacher is a woman.

Swiss legal expert to rule on Muslim pupils' handshake exemption

[AlAhram] A Swiss legal expert will decide on the validity of a controversial ruling that allows male Muslim students to avoid shaking hands with female teachers for religious reasons, an official said Tuesday.

Switzerland's population of eight million people includes an estimated 350,000 Muslims.

More on this story from yesterday. Good that it's getting play back home, where such behaviour is common as dirt.
[Khaama (Afghanistan)] Two Afghan asylum seekers have reportedly been tossed in the clink
Keep yer hands where we can see 'em, if yez please!
for sexually abusing a teenage boy in swimming pool in Germany, a similar incident which took place last year in Austria involving an Iraqi asylum seeker.

The two convicts arrested in alleged sexual abuse case are in their 20s with the victim reported to be 14-year-old.

Both the convicts were brought before a judge in Paderborn on Saturday after the alleged incident that took place at an indoor pool in Delbruck, North Rhine-Westphalia, on Friday afternoon.

According to the reports, the 14-year-old boy was forced by the two asylum seekers to perform sexual acts after he was caught in the changing room.

A similar incident was reported in Austria last year after a 10-year-old child was admitted to hospital with severe injuries following a sexual assault by an Iraqi asylum seeker.

The incident took place in a public swimming pool in Vienna, the capital city of Austria late in the month of December last year.

According to local media reports, a 20-year-old Iraqi refugee dragged the boy into the changing rooms on 22 December, pulling down his swimming trunks and assaulting him.

The man was arrested after police was informed regarding the incident that resulted to severe injuries to the child was then admitted to the hospital for the treatment.

The man told police the attack was the result of a "sexual emergency" as he had not had sex in four months, according to the local newspapers.

Female journalist attacked by angry teen LIVE ON AIR in Molenbeek
[EXPRESS.CO.UK] The footage shows Italian broadcast journalist Giovanna Pancheri presenting in the troubled area before the camera jerks away and the face of a young male teenager is seen.

The female journalist begins to back away from her attacker who continues to pursue her before assaulting the cameraman.

The media team move away from the incident as a second male approaches while trying to continue their live news report.

Ms Pancheri said the boy was trying to prevent the media team from filming.

The journalist said: "There was a group of three trying to intimidate us who had nothing better to do.

"We had already spoken to them explaining that we were filming a live news report and that I would be the only one on the screen. But while we were filming, one of them approached us, tried to swipe the camera and kicked the cameraman."

The Italian journalist added: "A group of gentleman who had helped us set up came over to apologise to us, saying that wasn’t Molenbeek."

The Grand Turk
Erdogan proposes stripping terrorism supporters of Turkish citizenship
[ENGLISH.ALARABIYA.NET] The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
should consider stripping citizenship from supporters of terrorism, President Tayyip Erdogan said on Tuesday, adding that the government had "nothing to discuss with terrorists".
Erdogan gets to define "supporters of terrorism." The devil's in the definition.
His comments, in a speech to a group of lawyers in the capital Ankara, come after he ruled out on Monday a revival of peace talks with the outlawed Kurdistan Workers Party (PKK). He has vowed to stamp out the conflict in the mainly Kurdish southeast, at its deadliest in two decades, once and for all.

"We need to be decisive to take all the necessary measures including stripping of citizenship for terror organization supporters," he said in comments broadcast live on television.

"This state has nothing to discuss with terrorists. That business is over."

Erdogan did not specify who he was targeting with the comments. In the past he said that those Turkey accuses of supporting terrorism - whether they are journalists or aid workers - are no different from snuffies themselves.

Such comments have worried rights advocates who fear that anti-terrorism laws, already used to detain academics and opposition journalists, will now be used in courts to stifle discussion of issues such as the Kurdish conflict.

FBI Says a Mysterious Hacking Group Has Had Access to US Govt Files for Years
The feds warned that "a group of malicious cyber actors," whom security experts believe to be the government-sponsored hacking group known as APT6, "have compromised and stolen sensitive information from various government and commercial networks" since at least 2011, according to an FBI alert obtained by Motherboard.

The alert, which is also available online, shows that foreign government hackers are still successfully hacking and stealing data from US government's servers, their activities going unnoticed for years. This comes months after the US government revealed that a group of hackers, widely believed to be working for the Chinese government, had for more than a year infiltrated the computer systems of the Office of Personnel Management, or OPM. In the process, they stole highly sensitive data about several millions of government workers and even spies.

Iraq
U.S. firm to de-mine Iraqi city of Ramadi retaken from Islamic State
"Hey Ma, I'm going to have a lu-cra-tive career! Now when I go to Europe it'll be because they hired me -- ain't that great, Ma!"
[Ynet] A U.S. de-mining company is removing explosives and training Iraqis to dismantle the devices planted by Islamic State in the largest Iraqi city retaken from the militants, a diplomat and two U.S. officials said on Monday.

Hundreds of improvised explosive devices (IEDs) planted throughout the streets and buildings of Ramadi, 100 km (60 miles) west of Baghdad, have delayed the return of around half a million displaced residents since the Iraqi military backed by U.S. air strikes recaptured the city three months ago.

Syria-Lebanon-Iran
Champ Regime Helping Iran Access Billions in Frozen Funds
[Free Beacon] The Obama administration is helping Iran access billions of dollars in funds that are tied up in international banks across the globe by rewriting regulations and other measures, according to testimony Tuesday by a top U.S. official, who admitted that these assets could be used to fund terrorism.
It's almost as if Champ and Jahwn want something to happen...
The United States has been engaged in an effort to ease longstanding financial restrictions on Iran and has taken steps to aid the Islamic republic as it seeks to access billions of dollars in frozen assets, some of which could be used to fund the country’s global terrorist enterprise, a top State Department official testified to Congress.
Brokerage fees ?
The disclosure of this effort comes amid reports that the Obama administration is pursuing a plan that would grant Iran unprecedented access to the U.S. dollar and American financial markets, a move the administration had vowed would not take place under the comprehensive nuclear agreement.

Thomas Shannon, the State Department’s undersecretary for political affairs, informed lawmakers that efforts to aid Iran’s access to funds includes direct engagement from the Obama administration.

"There will be instances in which we need to help Iran access that money by rewriting clarifying the regulations under which money can be transferred to them," Shannon said under questioning from the Senate Foreign Relations Committee.

IRGC Commander Underlines Iran's Continued Policies Irrespective of Obama Call for Change
Commander of the Islamic Revolution Guards Corps (IRGC) Major General Mohammad Ali Jafari blasted the US officials for their interfering remarks against Iran's missile program, and stressed that Tehran will continue its past policies irrespective of Washington's excessive demands.

"It is now years that we increased our power with the assumption of massive war against the US and its allies and expanded all our capacities and capabilities to attain firm victory against such enemies," Jafari said, addressing the IRGC commanders in Tehran on Tuesday.

He underscored Iran's firm decision to continue the path of progress and advancement, and said, "Our missiles which have become more precise and destructive will multiply more than ever."
Now they have the money. The sanctions are gone and they won't be coming back. Now they can tell Champ, and Jahwn, and Hilarity to go screw, and there's nothing we can do about it. At least until January...
General Jafari also referred to the IRGC's policy towards certain Persian Gulf Arab states which show animosity towards Iran, and said, "The IRGC has earned the necessary preparations through planning and is waiting for an order to respond to the impudence and stupid behavior of regimes like Saudi Arabia and Bahrain and others which are the symbol of modern political backwardness, and whose behavior is the result of their reliance on the US power."

He also reiterated Iran's firm support for the Syrian government, the Hezbollah resistance movement and the Palestinian and Yemeni nations, stressing that the country will not allow disintegration of the Muslims states as envisaged by the British-US-Israeli strategy.

In relevant remarks today, Chief of Staff of the Iranian Armed Forces Major General Hassan Firouzabadi blasted US President Barack Obama for his remarks against Tehran's implementation of the nuclear deal, and said he is raising excessive demands.

"We studied the details of the nuclear agreement and didn’t see anything but its text and don’t have any information about its spirit," Firouzabadi said, addressing the Chief of Staff's commanders and officials in Tehran on Tuesday, following the US president's call on Tehran to work on the spirit of the July nuclear deal.

"Therefore, the US arrogant expectations and excessive demands are ungrounded and unacceptable and no one in the Islamic Republic of Iran cares about them," he added.

Also on Tuesday, Iranian Government Spokesman Mohammad Baqer Nobakht said after the implementation of the nuclear deal, the US wrongly imagined that Iran would modify all its policies in line with the deal.

"But we have specified policies in our country and the government has just been allowed to obviate ambiguities with regard to the nuclear issues," he added.

Obama on Friday criticized Iranian leaders for what he called as undermining the “spirit” of last year’s historic nuclear agreement, even as they stick to the “letter” of the pact.

In comments following the Nuclear Security Summit in Washington, Obama, meantime, denied speculation that the United States would ease rules preventing dollars from being used in financial transactions with Iran, in order to boost the country’s engagement with the rest of the world.

Iran's Supreme Leader had earlier accused the US of hindering and troubling implementation of the nuclear deal, saying Washington has endorsed the removal of the sanctions against Iran, but intimidates and threatens the European banks not to launch interactions with Tehran.

Saudi Arabia's bitter Lebanese divorce
You break it, you own it, or Lebanon reaps what Hizb'allah sowed.
[Ynet] The waspish cartoon in a Saudi-owned newspaper summed up the anger behind Riyadh's decision to cancel billions of dollars in military aid and suspend decades of engagement in Leb's fraught politics. "The State of Leb: April Fool", it read.

Published on the same day that a Saudi-owned television news channel shut down its Lebanese operations, Friday's cartoon was the latest sign of a falling out which began in January and has become increasingly embittered.

#1  the Saudi's have actually tried, unsuccessfully, to stabilize Leb for several decades

Iran and, in a different way, the Paleos are responsible for at least 75% of the trouble in Leb since, say, 1975. In the 70s and early 80s, the Soviets were responsible for a lot of the problems also. Of course, the Lebanese themselves have done horrible things to each other also. Somewhere over 300,000 people have been killed in factional and terrorist violence since 1975 (most before 1990 during the active civil war)

#2  Gee, I recall when Leb was considered the Switzerland of the ME. Course that was back when I was in high school, long, long ago and far, far away.

Some Morale Issues for Hezbollah
Low-level members of Hezbollah are growing increasingly frustrated with the Iran-backed terrorist militia, with many saying that they just want to be paid so they can go home.
Your boss agreed to work with his boss. That's why you're a gunny and he's the boss. What part of that did you miss when you signed up to be a hard boy?
Hanin Ghaddar, the managing editor of the Lebanese news website NOW, came to this conclusion after interviewing...Hezbollah's appeal, Ghaddar wrote...

Hezbollah fighters who talked to me did not show the motivation or passion that I used to see in young men's eyes when I lived in the South [of Lebanon]. These eyes were empty, anxious and very tired.
given the losses Hezbollah has suffered in Syria, it's remarkable that they still are as effective as they are -- perhaps the discipline of the Iran troops is holding them together

#1  Meh - a few firing squads and they'll be back to their happy, murderous fanatical joo-hating selves in no time.
