How new legislation will revolutionize ownership of weapons in Somalia
[Garowe] New legislation passed by the federal cabinet in Somalia could significantly bring order in the ownership of weapons in the country, should the bicameral legislature authorize it and subsequently, get a node from President Hassan Sheikh Mohamud who has decreed to sanction parliament legislation

The Council of Ministers approved Capital Weapons Control Act with a special focus on harmonizing the constitutional right of the capital community to have peace and stability among themselves. This is the first time such legislation is being passed in the country.

Some of the fundamental issues being tackled in the proposed law include prohibiting carrying heavy weapons in the city, such as Army vehicles with guns attached, RPG-7, and PKM. The government has also forbidden non-government forces from bringing weapons and military vehicles, especially the vehicles known as Abdi Bile pick-up and army uniforms.

The prohibited vehicles and weapons, the legislation adds can only be driven in the city when they are used by an authorized military force. All weapons and military vehicles captured without a license or in violation of this law will be confiscated and will become government property, the legislation reads.

To control ownership of registration of weapons will now be domiciled at the Ministry of internal security under Ahmed Fiqi. It is forbidden for anyone other than the forces in charge of the security of the capital to carry unlicensed weapons in the city.

For the security forces who have the license, when they are on duty, the proposal states must wear the uniform of the army they belong to. The security forces at the checkpoints must treat the people who use the roads well and also give the authorities who use the roads their consideration and priority.

In addition, the authorities and all the different sections of the community that use the roads must obey and observe the messages and instructions of the security forces of the capital, and at the same time facilitate the performance of their duties. Licensed troops are instructed to use the roads in accordance with the Road Safety Law.

Other stringent legislations include the requirement for all small arms intended for the protection of officials, and the defense of life and property, such as pistols of various types, AK 47 rifles, and similar guns must be registered. During a crackdown, the army must give notice for a shootout.

Anyone who violates the provisions of this law will be subject to the punishment rules of the Armed Forces, the proposal states.

And as such, the internal security minister may issue, when necessary, a procedure detailing the issues mentioned in the provisions of this law. The proposal has been recommended for use but the dictates of the constitution require that the legislature approves them for use.

Caucasus/Russia/Central Asia
Video message from Amirkhan Gurazhev's mother to her son has been published
Direct Translation via Google Translate. Edited.
[KavkazUzel] The mother of Amirkhan Gurazhev, one of those wanted in the case of attacks on security forces in Ingushetia, urged her son to report her whereabouts and return home, follows from the published video message.

The "Caucasian Knot" has reported that after the shootout in the village of Zyazikov-Yurt, the police of Ingushetia promised a reward for their help in the search for Mikail Moshkhoev, Amir Bokov, Amirkhan Gurazhev and Adam Ozdoev. According to the Ministry of Internal Affairs, they are involved both in the attack on the traffic police post on the border with North Ossetia on March 27, and in the assassination attempt on the security forces in Zyazikov-Yurt.

On April 7, Amir Bokov surrendered to the security forces, the next day it became known about the detention of Mikail Moshkhoev. On the evening of April 8, a video message from the mother of Adam Ozdoev, one of the two remaining wanted, was published . In her appeal, the woman asked her son to surrender to the authorities.

On April 5, during a counter-terrorist operation, security forces discovered a group of alleged militants in the village of Zyazikov-Yurt. During the shootout, three police officers were killed and eight security officials were injured. The alleged militants managed to escape.

The losses of the security forces in the skirmish became the largest in terms of the number of victims per day among the security forces in Ingushetia after August 2012, the "Caucasian Knot" calculated.

A video message from the mother of Amirkhan Gurazhev was published today in the anonymous telegram channel Mash Gor. “The mother of one of the police officers hiding from the police turned to her son… The video was posted on the social network, where she, exhausted by this situation, persuades her son to return home and not harm people,” the explanation for the video says.

In the video, an elderly woman speaks Ingush, subtitles are superimposed on the footage with a translation of her words into Russian.

"I am the mother of Gurazhev Amirkhan, Lida. On the 26th [March] he left and did not return. Since then I have not known about his whereabouts. Tell me the place where you are, for the sake of the Almighty! You have put us in a difficult position! You are committing not a charitable deed. Appear, for the sake of the Almighty. Who is deceiving you? Who deceived you? Come back, for the sake of the Almighty! At this sacred time (the month of fasting Ramadan. - Approx. "Caucasian Knot" ) ... Come back, I beg you, "- is given in the subtitles the translation of the woman's words.

The same video, but without subtitles, was posted on the anonymous Telegram channel ingterpol_news, in which a video message from Adam Ozdoev's mother was previously published. "The mother of Gurazhev Amirkhan Tukhanovich, who is wanted on suspicion of committing a terrorist attack, turned to her son through social networks with a request to let her know where he is," the publication says.

Recall that the security forces put Moshkhoev, Bokov, Gurazhev and Ozdoev on the wanted list after an attack on a traffic police post on the border with North Ossetia. Ramazan Eldiev and Movsar Kottoev were also put on the wanted list. Eldiev was found dead on the morning of March 29, and on April 5 it became known that another wanted man, presumably Kottoev, was found dead.

The day before, on April 4, Movsar Kottoev's father publicly refused revenge for his son . Earlier, on April 1, Bokovykh's teip turned to other Ingush teips and said that he was helping the security forces in the search for his relative. Teip Ozdoev appealed to Adam Ozdoev with a call to return home. In turn, Moshkhoev's relatives expelled him from their teip, and Gurazhev's relatives stated that they were not involved in his actions.

The decision whether to exclude a guilty family member from a teip or limit oneself to censure depends on many factors, including the opinion of the elders, Caucasian scholars interviewed by the "Caucasian Knot" commented on the reaction of the teips. The position of the teip can greatly affect the life of an outcast, they noted.

Europe
Swedish crossbow. Stockholm court overturns ban on burning Koran
Direct Translation via Google Translate. Edited.
[REGNUM] Sweden, where liberal ideology dominates, is creating a “powder magazine” with its own hands, on which it risks exploding. To redirect the discussion in a more convenient direction, the Swedish media began to claim that the arsonist of the Koran, Rasmus Paludan, was pushed to carry out blasphemous actions by "agents of Russian influence." However, Turkey's anger was not redirected.

Far-right activist from Denmark, leader of the Hard Deal party Rasmus Paludan is an inveterate provocateur - in 2018-2019 he held a series of anti-Islamic demonstrations in his homeland, burned the Koran, recorded and posted videos humiliating for Muslims. Sometimes the rallies organized by him turned into mass fights.

Now the number of radical nationalists is growing in different countries of the European Union as a natural reaction to the invasion of migrants from the third world and the creeping Islamization of Europe.

However, against the background of colleagues in the right camp, Paludan stands out for his special radicalism. After the Danish authorities began to file cases against him on charges of racism and defamation (however, he was awarded only a month of real imprisonment and two months of probation), he moved his activities to neighboring Sweden.

SWEDISH TOOTHLESSNESS
True, when Paludan announced in August 2020 an action to burn the Koran in the Swedish city of Malmö, the country's authorities quickly realized that such a dangerous "passenger" was dangerous, and he was banned from entering.

However, the toothlessness of the state turned out to be such that literally a few months later Paludan nevertheless entered Sweden. Taking advantage of the fact that his father was a Swedish citizen, he himself applied for Swedish citizenship. And, characteristically, he got it!

In April 2022, Paludan did burn the Koran in Malmö. As a result, riots broke out in the city - quite predictably. Stones were thrown at the policemen who were trying to calm the angry mob; a school and cars of completely uninvolved citizens broke out. The police eventually had to use tear gas.

The most striking thing about this is that Rasmus Paludan himself got off very lightly. Swedish Justice Minister Morgan Johansson said that Paludan supposedly has a constitutional right to express his opinion in a democratic society. And in May 2022, Paludan was allowed to hold public meetings of his supporters in Turkey.

True, his actions became the subject of a preliminary investigation, since Paludan was suspected of " inciting hatred against an ethnic group ." However, the investigation is extremely slow. The result of such connivance was not slow to affect: on January 21, Paludan, clicking a lighter, burned another Koran near the Turkish embassy in Stockholm.

The action again caused a powerful negative resonance in the world, and Swedish Prime Minister Ulf Kristersson reacted very vaguely - although he condemned Paludan's act, he made it clear that he did not violate any laws.

Turkey, against which this demarche was directed in the first place, made it clear that it was not ready to ratify Sweden's entry into the NATO alliance.

"If Sweden does not show respect for Turkey and Muslims, then there will be no support on the NATO issue from our side. Those who allowed such a disgrace at our embassy can no longer expect goodwill from us," Turkish President Recep Tayyip Erdogan said.

He also accused the Swedes of breaking their promise - Stockholm has not extradited more than a hundred people in Sweden, whom Turkey considers terrorists. In this connection, conspiracy theories appeared that, in fact, the authorities were by no means eager to join the North Atlantic Alliance, hence the conniving attitude towards Paludan's activities.

MYTHICAL "AGENTS OF RUSSIA"
In order to bring down the intensity of passions and redirect them in a more desirable direction, the Swedish media began to claim that Paludan was allegedly pushed into carrying out a blasphemous action by agents of Russian influence. Like, on January 21, he burned the Koran at the direct request of journalist Chang Johannes Frick , who at one time collaborated with Ruptly, a structure of the Russia Today television channel. On this basis, Frick is now referred to in the Western press as a "pro-Kremlin activist."

But it was not possible to redirect the anger of the Turks to Russia. Erdogan spoke even more clearly: “ Sweden, don't worry. As long as you allow my holy book, the Quran, to be burned and destroyed, we will not say yes to your entry into NATO .”

These words of the Turkish leader immediately responded to the Swedish Foreign Minister Tobias Billström.

"Religion is not part of the NATO membership agreement. I understand perfectly well that people are offended by the burning of scriptures and take it as a deep insult. This is fair, but this is no reason not to let us into NATO. Sweden will not compromise on freedom of speech," Billström said.

Paludan found followers, the same right-wing radicals, like himself. But now the Swedish law enforcement agencies, frightened by the prospect of another riot, began to act a little tougher. In February, the police in Stockholm twice denied permission to publicly burn the Koran, near the Turkish and Iraqi embassies.

The police explained that previous burnings of the holy book of Muslims " created a threat to the security of Sweden ." Law enforcement officers felt that if the burning of the Koran was allowed, the risk of riots and terrorist attacks would increase.

By the way, the US embassy then also warned its citizens in Sweden about the increased danger of terrorist attacks.

However, this police decision was criticized and challenged in court. And in April, by decision of the Swedish Administrative Court, the police ban was officially lifted.

"The administrative court does not consider that the circumstances that served as the basis for the refusal of the police department are sufficient ,” the court said. The Court notes that such prohibitions can only take place "if it is necessary to ensure order and security directly at the place of the demonstration."

The court also ruled that the decision of the police to cancel a demonstration in the city of Norrköping in April last year, when Rasmus Paludan announced another burning of the Koran, was also wrong.

This court verdict was predictably negatively reacted in Turkey. “ Burning the Quran is a hate crime. The burning of the Koran cannot be allowed under the pretext of freedom of speech. Such actions provoke the wrath of two billion Muslims and must be stopped," Erdogan stressed.

And Turkish Foreign Minister Mevlut Cavusoglu went further and compared Sweden to Nazi Germany.

"The Nazis started by burning books, then attacked places of worship. And then they gathered people into camps and burned them to achieve their ultimate goals. This is how things like this start," Cavusoglu told Turkish media.

As for Paludan, he complains that he is currently receiving as a "reward" for his "exploits" a huge number of messages with death wishes for himself. Concerned about his safety, he left Sweden.

MINE AND FUSE
At the same time, which is typical, a significant part of the Swedes do not particularly approve of such things. Although the results of a recent survey on this topic were quite contradictory.

51% of Swedes believe that the burning of religious scriptures should be "prohibited by law", while 34% believe that it "should not be allowed". At the same time, 55% believe that the law should allow the publication of images that offend religious symbols. It also turned out that 54% of those surveyed believe that " it is more important to be able to express your opinion than to protect the scriptures from encroachment."

Such results, by the way, disappointed Paludan, who called the Swedes "stupid people" who did not understand, they say, his goals.

"I will only win if the Swedes see the light, but that hasn't happened yet," he sid.

He refuses to return to the country. "I will not go to Sweden for the foreseeable future. It has to do with security. Everything is bad all over Sweden, except for Stockholm. But acting only in Stockholm, if you are going to win the elections, is hardly enough," said Rasmus Paludan.

At the same time, he called the publications of the Swedish press “ridiculous” in which they tried to tie him to the Russian PMC “Wagner” – allegedly he is “friends” with some of its representatives on social networks. “ It's totally funny. The account they are analyzing has nothing to do with me. It looks more like the Swedish television people created this profile themselve," said Paludan, who has repeatedly denied any ties to Russia.

To understand how explosive Paludan's actions are, one must know that at the beginning of 2023, at least 34.62% of the inhabitants of Sweden are of foreign origin. Of people aged 35 to 44, this is about 44.12%, of those aged 25 to 34, 41.19%, and of children aged 5 to 9, 40.37%. The largest proportion of the population is made up of immigrants in large cities such as Stockholm, Malmö and Gothenburg.

At the same time, the real share of residents of foreign origin may be significantly higher than indicated in the documents of the state statistical office. After all, third-generation immigrants are already counted as ordinary Swedes, since in Sweden it is forbidden to keep statistics on an ethnic basis.

Most of the "new Swedes" recently "come in large numbers" from Syria, Eritrea, Somalia, Iraq and Afghanistan. This is causing more and more concern in the country. The current government has said it wants to tighten the requirements for granting Swedish citizenship.

And in this regard, how can one characterize the verdict of the court that lifted the ban on burning the Koran? Only as a clear "crossbow", due to liberal dogma, elevated in Sweden to the position of the dominant ideology. This ideology is destroying the state: on the one hand, it opens the door wide to visiting Muslims, and on the other hand, it allows them to mock symbols that are sacred to them with impunity.

The Swedish state creates a “powder keg” with its own hands, on which it itself runs the risk of exploding. And it will no longer be possible to blame "Moscow's agents of influence" for this. Otherwise, one would have to assume that Moscow managed to get its agents appointed as employees of the Swedish Administrative Court.

Fifth Column
Korean restaurant sues Seattle after suffering losses during deadly 2020 CHAZ occupation
[THEPOSTMILLENNIAL] The owner of a Seattle restaurant has filed a federal lawsuit against the city for the loss of business and expenses incurred during the deadly 2020 Capitol Hill Autonomous Zone (CHAZ).

The suit is the latest litigation against the city as a result of the zone that according to the Seattle Times, has already cost Seattle over $9 million.

Peter Pak, the owner of Oma Bap, a Korean restaurant at 11th Avenue and Olive Way, claims in the litigation that Seattle officials that enabled the protests, riots, and more in the neighborhood during the unrest in the summer of 2020 cost his establishment tens of thousands of dollars in business and other damages.

According to the suit filed Thursday in US District Court in Seattle, the city set up portable toilets and dumpsters for protesters at the intersection and turned the corner "into the epicenter of its public-sanitation support" of the autonomous zone.

Due to the city’s actions, those involved in the zone "were continually dumping garbage and human waste outside Oma Bap, and making the area unsightly, unsanitary, unsafe and treacherous to navigate," according to the suit

Pak alleges that as a result of the zone, the restaurant sustained thousands of dollars in damage from vandalism which continued for months after the zone was dismantled because the city allowed and enabled a homeless "tent city" that was established during the armed occupation in Cal Anderson Park, across the street from the restaurant.

According to the suit, the restaurant was forced to board up its windows from September 2020 through February 2021 after they were repeatedly broken. The same lawyers that negotiated a multi-million dollar settlement earlier this year with Seattle on behalf of a dozen Capitol Hill businesses over similar claims are representing Pak.

Seattle settled the businesses claim after a federal judge sanctioned the city for destroying tens of thousands of deleted text messages between then-Mayor Jenny Summer of Love Durkan
...Democrat Maress of Seattle, who allowed a chunk of the downtown of her city to be turned into an autonomous combat zone...
, former police Chief Carmen Best, fire chief Harold Scoggins, and other city officials during the occupation.

#1  While the restaurants victims may get more taxpayer $$$$$$ going after the city. The problem is the elected, so called, city leaders. Where is their punishment in this mess?

Their failure to act and protect during this attempted social extremist revolt should be in question and they should be on trial as co-conspirators.

In short .. LSD politics was the fiddle they played while the city burned, rioted and was looted.

Government Corruption
Republicans Want To End Taxpayer Funding for Activist Group Behind Netanyahu Protests
[Free Beacon] A group of Republican senators is calling on the Biden administration to "immediately cease funding" for a far-left Israeli nonprofit that is working to unseat Israeli prime minister Benjamin Netanyahu and his conservative government coalition.

Four Republican senators—Ted Cruz (Texas), Marco Rubio (Fla.), Tom Cotton (Ark.), and Bill Hagerty (Tenn.)—blasted the State Department for funneling taxpayer funds to the Movement for Quality Government (MQG),
...Antifa’s branch in Israel for driving Bibi Netanyahu and his supporters out of politics. It was previously known as V15 (for Victory 15, the last election Bibi won against the will of a Democratic president), both names being fig leaves for its true identity as the Israeli branch of the Washington, DC-based OneVoice Movement founded by Progressive multi-billionaire Daniel Lubetzky in 2002 as an international “grassroots” front of his PeaceWorks Foundation to drive Israel to fulfill his vision for the region without bothering to become a citizen. The US State Department gave V15 millions of dollars under President Obama, and more in recent years.
a left-wing Israeli nonprofit that is leading nationwide protests against Netanyahu's government over plans to reform the country's historically powerful Supreme Court. Those plans that are on standby as a result of mass protests led by MQG.

The left-wing group has received more than $38,000 in funding from the United States since 2020, the Washington Free Beacon reported in March. The funding has raised questions about how a partisan foreign organization was able to obtain American dollars. The State Department typically avoids bolstering partisan groups to avoid the appearance of political meddling.

The funding for MQG comes amid chilly relations between the Biden administration and Netanyahu. President Joe Biden waited more than a week to call Netanyahu after the Israeli prime minister's 2022 election victory and has said in recent days that he will not be inviting Netanyahu to the White House any time soon due to unrest over the Supreme Court reform effort. Biden administration officials have been critical of Netanyahu's battle with the Israeli Supreme Court, with some accusing the Israeli leader of eroding democracy in the Jewish state.

Iraq
Iraqi security forces report ‘outstanding results’ against ISIS in Diyala

On Friday, the Iraqi security forces said that air strikes and law enforcement operations in Diyala governorate have achieved "outstanding results not seen in the past five years" against ISIS.

"The intense air strikes during the past three months resulted in the killing of more than 40 ISIS members, including prominent leaders who have been chased for many years," said the leader of the Hamrin Axis in the Popular Mobilization Forces (PMF), Muhammad Salem al-Tamimi, to Shafaq News agency.

Al-Tamimi added that "the majority of the strikes were concentrated on the outskirts of Lake Hamrin and the borders separating the lake from the districts of Jalawla and Qara Tappah," noting that "the PMF operations in the remote villages linking northern Diyala and the outskirts of the Kurdistan Region and western Saladin have succeeded in cutting off the ways of communication and infiltration of ISIS almost completely, with continuous air support."

In addition, an officer in the Diyala Operations Command confirmed that ISIS's smuggling operations in Diyala decreased by at least 75% due to law enforcement measures and high coordination between Diyala operations and the "elite" special forces.

The officer, who preferred to stay anonymous, indicated that "the security formations of Diyala operations and anti-smuggling measures have succeeded in seizing more than 180 trucks and vehicles used for smuggling in various external roads in the vicinity of the administrative units extending to the borders of Baghdad, the Iranian borders, and the outskirts of the Kurdistan Region."

Turkey accuses PUK of providing French helicopters to ‘terrorists’
[Shafaq News] In a statement on Monday, Ottoman Turkish Foreign Minister Mevlut Cavusoglu accused the Patriotic Union of Kurdistan (PUK) of receiving French helicopters and allocating them "to terrorists."

Cavusoglu pointed out in an interview with Ottoman Turkish media that "the United States controls Iraqi airspace, and therefore the United States is aware of these flights."

He added that "Ottoman Turkish President His Enormity, Sultan Recep Tayyip Erdogan the First
...Turkey's version of Mohammed Morsi but they voted him back in so they deserve him. It's a sin, a shame, and a felony to insult the president of Turkey. In Anatolia did Recep Bey a stately Presidential Palace decree, that has 1100 rooms. That's 968 more than in the White House, 400 more than in Versailles, and 325 more than Buckingham Palace, so you know who's really more important...
noted this in statements during his meeting with President Joe The Big Guy Biden

," noting that the United States and some Western countries support the Kurdistan Workers' Party and the People's Protection Units through all means.

He added that "the helicopter belongs to the Patriotic Union of Kurdistan or the local administration in al-Sulaymaniyah, not the Kurdistan Workers' Party and the People's Protection Units, but it was provided by the Patriotic Union of Kurdistan."

Cavusoglu expressed the belief that the Patriotic Union of Kurdistan enabled the Kurdistan Workers' Party to fully control al-Sulaymaniyah, adding that the Kurdistan Workers' Party entered strategic points and airports.

Cavusoglu emphasized that "our operations will continue, and we call on Iraq to participate and carry out joint operations."

In a statement published on March 17, the Syrian Democratic Forces (SDF) acknowledged the fall of two helicopters inside the Kurdistan region and the killing of nine of its members, including a high-ranking military commander.

The Kurdistan Region Security Council confirmed in a statement that "one helicopter was downed and seven people were killed," and "these helicopters flew between Rojava and al-Sulaymaniyah without informing the official authorities in the region."

The Kurdistan Region Security Council added, "According to the available information, these helicopters landed in some locations in al-Sulaymaniyah and also flew to Rojava. The information also shows that a party in al-Sulaymaniyah opened the way for secret and unofficial relations between the Syrian Democratic Forces and the Kurdistan Workers' Party and provided them with assistance in various ways."

Earlier, Masrour Barzani, the Prime Minister of the Kurdistan Region, said in a speech during his meeting with consuls and representatives of countries in the region that "these helicopters were originally purchased by a group within the Patriotic Union of Kurdistan, but how and why they ended up in the hands of the Syrian Democratic Forces is what we do not know. And why they were present in that place and crashed there, this needs more investigations."
