Trump DOJ scores rare win on sanctuary city crackdown in appeals court
[Fox News] President Trump notched a win on Friday in a federal appeals court, which upheld a Department of Justice method for cracking down on sanctuary cities.

In a 2-1 decision that overturns a nationwide injunction, the DOJ is now allowed to give preferential treatment for community policing grants to cities that don't defy federal immigration enforcement.

"The department is pleased that the court recognized the lawful authority of the administration to provide favorable treatment when awarding discretionary law enforcement grants to jurisdictions that assist in enforcing federal immigration laws," the DOJ said in a statement.

While the Trump administration has faced numerous obstacles in cutting funding to sanctuary cities, the 9th Circuit Court of Appeals appears to make an exception for the Community Oriented Policing Services (COPS) grant program, which is meant to help cities hire more police officers.

Other factors in the program's "points" system include the hiring of veterans, and the occurrence of school shootings within a jurisdiction. In 2017, the DOJ under then-Attorney General Jeff Sessions implemented points that benefit non-sanctuary cities.

Judges Sandra Ikuta and Jay Bybee, who ruled in the DOJ's favor, were appointees of President George W. Bush.

"Cooperation relating to enforcement of federal immigration law is in pursuit of the general welfare, and meets the low bar of being germane to the federal interest in providing the funding to 'address crime and disorder problems, and otherwise ... enhance public safety,'" Ikuta stated.

China's Xinjiang policy was not born in a vacuum of experience, or at the table of some good 'ol boys pondering about how to obtain funds from local builders by awarding contracts for contained shelters. It was a response to brutal attacks on a populace their State apparently values. In comparison with China, the response to islamism and in western nations is not worth jack shit.

I don't wish the common citizens of the chinese mainland or those of nearby regions ill the India-China volatility and economic tussles notwithstanding , and am glad they've kept these demons contained.

Knowing what we all know about muslim communities set free and given 'rights' in our lands, I greatly appreciate their policy and wish their other muslim/uighur containment projects Godspeed.

Many in my own govt feel that we should encourage human rights groups and support vociferous mudslinging of the CPC to set free the deadly uighur; then we can wait and watch them suffer like other countries with acute terminal islamosarcoma Neat, eh ?. I refuse to think like that. We cannot wreak havoc on innocent masses just to obtain economic advantage from the destabilization of their State. No, the muslim must be universally contained, converted, or exterminated. It is the only way to protect the liberties of peoples that have persevered, fought and travailed through history to survive up to the current century.

I also think it's hypocritical to whine about China's treatment of uighurs while cheering whenever a sasquatch in Yemen or 10 in Afghanistan go toes up. The uighurs are tribals, ferocious, deadly bastards with their own feral laws and a facade of culture to show the world. They have survived under one of the most repressive regimes in history, only by tact and duplicity. There is a whirlwind of classically islamic angst waiting to be let loose upon unsuspecting, law-abiding, industrious and innocent populations.

The fucking UN and humanist organizations calling for human rights for these prospective serial stabbers, rapists and terrorists have no locus standi in this matter, when they have yet to reach consensus on a simple binary - whether they serve the mandates granted by their own indigenous, law abiding populations or the ingrate criminal masses they allow into their countries. Then they can preach about rights.

[Unz Review] Readers ask me about the Epstein case. Are Ann Coulter, Giraldi and others correct that the Lolita Express was a possible Mossad operation to create blackmail files on political leaders, women included. I have no way of knowing. I posted articles from others to stimulate thought, not to take a position.

At this point in time, my view is that Epstein, whether innocent or guilty, is likely to get off, because the information, if it is correct, is on Western political leaders, none of whom wants it to come out and neither does Israel as the blackmail potential of the information would be lost. That makes a lot of political power for a mere US Attorney to go up against.

Moreover, MeTwo and the other crazed anti-male "feminist" movements prefer to see the pedophile scandal, if such is a fact, as "what men do." They don’t want any politics to take the blame, and certainly not Israel. It is heterosexual men who are to blame. The position of the idiot feminists to make this a war against men will contribute a lot to Epstein’s escape from justice if once again the case against him goes nowhere.

#8  OK, my problem with this, in a nutshell, is thus: from what I've heard from news reports, Epstein's Corporation, whatever it was called, was too _empty_. Either Epstein wasn't an intelligence asset, or the intelligence agencies have sunk a lot since their heyday. (I know, I know, "Embrace the healing power of 'and'").

The business has no real physical assets or operations for any intelligence operations they may be running to blend in with.

Its just too easy to get.

Pres. Trump meeting with potential replacements for DNI Dan Coats
[Washington Examiner] President Trump is reportedly thinking about pushing out Director of National Intelligence Dan Coats and has held informal meetings with people who could replace him.

Trump has been weighing replacing the 76-year-old Coats for months, according to Fox News. Possible replacements include former Chairman of the Joint Chiefs of Staff Gen. Joseph Dunford and Fred Fleitz, who served as national security adviser John Bolton’s chief of staff.

Trump discussed the possibility with Fleitz in February but did not officially offer him the job. It isn’t clear how many other people are being considered or who they are. [Huffpoo] Tyrus, a Fox News contributor and a host on the network’s subscription streaming service, Fox Nation, sent lewd and inappropriate text messages to his now-former Fox Nation co-host, Britt McHenry, according to four sources familiar with the texts’ contents.

The messages, which have not previously been reported, include texts in which Tyrus said to McHenry: "Just pull your boobs out now why don’t you. Just grin and bare it" and "keep being negative and I’ll send you another dick pic."

In June, The Daily Beast reported that Tyrus was pulled off the show he co-hosted with McHenry, after McHenry complained to the network about him.

First SEAL to complain about Gallagher first to get weapons permit
This stinks
[SD Reader] In spite of testimony that a half dozen Navy SEAL witnesses who agreed to testify against Navy Special Operations Chief Ed Gallagher were offered permits to carry concealed weapons, only one permit has been issued.

Then-Special Operator First Class, now-Chief Petty Officer Craig Miller, who made the first formal complaints against Gallagher months after the deployment ended, got his permit in April.

(The sheriff’s department did not provide information about the brand and type of weapon Miller has permission to carry. The official Special Warfare military-issued handgun is the German-made Sig Sauer P226, but a Navy spokeswoman said that "military issue weapons are for military use only.")

The offer to carry concealed weapons came out in testimony during the court martial.

Miller was the first to complain to his command about Gallagher, months after the team returned from deployment.

The sheriff's department disputes that the permit was offered, saying that all who seek such a permit must apply and qualify ‐ the department does not offer them.

Many of the witnesses were not offered the opportunity to apply for concealed weapon permits, sources close to the case say, but the Navy command did offer to issue military protective orders that bar Gallagher from being near or contact with them. Several witnesses are said to have accepted the protective orders.

Asked for more information about the concealed weapon permit program, the department's communications Lt. Justin White decided the question is a public records request that will receive a response "in the statutorily prescribed time period." The department's 2017 annual report indicates the department approved 2,065 permits to carry in San Diego County that year.

Attempts to contact the SEAL witnesses' attorney Brian Ferguson gather the response that he is out of pocket and could not respond.

Testimony during the court martial indicated that Capt. Conor MacMahon and Navy investigator Joe Warpinski offered the permits to some if not all the SEALs who agreed to testify against Gallagher – an offer confirmed by Gallagher's attorney, Timothy Parlatore.

"What's the best way to get the loyalty of a SEAL who's getting cold feet about testifying? Offer him a permit to carry," Parlatore said.

McMahon was part of the original prosecution team whose lead prosecutor was removed after it became clear that he'd gone ahead with a clandestine effort to track emails to and from the defense team after the military judge hearing the matter directed the prosecutor to the U.S. Attorney's office where he was told he couldn't get a warrant to spy on the defense lawyers.

Lawyers for Miller did not respond to messages Tuesday and Wednesday.

During Parlatore's cross-examination of Miller, the lawyer skewered the newly minted Spec Ops chief for being one of a dozen or so current and former SEALs who'd paid the village volunteer police department in Lake Arthur, New Mexico for police officer badge and credentials that included a weapon permit valid throughout the U.S. An investigation of the Lake Arthur badges and guns by a New Mexico television station found about 100 "reserve officers," most of whom do not live in the state.

Israel's Rafael to sell $100m. worth of Barak 8 missile kits to India
[Jpost] Israel’s Rafael Advanced Defense Systems signed a $100 million contract with KRAS (Kalyani Rafael Advanced Systems Ltd. India), to manufacture and supply 1,000 Barak 8/ MRSAM missile kits for the Indian Army and Air Force.

In keeping with its commitment to Make-in-India, KRAS is a joint venture between Rafael Advanced Defense Systems Ltd. and Kalyani Strategic Systems.

The joint venture was established with the vision of manufacturing weapon systems required by the Indian Defense Forces, as well as for the export market. KRAS is expected to ramp up its employees to 300 technical experts by 2023.

The MR-SAM system, jointly developed by India’s Defence Research and Development Organization (DRDO) in close collaboration with Israel’s Israel Aircraft Industry (IAI), is a land-based configuration of the long-range surface-to-air missile (LRSAM) or Barak-8 naval air defense system.

Each MR-SAM system includes a command and control system, tracking radar, missiles and mobile launcher systems. The missiles, which can be fired in single or ripple firing modes from a vertical position, are launched in canister configuration, and the launcher will have eight canistered missiles in two stacks.

Brig.-Gen. (res.) EVP Pini Yungman, head of Rafael’s air defense systems division, emphasized KRAS’s commitment to the operational readiness of the Indian army and Indian air force, saying that "we at Rafael are proud of our role ‐ not only in KRAS ‐ but also of our participation in Make-in-India, and our strong relationship with the vibrant talent across India’s defense industries."

"This order is a testimony to the capabilities that exist in the country and how they can be utilized to truly achieve the aim of ’Make-in-India’," said Baba Kalyani, chairman of the Kalyani Group.

Congressional Black Caucus Slams Justice Dems for Targeting Black Reps
[Free Beacon] Democratic lawmakers in the Congressional Black Caucus expressed anger over Justice Democrats attempting to oust black lawmakers in the primaries, saying the group's strategy is "a bunch of B.S."

Justice Democrats, a progressive group aligned with freshman representative Alexandria Ocasio-Cortez (D., N.Y.), is publicly backing primary challengers to several CBC members, including Reps. William Lacy Clay (Mo.) and Hakeem Jeffries (N.Y.). Reps. Yvette Clarke (N.Y.), Joyce Beatty (Ohio), Emanuel Cleaver (Mo.) and Anthony Brown (D-Md.) have also expressed concerns about potentially being targeted in future weeks and months, according to the Hill.

Rep. Gregory Meeks, a senior CBC member and Queens Democratic Party boss, told the Hill it "seems strange" that "social Democrats seem to be targeting members of the Congressional Black Caucus, individuals who have stood and fought to make sure that African Americans are included and part of this process."

"I don't know what that agenda is, but if they want to come after members of the Black Caucus, it's two ways," Meeks said.

Clay, who has represented his district since 2001, said it's "insulting" to the intelligence of voters in Missouri for Justice Democrats to target him.

Angry father and bystanders perform bare knuckled Public Service Homicide (PSH), children now safe
[Breitbart] Authorities said that an unnamed car thief was beaten to death by the father of the children who were still in the car when he stole it.

At around 9 p.m. on Thursday night in Philadelphia, a 25-year-old woman drove her child ‐ and both of her boyfriend’s children ‐ to the pizza place where her partner worked. She left the kids in the car and went inside, whereupon a 54-year-old man jumped into the car and sped away.

The aforementioned boyfriend charged out of the restaurant and after the car. When it was blocked by traffic, he caught up and dragged the would-be abductor from the vehicle. He and other bystanders then assaulted the man. Emergency medical services responded to the scene and took the thief to Temple University Hospital. But just after 10 p.m., he was declared dead.

Philadelphia Police Chief Inspector Scott Small told local NBC affiliate WCAU that the woman and her boyfriend were taken into custody, where they cooperated fully with law enforcement officers. According to Small, both the homicide unit and the District Attorney’s Office must now determine whether the father will be charged.

Fortunately, none of the children ‐ all between the ages of seven months and five years ‐ were harmed.

Tennessee Gov. Bill Lee Honors KKK Grand Wizard With Proclamation
[Huffpoo] Despite public outcry, Tennessee Gov. Bill Lee (R) re-signed a proclamation Thursday declaring July 13 as Nathan Bedford Forrest Day in the state, honoring the Ku Klux Klan grand wizard and former Confederate general.

Each year, according to state law, the governor is supposed to sign six such proclamations for days of observation, three of which are in honor of the Confederacy, according to The Tennessean. Though they’re mostly symbolic, the governor says he signs them out of a sense of duty.

"I signed the bill because the law requires that I do that and I haven’t looked at changing that law," Lee told The Tennessean on Thursday.

His decision was roundly panned by the media. New York Times columnist Jamelle Bouie tweeted: "Very cool that Tennessee has a day honoring a confederate war criminal and founder of America’s oldest and deadliest terrorist group."

Forrest is known to history as a bloodthirsty slave trader and the KKK’s very first grand wizard. In 1864, he led Confederate soldiers to commit what’s known as the Fort Pillow Massacre, according to The Washington Post. Three hundred Union soldiers, including 200 black soldiers, were murdered there, often at point-blank range.

Residents have been petitioning to remove two statues of Forrest ― including a bust from the state Capitol ― for years. But Lee defends Confederate monuments and the Ku Klux Klan as "part of our history."

Earlier this year, Lee told The Tennessean that "The Ku Klux Klan is a part of our history that we’re not proud of in Tennessee, and we need to be reminded of that and make certain that we don’t forget it. So I wouldn’t advocate to remove that."

Russian jailed in Bali for smuggling drugged orangutan
[ENGLISH.ALARABIYA.NET] A Russian tourist who attempted to smuggle a drugged orangutan out of Indonesia in his suitcase was sentenced to a year in prison on Thursday after claiming that he wanted to keep the animal as a pet.

Judges also ordered Andrei Zhestkov to pay a $700 fine or serve two additional months in prison.

The 28-year-old was detained at Bali’s Denpasar airport in March while passing through a security screening before his flight to Russia.

Suspicious officers stopped him and opened his luggage to find a two-year-old male orangutan sleeping inside a rattan basket.

Officials believed Zhestkov drugged the ape with allergy pills before putting it inside the basket which also contained baby formula and blankets.

Police also found two live geckos and five lizards inside the suitcase. Zhestkov told authorities that the protected species was gifted by his friend, another Russian tourist who bought the primate for $3,000 from a street market in Java.

He claimed his friend, who has since left Indonesia, convinced him he could bring home the orangutan as a pet.

Orangutans are a critically endangered species, according to the International Union for Conservation of Nature, with only about 100,000 remaining worldwide.

Plantation workers and villagers in Indonesia often consider the apes to be pests and sometimes attack them, while poachers capture the animals to sell as pets. A string of fatal attacks on the apes has been blamed on farmers and hunters.

Kuwaiti authorities arrest militant cell linked to Muslim Brotherhood
[ENGLISH.ALARABIYA.NET] Members of a murderous Moslem cell linked to the banned Moslem Brüderbund group have been arrested in Kuwait, the interior ministry there said on Friday.

Those arrested were wanted by Egyptian authorities and some of them had been sentenced to 15 years behind bars in their home country, the ministry added in its statement.

Members of the group had fled from Egypt to Kuwait, but were arrested in different places in the country.

During interrogations, they admitted to carrying out terrorist operations in Egypt, the ministry said, according to the official Kuwaiti news agency KUNA.

The interior ministry further said that investigations were proceeding to determine their accomplices, and warned that it would "crack down ruthlessly against saboteurs."

Police for judicial probe into death of rape suspect in custody in Lahore
[DAWN] The police high-ups have recommended to the authorities for judicial inquiry into the death of a rape suspect in the lockup of the Akbari Gate cop shoppe in the wee hours of Thursday.

The police department requested officially for the judicial inquiry after the rape suspect, Zeeshan (30), was found hanged in the police lockup. His parents alleged he was killed by the police during interrogation.

They claimed Zeeshan went to the washroom of the lockup and took the extreme step in the wee hours when the suspects were asleep.

They had surrounded the cop shoppe, blocked the roads and lodged strong protest, throwing traffic out of gear for a couple of hours.

They said that a team from the Akbari Gate police had arrested Zeeshan after a local resident Qazafi alleged that he raped his minor son.

During interrogation, they alleged, the police tortured him to death and then declared it suicide to save their skin.

the Lahore SSP (operations) rejected the allegation, saying the CCTV camera installed at the cop shoppe and the four suspects detained in other cases were "witness to the incident".

He said the suspect was a habitual criminal as had also sexually assaulted many other children in the area.

Even then, he said, the police had written a letter to the authorities concerned for a judicial inquiry into the incident to find out the cause of Zeeshan’s death.

[RADIOSHABELLE] Somalia’s military says it executed three men convicted of carrying out a deadly attack on a hotel in the capital in 2017.

A statement issued by the military said the three were rubbed out by a firing squad at a police academy in Mogadishu Wednesday.

The men were convicted of participating in an assault on Nasa-Hablod hotel which killed 18 people and maimed 47 others in October 2017.

Earthquake rattles greater Seattle area
[ENGLISH.ALARABIYA.NET] Two earthquakes shook the Puget Sound region in Washington state early Friday morning, with the temblors felt into British Columbia and across the Cascade Mountains into the eastern part of the state.

There were no immediate reports of damage or injuries.

The US Geological Survey reports that a 4.6 magnitude earthquake rattled the Three Lakes area, about 40 miles (64 kilometers) northeast of Seattle. That was followed minutes later by a 3.5 magnitude aftershock near the city of Monroe, some 30 miles (48 kilometers) northeast of Seattle.

The initial jolt was recorded at 2:51 a.m. Friday.

The state Department of Transportation said the agency would be inspecting bridges, but had no reports of damage.

The USGS said it received reports of people feeling the shaking from Vancouver to near Wenatchee, Washington.

The Northwest is especially prone to earthquakes. The most recent large one to shake the Seattle area occurred in 2001, when a 6.8 magnitude quake happened just north of Olympia, Washington. That quake caused some injuries and widespread damage, including to the air traffic control tower at Sea-Tac Airport.

Further south along the Pacific coast, a magnitude 4.9 aftershock of last week’s Southern Caliphornia, an impregnable bastion of the Democratic Party, earthquakes was felt widely in the region on Friday morning. There have been thousands of aftershocks of the magnitude 6.4 earthquake on July 4 and the 7.1 quake that occurred the next day.

Kismayo attack: 26 dead as gunmen storm Somali hotel
[BBC] At least seven people have been killed in an attack on a hotel in southern Somalia, officials and survivors say.

They say a suicide bomber rammed a car with explosives into the Asasey hotel in the port of Kismayo, and gunmen then stormed the building.

Regional politicians and clan elders were inside the hotel. Among those killed were popular TV journalist Hodan Naleyeh and her husband, reports say.

The Islamist group Al Shabab later said it carried out Friday's attack.

It was not immediately clear whether the attackers were still in the building.

Security official Abdi Dhuhul told AFP that a former local administration minister and a lawmaker were among the dead.

Local media outlets and a Somali journalists association said that Hodan Naleyeh - a Canadian-Somali who had reportedly recently returned to the country - and her husband Farid were among those killed in the attack.

Hodan Naleyeh had set up a popular online TV channel covering Somalia as well as life in the Somali diaspora.

Rantburg may be the only site on the entire interwebs where I make a point of reading all the comments. Most places, comment threads degenerate into name-calling, stale talking-points repeated over and over, and attempts to "own" the other side. Boring! And childish.

Even though I'm really smart and generally right about pretty much everything, I'm willing to entertain alternative and even contradictory theories on current events. Who knows, I might learn something! But I have zero interesting in name-calling, insults and long-discredited talking points.

Comments here are all over the map - insightful analysis, background info from those who know or were there (the infamous Rantburg U!), clever snark, poetry of varying quality, and general silliness. Shops Looted, Woman Dead in France after Algeria Football Win
[AnNahar] Shops in central Gay Paree were looted and a woman was killed in a high-speed car crash in southern La Belle France in what the government slammed Friday as "unacceptable" unrest following a key victory for Algeria's national football team.

Fans of the Algerian team flocked to the Champs-Elysees in central Gay Paree and the Vieux Port area in Marseille late Thursday after their side defeated Ivory Coast on penalties to reach the semi finals of the Africa Cup of Nations.

Two stores near the Champs-Elysees in Gay Paree were looted, including a cycle of violence shop where people took helmets, gloves and even bikes, an AFP journalist said.

Police used tear gas to disperse thousands of people who had gathered in Gay Paree. The same measures were used to scatter crowds in Marseille.

"The damage and incidents last night on the sidelines of the celebrations... are unacceptable," Interior Minister Christophe Castaner said in a tweet.

"I hail the actions of the security forces in Gay Paree and across the country to maintain order and contain the excesses," he added.

In total, 43 people were detained.

In the southern city of Montpellier, an Algerian football supporter celebrating his team's win lost control of his car and ran over a family, killing a woman and seriously injuring her baby, a security official said.

The 21-year-old man was driving at high speed in the Mosson neighbourhood, the official said. The driver was taken into police custody.

The woman was walking with her one-year-old baby and 17-year-old daughter when the accident happened.

The baby suffered traumatic injuries and was rushed to hospital. The 17-year-old had a slight ankle injury.

Algeria, the favourites in this year's Africa Cup of Nations, defeated the Ivory Coast 4-3 on penalties in the Egyptian city of Suez to set up a semi-final showdown with Nigeria.

Gay Paree and Marseille are home to large minority communities of Algerian origin. Football celebrations, with supporters brandishing large national flags, have on occasion been a source of tensions.

IEA sees oil market oversupplied in 2019 on US production
[ENGLISH.ALARABIYA.NET] Surging US oil output will outpace sluggish global demand and lead to a large stocks build around the world in the next nine months, the International Energy Agency (IEA) said on Friday.

The forecasts appear to predict the need for producer club OPEC and its allies to reduce production to balance the market despite extending their existing pact, forecasting a fall in demand for OPEC crude to only 28 million barrels per day (bpd) in early 2020.

"Market tightness is not an issue for the time being and any rebalancing seems to have moved further into the future," the IEA said in its monthly report.

"Clearly, this presents a major challenge to those who have taken on the task of market management," it added, referring to the Organization of the Petroleum Exporting Countries and producer allies such as Russia.

The demand for OPEC crude oil in early 2020 could fall to only 28 million bpd, it added, with non-OPEC expansion in 2020 rising by 2.1 million bpd - a full 2 million bpd of which is expected to come from the United States.

At current OPEC output levels of 30 million bpd, the IEA predicted that global oil stocks could rise by 136 million barrels by the end of the first quarter of 2020.

[AlAhram] Hundreds of undocumented migrants colonists calling themselves "black vests" stormed the Pantheon monument in central Gay Paree on Friday demanding the right to remain in La Belle France.

Police on the scene told Rooters an estimated 200 to 300 protesters, mostly from West Africa, managed to get into the Left Bank mausoleum where national heroes including Voltaire and Victor Hugo are buried.

"We will remain here until the last one of us has been given documents," a leaflet given out by an organiser read.

Young men were chanting "black vests" - a reference to the recent anti-government "yellow vest" protests - while marching around the monument, which is located in the heart of the capital's Latin Quarter, an area popular with tourists.

About 50 to 60 riot police barricaded access to the site of the protest, which was taking place peacefully, and them out of the building in groups.

Far-right leader Marine Le Pen called the occupation unacceptable. She tweeted: "In La Belle France, the only future for any undocumented Democrat should be getting kicked out, because that's the law."

Hundreds of undocumented migrants colonists surged into the Pantheon in central Gay Paree on Friday, briefly occupying the vaunted memorial complex to demand talks with the prime minister on regularizing their status, activists said.
Around 700 migrants colonists and their supporters joined the demonstration, with some pushing into the historic complex at around midday (1100 GMT) on Friday, a member of the Chapelle Debout collective said.

Footage posted on Twitter from inside the building's main dome showed hundreds of people waving papers in the air shouting "Black vests, black vests!" and "What do we want? Papers!"

The so-called "Black Vests" is a Gay Paree-based migrant association that takes its name from the "yellow vest" anti-government protest movement.

As they went inside, tourists were evacuated from the Pantheon, which is the final resting place of La Belle France's greatest non-military luminaries including the writers Voltaire, Victor Hugo and Emile Zola.

Outside, hundreds more were gathered under the watchful eyes of a heavy police presence.

The "Black Vests" are known for staging headline-grabbing protests in support of the undocumented.

After the re-imposition of sanctions on Iran by Washington in 2018, Panama's former president Juan Carlos Varela gave the green light to remove a fleet of 59 tankers from the country's registry, according to two sources close to the decision.

Most of those vessels were owned by Iranian state-run companies but they also included ships linked to oil deliveries to Syria, the sources added.

A separate supertanker, the Grace 1, made its way to Gibraltar in early July, where it was seized by British Royal Marines on suspicion of violating sanctions against Syria.

The vessel was fully loaded with crude suspected to be bound for Syria's Banyas refinery, Gibraltar authorities said.

The vessel arrived in Gibraltar showing the Panama name at its hull, but the Panamanian government later clarified it had been removed from its registry on May 29.

"Panama will maintain its flag withdrawal policy," Rafael Cigarruista, general director of Merchant Marine from Panama's Maritime Authority, told Rooters in an emailed statement.

"Our intention is to improve our fleet's percentage of compliance, not only regarding sanctions by international organizations, but also Panama's current legislation and maritime security rules," he added.

Cigarruista did not provide details on coming action or targeted fleets.

The exact process leading up to the July detention of the Grace 1 remains unclear. Spain, which does not recognize Britannia's illusory sovereignty over Gibraltar, said it would study whether Britannia's actions violated its territorial water claims.

Iran called on Britannia on Friday to immediately release the Grace 1 and warned of reciprocal measures after three Iranian vessels on Thursday tried to block a British-owned vessel passing through the Strait of Hormuz.

Real Hedge-Fund Managers Have Some Thoughts on What Epstein Was Actually Doing
[Intelligencer] Long before Jeffrey Epstein pleaded guilty to prostitution charges in Florida more than a decade ago, his fellow Palm Beach resident and hedge-fund manager Douglas Kass was intrigued by the local gossip about his neighbor.

"I’m hearing about the parties, hearing about a guy who’s throwing money around," says Kass, president of Seabreeze Partners Management. While stories about young girls swarming Epstein’s waterfront mansion and the sex parties he hosted for the rich and powerful were the talk of the town, Kass was more focused on how this obscure person, rumored to be managing billions of dollars, had become so wealthy without much of a track record.

Kass was well-connected on Wall Street, where he’d worked for decades, so he began to ask around. "I went to my institutional brokers, to their trading desks and asked if they ever traded with him. I did it a few times until the date when he was arrested," he recalls. "Not one institutional trading desk, primary or secondary, had ever traded with Epstein’s firm."

When a reporter came to interview Kass about Bernie Madoff shortly before that firm blew up in the biggest Ponzi scheme ever, Kass told her, "There’s another guy who reminds me of Madoff that no one trades with." That man was Jeffrey Epstein.

"How did he get the money?" Kass kept asking.

For decades, Epstein has been credulously described as a big-time hedge-fund manager and a billionaire, even though there’s not a lot of evidence that he is either. There appears little chance the public is going to get definitive answers anytime soon. In a July 11 letter to the New York federal judge overseeing Epstein’s sex-trafficking case, Epstein’s attorney offered to provide "sealed disclosures" about Epstein’s finances to determine the size of the bond he would need to post to secure his release from jail pending trial. His brother, Mark, and a friend even offered to chip in if necessary.

Naturally, this air of mystery has especially piqued the interest of real-life, non-pretend hedge-funders. If this guy wasn’t playing their game ‐ and they seem pretty sure he was not ‐ what game was he playing? Intelligencer spoke to several prominent hedge-fund managers to get a read on what their practiced eyes are detecting in all the new information that is coming to light about Epstein in the wake of his indictment by federal prosecutors in New York. Most saw signs of something unsavory at the heart of his business model.

#4  Saw this, and had exactly the same thought many moons ago about this character.

He could never have been a "hedge fund manager" of any real consequence. To do so you have to have:

- many big, known investors (he had none)

- reliable trading desk partners to execute your trades (none of the trading desks ever executed any trades for him)

- lots of specialist employees to raise money, track the money, comply with authorities, manage your IT systems (he had next to none)

- regulatory filings such as 13F disclosures (there were never any).

Add to this the recent disclosure that his houses were full of cameras - hat tip to Ann Coulter on this catch - and it's obvious that the guy's real line was blackmailing wealthy and powerful men.

I'd say 3/2 odds that he's got the Big Dawg under his thumb.

Probably Eliot Spitzer and some other fixtures in the NY Democratic Party as well.

Iran strikes opposition positions on border with Iraqi Kurdistan

South Africa military set to deploy against Cape Town gangs
Cape Town (AFP) - South African soldiers will deploy in Cape Town's crime-ridden townships after a surge of shootings, gang violence and murders in one of the country's top tourist destinations, the head of the defence forces said Friday.

They will bolster the city's struggling police force for three months, patrolling on foot and in vehicles through districts identified as criminal hotspots.

Soldiers have been used in similar missions in Cape Town before but violence has peaked in recent months in the sprawling townships of the Cape Flats area, one of the most violent places in South Africa.

General Solly Shoke, chief of the South African National Defence Force (SANDF), said the military "will deploy a battalion with support elements during the operation."

The size of the deployment was not revealed nor the start date, expected to be within days.

Neighbourhoods including Bonteheuwel, Delft, Hanover Park and Philippi East have been plagued by gang-related violence, with the much-criticised police force unable to impose order.

Police Minister Bheki Cele said the "intense deployment" of the military would last three months.

"We believe that by the time that time comes, we would have normalised the situation and we'll sustain that through normal policing," he said.

Masked assailants waterboard, rob Netherlands Jewish leader

A Netherlands Jewish leader was assaulted, tortured and robbed in his home by four masked men in an apparent planned operation.

Benoit Wesly, a 73-year-old businessman, woke up early Sunday morning to find the assailants around his bed in his home in the southern city of Maastricht, Jonet.nl reported Thursday. His wife was out of the country.

Police are investigating the motives for the crime. Reports about the incident did not indicate whether they or Wesly have reason to believe he was targeted because of his Jewishness. Wesly is a leader of the Jewish community in the Limburg region, in the south of the Netherlands.

Wesly was beaten, pushed down the stairs, stabbed and kicked, according to the report. Then the men tied him to a chair, placed a piece of cloth over his mouth and nose, and poured water on the cloth ‐ a torture technique known as waterboarding that simulates drowning ‐ until he gave them the combination to his safe, Wesly told police.

He was bound to the chair for several hours before wriggling free and going to the cop shoppe.

House invasions involving torture are rare in the Netherlands, as are attacks against Jewish community leaders.

Almost two hours later, the IDF said a second rocket was fired from the coastal enclave. The second projectile fell in an open area and did not trigger warning sirens.

A third rocket had been fired on Gaza border communities from north of the Gaza Strip, Palestinian media reported on Friday evening.

IDF Spokesperson reported a rocket had been seen and as a result sirens were heard in open fields.

The IDF Spokesperson said that no sirens were heard in Gaza border communities as they were not in range of the rocket.

#1  The best thing we could have done in post-Saddam Iraq would have been to partition it, with Kurdistan becoming an independent US ally with a forward US deployment there.

I know Biden isn't thought highly of on these threads but if memory serves, Biden actually did argue strongly for just such a strategy. Too bad he wasn't in charge instead of 0.

Somaliland Amasses Troops Near Northern Town As Anti-Govt Rally Continues
[RADIOSHABELLE] Somalia’s northern self-declared breakaway region of Somaliland has sent massive reinforcements to areas around Erigavo town in the disputed Sanaag region.

The state forces were deployed in the city’s outskirts to quell anti-government protests by local residents demanding self-determination, according to the sources.

Reports from the region indicate that heavy fighting broke out after Somaliland forces attacked Col Aare fighters as they were traveling in a convoy near the Dhoob area on Wednesday.

Three Somaliland soldiers and one fighter of Col Aare were killed in heavy fighting in Sanaag region on Wednesday, local sources said.

Albanian police arrest Russian ISIS fighter
[ENGLISH.ALARABIYA.NET] A Russian national accused of fighting for ISIS against Syrian government forces was arrested in Albania and will be extradited to Russia, Albanian police said on Friday.

Police said the 34-year-old man, identified as RM, who was born in and a resident of Norilsk in Russia, entered Albania illegally after a court in Russia's Chechen Republic ruled in April 2015 he should be arrested for being part of a terrorist group.

Four Civilians Killed In Raid On Health Clinic In Wardak: HRW
[ToloNews] HRW reports that eyewitnesses said that security forces entered the clinic in the Day Mirdad district.

Afghan special forces raided a medical clinic in Wardak province on the night of July 8-9, 2019, and executed four civilians, Human Rights Watch said in a report on Friday.

Afghan authorities should promptly and thoroughly investigate the attack and appropriately prosecute those responsible, the HRW said.

Witnesses told Human Rights Watch that security forces entered the clinic in the Day Mirdad district.

They killed a family caregiver and then detained and bound staff and family members accompanying patients. They then separated four people for questioning ‐ the clinic’s director, a lab worker, a guard, and a family caregiver. All except the director were later found dead from gunshots.

Under the laws of war, deliberate attacks on medical facilities and the summary killing of civilians or incapacitated combatants are war crimes.

"Attacks on medical facilities challenge the very foundations of the laws of war, and will persist if those responsible go unpunished," said Patricia Gossman, associate Asia director. "It’s imperative for the Afghan government to prosecute the commanders who ordered the killings as well as the soldiers who pulled the trigger."

A member of the local health council told Human Rights Watch that at about 9 p.m. on July 8, he heard helicopters and knew a raid was underway. At 5 am, he and others from the health council went to the clinic and found the guard’s room shattered by a rocket that had left a crater.

A clinic staff member said that the special forces tied the hands of all the staff and visiting family caregivers and took them to one room, where they questioned them about whereabouts of the Taliban

. Then they took four men with them, including the clinic’s director, Dr. Wahidullah, and told the remaining staff to stay in the room.

After the special forces unit had left, local villagers discovered the bodies of the three men who had been taken for questioning. The villagers were unable to locate Dr. Wahidullah, whom they believed the forces may have detained. The body of the other family caregiver was also found on the premises.

On July 11, the Swedish Committee for Afghanistan (SCA), a humanitarian organization that runs the clinic, described the incident as a "shocking violation" of international humanitarian law and said that "such outrageous use of force against civilians and health facilities constitutes a serious violation of applicable international humanitarian law and it affects provision of health services delivery to the people in the local community." The clinic treats everyone, regardless of their political affiliation.

Afghan cops had previously targeted the Day Mirdad clinic. On February 17, 2016, an Afghan special forces unit accompanied by international forces raided the facility, dragging away two patients and an 11-year-old child who was accompanying an adult patient and rubbed out all three outside the hospital premises.

Afghanistan's Ministry of Defense, however, has said that the operation was carried out on a Taliban stronghold in the district.

The clinic -- run by the non-governmental Swedish Committee for Afghanistan -- was attacked in 2016, allegedly by both international and Afghan army troops. Three people were killed in that incident.

On Wednesday, Toby Lanzer, deputy head of the UN Assistance Mission in Afghanistan, said 2019 has been a deadly year for health and aid workers. So far this year, 77 aid workers have been killed, injured or kidnapped compared with 76 in all of 2018, he said.

[NY Post] The Democratic-led House rejected Rep. Alexandria Ocasio-Cortez-led efforts Friday to curb President Trump's border crackdown.

Two amendments Ocasio-Cortez authored to a defense authorization bill failed to get enough support from her colleagues on the House floor Friday.

The Bronx Democrat, who has called for defunding ICE and disbanding the Department of Homeland Security, pushed an amendment to prohibit Trump from deploying troops on the southern border for immigration enforcement.

The House rejected her measure 179-241.

Ocasio-Cortez also sought to bar Trump from using funds to detain undocumented immigrants in Department of Defense facilities.

It failed by a 173-245 vote.

The lefty firebrand said she's not yet giving up hope on undoing some of Trump's immigration policies.

"We're in a moment where immigration is a tough issue in a lot of communities and it's unfortunate that in this go around we weren't able to reverse some of the Trump-era rules," Ocasio-Cortez told The Post.

"But the vote count itself was very encouraging … the next time we go around, it's much more likely to pass," she said.
