Thousands at Tel Aviv rally call for release of IDF soldier charged in Hebron shooting
Frustration, anger, racist chants and the lionization of a jailed IDF soldier were in full effect in Rabin Square in Tel Aviv Tuesday night, as a few thousand people rallied in support of Sgt. Elor Azarya, the day after he was charged with manslaughter.

As chants of "he’s a hero" were heard around him, 60-year-old Edi Arusilevi of Petach Tikva said he came "because we must support the IDF, it’s our family", adding that "people who sit in offices all day and are judging Azarya don’t understand what soldiers go through."

Charge: FEC Dems would ban Drudge, NYT, free media on election eve
This is old from about a month ago; not sure why the news is carrying it again today.
The war between Republicans and Democrats on the politically splintered Federal Election Commission flared late Monday when a Republican commissioner and former chairman charged that the panel's Democrats want to regulate the press and end free election media.

The moves by Democrats "signal an active regulatory effort within the agency, caution press organizations to look over their shoulders, and chill the free exercise of press activity," said Republican Lee E. Goodman in a statement on a recent FEC split vote.

On that vote, the Democrats voted as a block to punish the maker of an anti-Obama movie distributed free before the 2012 election. The Republicans argued that he should receive the standard media exemption, as Democrats on the FEC have granted liberal moviemakers in the past. The split voted blocked any action against Joel Gilbert and Highway 61 films for his Dreams of My Real Father: A Story of Reds and Deception.

Goodman, who has been warning of efforts by Democrats on the FEC to regulate and even block conservative news sites like the Drudge Report, said that a split vote on the anti-Obama movie proves the motives of the Democrats, Ann M. Ravel, Steven T. Walther, and Ellen L. Weintraub.

In rejecting the movie maker's bid for the media exemption, Weintraub said, "Press entities do not act as press entities when they distribute millions of free DVDs immediately before an election solely in electoral swing states."

Goodman wrote in a statement that her words could target any media that distributes news free at the end of the election in key states, from Drudge to the New York Times.

"There is no ambiguity in the point of this curt statement: all otherwise bona fide press entities are subject to investigation by the federal government through either the Commission (or the Department of Justice) based on nothing more than the means they pursue to market and exhibit their otherwise fully protected content," he wrote.

Goodman explained: "There is nothing unusual about a press entity's publication of election-related commentary in the months, weeks, and even days before an election when the public's interest is piqued. Newspaper editorials are commonplace in the weeks and days leading up to an election. It also is common for press entities to distribute their fully-protected electoral commentary and advocacy free of charge."
Silly republican. That is how they want it. Only the state approved message should be broadcast before the election so the right person is chosen by the plebs. The MSM is already in line and they are going for the independents as hard as they can.

UnitedHealth to cut their ACA exchanges down to a 'handful' of states
UnitedHealth, the nation's biggest health insurer, will cut its participation in public health insurance exchanges to only a handful of states next year after expanding to nearly three dozen for this year.

CEO Stephen Hemsley said Tuesday that the company expects losses from its exchange business to total more than $1 billion for this year and last. He added that the company cannot continue to broadly serve the market created by the Affordable Care Act's coverage expansion due partly to the higher risk that comes with its customers.

The state-based exchanges are a key element behind the Affordable Care Act's push to expand insurance coverage. But insurers have struggled with higher than expected claims from that business.

UnitedHealth Group Inc. said it now expects to lose $650 million this year on its exchange business, up from its previous projection for $525 million. The insurer lost $475 million in 2015, a spokesman said.

UnitedHealth has already decided to pull out of Arkansas, Georgia and Michigan in 2017, and Hemsley told analysts during a Tuesday morning conference call that his company will not carry financial exposure from the exchanges into 2017.

"We continue to remain an advocate for more stable and sustainable approaches to serving this market," he said.
Look for more insurance companies to bail like crazy if they can't raise rates this year.

Obama: Top Intel Official Reviewing Secret 9/11 Material
[ABC News] President Barack Obama says the top-ranking U.S. intelligence official is reviewing classified material in a Sept. 11 report that families of attack victims and some lawmakers are demanding be made public.

Several members of the House and Senate, including House Democratic leader Nancy Pelosi, have joined 9/11 families in pressuring for declassification of 28 pages that are part of government documents compiled on the 9/11 attack amid speculation of a possible role by Saudi Arabia. Nearly 3,000 people were killed in the attack.

In an interview with CBS's Charlie Rose, Obama was asked if had read the 28 pages. "I have a sense of what's in there," he replied.

Obama also revealed that James Clapper, director of National Intelligence, "has been going through this" to ensure that whatever is made public does not damage U.S. national security interests.

"My understanding is that he's about to complete that process," the president said.

Former U.S. Sen. Robert Graham, who helped write the report that includes the 28 redacted pages, recently told CBS's "60 Minutes" the secret material could reveal possible Saudi backing for the men who hijacked airplanes, flying two into the World Trade Center in New York and another into the Pentagon. A third hijacked plane crashed on Sept. 11, 2001, in western Pennsylvania.

Graham, a Democrat, declined to cite any details on the portion of the report that remains classified.

Obama also voiced concerns about a legislative move to allow victim families to bring lawsuits against other countries believed to have provided support for attacks.

"This is a matter of how generally the United States approaches our interactions with other countries," he said. "If we open up the possibility that individuals and the United States can routinely start suing other governments, then we are also opening up the United States to being continually sued by individuals in other countries."

Material from the interview was to be broadcast on "CBS This Morning" and PBS, as well as "CBS Evening News with Scott Pelley.

Hundreds wounded in Kabul suicide attack
[CNN] More than 200 people were wounded after an explosion rocked Kabul, Afghanistan on Tuesday morning. It is not yet clear how many had died in the attack, but a statement from Afghan President Mohammad Ashraf Ghani said that a "number" of people had been killed.

Interior Ministry spokesman Sediq Sediqi said a suicide car bomber caused the blast. The attack targeted the office of a security team that works to protect the government's VIPs. At least one armed attacker was killed by police at the site, but authorities are seeking two more suspects in the area, Sediqi said.

The Afghan Taliban claimed responsibility for the attack. Its statement said, "First a suicide bomber blew up his explosives-laden lorry on the gate of the department and then other armed attackers went in and started shooting on the rest of the enemies."

Several witness said they continued hearing gunfire after the blast. The explosion was heard near the American Embassy in Kabul, according to an embassy spokeswoman.

"I firmly believe that the actions that Israel’s government has taken over the past several years ‐ the steady and systematic expansion of settlements, the legalisation of outposts, land seizures ‐ they’re moving us, and more importantly they’re moving Israel, in the wrong direction," Biden said.

Top Lobbying Group for Iran Deal Hosts Duckworth Fundraiser
[Free Beacon] The left-leaning Middle East activist group J Street, one of the key groups that lobbied in favor of the Obama administration's nuclear deal with Iran, hosted a fundraiser for the Senate campaign of Rep. Tammy Duckworth (D., Ill.) in Washington, D.C., on Sunday.

Duckworth is running against Republican Sen. Mark Kirk, a critic of the nuclear deal and architect of the U.S. sanctions against Iran. The fundraiser was held at La Tasca in Washington, D.C. and seats topped out at $5,400 per plate, according to the invitation.

The fundraiser is part of a concerted effort by J Street to target lawmakers who opposed the Iran deal, particularly pro-Israel stalwarts like Kirk. The group announced in January that it would focus on defeating Kirk and Sen. Ron Johnson in 2016, two of the more vulnerable senators up for reelection.

Although J Street describes itself as a "pro-Israel, pro-peace" organization, it has sought to unseat many of Israel’s top supporters on Capitol Hill and financed the campaigns of the Jewish state’s main critics.

In past elections, J Street targeted pro-Israel legislators such as former Reps. Joe Walsh (R., Ill.) and Allen West (R., Fla.). The group previously helped bankroll campaigns for many signatories of the 2010 "Gaza 54" letter, a congressional letter that criticized Israel’s military response to Hamas rocket-fire.

Although J Street enjoys a close relationship with the Obama White House, its vocal opposition to Israel’s defensive military action and support for the Iran nuclear deal has also alienated many Democrats. A number of prominent lawmakers asked J Street to remove their names from the group’s conference host committee in 2009, including Democratic Sens. Chuck Schumer and Kristen Gillibrand.

Kirk's campaign criticized Duckworth on Monday for accepting money from J Street and tied her support for the "dangerous" nuclear deal to her involvement with special interest groups.

"After Tammy Duckworth voted in favor of the dangerous Iran Nuclear Agreement, J Street pledged to raise millions to support her campaign and launch attacks on her opponent Senator Kirk," Kevin Artl, Kirk for Senate campaign manager, said. "Rep. Duckworth continues to demonstrate that her voting record is shaped by special interest groups and political support."

Having a guy on LE monitoring (of any sort) really troubles me as to the security situation here.

The raids were the latest police operations targeting thousands of supporters of Gulen, accused by President Tayyip Erdogan and the ruling Justice and Development Party (AKP) of leading what prosecutors described as a "terrorist organization" trying to overthrow the government.

Two board members of the Dumankaya construction group were named by the state-run Anadolu Agency as being among those taken into custody. Dumankaya said in a statement that its board members had been invited to police headquarters to provide information.

The Istanbul Prosecutor’s Office, which did not name Dumankaya, said 100 people had been taken into custody in an operation focused on Istanbul and carried out across nine provinces. A total of 140 arrest warrants were issued.

Those held are accused of membership of a terrorist group, funding a terrorist group, and spreading terrorist propaganda in relation to the misuse of funds collected by Gulen followers in 2014-2015, the prosecutor’s office stated.

Gulen and Erdogan were allies until police and prosecutors seen as linked to Gulen opened a graft investigation into Erdogan’s inner circle in 2013. Thousands of coppers, prosecutors and judges were sacked or reassigned for alleged links to Gulen.

Among those held on April 18 were 41 employees of Islamic lender Bank Asya, founded by followers of Gulen and seized by the government last year, the prosecutor said.

"Money was collected exploiting religious feelings and was not used for the purpose promised to people who made donations," the prosecutor’s office alleged.

Companies ranging from media and mining to furniture and cable-makers have been investigated and executives detained. Media outlets linked to Gulen have been seized and some closed.

Dumankaya has grown strongly in recent years and plans investments of over 1.5 billion liras ($525 million) this year, targeting a rise in sales to 750 million liras this year from 463 million last year, according to its website.

Erdogan accuses Gulen of creating a "parallel state" and conspiring to unseat the government with a network of supporters in the judiciary, the police and the media. Gulen denies the accusations.

Most of those detained were apprehended in Istanbul, it said, adding that the operation involved some 800 police.

They have been accused of providing some 50 million Turkish lira ($17.5 million) in financing to Gulen's group between 2004-2015.

Taliban Pushed Back in Chardara
Security officials in Kunduz said Monday they have pushed back a major onslaught by the Taliban in Chardara district, which is only eight kilometers south-west of Kunduz city.

According to officials, at least 1,000 Taliban fighters launched a coordinated attack on various security check posts in the district but they faced strong retaliation on the part of Afghan security forces.

The officials also said that 20 Taliban militants were killed in this battle.

A local police commander in the district, Mohammad Amin, said the Taliban has used farm land and civilian houses as strongholds to fight security forces.

He said: "Security in Chardara is related to security in Kunduz. They [Taliban] wanted to take control of Chardara."

TOLOnews reporter, Tariq Majidi, who is reporting from Kunduz, said the security forces confirmed they destroyed a military tank used by the Taliban on Sunday night.

Chardara is the closest district to Kunduz city, which has raised concerns that the battle will reach the city in the near future – if the resurgent Taliban is not pushed back.

"There has been no change in defense lines of the security forces over the past four days that the militants are fighting against them," said district chief for Chardara, Mohammad Zalmai.

According to officials, there are at least 10 check posts in Chardara – of varying sizes.

Security officials also said some of the Taliban fighters came to the district from other provinces and other parts of Kunduz to fight security forces.

"There are Pakistani fighters among the Taliban [that fight against Afghan security forces in Chardara]. Some of the fighters have come from Kandahar and Helmand provinces to fight the security forces and take control of the district," said Abdul Azim Andarabi, an army officer.

"It is four days and four nights that we are fighting and they [militants] are attacking from every side," said Farid, a police officer.

More than 200 Somalis drowned in Mediterranean
Dozens of African migrants have reportedly drowned after a boat carrying 400 people capsized in the Mediterranean Sea.

Most of the 400 migrants aboard the boat were fleeing from Somalia, Ethiopia and Eritrea and had been hoping to reach Italy. Somali media reports say that rescue workers have only managed to save 29 passengers from the waters after the shocking incident.

Over 400 migrants are thought to have drowned, the Somali ambassador in Egypt told BBC Arabic.

Social media users have claimed that the boat had started its journey in Egypt with Italy being its intended destination, a route favoured by many smugglers.

ISIS militants advance against Syrian rebels in Aleppo
ALEPPO – Subsequent to fierce battles with Syrian rebel factions, militant fighters of the Islamic State (ISIS) on Monday captured a key village in Syria’s northern province of Aleppo, local and military sources reported.

Local activists confirmed that sporadic clashes continued between the two sides near the Syria-Turkey border until Monday midnight.

Speaking to ARA News in Aleppo, rebel spokesman Saleh Zein said that ISIS militants launched a major attack on rebels headquarters in Aleppo’s north and were able to seize control of Tel Battal village near the Syrian-Turkish border after heavy battles with the rebel fighters from the Sultan Murad Brigade and the 1st regiment.

“Daesh launched heavy artillery shells and rockets on headquarters of the rebels headquarters in the area, forcing them to withdraw towards the town of Dudyan,” Zein reported, using an acronym for ISIS.

This coincided with ISIS’s attempts to advance towards the rebel-held Dudyan town. Meanwhile, the Turkish army pounded several tactical units and positions for ISIS in the town of Kafr Ghan and the village of Tel Hussein, causing them casualties, according to local sources.

“Aleppo’s northern suburbs has been witnessing hit and run assaults between the conflicting parties for months, but due to the convergence of the villages in the region, they could not be permanent military zones for one party,” media activist Dirar Hamid told ARA News in Aleppo.

“However, areas that enjoy a strategic location like Dudyan are supposed to be held in order to control the whole region,” Hamid argued.

In case of capturing the villages of Soran, Ahtimlat and Doabak, Syrian rebels can fortify their presence in the region which may enable them liberate the strategic town of al-Raee on the Turkish-Syrian border, according to the source.

Despite the Turkish shelling on its positions, ISIS was able days ago to regain control of the strategic town of al-Raee in northern Aleppo subsequent to fierce battles with the armed opposition fighters.

Pakistani court gives 2 men life in jail over child abuse scandal
[Iran Press TV] A court in Pakistain has handed down life sentences to two convicts involved in the country’s largest child abuse and extortion scandal.

"Two convicts in the Kasur child abuse case have been handed life imprisonment and a fine of 300,000 rupees ($2,860) each by an anti-terrorism court of Lahore," said Sheikh Saeed Ahmed, the chief prosecutor of Punjab, on Monday.

The scandal shocked Pakistain in August last year after it was revealed that for the past nine years, a local gang had been filming sexual exploitation of children below 14 years of age, all residents of Hussain Khanwala village in the Kasur district, southwest of Lahore.

The 400 pornographic videos of at least 280 victims were circulated during the nine-year period for 50 rupees (40 US cents) each. In some cases, the videos were used to blackmail the children’s parents. The scandal gained national attention early in August after festivities broke out in the village between parents protesting against the police's failure to arrest those responsible.

Nearly 200 militants killed, wounded in latest raid of Afghan forces: MoD
[Khaama (Afghanistan)] Nearly 200 anti-government armed faceless myrmidons were killed or maimed in the latest raids of the Afghan National Security Forces (ANSF), the Ministry of Defense (MoD) said Monday.

According to a statement by the Ministry of Defense (MoD), the raids were jointly conducted by Afghan army, police and intelligence operatives in the past 24 hours.

The statement further added that the ground forces were receiving close-air support by the Afghan Air Force (AAF) as well as the artillery units of the Afghan army.

MoD said at least 96 faceless myrmidons were killed and 93 others were maimed with majority of the faceless myrmidons killed in northern Kunduz province.

According to MoD, at least 82 faceless myrmidons were killed and 69 others were maimed during the raids in Dasht-e-Achi, Khanabad, Chahar Dara, Imam Sahib and outskirts of Kunduz city.

The ministry added that the remaining faceless myrmidons were killed during the operations in Kandahar, Helmand

Two citizens killed, 11 injured in explosion in Egypt's North Sinai
[AlAhram] The bomb was targeting a prisoner transport van, according to security sources

An improvised bomb (IED) detonated in the North Sinai city of El-Arish, killing two citizens and injuring 11 others, including three police conscripts from a passing police van, Al-Ahram Arabic news website reported on Monday.

According to security sources and eyewitnesses, unknown assailants planted the bomb in the El-Khazan area with the aim of targeting a passing prisoner transport van.

Security forces are currently combing the area for the culprits and other possible bombs.

The bodies of the two dead citizens and the injured were transferred to El-Arish General Hospital, while the injured conscripts were taken to El-Arish Military Hospital.

No group has yet grabbed credit of the attack.

Kerry to meet Iran foreign minister on Tuesday
[ENGLISH.ALARABIYA.NET] US Secretary of State John Kerry will meet with Iranian Foreign Minister Mohammad Javad Zarif in New York on Tuesday to discuss implementation of the Iran nuclear deal and ways Tehran can use its influence to end Syria’s civil war, US officials said on Monday.

Kerry is expected to raise Tehran’s concerns over difficulties with accessing the global financial system despite the lifting of some US sanctions under the nuclear deal.

Iran and six world powers clinched the nuclear agreement in July 2015, which allowed for the easing of some sanctions imposed by the United States, European Union and United Nations in return for Tehran curbing its nuclear program.

Tehran has called on the United States to do more to remove obstacles to the banking sector so that businesses feel comfortable with investing in Iran without penalties.

Current US policy bars foreign banks from clearing dollar-based transactions with Iran through US banks. But US officials have said the Obama administration is considering ways in which non-US companies can use the dollar in some business transactions with Iran.

Syrian army losing ground to Islamists in Hama
HAMA – Subsequent to fierce battles with the pro-regime army forces, Syrian Islamist rebel groups on Monday captured strategic positions in Syria’s central province of Hama.

Islamist groups attacked the pro-regime forces with artillery shelling and rockets, killing and wounding dozens of soldiers, according to local activists.

Speaking to ARA News in Hama, media activist Abdul Rahman Taha said that fighters from the Islamic Party of Turkestan and Jund al-Aqsa rebel groups continued their progress at the expense of the Syrian army forces and were able to take over the tanks hill near the Jorin military camp subsequent to fierce battles clashes.

“Islamist rebels were able to kill dozens of the regime’s army troops and wound many others,” Taha said, pointing out that Islamist rebels seized two tanks [T 72] and destroyed a machine gun [caliber 23] belonging to the Syrian army.

The source emphasized that the Syrian army responded to the attack with several rockets on the rebels’ headquarters inside the towns of Tel Wasit and Mansoura.

ARA News could not verify the death toll in the ranks of the rebels.

A rebel spokesman reported that similar clashes broke out between the two sides in the vicinity of the town of al-Hakura, coinciding with aerial bombardment by pro-Assad warplanes on the Khirbat an-Noqus town and the vicinity of al-Hakura and Mansoura towns.

In the meantime, the villages loyal to president Bashar al-Assad in western Hama witnessed the displacement of dozens of civilians, especially after the advance of Islamists, according to local activists.

Islamist rebel factions launched on Monday a new battle to break into the pro-regime forces’ positions in the plain of al-Ghab and in the western suburbs of Hama, taking over the town of Khirbet an-Naqus.

Over the past few months, Syrian Islamist rebels led by the Conquest Army group were able to capture a number of villages and towns in the al-Ghab plain, especially after taking over the cities of Idlib and Jisr al-Shughur from pro-Assad forces in northwestern Syria.

3 charged with funding Temple Mount unrest
[IsraelTimes] Police revealed Monday that indictments were filed against members of a network that funded disruptive activities on the Temple Mount in Jerusalem aimed at discouraging Jewish visitors to the holy site through provocations and agitation.

The activities of the network were uncovered by a joint Israel Police and Shin Bet general security services operation, police said in a statement.

Indictments were filed against Muhammad Jabarin, a resident of the northern city of Umm al-Fahm, and Najeeb Qawasmeh Jada and Khalil Abasi, residents of the East Jerusalem neighborhood of Silwan, for property transactions for the purpose of terror and membership in a prohibited organization.

Police withheld further information regarding the charges against the suspects.

The Jerusalem District Prosecutor asked that the suspects remain in jug.

During the course of the investigation, police said, prima facie evidence was compiled about a network making payments to male and female activists of the so-called Murabitat groups, which have been banned from the Temple Mount during Jewish visitors’ hours.

In addition to questioning the key suspects, police acted against dozens of Murabitan activists in an investigation which is still ongoing, police said.

The single-sex Murabitan [for men] or Murabitut [for women] groups are known for opposing Jewish presence on the Temple Mount by shouting "Allahu Akbar" ("God is great") at visitors, and sometimes resorting to physical assaults. The Prime Minister’s Office has described them as a "salaried group of activists aimed at initiating provocations on the Temple Mount."

Guidance and funding for the group was in the past provided largely by the Northern Branch of the Islamic Movement, which was banned in November last year. At the time the Prime Minister’s Office called the organization "a sister movement of the terrorist organization Hamas, always the voice of sweet reason," and said the two movements maintained close, clandestine ties.

Turkish troops kill 18 Kurd kommies

Activity continues at N. Korea's nuclear test site
Recent satellite imagery shows that activity is continuing at North Korea's nuclear test site, the website 38 North said Monday, amid heightened concern the communist nation could carry out its fifth nuclear test soon.

The April 14 imagery shows limited activity at the North Portal, where the North conducted three of its four nuclear tests, and what appears to be a trailer or small passenger vehicle is present outside the tunnel entrance, 38 North said.

The imagery also showed the presence of what is likely a shipping container or equipment trailer at the main support area, 38 North said. The area is also clear of snow and well-maintained, which also indicates that it is active, it said.

"While there is little evidence of that a test is imminent, the possibility cannot be ruled out since the North has demonstrated the ability to conduct detonations on short notice by slow rolling preparations, masking significant indicators from satellite view," 38 North said.

State Department spokesman John Kirby said that the United States is monitoring the situation closely.

"I won't talk about intelligence matters, but I can just tell you we're watching this as closely as we can," he said. "We continue to call on them to stop these destabilizing activities and to prove that they are willing to return to the six-party process."

Iraqi militia, Kurds liberate two villages

(IraqiNews.com) Nineveh – An informed source in Nineveh Province announced on Monday, that al-Hashed al-Watani forces liberated two villages in Bashiqah District northeast of Mosul, while pointed out that the liberation operation was backed by the Peshmerga forces and the international coalition aviation.

The source said in a press interview obtained by IraqiNews.com, “The forces from al-Hashed al-Watani backed by the Peshmerga forces and the international coalition aviation managed to liberate the villages of Barima and al-Noran northeast of Mosul from ISIS grip,” indicating that, “The international coalition aviation bombed a number of ISIS headquarters in the two villages.”

Heavy exchange of fire with Rajanpur bandits after army deadline expires
[DAWN] DERA GHAZI KHAN/LAHORE: A heavy exchange of fire commenced on Monday afternoon between security forces and gangsters, with two army helicopters flying overhead for reconnaissance purposes.

Earlier, the district administration of Rajanpur was ’alert’ in anticipation of a full-scale operation by the military as a Monday afternoon deadline to the gangsters to surrender unconditionally and release coppers held as hostages expired.

At least six coppers were killed and 24 others taken hostage by the gang when the operation was launched less than a week ago.

Dawn quoted a well-placed source on Monday saying that the gang had released some of the hostages, but the source was unable to say how many had been freed.

[Iran Press TV] A court in Ukraine has sentenced two Russian soldiers, captured in 2015, to 14 years in prison for crimes, including fighting in the conflict in the country’s troubled east.

The Ukrainian court made the ruling on Monday, after it found Sergeant Aleksander Aleksandrov and Captain Yevgeny Yerofeyev guilty of participating in "an aggressive war" against Ukraine and committing "a terrorist attack" in the country’s east.

45 Boko Haram suspects in Kirikiri prison, group writes petition
[NAIJ] Over 45 suspected Boko Haram terrorists are reportedly being detained in Kirikiri maximum prison, Lagos. The Nation reports that the suspects have been in the prison awaiting trial since the last seven months, following an order by a magistrate, Adeola Adedayo of an Isolo magistrate court.

The Amnesty International has been called upon by a rights group, the Prisoners’ Rights Advocacy Initiative (PRAI), to carry out an independent investigation of the 45 suspected Boko Haram members arrested in Lagos last year, with a view to ascertaining their true status.

Recall that in September last year, operatives of the Department of State Services had arrested 45 suspected Boko Haram members in connection with a foiled attack on Dolphin estate, Ikoyi in Eti-Osa local government area of Lagos. The suspects were charged to a Lagos state magistrate’s court sitting in Isolo and the court ordered they be remanded in Kirikiri prisons in the state.

The petition, dated April 5, and signed by the PRAI director, Ahmed Adetola–Kazeem is entitled: Call for investigation and prevention of rights abuse of 45 terrrorism suspects detained in Kirikiri maximum prison since November. The petition was also sent to the executive secretary, National Human Rights Commission (NHRC) and the Lagos attorney-general and commissioner for justice.

U.S.-led troops seize ISIS fighter in Iraq helicopter raid
[ENGLISH.ALARABIYA.NET] Troops from a U.S.-led coalition landed a helicopter in northern Iraq and seized at least one ISIS fighter from a vehicle, three witnesses and two Kurdish security sources said.

The force quickly took off again with their captive on Sunday afternoon, the sources told Rooters.

[NYDAILYNEWS] The bad news has been snowballing for Bill de Blasio, what with the emergence of a federal probe involving, among other things, top cops in Brooklyn accepting diamonds, trips and more from two big donors to various appendages of his political operation and what’s now four separate investigations into a city-aided flip, again involving a wired backer of the mayor, of a Lower East Side nursing home for AIDS patients into luxury condos.

I wrote last Sunday that "after this week, I’m losing faith that de Blasio’s horse trading is paying off for the city." And it appears I’m not the only one.

Ace New York corruption buster Preet Bharara, fresh off turning two of Albany’s three men in a room into convicted felons (and exposing one of them, former Assembly Speaker and de Blasio ally Shelly Silver, as an adulterer who had one mistress who was a major Albany lobbyist and another who he helped get a state job), is now reportedly looking into these messes and their links to the mayor’s 2013 campaign.

When Bharara announced last year that he was charging Silver -- who de Blasio then called "a man of integrity" -- the lawman said that the "unfinished fight against public corruption continues," and New Yorkers should "stay tuned."

He repeated the phrase last week at a gala for Common Cause, the good government group whose pointed questions about de Blasio’s main outside money operation, The Campaign for One New York, came just before the group suddenly announced it would be closing up shop. Bharara elaborated, just a little, on what we should be tuned in for, saying that "executive offices in government are far from immune from the creeping show-me-the-money culture that has been pervading New York for some time now."

Which, given that Bharara has already ended a probe of Gov. Andrew Sonny Cuomo, with a public declaration that "there is insufficient evidence to prove a federal crime," sounds an awful lot like "I’d like to dedicate this next tune to Bill de Blasio."

Talking on background this week to people who lead groups that do business with this administration, and have long experience with previous ones, the common concerns were whether or not de Blasio has full control over his own administration and political operation -- and where, exactly, the line between them gets drawn in our post-Citizens United city.

One person compared de Blasio’s inner circle -- particularly Police Commissioner Bill Bratton on all things public-safety related and Deputy Mayor Alicia Glen on all things involving real estate -- to "independent contractors," with tremendous autonomy within their respective spheres. Which might help explain how a mayor with a reputation for micromanaging has spent the last two weeks pleading ignorance about major decisions made by his own administration.

China's "misperception" about the THAAD missile defense system would be dispelled if it hears expert explanations that the U.S. has offered to provide about the system, a U.S. State Department official said Monday.
Perhaps the Chinese 'pressure' on the Norks is as simple as, they don't want us putting a missile defense system into South Korea...
"We've offered to send subject matter experts to Beijing to brief both the PLA (People's Liberation Army) and government and party officials about what THAAD is," Mark Lambert, the department's Korea director, said during a discussion at the Center for Strategic and International Studies.

"I think there is a lot of misperception that THAAD is aimed at China and much of that could be alleviated if Chinese officials would agree to meet with our experts," he said. "Unfortunately to date, officials in Beijing have been unwilling to meet with our officials and hear that."
The Chinese understand THAAD perfectly well. That's why they don't want it in South Korea...
Lambert said that the radars associated with THAAD are "pointed northeast towards North Korea, not towards Xinjiang," China, and that THAAD interceptors "would not be a mechanism that would do away with China's nuclear deterrent."

China has expressed strong opposition to the potential deployment of a Terminal High Altitude Area Defense unit in South Korea, arguing that the system can be used against it, despite repeated assurances from Washington that the system is aimed only at deterring North Korean threats.

South Korea and the U.S. jointly announced in February, shortly after North Korea's long-range missile test, that they would begin official discussions about the possible deployment of a THAAD battery to better defend against nuclear and missile threats from the North.

Recalling his time in Beijing when tensions were high in U.S.-China relations over military incidents in 2001 and 2009, known as "EP-3 Crisis" and "Impeccable Crisis," respectively, Lambert said that Chinese officials have shown a tendency of not wanting to have dialogue when it was most needed.

"I'm hoping that our bilateral decision to protect Koreans and Americans would not affect our ability to work effectively with Beijing on areas of mutual concern," he said. "We have areas of mutual concern. Those areas exist irrespective of our views on THAAD. I think it's time for thinking a little bit more creatively."

Ecuador quake leaves over 230 dead
[DAWN] Rescuers in Ecuador raced to dig out people trapped under the rubble of homes and businesses on Sunday, following a powerful 7.8-magnitude earthquake that killed at least 233 people.

Vice President Jorge Glas called it the "worst seismic movement we have faced in decades".

President Rafael Correa said on Twitter that the corpse count had risen to 233. He added that Mr Glas was on his way to the hard-hit city of Portoviejo on the Pacific coast.

The quake, felt across Ecuador, northern Peru and southern Colombia, struck on Saturday evening, lasting about a minute, and was centred approximately 170km northwest of the capital Quito.

Pakistan has reportedly told Taliban to end violence or pay a heavy price
[Khaama (Afghanistan)] The authorities in Pakistain have reportedly called on Afghan Taliban group leadership to shun violence or pay a heavy price, a move which the Pak authorities are saying has been taken to persuade the group to participate in peace talks and end the violence through reconciliation process.

A Pak official quoted in a local media report said the authorities in Pakistain have also called on the Taliban leadership to call off their ’spring offensive’.

The official speaking on the condition of anonymity further added that the warning by Pak authorities have been issued amid concerns that the spring offensive by the group could derail the peace initiative the Quadrilateral Coordination Group (QCG) had launched in December last year.

Calling the announcement of spring offensive by Taliban as disappointing, the official said the Taliban leadership has been given a clear message through ’intermediaries’ that they would have to pay a ’heavy price’ if they refused to go back to the negotiating table.

The announcement by Pak authorities to warn the Taliban group comes as the Afghan officials have long been criticizing Pakistain for remaining reckless to act against the safe havens of the Death Eater groups operating in the country.

A top Afghan defense official said last week that Taliban group leaders are convening key meetings in their safe havens inside the Pak soil.

"Senator Sanders has hit the nail on the head; Hillary Clinton and her husband do represent an oligarchy," said Wayne Madsen, an author and columnist specializing in intelligence and international affairs.

"These are the upper one percent of the one percent in the United States who are doing quite well and the rest of the country isn’t," Madsen said during a phone interview with Press TV on Monday.

"Oligarchs like the Clintons and the Bushes and others are squeezing the American working people to the point where they’re angry and that anger is either now manifested in support for Sanders from members of the liberal wing or Democratic Party or their support for Donald Trump, who actually shares many of Sanders’ beliefs about Wall Street and the oligarchs and the bad trade agreements that have cost the United States so many jobs," he added.

Sanders pressed his line of attack again on Sunday that "Wall Street and other special interests" support Clinton, the candidate who wants to bring "oligarchy" to the country.

Sanders also criticized Clinton over fundraising on ABC's ’This Week With George Stephanopoulos,’ calling into question whether big ticket fundraisers belong in the Democratic Party.

Clinton attended two fundraisers co-hosted by Hollywood actor George Clooney over the weekend in Caliphornia, an impregnable bastion of the Democratic Party,. The price tag for a ticket to dine with her at the event was $34,000.

Sanders has repeatedly condemned America’s huge wealth inequality, lack of universal healthcare and a corrupt campaign finance system, drawing significant support for his presidential campaign.

He is now hoping to defy expectations in New York state’s primary elections on Tuesday, where the most recent polls showed him trailing Clinton by about 17 points.

"This is a positive move for Saudi citizens and residents who have suffered years of harassment and abuse by the inquisitors religious police," said Sarah Leah Whitson, HRW's Middle East director.

Members of the inquisitors religious police, known informally as Mutawaa, can no longer stop or arrest or chase people or ask for their IDs or follow them, under the new regulations.

They should instead "carry out the duties of encouraging virtue and forbidding vice by advising kindly and gently", the official Saudi Press Agency reported citing the decree.

"Saudi Arabia has taken a step that could rein in longstanding inquisitors religious police abuses, but authorities must enforce the new regulations for them to have any meaning," Whitson said.

Last week, the Saudi cabinet issued a decree which sought to organize the framework of committee’s operation.

Under the approved changes, religious officers will no longer be allowed to detain people and instead must report violators to police or the kingdom’s anti-narcotics officers.

The decree also stipulated the criteria of which members of the committee are selected; it states that they must have sufficient educational qualifications, a good reputation and no criminal record or ruling against them prior to joining.

Al-Qaeda re-emerges as challenge for US, Nato in Afghanistan
[Dhaka Tribune] Leadership turmoil within the Taliban since the death of the murderous Moslem group’s founder has fuelled closer links with foreign groups like al-Qaeda, the new commander of international forces in Afghanistan said, complicating counter-terrorism efforts.

In an interview, General John Nicholson pointed to what US officials saw as a shift in the Taliban’s relationship with groups that Washington considers terrorist organizations.

That could influence his assessment of plans to cut US troop numbers next year, because if al-Qaeda, which carried out the September 11, 2001 attacks on the US, can operate in Afghanistan with increasing freedom, it may pose a greater security threat inside the country and beyond.

Nicholson is about half way though a review of plans that would see US troop numbers nearly halved to 5,500 by 2017 and an end to much of the training and advice the NATO-led coalition currently provides Afghan forces fighting the Taliban.

Some US politicians and Afghan commanders are urging Washington to reconsider its draw-down plans, worried that the Taliban movement poses a growing threat to security.

Public appetite for an even more prolonged deployment of US forces in Afghanistan is low, partly because the conflict is seen as limited to the country itself with little risk of international spillover.

Nicholson highlighted a "greater linkage" between the Taliban and US-designated terrorist group al-Qaeda since the death of Taliban founder Mullah Mohammad Omar and his replacement by current leader Mullah Akhtar Mansour.

Prompted by the need to win support in a leadership battle that broke out after Omar’s death was announced last year, Nicholson said Mansour had been forced closer to groups like al-Qaeda and the Haqqani network, blamed for a series of high-profile suicide kabooms in Kabul

Rumhy said he was disappointed but not surprised over the failure of Doha talks among world’s biggest crude producers to freeze output to the levels that existed in January.

"It was expected that there would be problems because in the buildup to Doha, there were a lot of talks about Iran not joining and Saudis insisting on having Iran on board," he said.

One suggestion to advance the talks that wasn’t considered at the Doha meeting is to set the cap based on maximum production, Rumhy said.

"The reality is in the fields. Most of us have peaked, with the exception of maybe one or two, so if we say look, everybody is producing at a maximum level, let’s try to agree on where we are now and then move forward."

Producers should try to get consensus on a freeze by the time OPEC meets in June, Rumhy said.

"Hopefully those who were not on board yesterday will be on board by June. From now on until June, we would be working on trying to convince everyone else that the freeze is the right way to do it."

Producers should still work on reaching a deal, Rumhy said, offering to facilitate discussions.

Iran’s Oil Minister Bijan Zangeneh on Monday described a plan to implement a freeze on the output of key oil producers as a "new sanction" against the country’s oil industry.

Army front man Sani Usman said in a brief emailed statement: "Boko Haram gunnies attack troops of 113 Battalion at Kareto, northern Borno state.

"The troops have been battling the turbans since the early hours of today."

A soldier with the regiment told AFP the troops were ordered to the town of Damasak near the border with Niger and took up position in Kareto, some 38 kilometers (24 miles) away.

"Today at about 6:30 am (0530 GMT), two suicide bombers approached us and we shot at them and they went kaboom!," he said.

"As soon as the explosives went off, there were barrages of heavy artillery fired by Boko Haram, who came in large numbers with heavy weapons.

"We took up position in our trenches and fired back but they kept firing RPGs (rocket-propelled grenades), which we didn't have.

"We lost some men, I don't know how many, and many others were maimed. Some of us fled in disarray. We realised that we were outnumbered and outgunned."

The troops withdrew to Jeyimolo village and a fighter jet was deployed to Kareto while a search was launched for the dead and missing, he added.

A local chief confirmed the attack but said further details were still sketchy.

Uncovered ammunition cache in Borno poses larger question -- How does Boko Haram get its funds?
[VENTURESAFRICA] The latest discovery made by the Nigerian army in a village in Borno state is a grave containing ammunition that is reportedly worth over N20 million. During a press briefing, Major General Leo Irabor noted that this "monumental recovery" was in conjunction with the Civilian Joint Task Force, who led them to the grave following a tip-off.

Irabor stated that this discovery has confirmed the military’s earlier knowledge that Boko Haram operates several underground logistic bases in Borno state and its environs. This lends credence to the statement in Premium Times by Sani Usman (the Acting Director, Army Public relations), who said that the Nigerian army recently uncovered Boko Haram’s food storage. "To save for the rainy day, the gunnies had underground food storage facilities where they stocked large quantity of foodstuffs," Sani said in his statement.

With the recent discoveries, it is quite obvious that Boko Haram couldn’t have been able to get funds for food or sophisticated arms and ammunition without some external support or funding from an organization or country with an interest in their nefarious activities.

In 2014, Terrence McCoy, a writer at the Independent, explored how the Boko Haram terrorist group gets their capital. In his article, he noted that although analysts say the funding process for Boko Haram is "intricate and opaque," based on a survey of academic, governmental and journalistic accounts, Boko Haram funds are largely linked to "black market dealings, local and international benefactors, the al-Qaeda and other well-funded groups in the Middle East." Although there are speculations that some wealthy Islamic Lions of Islam may be involved in providing funds, weaponry and information to the gunnies group, it has not yet been confirmed.

Therefore, McCoy’s observation may explain why Boko Haram, which has pledged its allegiance to ISIS (the Islamic State

[Dhaka Tribune] Criminal Investigation Department has identified 20 foreigners who were allegedly involved in the digital heist of $101 million from Bangladesh Bank.

Additional Deputy Inspector General Md Shah Alam made the disclosure in a press briefing held at CID Headquarters in Dhaka on Monday afternoon.

He said: "The names of 20 Filipino, Sri Lankan and Chinese nationals came up during our official visits to the countries regarding the heist.

"We might again visit the countries but we cannot disclose the names right now for the sake of the investigation."

2 alleged robbers killed in ‘gunfight’ with RAB
[Dhaka Tribune] Two alleged robbers, who were the suspected accused in a robbery case filed with Jorarganj cop shoppe of Mirsarai upazila, have been killed in a shootout with Rapid Action Battalion (RAB-7) at Muhuri project area under the upazila in Chittagong.

21 hurt in bombing on Jerusalem bus
[Ynet] Two buses catch on fire on Moshe Baram Road in the capital's East Talpiot neighborhood as a result of kaboom; 2 seriously maimed, six in moderate condition, suffering from burns and smoke inhalation.

Twenty-one people were maimed when an bomb blew up on a bus on Monday afternoon, causing it to catch on fire while it was driving on Moshe Baram Road in Jerusalem, in what the defense establishment suspects to be a terror bombing.

The number 12 Egged bus was travelling from the East Talpiot neighborhood (Armon HaNatziv) towards Mount Herzl when an kaboom went off on it and it caught fire. As a result of the kaboom, a nearby bus and a private vehicle also caught on fire.

Jerusalem District Commander Yoram HaLevy confirmed on Monday evening the kaboom was caused by an bomb placed in the rear part of the bus.

"We are still in the initial stages of the investigation. We're trying to find out primarily where the bomb came from and who placed it on the bus," HaLevy said, adding that it should not take police much longer to indentify who planted the explosive on the bus.

He did, however, stress that "we can't at the moment come out with a clear statement that this was done by a terrorist or a jacket wallah. We're looking into all possibilities, as we do in every scene of an incident."

Magen David Adom paramedics treated 21 maimed, among them two at death's door, six in moderate condition and the rest lightly maimed. Some of the maimed are suffering from different degrees of burns, while most are suffering from smoke inhalation. The maimed were taken to Shaare Zedek Medical Center and the Hadassah Medical Center's Ein Karem and Mount Scopus hospitals.

MDA front man Zaki Heller said that when paramedics arrived at the scene, all of the maimed were outside the bus and none were found inside by firefighters.

Prof. Avraham Rivkind, the head of the Shock Unit at the Hadassah Ein Karem hospital, said some of the injuries were in line with injuries from past terror bombings in Jerusalem. "There are penetration wounds. We saw in imaging and we pulled out a nail and nuts," he said.

The bus that went kaboom! was reportedly empty, and the maimed people were in the second bus that caught on fire as a result of the kaboom.
The Times of Israel adds:
Police were investigating whether one of the people seriously injured in the kaboom was in fact the terrorist responsible. However,
a poor excuse is better than no excuse at all...
the identity of the burned victim had not yet been confirmed, a spokesperson said.

The driver of the bus, who was lightly injured, told media he checked the bus for bombs twice before starting his route.

12 killed as Taliban attack repulsed in northern Balkh province
[Khaama (Afghanistan)] At least 12 Taliban turbans were killed in an attack on a security post in northern Balkh province of Afghanistan, security officials said Monday.

The incident took place in Chaharbolak district after a group of Taliban turbans launched coordinated attack on a security post with an aim to capture.

The Provincial police chief General Abdul Razaq Qaderi confirmed that the attack was carried out late on Sunday might.

He said the Afghan police forces managed to repulse the attack, leaving 12 Taliban turbans dead during the shootout that lasted for almost one hour.

Gen. Qaderi further added that the Talibs had came from northern Jawzjan province to attack the post and a policeman also sustained injuries during the clash.

The Talibs group has not commented regarding the incident so far.

Balkh is among the relatively peaceful provinces in northern Afghanistan but the anti-government armed bad boy groups have recently increased to their insurgency activities in different parts of northern Afghanistan.

The acting provincial governor Ata Mohammad Noor earlier warned that the bad boy groups are attempting to expand violence in Balkh province.

Houthi militias and forces loyal to ousted president Ali Abdullah Saleh have continued bombing residential neighbourhoods in the city of Taiz, despite the signing of a truce agreement on Saturday afternoon and the opening of the eastern and western ports of the city.

The girl was also burnt with acid in a bid to hide the brutal rape and murder incident, accoridng to local media reports which added that the perpetrator attempted to burn the victim after his friend denied to help him.

Israeli Premier Benjamin Netanyahu at the beginning of a cabinet meeting in the occupied territory on Sunday ruled out any possibility of returning the occupied Golan Heights to Syria, saying Israel will lay claim to it forever.

The Sunday meeting was held in defiance of international law that requires Israel to return Golan to Syria.

Protests against French forces in Mali turn deadly
[FRANCE24] Demonstrators stormed an airport runway in northern Mali on Monday to protest against arrests by French forces of people suspected of links to Islamist Lions of Islam who operate in the region, local officials and witnesses said.

Security forces fired warning shots and teargas to deter the mostly female protesters in the town of Kidal who also ransacked and set fire to airport facilities, said a local official, witnesses and the U.N. mission in Mali, MINUSMA.

The protests appear to mark a deterioration in relations between foreign forces and the local community in Kidal, a town at the centre of a separatist movement and violence by Islamist Lion of Islams, some of whom are linked to al Qaeda.

One person died and six were maimed, said Ahmoudane Ag Ikmasse, who represents Kidal in the national assembly. Ikmasse said he was in the capital Bamako but was in contact with people in Kidal.

A doctor in Kidal’s health centre said two died from gunshot wounds.

It was not clear why the airport was targeted or why women were the main participants in the protest.

The U.N. mission was not immediately able to confirm the corpse count and it was not clear how many people were involved in the protests. A French military front man declined to comment.

"MINUSMA is contact with the Malian authorities and leaders of local communities as well as those from civil society, aiming to ease tensions and understanding the circumstances of the events," the mission said in a statement.

MINUSMA and French forces have been stationed in northern Mali for about three years since separatists joined jihadists to seize the region from the government in Bamako.

Although La Belle France drove jihadists out of key towns in 2013, they have regrouped. In November, al Qaeda in the Islamic Maghreb attacked a luxury hotel in the capital, killing 20 people and demonstrating a reach beyond their base.

The source, who asked anonymity, added, “Ambulances rushed to the area and transferred the wounded to a nearby hospital for treatment and the dead body to the forensic medicine department, while cordoned off the area and prevented approaching it.”

Kirkuk Kombat Chronicle: 35 die
36 ISIS, Iraqi militia die in Bashir

(IraqiNews.com) Kirkuk – A security source in Kirkuk Province announced on Monday, that 36 members of the so-called ISIS and al-Hashed al-Shaabi fighters had been either killed or wounded during repulsing an attack launched by ISIS in southern Kirkuk.

The source said in a statement followed by IraqiNews.com, “This morning, violent clashes broke out between al-Hashed al-Shaabi forces and ISIS militants in Tel Ahmed on the outskirts of Bashir village in southern Kirkuk,” pointing out that, “The clashes resulted in the killing of 15 ISIS militants and one member of al-Hashed al-Shaabi, as well as injuring 20 others.”

The source, who asked anonymity, added, “The security forces were able to repel ISIS attack, while detonated two car bombs before arriving to the front lines of the security forces.”

Iraqi militia repel ISIS attack on Bashir

(IraqiNews.com) Kirkuk – A source within al-Hashed al-Sha’bi militia said on Monday, that al-Abbas Combat Regiment of al-Hashed al-Sha’bi militia had managed to repel an attack by ISIS on the area of al-Bashir south of the province.

The source said in a brief statement received by IraqiNews.com, “The forces of Abbas Combat Regiment foiled, this morning, a violent attack by ISIS gangs on the area of Tal Ahmed in the village of al-Bashir (20 km south of Kirkuk),” adding that, “[The forces] inflicted big losses in lives and equipment upon the enemy,” pointing out that, “The forces detonated two booby-trapped vehicles driven by suicide bombers.”
