Iraq, not the UN, was obliged to document status or disposal of all WMD, under mandatory Chap. 6 resolutions pertinently including one amounting to a cease-fire. "After inconclusive searches by international inspectors, and a failure by Iraq to comply with mandatory UN resolutions by accounting for its banned weapons and fully cooperating with the inspections,...."
