Afghanistan
Daily Evacuation Brief March 28, 2023
[AfghanDigest] LAST 24 HOURS
  • SUICIDE BOMBER KILLS AT LEAST 6 NON-COMBATANTS IN BLAST NEAR THE FOREIGN MINISTRY – Taliban security forces personnel reportedly attempted to kill a suspected suicide bomber at a checkpoint near the Foreign Ministry building in Kabul. It was not immediately clear if the bomber detonated the device he was wearing or if the Taliban caused the blast when they fired on the individual. The blast occurred as Ministry personnel were leaving their offices for the day. At least 6 non-combatants were killed and 12 were injured (3 Taliban guards were among the injured). Police initially speculated the Foreign Ministry was the intended target, but this may be inaccurate. The bombing is considered the first terrorist incident of the Remadan fasting period. ISIS-K claimed responsibility for the attack on its Telegram attack.

  • FLOODING KILLS 9, INJURES 74 MORE – Flooding reported across over twenty provinces has resulted in at least 9 deaths so far and scores more are injured. At least a portion of the deaths occurred when houses collapsed as their foundations were swept away. An engineer in Herat speculated that the recent earthquake had likely destabilized many homes across the country and added to the risk posed by flooding. Estimates from the Ministry of Natural Disasters say that 1,800 houses have been destroyed and over 20,000 acres of cropland have been damaged. However, it is not clear if these figures include flooding from the Fall of 2022. The death toll is expected to rise as more reports come in.

  • TALIBAN CLAIMS IT HAS KILLED KEY ISIS-K LEADERS IN MAZAR-I-SHARIF OPERATIONS – In several statements released online and on social media, the Taliban claims to have eliminated Abu Omar Afridi (council member), Ustad Salman Tajikistani (bomb production chief), and Mawlawi Ziauddin (ISIS-K leader in Balkh Province). The men were reputedly killed in recent security operations in Mazar-i-Sharif. Several longtime Afghanistan analysts were quick to point out that Ziauddin was not a leader in the group. It is possible the Taliban have misidentified the individual or, may be holding him up as a leader to show the international community they are taking the fight against ISIS-K seriously. A new source reported to journalists that ISIS-K had suffered a schism among its leadership over the strategic direction the group should take in Afghanistan. While the low-level conflict has been a norm in the terrorist group, major factions have not been previously reported.

  • CENTRAL BANK DECERTIFIES ALL INDIVIDUAL CURRENCY EXCHANGE LICENSES – Considered to be the first major policy change since taking the reigns of the Central Bank, the move affects nearly 900 small currency exchanges. The bank announced it had undertaken the measure for transparency purposes. Some observers claim the move is probably a means of bringing the currency market under tighter Taliban control and is also a way to prohibit the exchange of Pakistan’s currency (long a goal of the Taliban). A disruption to small businesses is expected as currency exchanges were a popular method of ‘banking’ at local markets.

CONFLICT TRACKER
Kabul: A suicide bomber triggered a device at a security checkpoint near the foreign ministry on Monday as workers were leaving their offices. Six non-combatants were killed and 12 people were treated fir injuries sustained in the attack, ISIS-K claimed credit for the attack.

NEXT 24 HOURS
FLOODING WILL CONTINUE ACROSS MUCH OF AFGHANISTAN – Additional rainfall, much of it in the mountains, continued on Monday and emergency planners continue to warn Afghans to delay travel and to conduct periodic ‘walk arounds’ of their homes and buildings to search for signs of potential weak points. Several roads have washed out and a few reports say vehicles have been carried away when attempting to ford swollen streams and rivers. Travel at this time is considered extremely hazardous and the rain/snow is expected to continue in parts of Afghanistan through a portion of Tuesday.

3 Key Daesh Members Killed: Intelligence Directorate
[ToloNews] The General Directorate of Intelligence (GDI) said on Twitter that three key members of ISIS were killed in operations by Islamic Emirate forces in PD 5,8 and 10 in Mazar-e-Sharif, the center of Balkh province.

Those killed included Zainuddin, ISIS's temporary head of Balkh and head of the judicial system, Abu Omar Afridi, a member of the ISIS Khorasan council, and Ustad Salman Tajikistani, who was in charge of military training and organizing mines.

The GDI said that previously in an operation of the Islamic Emirate’s forces in Faryab, all members of the group that organized the attack on Mohammad Dawood Muzamil, former governor of Balkh, were arrested.

According to GDI, the members of this group are Tajikistan nationals and were sent to Afghanistan for an attack.

"In three police districts, 5, 8 and 10, the recent information shows that their key leaders have been killed," said the Islamic Emirate’s front man, Zabiullah Mujahid.

The announcement of the interim government about the killing of ISIS fighters sparked a reaction from the former US special envoy for Afghanistan’s reconciliation, Zalmay Khalilzad.

Khalilzad said on Twitter that if confirmed, "this would be a significant blow to IS-K in Northern Afghanistan."

"The Taliban
...Arabic for students...
had committed in the Doha Agreement to fight IS-K. The removal of these ISIS leaders indicates that it is doing so," Khalilzad said.

Khalilzad urged the US and Taliban to increase engagement to complete implementation of the Doha Agreement "which serves Afghan and US interests."

"Whenever the operations take place, they consider it both in the interest of the US and Islamic Emirate. This provokes the ISIS fighters against the Islamic Emirate," said Salim Kakar, a political analyst.

Some sources said that internal conflict in ISIS has increased.

Political analysts said that the recent steps of the caretaker government against ISIS have weakened the group.

"ISIS has been suppressed. The Islamic Emirate took serious actions against it. It is not as much as the US over-played it," said Abdul Mateen Mohammad Khail, a military veteran.

"As the Taliban is engaged in undermining ISIS, this is a good step," said Asadullah Nadim, military veteran.

According to the interim government’s numbers, at least 70 operations have been conducted against ISIS all over Afghanistan within the last year.

Armed Men In Masks Abduct 11-Year-Old Boy
[SAHARAREPORTERS] Yet-to-be-identified gunnies on Sunday morning kidnapped an 11-year-old boy identified as Kamsi in his house at Ukwu-Inyi in Ogwurute, Igbeze North Local Government Area of Enugu State.

Kamsi, who is a comedian,
...at age 11? a precocious lad...
was kidnapped after he made a video calling for the release of the detained leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu and berating Igbo people for not clamouring for Kanu’s immediate release.

In a video posted on his Facebook page, ’Kamsi Comedy’ on Thursday, the skit maker said, "Stop talking to me. I'm not happy at all. There is nothing that will make me believe that we can ever forget Mazi Nnamdi Kanu in this world. A hero, our hero, my mentor.

"This man brought out himself because how we were living our lives was not good. This man brought out himself. Imagine the person whose father and mother were killed and even his dog in our presence but we have forgotten him.

"Because of you and me, this man was sent to prison and he has been suffering there for years. We are supposed to be talking about his release but we are here running around following politicians and they are using us anyhow.

"This man told us that nothing will ever make politicians help us in this life. Igbo people, do we really have brains? Common sense, please forget!!!"

Two days after he posted the video, men dressed in what seemed like security uniforms numbering four and armed with pump-action guns invaded Kamsi’s house and forcibly to him to an unknown destination.

Speaking with SaharaReporters on the phone, Kamsi’s brother who is also his manager, described the incident as a clear case of kidnap, saying that the family have gone to the cop shoppe and Neighbourhood Watch office in their local government area but the security agencies denied knowledge of the incident.

The family member did not want his name to be mentioned for fear of being targeted for attack.

He said, "It was a kidnap because we have gone to the Neighbourhood Watch of our local government and the cop shoppe but they told us that they are not aware of the incident.

"So, it is a kidnap because, had it been that they were coppers, we can say it is an arrest but we were never invited to the police or anywhere to answer any question and when the men came, they did not explain anything to us.

"They just came and snatched the boy. I was sleeping when they came. It was their noise that woke me. For now, the police and the Neighbourhood Watch people are investigating the matter. They moved out with Kamsi’s mother this morning to carry out an investigation and they are not back yet.

"The people who came and kidnapped Kamsi wore a uniform with MOPOL written on their back but when we went to the cop shoppe, they said they were not aware of it and that they had never seen the vehicle the gunnies came with."

However,
facts are stubborn; statistics are more pliable...
efforts to get the reaction of the Enugu State Police Command failed as the state police public relations officer, DSP Daniel Ndukwe, did not answer calls from SaharaReporters.

Meanwhile,
...back at the Council of Boskone, Helmuth ordered the space pirate fleet to attack Zemblonia...
reacting to the incident, one of the IPOB/Kanu’s lawyers, Barr. Aloy Ejimakor, described the legal consequences of state terror on children are severe.

According to him, international jurisdiction will be brought to bear.

"I’ve asked my colleagues in Enugu to quickly trace where #Kamsi is detained. Anybody with such information should please DM. To the Enugu State Govt, I will say this: The legal consequences of State terror on a child are severe & international jurisdiction will be brought to bear," Ejimakor said.

Gunmen Kill Three Nigerian Corps, NSCDC Officers In Fresh Attacks In Imo State
[SAHARAREPORTERS] Some button men have reportedly killed three personnel of the Nigeria Security and Civil Defence Corps (NSCDC) in Imo State, South-East Nigeria.

The incident, SaharaReporters gathered, happened at EkeIsu market in Obiangwu Community in the Ngor Okpala Local Government Area of the state on Monday morning.

The incident which has thrown the community into apprehension appeared as the resumption of new wave of attacks in South East as hoodlums had on Sunday killed two coppers on a stop-and-search duty.

A source, who spoke on the condition of anonymity, revealed that the NSCDC officers were riding in a vehicle when they were ambushed and killed by their attackers.

He added, that sequel to the incident, security operatives had taken over the community.

It was gathered that the lifeless bodies of the victims were still at the scene as of the time of filing this report.

According to the source, "Three operatives of the NSCDC were killed last night at EkeIsu market in Obiangwu Community in the Ngor Okpala LGA of Imo State. They were ambushed while in their vehicle. Their bodies have not been evacuated as we speak. Soldiers have taken over the community."

He said that security operatives had moved into the community and normality had restored.

Caucasus/Russia/Central Asia
Tajikistan: Taliban take control of consulate
[EurasiaNet] The embassy in Dushanbe, which is still run by the anti-Taliban
...the Pashtun equivalent of men...
opposition, is said to be considering its position.

The Afghan consulate in the eastern Tajikistan city of Khorog has passed under the control of the Taliban regime, while staff at the main embassy in the Tajik capital, Dushanbe, are still considering their options, a diplomatic source has said.

A representative of the Dushanbe embassy, who spoke to Eurasianet on condition of anonymity on March 27, said the Khorog consulate is issuing Afghan passports and that staff have been receiving salaries from the Taliban for the last two months.

"Formally, the consulate is part of the embassy itself, but informally, it is not under our control, and it is directly linked to the Taliban," the source said.

The Dushanbe embassy has to date refused to acknowledge the Taliban government and has instead pledged allegiance to the former Afghan First Vice President Amrullah Saleh.

Khorog residents have said that the premises of the consulate was destroyed in an avalanche in February but that staff are still working. The Taliban-run Foreign Ministry said in a statement over the weekend that one of its senior representatives has visited the city, which lies across the Panj River from Afghanistan, to check on the activities of the mission and to inspect repair works.

That visit indicates that the takeover of the consulate has some degree of blessing from the Tajik government, which has otherwise adopted a largely frosty stance toward the Taliban since it overthrew the government of President Ashraf Ghani
...former chancellor of Kabul University, now president of Afghanistan. Before returning to Afghanistan in 2002 he was a scholar of political science and anthropology. He worked at the World Bank working on international development assistance. As Finance Minister of Afghanistan between July 2002 and December 2004, he led Afghanistan's attempted economic recovery until the Karzais stole all the money...
in 2021. The source at the Afghan Embassy in Dushanbe said he was uncertain if the Taliban delegation met with any Tajik officials.

"Despite the fact that no one has yet recognized the Taliban government, 16 countries have already allowed Taliban representatives to work in embassies. And so we would not be surprised if our embassy is also handed over to the Taliban," he said.

The Taliban is deemed a terrorist organization by Tajikistan by virtue of a Supreme Court ruling issued in March 2006.

Despite the frostiness in ties, Afghanistan and Tajikistan have continued to trade. Official data shows that trade turnover last year reached $111 million — almost all of which is Tajik exports to Afghanistan — which was around one-third more than in 2021. The main export items are cement and electricity.

President Emomali Rahmon has been openly hostile in his public statements about the Taliban. In August 2021, he stated his government would not recognize the Taliban’s rule over Afghanistan unless the country’s ethnic Tajik minority, which he claimed accounted for 46 percent of the total population, was accorded a "worthy role" in the running of the country.

He has demonstrated his anti-Taliban bona fides in other ways, such as when he granted posthumous state awards to the late Northern Alliance leader Ahmad Shah Massoud and Burhanuddin Rabbani
... the gentlemanly murdered legitimate president of Afghanistan...
, a one-time Afghan president who was killed by Taliban assassins in September 2011. Since the Taliban’s most recent ascendancy, Rahmon has offered sanctuary to Massoud’s son, Ahmad, who has positioned himself as the figurehead of an armed opposition to the Taliban.

The Grand Turk
Three Turkish police charged for ‘deliberate injury’ of Kurdish teen after over 200 arrested during Newroz celebrations
[Rudaw] Three Ottoman Turkish coppers were arrested for "deliberate injury" of Kurdish teenager on Monday, in the district of Lice in Diyarbakir (Amed), according to a legal body in the city.

Yilmaz Diken, the father of the teenager, told Rudaw on Wednesday via telephone that his 14-year-old son Yusuf was kidnapped by coppers during Newroz, Kurdish New Year, celebrations in Diyarbakir.

He claimed that his son was tortured for seven hours and told to "swear at Kurds and praise Turks", as well as being threatened to be killed if he did not memorize the Ottoman Turkish national anthem and a famous speech titled "Address to the youth" by former president Mustafa Kemal Ataturk.

Diken added that Yusuf had his hands and feet tied from behind and was thrown to the side of a creek.

Five coppers were initially taken for questioning for "stripping a person of their freedom" and "intentional harming," according to the Diyarbakir Bar association.

Three of the officers were arrested after being charged with "deliberate injury," announced the Lice criminal court on Monday, adding that the remaining two officers were cleared on both accusations as Yusuf was unable to recognize them.

Diyarbakir Governor's office announced on Sunday that they had suspended five officers involved in the incident from their duties.

Newroz celebrations hold particular importance for Kurds in The Sick Man of Europe Turkey
...just another cheapjack Moslem dictatorship, brought to you by the Moslem Brüderbund...
, who were not allowed to celebrate the occasion that signals the beginning of spring for decades.

Although Kurds can celebrate now, they are still face numerous obstacles through instances of violence.

The Istanbul Governor's office on March 19 announced the arrest of 224 people during the Newroz celebrations in the city, which saw many people wave the Kurdistan flag.

The Ottoman Turkish state has at times denied the existence of Kurds, with the use of the word "Kurdistan" also often creating controversy in the country.

[Shafaq News] In a joint operation with Iraqi security services, the General Asayish Directorate in the Kurdistan Region announced the arrest of eight individuals suspected of terrorism in Sulaymaniyah Governorate on Monday.

The arrests were made after several days of investigation and surveillance, according to a statement from the Directorate.

The accused terrorists, of Arab nationality, were apprehended in separate operations carried out with the assistance of the Sulaymaniyah Asayish Directorate and the West Sulaymaniyah Asayish Directorate on various dates in March.

The operation was based on intelligence coordination and cooperation with Iraqi security services, which obtained accurate information about several ISIS bully boyz who had escaped and were wanted under Article 4 of terrorism by the Iraqi National Security Service, the Intelligence Agency, and the Counter-terrorism headquarters in the borders of Sulaymaniyah.

According to the Directorate, some information was kept confidential to preserve the investigation's integrity, and all detainees were brought before the judiciary.

The Army’s 6th Infantry Division (ID) said eight improvised bombs were seized during the military operation in Pagalungan, a town in Maguindanao province. The operation, which took place on March 21, foiled the bombings that the group allegedly was planning in Mindanao, the country’s southern third, whose population is largely Moslem.

"We have prevented their planned bombings targeting innocent civilians, (attempt to) create fear and sabotage peace during Ramadan," Col. Donald Gumiran, commander of the 602nd Brigade, said in a statement.

After making sure the planned bombings were stopped, Gumiran said the military ceased its operations against the Death Eaters in the area to allow the people to celebrate Ramadan, Islam’s holy month of fasting. The offensive targeted a suspected lair of the Daulah Islamiyah (DI), the Filipino name for the Islamic State (IS) holy warrior group.

It was not clear why the attack was kept under wraps until Monday. The military did not immediately respond to calls by BenarNews.

Lt. Col. Dennis Almorato, 6th ID front man, said an A-29B Super Tucano light attack aircraft fired rockets at the enemy encampment. Ground troops, meanwhile, fought a one-hour shootout with the group, leading to the enemy casualties.

Almorato said troops at the camp recovered eight improvised bombs "which were ready to be planted and detonated" by the group.

Almorato said the operation was conducted based on information provided by two informants.
One was named Mohammed and the other Mahamoud.
Citing information from the informants, Almorato said DI members apparently were planning to detonate the IEDs at populated areas in Maguindanao and Cotabato provinces at the start of the Islamic holy month of Ramadan last Wednesday.

Materials used in the manufacture of IEDs, a .45-caliber pistol and Garand rifle ammunition were found at the lair, Almorato said.

IED blast in central Syria kills 3 Iranian-backed militiamen
[NPASYRIA] Three Lions of Islam of the Iranian-backed Liwa Fatemiyoun militia were killed, and two others were maimed on Sunday by an IED attack against their vehicle in the eastern countryside of Homs in central Syria.

A military source of the Liwa Fatemiyoun said the IED was planted near one of their headquarters in the Sukhnah desert in the eastern countryside of Homs. The IED went kaboom! when the militia’s military vehicle passed nearby.

The explosion caused the death of three Lions of Islam who hail from the countryside of Homs and the injury of two others. The maimed were taken to a field hospital in Palmyra and are in "critical" condition, according to the source.

The Iranian-backed militias advanced military reinforcements to the desert and arrested several suspected truffle hunters for investigation.

Two days earlier, six members of the National Defense Forces (NDF) affiliated with the Syrian government forces were maimed in an IED explosion near Badia Nadera, south of Jabal al-Bashari, in the western countryside of Deir ez-Zor.

These kind of attacks are usually carried out by ISIS sleeper cells, which continue to attack the government forces and Iranian-backed Lions of Islam in the Syrian Badia by planting IEDs and setting ambushes.

IRGC moves key leaders, weapons to Palmyra fearing US strikes
[NPASYRIA] Iran’s Islamic Revolutionary Guards Corps (IRGC) moved key leaders of Iranian nationality and weapon warehouses from several positions in Deir ez-Zor Governorate, eastern Syria, to one of their headquarters in the eastern countryside of Homs for fear of US strikes.

On March 25 at dawn, military positions of the IRGC in eastern Syria were targeted by US Arclight airstrike
...KABOOM!...
s. The airstrikes came after an Iranian drone attack that killed an American contractor and injured several US soldiers on March 23, according to the Pentagon.

A military source in the IRGC in Deir ez-Zor said that their forces moved key leaders, including al-Haj Mawla, the ammunition officer in the Vanguard Camp, and three vehicles carrying weapons and ammunition to the Qatar

Sssshhhh! It's a secret
The IRGC evacuated one of their positions near the railways in Abu Kamal, leaving only guards of Syrian nationality, according to the source.

The source added that the Iranian militias moved commanders from headquarters near Ain Ali shrine using civilian cars for camouflage to the Qatari Palace base in Palmyra.

These measures came for fear of similar airstrikes that happened recently in the region. The source confirmed that other measures would be disclosed after holding a meeting for the IRGC in Zamlat al-Muhr field in Homs countryside. The meeting is scheduled for the next two days.

Recently, the region has witnessed mutual airstrikes between the Global Coalition and the IRGC amid escalation between both parties.

Biden said he does not intend a conflict with Iran but warned of the consequences of launching attacks by Iran-backed militias against US personnel.

ISIS claims responsibility for 2 attacks against SDF, Iraqi army
[NPASYRIA] On Monday, the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. terrorist group (ISIS) grabbed credit for two separate attacks against the Syrian Democratic Forces (SDF) and the Iraqi army.

The ISIS-run Amaq news agency said in a statement that the group’s faceless myrmidons targeted with machineguns an SDF checkpoint near the entrance of the town of al-Hawaij in the eastern countryside of Deir ez-Zor, eastern Syria.

According to the statement, the attack resulted in the injury of two SDF fighters. The SDF is yet to comment on the incident.

In another statement released by the same agency, ISIS faceless myrmidons attacked with light and medium weapons a military vehicle of the Iraqi army near the Akashat — Rutba road in western al-Anbar in Iraq.

The attack caused the injury of several members of the Iraqi army and material damage to their vehicle.

Syria and Iraq witness intensified ISIS activity despite security operations against its sleeper cells.

In the past week, ISIS has grabbed credit for three attacks against the Iraqi army and one against the SDF.

ISIS lost its final stronghold in Syria in March 2019. The SDF, with the support of the US-led Global Coalition, defeated ISIS after fierce battles in the town of Baghouz in the eastern countryside of Deir ez-Zor, bringing an end to the so-called caliphate declared by the terrorist ISIS.

The countryside of Deir ez-Zor witnesses an increase in cases of liquidation, targeting members of the SDF, employees of the Autonomous Administration of North and East Syria (AANES), tribal leaders and civilians, despite the intensive security operations launched by the SDF.

Condemnation over killing 5 Kurds by SNA faction in Syria's Jindires continues
[NPASYRIA] Local and international angry reactions, following the crime committed against the defenseless Kurdish people in the Ottoman Turkish-occupied Afrin region, northwest Syria, continue.

Officials of the Autonomous Administration of North and East Syria (AANES) condemned the crime and called for an international reaction.

Ilham Ahmad, President of the Executive Committee of the Syrian Democratic Council (SDC), commented on the crime saying that "The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire...
and its backed terrorist factions are responsible for the crimes against humanity committed in Afrin."

On the eve of Newroz, March 20, bandidos bandidos bully boys of Ahrar al-Sharqiya faction, affiliated with Ottoman Turkish-backed opposition factions, also known as Syrian National Army (SNA), opened fire on local residents celebrating Newroz, a Kurdish national occasion, in the town of Jindires in the Afrin region, killing five Kurdish men.

Following the crime, massive public demonstrations took place in Jindires and other areas in Afrin. Protestors demanded the ousting of the SNA factions from the region and providing international protection for the civilians to put an end to the violations committed by those factions.

Ahmad expressed concern over the fate of Jindires’ people, saying on twitter, "We are concerned for the safety of those who protested."

She fears that Ottoman Turkish-backed factions commit massacres against those who are protesting, saying, "Hundreds would be massacred, tortured, and kidnapped by the terrorist bandidos bandidos bully boys supported by Turkey if the world remained silent."

President of the SDC Executive Committee called on the United Nations
...an idea whose time has gone...
(UN) and human rights
...which are usually open to widely divergent definitions...
organizations to investigate the incident.

"We call on the UN and human rights organizations to investigate and end the crimes, and hold those responsible accountable," Ahmad tweeted.

Earlier, the co-chair of the Relations Department of the AANES, Badran Chiya Kurd, tweeted saying, "The Ottoman Turkish-backed terrorist factions committed this evening a horrific massacre against our people in Jindires just because they wanted to celebrated their National Day, Newroz."

"We condemn this heinous terrorist crime, share the sorrows of our people in Afrin, and extend our sincere condolences to the families of the deaders," Kurd added.

The Legislative Council for the AANES denounced this crime, and it described it as "horrific and heinous crime."

The Legislative Council also called on the international community to investigate this crime and hold the perpetrators and those behind them accountable.

In addition, the Kurdish National Council in Syria (ENKS), affiliated with the Ottoman Turkish-backed opposition Syrian National Coalition (SNC), also condemned this crime and demanded the accountability for those who participated in the crime.

Suleiman Osso, a top official of the ENKS told North Press that they "strongly" condemn this terrorist crime and call for holding an international trial for the perpetrators.

Osso demanded the removal of armed factions from the cities and towns of Afrin, and called on the international community to classify the Ahrar al-Sharqiya faction on the list of terrorist groups.

On March 21, Masrour Barzani, Prime Minister of Kurdistan Region of Iraq (KRI), strongly condemned the "heinous" crime committed by the Ottoman Turkish-backed faction against the unarmed Kurdish civilians.

"We will do our utmost with the concerned authorities and parties so that those who committed this heinous crime receive a just punishment," according to Barzani.
