Hanukkah stabbing suspect still unfit for trial a year after attack in New York
[IsraelTimes] Grafton Thomas, charged with attacking 5 and killing 1 with a machete, diagnosed with schizophrenia; hearing this month will decide if he can stand in court.

A US federal judge has ordered a hearing to decide whether to civilly commit the man charged with stabbing five people with a machete at a suburban New York Hanukkah celebration in 2019.
Are there any long term psychiatric facilities open in America? It was my impression that only short-term facilities remain for emergency stabilization of those judged an immediate threat to themselves or others, and for those needing treatment before they go to trial.
A recent psychiatric evaluation found Grafton Thomas remains mentally unfit to stand trial despite months of hospitalization at a federal facility in Missouri, where he was diagnosed with schizophrenia.

A hearing this month will determine Thomas’ prognosis for rehabilitation — and whether he should be civilly committed rather than tried in federal court.

Thomas, 38, is charged in an attack at a rabbi’s home in December 2019 that left five people maimed in Monsey, an Orthodox Jewish community north of New York City. The most critically injured victim, Josef Neumann, 72, died three months after the attack.

US District Judge Cathy Seibel ruled last week that an evidentiary hearing is needed to determine whether additional hospitalization would be likely to restore Thomas’ mental fitness.

Thomas’ attorneys have argued he was not motivated by anti-Semitism and has struggled with mental illness for years. They asked Seibel to dismiss the federal hate crime charges against him and remand Thomas "to the Bureau of Prisons for proper care pending its determination that he is no longer dangerous."

Seibel’s ruling could also affect the state charges Thomas faces, including attempted murder, defense attorney Michael Sussman said Friday. He said a civil commitment, if ordered, would be "for at least several years."

J&K: People joining terror ranks increases, but their shelf life has drastically decreased

Jammu and Kashmir Police Dilbag Singh said that there has been slight increase in the number of people joining terrorist ranks when compared to 2019, the positive aspect is that 70 per cent of them have been either eliminated or arrested. Their shelf life has decreased, he added.

"We undertook over 100 successful operations in Jammu and Kashmir. Ninety operations took place in Kashmir and 13 in Jammu. As many as 225 bad boyz were potted - 207 in Kashmir and 18 in Jammu division," he said.

Jammu and Kashmir recorded the elimination of 203 bandidos faceless myrmidons including 166 local murderous Moslems by security forces in 2020, while 43 non-combatants were killed and 92 others injured in the union territory, official sources said.

During 2020, there was recovery of 14 IEDs as compared to 36 recovered in 2019, they said.

In 2019, 152 terrorists, including 120 locals and 32 of Pakistain-origin were killed by the security forces in J&K. In 2018, 215 bandidos faceless myrmidons were neutralized by security forces.

A total of 257 terrorists, 91 security personnel and 39 non-combatants were killed in 614 terror incidents in Jammu and Kashmir in 2018, as per the report.

In 2017, 213 terrorists, 80 security personnel and 40 non-combatants were killed in 342 terror incidents in the state, the report said.

In 2016, a total of 150 terrorists, 82 security personnel and 15 non-combatants were killed in 322 terror incidents, while in 2015, 108 terrorists, 39 security personnel and 17 non-combatants were killed in 208 terror incidents, it said.

A total of 110 terrorists, 47 security personnel and 28 non-combatants were killed in 222 terror incidents in Jammu and Kashmir in 2014, the report said.

India lodges formal protest with Pakistan against vandalisation of Hindu temple
[OneIndia] Over 30 people, mostly members of a radical Islamist party, were arrested after the Hindu temple was vandalised and set on fire by a mob protesting against its expansion work in northwest Pakistain.

The attack on the temple in Terri village in Khyber-Pakhtunkhwa's Karak district on Wednesday also drew strong condemnation from human rights

Pakistan, India exchange nuclear installations list in annual practice
[Dawn] Pakistain and India on Friday exchanged lists of their nuclear installations and strategic facilities under the terms of an agreement which restricts the two countries from attacking each other's atomic facilities in case of war, a statement from the Foreign Office said.
In case of real war - those facilities will be the first hit
The annual exchange, which has been conducted on the first day of every year since 1992, began after a December 1988 pact between the two rival states termed the 'Agreement on Prohibition of Attacks against Nuclear Installations and Facilities between Pakistain and India'.

As part of the exchange, the Foreign Office handed over its list to the Indian High Commission while the Indian Ministry of External Affairs handed over a similar list to an officer of the Pakistain High Commission in New Delhi.

Under the agreement, both the parties are to "refrain from undertaking, encouraging or participating in, directly or indirectly, any action aimed at causing the destruction of, or damage to, any nuclear installation or facility in the other country".

The two countries have been rivals for over 70 years and have fought three major wars in that period.

Present ties between the two remain particularly strained due to a string of recent developments beginning from the Feb 2019 Pulwama suicide kaboom, which India blamed on Pakistain, in which 44 of its soldiers were killed in occupied Kashmir

Days after the Pulwama incident, the two nuclear states came on the brink of war after an aerial dogfight between their air forces, resulting in the downing of two Indian fighter planes and Pakistain capturing one of the pilots.

In August 2019, India's revocation of occupied Kashmir's special status in violation of UNSC resolutions led to further deterioration of ties.

Recently, Pakistain has warned that India is planning another "false-flag operation" similar to the one it conducted in the aftermath of the Pulwama incident, warning that any such act will be met with a strong response from Pakistain — as had happened in Feb 2019.

Abbas announces agreement with Hamas to hold elections. Hamas says: "Whut?"
[JPost] Hamas did not immediately comment on Abbas’s announcement.

Palestinian Authority President Mahmoud Abbas announced on Saturday that he had reached agreement with the rival Hamas movement to hold presidential and parliamentary elections. Hamas did not immediately comment on Abbas's announcement.

Abbas's announcement came after he received a letter from Hamas leader Ismail Haniyeh about ending the dispute between Hamas and Abbas's Fatah faction. Since 2007, Fatah and Hamas have reached several "reconciliation" agreements but plans since then to hold elections have never materialized.

Palestinians said on Saturday they believe the announcement is intended as a message to the incoming US administration of President-elect Joe Biden that the PA is serious about holding new elections.

Abbas and senior Palestinian officials have indicated their desire to deal with the Biden administration. The PA leadership has boycotted the administration of US President Donald Trump since December 2017.

The last presidential election was held in January 2005, when Abbas was elected to a four-year term. A year later, the Palestinians held parliamentary election that resulted in a Hamas victory. In 2007, Hamas seized control of the Gaza Strip after overthrowing the PA regime there.

The letter was relayed to Abbas by senior Fatah official Jibril Rajoub, who has been negotiating with Hamas in recent months about ways to end the rivalry between the two parties.

"After reviewing Haniyeh's letter, Abbas gave his instructions to Rajoub to inform Hamas that he [Abbas] welcomes what was mentioned in the letter regarding ending the division [between Fatah and Hamas], establishing partnership and achieving national unity through democratic elections with full proportional representation," a statement issued by the PA president's office said. "Fatah is committed to the path of building partnership and national unity."

Abbas has decided to invite Hanna Naser, Chairman of the Palestinian Central Elections Committee, to discuss the procedures required to issue a decree for holding the elections in accordance with the law, the statement read.

Abbas thanked Egypt, Qatar, Turkey, Russia and Jordan for their efforts to reach the agreement with Fatah to hold the elections.

Last year, Rajoub announced that he had reached agreement with Hamas on holding elections following a series of meetings between Fatah and Hamas officials in Turkey, Qatar and Egypt. Hamas, however, did not confirm the agreement.

Fatah and Hamas launched unity talks in July 2020 and said they agreed to work together to thwart US and Israeli "conspiracies" against the Palestinians.

Their efforts to end the dispute ended last October after the PA announced its decision to restore civil and security relations with Israel.

Iran has told IAEA it plans to enrich uranium to 20%, Russian envoy says

[JPost] Iran has told the United Nations nuclear watchdog it plans to enrich uranium to up to 20% purity, a level it achieved before its 2015 accord, at its Fordow site buried inside a mountain, the agency said on Friday.

The move is the latest of several recent announcements by Iran to the International Atomic Energy Agency that it plans to further breach the deal, which it started violating in 2019 in retaliation for Washington's withdrawal from the agreement and the reimposition of US sanctions against Tehran.

This step was one of many mentioned in a law passed by Iran's parliament last month in response to the killing of the country's top nuclear scientist, which Tehran has blamed on Israel. Such moves by Iran could complicate efforts by US President-elect Joe Biden to rejoin the deal.

"Iran has informed the Agency that in order to comply with a legal act recently passed by the country's parliament, the Atomic Energy Organization of Iran intends to produce low-enriched uranium (LEU) up to 20 percent at the Fordow Fuel Enrichment Plant," the IAEA said in a statement.

An IAEA report to member states earlier on Friday obtained by Reuters used similar wording in describing a letter by Iran to the IAEA dated Dec. 31.

"Iran's letter to the Agency ... did not say when this enrichment activity would take place," the IAEA statement said.

Fordow was built inside a mountain, apparently to protect it from aerial bombardment, and the 2015 deal does not allow enrichment there. Iran is already enriching at Fordow with first-generation IR-1 centrifuges.

Iran has breached the deal's 3.67% limit on the purity to which it can enrich uranium, but it has only gone up to 4.5% so far, well short of the 20% it achieved before the deal and the 90% that is weapons-grade.

The deal's main aim was to extend the time Iran would need to produce enough fissile material for a nuclear bomb, if it chose to, to at least a year from roughly two to three months. It also lifted international sanctions against Tehran.

US intelligence agencies and the IAEA believe Iran had a secret, coordinated nuclear weapons program that it halted in 2003. Iran denies ever having had one.
