[BALTIMORE.CBSLOCAL] A former Baltimore police commissioner is scheduled to plead guilty to federal tax charges that made his time atop the city’s troubled department short-lived.
Darryl De Sousa’s attorney, Gerard Martin, confirmed the planned plea to news outlets Thursday. De Sousa’s re-arraignment hearing is scheduled for Dec. 18.
The 30-year veteran of Baltimore’s police department took over after Kevin Davis was fired in January. He stepped down in May when charged with three misdemeanor counts of failing to file a federal tax return.
He faces up to one year in prison and a $25,000 fine for each of the three counts.
Baltimore police have been roiled by scandal, a high crime rate and leadership turnover. Mayor Catherine Pugh’s pick to lead the department is awaiting confirmation by the city council.

Earthquake damage is preventing the Alaska Railroad from operating between the state's two largest cities.
Railroad spokesman Tim Sullivan said Saturday there are three areas north of Anchorage that are impassible and preventing trains from making the trek between Anchorage and Fairbanks. The trip is 350 miles each way.
Cracks up to 4 feet wide and 150-feet long have been found on either side of the tracks near Nancy Lake, about 45 miles north of Anchorage. The damage was caused by ground shifting, cracking or sloughing.
Heavy equipment will be used to repair the tracks over the next few days. However, a complete inspection of the track and bridges hasn't been completed, so Sullivan said officials do not know when rail service to Fairbanks will resume.
Train service south of Anchorage is scheduled to resume Sunday. Work also continues to clean up extensive water damage to the railroad's operation center in Anchorage.

[AP via NYP] In a horrifying attack that left aid workers speechless, 125 women and girls were raped over a 10-day period in South Sudan, according to Doctors Without Borders.
Assailants whipped, clubbed and sexually assaulted the victims after they walked to a food distribution center, the relief organization said.
The attacks occurred between Nov. 19 and Thursday, it said on Saturday.
A midwife with the group who treated some survivors said those who were targeted included pregnant and elderly women and girls as young as 10.
"What is happening since last week is indescribable. I haven’t got words for it," Ruth Okello said.
She said the women also were robbed of clothing and shoes, and their ration cards for food distribution were seized and destroyed.
Sexual violence has been widespread during the civil war in South Sudan.
Despite a recent peace deal, aid workers have warned of higher rates of sexual assault as growing numbers of desperate people try to reach aid.

[SanDiegoUnionTribune] Tijuana officials cut off food, water and bathroom services to thousands of Central American migrants at the Benito Juárez sports complex Friday, prompting a mass exodus to another shelter 11 miles away from the U.S.-Mexico border.
Conditions at the sports complex deteriorated to the point that it is no longer safe for the migrant caravan, officials said.
"We can't let these people stay here because this is a big health problem and we have to clear the area," said Mario Osuna Jimenez, Tijuana's social development director.
Migrants aren't being forcibly removed, but city officials said they are doing everything they can to convince them to leave voluntarily. That includes suspending essential services.

The vacant event space known as El Barretal is in the outskirts of Tijuana. It features five separate enclosed spaces, multiple bathrooms, and capacity for 7,000.

[AnNahar] A North Korean soldier defected to South Korea on Saturday across their heavily fortified land border, which the two sides have begun to demilitarise as relations between the Cold War-era foes warm, the South's military said.
The rare defection came as the two Koreas push ahead with a process of reconciliation in an effort to ease tensions, despite talks between Pyongyang and Washington on the North's nuclear weapons programme stalling.
The incident did not trigger any gunfire, unlike last year when a North Korean soldier ran across under a hail of bullets from his own side.
"A North Korean soldier was detected crossing the military demarcation line" by South Korean troops using surveillance equipment, the military Joint Chiefs of Staff (JCS) said in a statement.
"Related agencies plan to investigate him regarding the details of how he came to the South," it said.
The JCS gave no further details, such as the exact location of the defection, the soldier's name, rank or unit or whether he was carrying a weapon.
"The soldier is safely in our custody", the JCS said.
The last defection involving North Koreans occurred in May when two civilians aboard a small boat fled to the South across the Yellow Sea.

[DAWN] A sessions court in Dera Ismail Khan ... the Pearl of Pashtunistan ... on Saturday sentenced a man to death on three counts and imposed a fine of Rs0.9 million on him for the rape and murder of a minor girl.
Additional District and Sessions Judge Usman Wali Khan announced the verdict, sentencing the convict under Sections 302 (premeditated murder), 364 (kidnapping or abducting in order to murder), and 376 (punishment for rape) of the Pakistain Penal Code.
The minor girl was kidnapped on January 26, 2017, during a wedding ceremony in Khyber-Pakhtunkhwa's Dera Ismail Khan in an area that falls in the jurisdiction of the Town cop shoppe.
A First Information Report was registered on a complaint of the girl's paternal uncle by Town police, who initially treated the matter as a missing person's case.
According to police, the child's body was found two days later after which an investigation was conducted which led to the arrest on January 29 of the minor girl's distant cousin, Mohammad Bilal, who confessed to the rape and killing. So unfair to citicize, it was all kept in the Islamic family
Police Sherlocks told the court during the trial that Bilal kidnapped his minor cousin, took her to a place where he raped her, and later hanged her to death. They also revealed that Bilal had sent a marriage proposal to the victim's family for her elder sister which was turned down by them.
The girl's family members were present during the trial and expressed satisfaction at the outcome.
The court has ordered that of the Rs0.9m fine imposed on the convict, Rs0.7m be given to the girl's family.
The judge also informed the convict that he can challenge the verdict within 15 days.

"Is this the police of Naya (new) Pakistain?" Justice Nisar asked. "Police should have some shame. They are called names and yet they defend thugs."
DIG Nazir argued that it was police which had placed in durance vile Don't shoot, coppers! I'm comin' out! Mansha Bomb and Tehrik-e-Labaik Pakistain chief Khadim Hussain Rizvi. He assured the court that the police were following its orders in letter and spirit.
The clarification, however, was not to the satisfaction of the top judge, who summoned "Mansha Bomb, Afzal Khokhar and all those who were trying to influence the case".
"Police are unable to overcome a single Mansha Bomb," Justice Nisar remarked. "You are hand in gloves with gangsters, this is how you ensure the implementation of the law? What is your relationship with Mansha Bomb? Why are you trying to protect him?"
"You will not leave in uniform if proven guilty," the chief justice warned the DIG operations.
The plaintiff complained that Civil Judge Noor Mohammad treats him rudely but is courteous with Mansha Bomb and his counsel. At this, the top judge summoned the civil judge to his chamber and later relieved him of the case.

In a wide-ranging speech on Thursday marking his government's first 100 days in office in the capital Islamabad, Khan said rural women will be given chickens and eggs to start poultry businesses, which he said is a "great plan" to help eradicate poverty. and a rape epidemic
"I'm proposing such a plan which doesn't require billions of dollars," said the cricketer-turned-politician.
"The project has been experimented with. If we provide them (rural women) with injections, this will raise the [chickens'] protein intake and they (women) will have more chickens and eggs to sell. This is a way to uplift the poor."
An estimated 24.3 percent of Pakistain's population lives below the national poverty line, according to the latest World Bank figures.
Khan's recommendation was received with both applause and amusement in the audience, but social media users and opposition politicians later mocked him, poking fun at the prime minister's "eggonomics".
"Dear Imran Khan please think 100 times before you speak on national and international platforms. Discussing eggs and chickens on a day when you're presenting 100 days plan is ridiculous," wrote Usman Khan on Twitter.

WASHINGTON (Reuters) - U.S. Defense Secretary Jim Mattis accused Russian President Vladimir Putin on Saturday of being a "slow learner" who again tried to meddle in U.S. elections in November, adding that he had no trust in the Russian leader.
The remarks by Mattis at a security forum in California came a day after President Donald Trump held informal talks with Putin on the sidelines of the Group of 20 industrialized nations meeting in Argentina. Trump had scrapped a more formal meeting with Putin, citing Russia’s treatment of Ukraine.

[Breitbart] Planned Parenthood’s affiliate in Boise, Idaho, has announced it is ending its primary healthcare services but will continue to perform abortions.
Kara Cadwallader, vice president of medical affairs and senior medical director for Planned Parenthood of the Great Northwest and the Hawaiian Islands, said basic healthcare services would be discontinued because of the lack of patients asking for these services, reported Boise State Public Radio.
Cadwallader said people had access to basic healthcare services elsewhere.
It’s not like Planned Parenthood had ever provided basic healthcare services, so at least now they’re being honest about it.
