[Tolo News] Afghan government is looking into new tactics to thwart suicide kabooms in the country, President Karzai's Spokesperson said Monday.
At a presser President Karzai's Spokesman Wahid Omar said Islamic fascistihave intensified suicide kabooms mainly to showcase that Afghan cops are weak.
Afghan cops are expected to start taking security lead in areas where the Taliban have the minimum influence and activity.
Mr Omar called on the Islamic fascistito stop using civilians as shields in their attacks.
Taliban have recently begun to attack government buildings and some civilian locations in a commando-like suicide kabooms. Taliban-led attacks mostly claim civilian lives.
For a quick end to the attacks, the international community should target main sanctuaries of forces of Evil located beyond the Afghan borders, officials said.
"Anytime the government and people talk about preparations to undertake responsibility for security, the enemies of Afghanistan make efforts to show off power and change people's perception about government gains," Mr Omar said.
Presently Afghan army numbers at more than 174,000 and it is expected to peak at 200,000 by the end of 2011.

[Tolo News] Election special tribunal has begun recounting votes cast during the September parliamentary election in twelve provinces.
Recently Attorney General announced that a commission consisted of officials from 14 institutions, including IEC, interior ministry, justice and civil society would carry out the recount process.
A couple of days ago, officials from Supreme Court sealed ballot boxes section in the election commission.
Afghan politicians have consistently called for termination of the tribunal while describing it unconstitutional.

[Asharq al-Aswat] Sudanese President Omar Hassan al-Bashir will not stand at the next election as part of a package of reforms aimed at democratizing the country, a bigwig of the ruling party said on Monday. Since Omar's managed to lose the productive southern half of his country there's a good chance he's not gonna last until the next election...
Bashir took power in a bloodless coup in 1989. In April 2010 he won presidential elections which many opposition parties boycotted, citing fraud. If you boycott the election the ruling party doesn't even have to bother rigging it, do they? At least make them do a little bit of work...
"(Bashir) announced that he will not enter the coming elections to compete for the presidency," Rabie Abdelati, a senior National Congress Party official, told Rooters. "He expects to be run off or maybe dead by then!"
The next presidential elections are due in four years. That's a mighty long time when dictators are being chased off every ten days or so...
Bashir is the only sitting head of state to be indicted by the International Criminal Court, for war crimes and genocide in the war-torn Darfur region. He denies the charges. "No, no! Certainly not!"
Last week Bashir hinted to youth members of his party that he would retire if the NCP adopted a retirement age of 60 for political posts. "As long as it's with full pay and benefits! I think I've earned that!"
The opposition belittled the move, saying the NCP was trying to head off mass protests and feared contagion from popular uprisings which have ousted the Tunisian and Egyptian presidents. No! Reeeeally?Gosh!
Abdelati said Bashir had also offered to step down as head of the NCP, a move he said was part of a wider strategy to democratize the country. Look how well it worked for Mubarak.
"This is an NCP strategy to let different generations fill different positions within the party and government," he said, adding that the NCP was also planning to allow freedom of expression for other political parties. "This will create a democratic environment for the whole of society." "Yeah, we've been planning that all along. All that talk about instituting shariah was just to fool our enemies!"
Sudanese security forces have used force to break up dozens of small protests throughout the north since January as an economic crisis began to bite and the oil-producing south voted to secede and become independent in July. When the money goes all you're left with is the guns...
Protests throughout the Arab world have led to offers of political reform by long-term, often autocratic rulers. Sudan's opposition has so far refused to enter talks with the NCP on such reforms. Biding their time, are they?

A leader of the Egyptian Al-Gamaa Al-Islamiya organization, Nagah Ibrahim, told Al-Hayat that the Egypt's Interior Ministry is preparing to release About Al-Zumar and his cousil Tareq Al-Zumar, leaders of the Egyptian Islamic Jihad organization, for health reasons.

Past requests for pardons have been rejected but are now being reconsidered because they didn't escape from prison during the recent turmoil.

In a bid to placate pro-democracy activists, the reshuffle late on Sunday named several Mubarak opponents but disappointed those eager for a new line-up as key defense, foreign, justice, interior and finance portfolios were left unchanged.
Egypt's new military rulers, who took over after an 18-day uprising ended 30 years of Mubarak's iron rule, has said changes in the constitution for elections in six months should be ready soon and hated emergency laws would be lifted before the polls.
But for many democracy advocates, who want a completely new cabinet with no links to Mubarak's corrupt and autocratic elite to govern the Arab world's most populous nation, the military needs to put fresh faces in office.
"No one offered us any post and had they done so, we would have refused because we request what the public demands that this government quit as it is part of the former regime," said Essam El-Erian, a senior member of the Brotherhood, which is Egypt's most organized political group.
"We want a new technocratic government that has no connection with the old era," he told Rooters.
The Brotherhood, viewed with suspicion by Washington and which wants a democracy with Islamic principles, is represented on a constitutional change committee, a council to protect the revolution and will register as soon as new rules allow.
Uprisings in Egypt and Tunisia have spread like wildfire in the Arab world, threatening entrenched dynasties from Libya to Bahrain. The West has watched with alarm as long-time allies and foes came under threat, urging reform and restraint.

A statement issued by 90 preachers and religious scholars from all over the Mohammedan world praised the revolutions that ousted the dictatorships of Tunisia and Egypt for defeating oppression and ushering in a new era of justice and freedom.
The statement, of which AlArabiya.net obtained a copy, criticized Zein El Abedin Ben Ali and Hosni Mubarak, the former presidents of Tunisia and Egypt, respectively, for humiliating and dragging them to a state of abject poverty.
The statement also pointed out the role of the two presidents in the political, administrative, and financial corruption that prevailed in their countries as well as the torture of prisoners.
The statement, however, criticized the revolution's call for the installation of full democracies. Democracy, Mohammedanholy mans argued, allows the people have the final say in their countries' affairs, which leads to the prevalence of several un-Islamic practices.
"In democracies, people might vote for things that are prohibited in Islam like establishing brothels, allowing homosexuality, drinking alcohol, and usury, and prohibiting the call for prayers or the veil."
The alternative, they argue, is to apply the concept of "shura," or consultation, only in matters that are sanctioned in Islam while prohibited matters should be out of the question.
The statement also warned of the involvement of "un-Islamic" parties in the countries' political scene and cited the example of political parties with communist or secular ideologies.
Signatories of the statement called upon Tunisian women to go back to Islam after the departure of Ben Ali, who promoted secularism, and start abiding by the Islamic dress code that was prohibited by the ousted president.
The statement was signed by preachers from various Mohammedan countries, including Soddy Arabia, Yemen, Sudan, Bahrain, Kuwait, and Leb.

[Ennahar] Algerian Minister of Interior and Local Government has ordered the freezing of the bill for a new deployment of Communal Guards. A statement to this effect was sent to all delegations of the communal guard at the national level.
This was following the protest of workers of the communal guard in several provinces, like Skikda Guelma, Jijel, Annaba, Setif and corpse-littered Boumerdes, in addition to some provinces west of the country.
According to well informed sources, the Chief of the Municipal Guard, Abdelkrim Nenouche, yesterday would have sent urgent telegrams to the walis (prefects) and delegates of the 48 provinces, for the immediate freezing of the redeployment decision announced by Prime Minister Ahmed Ouyahia on 26 December 2010.
The communal guards require the same pay as other officers of police who participated in the fight against terrorism, restoring performance awards canceled in 2008 and risk premia and carrying weapons, taking into charge the municipal staff victims of terrorism. The claims mentioned in this document also relate to the rights of the communal guard officers to the acquisition of housing or other that will allow employees of the paramilitary body to acquire housing.

During a Nov. 17 appearance before Franczyk, he claimed that up to 16 "white Nazi" guards attacked him and left him fearing that he would be killed, with his death described to the public as another jail suicide.
Two days later, Erie County Holding Center officials lodged the misdemeanor harassment charge claiming Hassan had become verbally and physically assaultive to a holding center guard during a mid-evening altercation.
In addition to the life term Franczyk could impose, Hassan could get up to another year behind bars in the misdemeanor case.

China has forged plans with North Korea's erratic leader Kim Jong-il to develop a warm-water port that could challenge American economic and military interests in northeast Asia. Since December, China has been shipping coal from its northern provinces to Shanghai using the backwater port of Rajin in extreme northeast North Korea near the Russian border.
A major expansion of the port under joint Chinese-North Korean administration would give China direct access to the Sea of Japan, patrolled by the Navy's 7th Fleet. China has denied a report in the South Korean newspaper Chosun Ilbo that Chinese troops and armored vehicles have been stationed around Rajin.
A U.S. official, authorized to speak on intelligence matters, said "there are no indications at this point that China is moving forces to Rajin."
Nevertheless, the State Department issued this caution: "We would urge countries to be vigilant in their business dealings with North Korea, given North Korea's history of proliferation activities, but there is little (the U.S.) can say on a speculative question about the future use of Rajin port or potential Chinese or North Korean intentions there."
A White House official, asked for comment on the port and the Chinese-North Korean development plans, said flatly: "We are reluctant to talk on this topic."
Keith Luse, who has been following the Rajin issue as a staff member of the Senate Committee on Foreign Relations, said the port's development is not only meant to improve exports from China's land-locked northern provinces the official stated purpose but "is part of a larger effort to increase China's presence in North Korea."
"China's moving of investments into North Korea could affect the reunification of Korea," Luse said.
Dick Nanto, a specialist with the Congressional Research Service, said "China has tried to get North Korea to open up (economically) before. But North Korea keeps doing things like blowing up South Korean ships. So China decided if North Korea won't do it on their own, China will do it for them. There's a lot of industry in northern China, but they have to ship it south by rail. It's a lot cheaper to do it by ship."
Another focus of China's interest in Rajin, according to Nanto and other experts, is to gain access to North Korea's substantial but relatively untouched natural mineral resources and then ship them from the port.
Though the economic motives for China and North Korea are clear, possible military consequences may be even more important. The port would give China direct access to the Sea of Japan.
"I'm sure that could be" China's intent, Nanto said.
In 2004, Spanish scholar Daniel Goma Pinilla wrote in the publication China Perspectives: "For China, not having any supply post for its war fleet in this zone puts a major break on its political and military presence in North Asia."
Russell Hsiao, the editor of China Brief for the Jamestown Foundation, a nonprofit think-tank concentrating on Eurasia and China, reported last year that the Rajin port does not pose a challenge to U.S. interests. But he added that "as the Chinese military continues to modernize and its interests expand, this dynamic will have far-reaching implications for the United States, Japan and South Korea, and the broader region as a whole."
Not everyone is convinced that Chinese efforts at Rajin will work. Dean Cheng, a China expert at the Heritage Foundation, said Rajin could turn out to be a bust like some past ventures in North Korea. He was dubious about reports of Chinese troops in Rajin.
"There's no doubt that China would like to move into the area," Cheng said. It would "be a pretty clear challenge to both Seoul and Washington."

The letter shows the North Korean situation is heading toward a "climax," the official was quoted as saying.
"After all, the next step will be either one of two things, whether it will come to dialogue or stage provocations, and I think North Korea is standing at such a crossroads," the briefer said at the conference, according to the participants.

SEOUL, Feb. 22 (Yonhap) -- A key South Korean presidential aide on national security said Tuesday he will soon visit the United States amid speculation that his trip may focus on the allies' ongoing talks on boosting South Korea's ballistic missile capability to cover anyplace in North Korea.

He neither confirmed nor denied speculation that his upcoming trip to Washington is mainly aimed at advancing consultations between South Korea and the U.S. on revising decade-old guidelines restricting South Korea's missile development.
Under their 2001 agreement, South Korea restricts its ballistic missile capability to a range of 300 kilometers and a 500-kilogram payload to comply with the Missile Technology Control Regime (MTCR). North Korea's constant missile threats and military provocations have prompted calls here for the lifting of the cap.

When I was in, there were some field grade officers I didn't like. Goes with the territory. There were no field grade officers commanding combat units who were incapable of thinking on their feet, doing their homework, and generally taking care of business.
This clown was outclassed before he started.

That's an understatement. I would never even try to sharpshoot (rhetorically) a good senior command combat officer, because they would almost certainly eat your lunch.
Norman Schwartzkopf was renowned for intellectually grilling his subordinate commanders. One of them related the degree of difficulty.
In a quieter moment, he had been briefing Schwartzkopf on a detailed logistics status, and when he was done, Schwartzkopf asked him how many Iraqi flag officers were facing off against the US on their side of the border. "47", he replied.

About a year and a half after 9/11 I was still in the habit of carrying a pocketknife everywhere, and forgot to leave it in my car before flying. At security I accidentally dropped it in the bowl with my keys and change without thinking. Didn't notice or remember until it slipped away on the conveyor, decided my best plan of action was to play dumb. The "security" people didn't even notice! I nonchalantly picked up my knife on the other side of the x-ray machine and continued on my flight, secure in the knowledge that if terrorists tried anything at least I would have a blade to defend with. Thirty-one people were convicted and 63 others, including main accused Maulvi Umarji, acquitted by a special court in the 2002 Godhra train burning incident that ended with 59 people dead and set off violence in Gujarat that had claimed the lives of over 1,200 people.
The court acquitted prime accused Maulana Umarji while other prominent accused Haji Billa and Rajjak Kurkur were convicted.
The trial began in June 2009 with the charges against 94 accused in the slaughter, that had triggered widespread riots in Gujarat.

[Geo News] Interior Minister Rehman Malik Monday said the passport of Raymond Davis is in the custody of Punjab Government and brushed aside the accusation that Federal Government changed it into diplomatic one, Geo News reported.
In media talk outside the Parliament House, Malik said that Foreign Office had not lost any record relating to Raymond Davis and that if needed the record will be brought in light before everyone. Nothing will be kept hidden from the people, he added.
The Interior Minister said politics of allegations must be avoided in Raymond Davis issue. "The space corresponding to Purpose on the visa of Raymond Davis says 'official business' and he came to Pakistain on Diplomatic passport and the visa had been issued by Pakistain Embassy," Rehman Malik said.
He said the issue of Raymond Davis has a bearing on Pakistain's credibility and that all queries of the court in this connection will be appropriately answered and its decision honored.

And it is too damn bad our own gov't isn't working just as hard to get him out of the country. It's almost a if our own gov't wants him dead.
[Al Arabiya] Around $40 billion are "missing" from a post-Gulf War fund that Iraq maintains to protect the money from foreign claims, its parliamentary speaker said on Monday as authorities scrambled to head off further protests on cutting politicians' pay and ramping up support for the needy
"There is missing money, we do not know where it has gone," Osama al-Nujaifi said at a news conference in Storied Baghdad. "The money is around $40 billion in total."
"It may have been spent somewhere, but it does not appear in our accounts, so parliament will investigate where this money has gone."
Nujaifi did not say when or how the discovery had been made regarding the missing money. He said two investigative committees had been formed to track down the cash.
The Development Fund for Iraq (DFI), which was set up after the 2003 war to handle oil and other revenues, has been protected against claims by a U.N. resolution that expires on June 30.
On December 15, the U.N. Security Council ended key international sanctions imposed on Iraq following now-executed dictator Saddam Hussein's 1990 invasion of Kuwait in a major move toward bringing closure on the Saddam era.
Among the decisions taken on that day was the closure of the DFI.
Iraq's August 2, 1990 assault on Kuwait was rapidly met with a concerted international military response that pushed Saddam's forces out of the oil-rich emirate and eventually ended in his ouster by a U.S.-led coalition in 2003.

[Iran Press TV] Leader of the Islamic theocracy Ayatollah Seyyed Ali Khamenei has urged Mohammedan scholars and elites not to let arrogant powers "hijack" popular movements in Islamic countries.
"The elite's guidance is needed to assist the people of nations to prevent the arrogant apparatus from hijacking the glorious popular movements [of the Mohammedan world] and steal their uprising. In that case the future of the Islamic Ummah and the region would be bright," the Leader said in a meeting with ambassadors and representatives of Islamic countries in Tehran on Monday.
IRNA quoted the Leader as saying that the recent revolutions in Mohammedan countries are resulted from a prolonged humiliation caused by arrogant powers.
"The responsibility of political, scientific and academic elites and religious scholars in face of the recent developments is very heavy," he stated.
Criticizing US propaganda and efforts in the region to acquit itself of its role in supporting the regions dictators, the Leader said, "The recent popular movements are primarily against the dominance of arrogant powers."
He went on to say that the dominant powers' plots against Islamic countries have created discord among Mohammedan nations, calling on the Mohammedan nations and governments to become vigilant and stop the "great Satan" [the US] from interfering in their destinies.
"If governments become united with their peoples, no power can take control of their nations," the Leader continued.
