SIGAR: $500,000 US Training Center in Afghanistan is 'Melting'
[Khaama (Afghanistan)] The U.S. Special Inspector General for Afghanistan Reconstruction (SIGAR) has said that a half-million-dollar police training center which was built by the US is literally melting.

The latest report released by SIGAR on Thursday said the training center which was built in cental Wardak province was badly constructed where substandard materials were used by the Afghan contractor.

The report further added that the roof was built of plastic with a concrete cap, instead of the sturdy gravel and contract called for under the contract. The sand bricks that were too small were substituted for the agreed-upon clay bricks and that support beams werent securely fastened to the structure, the report added.
They could have used a visit from an angry Chicago building code inspector...
SIGAR said the center began to disintegrate just four months after it was completed in 2012 due to shoddy construction that was allowed to happen because U.S. Central Command contracting commanders failed to oversee the project appropriately.

According to SIGAR, the government of Afghanistan is rebuilding the complex itself, calling it an embarrassment.

In the meantime, the US Central Command (CENTCOM) has said it would try to find and, if necessary, discipline the contracting commanders responsible. The CENTCOM has also promised to take corrective action, including seeking compensation from the contractor if appropriate.

Puntland intensifies security patrol in Bossaso
BOSSASO, Somalia -- Somalia’s North Eastern State of Puntland has intensified security checks and night patrols in the Gulf of Aden Port City of Bossaso after second grenade explosion in a week, Garowe Online reports.
The Punties have been intensifying security in Bossaso all week. They intensified Monday, intensified it some more Tuesday, really intensified on Thursday, and turned the intensity meter to '11' today. Must be real intense there...
Security officials told Garowe Online that 20 people were arrested in connection with grenade attack on soldiers on Patrol at Afar Irdodka junction overnight on Wednesday. A soldier died and two others were wounded in the grenade explosion.

The massive security operation targeted Bossaso’s Raf and Raaho neighborhood, with officials disclosing that interrogations are underway.

Last Friday, two soldiers and a civilian bystander sustained minor injuries after suspected Al Shabaab assailants hurdled hand grenade into a police compound.

Tunisia arms security agents
[MAGHAREBIA] Security officers in Tunisia now have the right to keep their weapon at all times, in order to fend off terrorist attacks.

The interior ministry authorised the move on January 7th, soon after a Tunisian policeman was found in Zaghouan with his throat slit.

The ministry set restrictions on arming agents. Those allowed to carry weapons must have a record of good behaviour, and no psychiatric disorders or family problems.

Morocco toughens terror laws
[MAGHAREBIA] Morocco is toughening up its laws to prevent citizens from leaving the country to join foreign terrorist groups.

A Moroccan parliamentary commission on Wednesday (December 14th) agreed to impose 5-15 year prison sentences on citizens attempting to join Daesh jihadists in Syria or Iraq,

Having already strengthened laws against money laundering, the government has been working on legislation to criminalise participation in the Islamic State

Parliament last month transferred the bill to the National Human Rights Council (CNDH) for review.

In its written opinion, the CNDH called for the language in the bill to be made clearer, in order to adhere to international law.

The council also recommended that politicians add a provision to the draft to classify the recruitment of children by terror groups as an aggravating factor.

Furthermore, the council called on the government to consider introducing alternative sentences and court supervision measures, such as electronic tagging, to punish attempts to join terrorist groups and/or undertake foreign training.

When the text of the new law was referred back to the legislature for further discussion on December 24th, MPs agreed with the CNDH recommendations to adopt a complete and precise law to crack down on terrorism.

The bill amends the Code of Criminal Procedure to allow any Moroccan within the country or abroad, as well as any foreign national in Morocco, to be prosecuted for terrorist offences committed outside Morocco.

"It is essential to crack down on terrorism by strengthening the country's laws," said Mohammed Ben Abdessadak, an MP representing the Party of Justice and Development.

Justice Minister Mustapha Ramid told MPs that the purpose of criminalising the act of travelling to join terrorist entities abroad was to protect young Moroccans and maintain national security.

The government was also targeting propaganda intended to recruit young Moroccans and encourage them to wage jihad, the minister added.

Many young Moroccans have already been indoctrinated.

The justice minister said that of the 1,212 Moroccans who had joined the Islamic State (ISIS), 147 had returned home.

Given the large number of Moroccan fighters, as well as the number of cells dismantled in the kingdom in recent months, new legislation to combat the terrorist threat is imperative, Ramid said.

Morocco has no option but to toughen its counter-terrorism laws, especially since the country is a target, political analyst Jamal Farhani said. But the legislation must respect human rights

and avoid falling into the trap of incriminating innocent people, he added.

Rahma Chatibi, a sociologist, argued that the government should do more than merely strengthen the law in its efforts to curb terrorism.

"We need to tackle the causes that spur young people to join the ranks of fighters," she told Magharebia.

"Some studies have shown that the main causes that motivate them to go and fight alongside jihadists in Iraq and Syria are social in nature and not related to religion, contrary to what one might think," she said.

Chad's parliament in NDjamena voted 150 to 0 to send an unspecified number of "Chadian armed troops and security forces to assist Cameroonian and Nigerian soldiers waging war against the bandidos hard boyz in Cameroon and Nigeria," a parliament statement said after the vote to join what is now a regional effort defeat Boko Haram.

Dozens of Chadian tanks headed out of the capital Friday south towards Cameroon to help fight Nigeria's dreaded Boko Haram holy warriors.

The convoy seen by an AFP journalist roared out of the city after Chad's parliament voted to send armed forces to Cameroon and Nigeria to fight against the Islamists.

Cameroon's President Paul Biya had announced Thursday that Chad President Idriss Deby had decided to send "a substantial contingent" of troops to help Cameroonian armed forces who have faced repeated attacks from Boko Haram. A source close to the army said the force had begun preparing for departure on Thursday.

Boko Haram is fighting to create a hardline Islamic state in northeast Nigeria

along the border with Chad, Cameroon and Niger.

Cameroon has been critical of the passivity of the Nigerian authorities and the international community in the face of Boko Haram aggression.

Since Boko Haram's insurgency began, around 135,000 people have fled the restive northeast of Nigeria country and at least 850,000 have been displaced inside the region.

So far Chad has been spared, but only a narrow strip of land separate it from the Islamists' headquarters in the Nigerian state of Borno.

The Cameroonian army says it killed 143 Boko Haram fighters who attacked a military base in the northern town of Kolofata on Monday, in what the government said was the militants' heaviest loss yet on its territory.

"The country is seriously threatened by Boko Haram," said Ouchar Tourguidi, head of the main party in parliament, calling the rally "important for boosting morale of our troops who are going to the front."

Russia says Mohammed (PTUI!) cartoon publication illegal
[DAWN] Russia's media watchdog on Friday warned publications that printing cartoons of the Prophet Mohammed (PTUI!) was against the country's law and ethical norms following the Charlie Hebdo

The publication in Russian media of such caricatures go against ethical and moral norms worked out over centuries, said the media and communications watchdog Roskomnadzor.

Disseminating caricatures on religious themes in the media can be considered insulting or humiliating to the representatives of religious confessions and groups, and qualified as inciting ethnic and relgious hatred, an offence under Russian law, it said.

The publication would also violate the Russian media and anti-extremism laws, the watchdog said, adding that it was asking Russian media to refrain from publishing caricatures that can be seen as a violation.

The watchdog published the statement as a response to the ongoing debate on the "legality of publishing caricatures depicting religious objects of worship which affect feelings of religious people."

Many newspapers and magazines around the world reprinted cartoons of the Prophet Mohammed (PTUI!) by Charlie Hebdo, whose Gay Paree office was attacked by Islamist gunnies on January 7, leading to the deaths of 12 people.

Although Russia's leadership extended its condolences to La Belle France, and Foreign Minister Sergei Lavrov participated in the unity march staged at the weekend, pro-Kremlin commentators and Moslems accused the cartoonists of provoking the attack.

Russia's Council of Muftis - a top Moslem authority - condemned the attack but said that perhaps the sin of provocation... is no less dangerous for peace than the sin of those who yield to the provocation.

#1  There was a large systematic error in the polls prior to the Swiss minaret initiative referendum.

I'd expect this error to show up in opinion polls in all of Europe since there are good reasons to be reluctant to share one's true opinions about Islam with a stranger who knows where the interviewee lives. That is if the opinion is less than favorable.

ZDF television by the way was the target of host to a 'vigil/solidarity visit' by Erdogan representatives yesterday.

Italy denies paying $12 million ransom for aid workers
[Ynet]. Italia's foreign minister on Friday denied media reports that Italia had paid $12 million in ransom to free two young aid workers held for five months in Syria, telling politicians "we are against paying ransom."
"... in theory. In practice, of course, one must be practical."
A report from Middle Eastern media that Italia had paid $12 million to free 21-year-old Greta Ramelli and 20-year-old Vanessa Marzullo sparked debate in Italia about financing terrorism through ransoms. Northern League leader Matteo Salvini said, if true, such a payment would be "grotesque."
Probably was only $11.9 million, making the statement true, though no less grotesque in encouraging future kidnappings.

Europe’s Leading Rabbi: Jews Must Start Packing Heat

One of Europe’s most prominent Jewish organizations is petitioning the European Union

to pass new legislation that would permit Jewish community members to carry guns “for the essential protection of their communities,” according to a letter obtained by the Washington Free Beacon.

The European Jewish Association (EJA), which represents Jewish communities across Europe, says that gun license laws must be altered following a string of deadly attacks on Jews in La Belle France and other European countries, where anti-Semitism has been growing at an alarming rate.

The recent attacks, including one on a Kosher market that killed four, “have revealed the urgent need to stop talking and start acting” in a way that empowers Europe’s Jews, according to a letter sent Tuesday by EJA General Director Rabbi Menachem Margolin to EU leaders.

The EU, which has enacted very stringent gun control laws, should empower and train Jews to be proficient with guns in order to maintain their safety, according to Margolin.

“The Gay Paree attacks, as well as the many challenges and threats which have been presented to the European Jewish community in recent years, have revealed the urgent need to stop talking and start acting,” Margolin writes.

“We hereby ask that gun licensing laws are reviewed with immediate effect to allow designated people in the Jewish communities and institutions to own weapons for the essential protection of their communities, as well as receiving the necessary training to protect their members from potential terror attacks.”

Jewish community representatives should be armed and on guard at Kosher markets and synagogues, he said.

“We realize that we also have to do something to take responsibility in case it takes too long” for authorities to put the proper defenses into place, Margolin explained. This would include stationing armed Jewish community members at popular hubs.

"A common concern about the imported muscle is: What will happen when they return to their homeland? We have this concern too," he said as he returned from a trip to the Turkish Republic of Northern Cyprus (TRNC) which is only recognised by Turkey.

He added that Turkey had barred entry to around 7,250 people from abroad who were planning to join IS and said 1,160 would-be jihadists were also deported.

This is about an overall threat posed by this radical Islamic extremist agenda that exists all around the world as we’re seeing, unfortunately, most recently in Paris and in Europe” she said. Gabbard also said that while the US needs to “focus our resources on those who are posing a threat to the American people,” “we may hear a lot more from people who will advocate for greater surveillance, greater NSA programs than we’ve seen already expanding those, which is not the right move. A. Because they haven’t been proven to be effective, that spying on and collecting phone call information on every single American is effective in capturing terrorists, but it also weakens our ability to focus our resources on those who pose a direct threat. And I think this has been a problem that we have seen in the Boston bomber attack, for example, that we’ve seen in Paris, where people fall through the cracks because our resources are not focused on those who are planning these attacks and who do pose that direct threat.”

She also declared “I have called for in the past and continue to call for, a suspension of the Visa Waiver Program until this is brought under control and these borders are controlled, in particular between Turkey and Syria.”

Nisar also asked officials of the Ministry of Information Technology to work in close collaboration with PTA, intelligence agencies and international monitors to close down all terrorism related websites; web based messaging services and other terrorism related material on the internet and social media.

The participants of the meeting decided that bank accounts of Afghan nationals will be filtered by the financial monitoring unit of the Ministry of Finance in coordination with the FIA and intelligence agencies.

All information would be shared with the National Counter Terrorism Authority (Nacta) for scanning all such accounts involved in suspected transactions, the meeting decided.

The minister directed the officials of the CDA to chalk out a detailed plan in consultation with the police and district administration within a week to identify illegal and unregistered Afghan refugees in and around Islamabad in order to facilitate their movement to their camps.

Lal Masjid 'detainee' refuses to return to her parents
[DAWN] Uzma Qayyum, the 26-year-old girl who is allegedly detained at the Jamia Hafsa

He then proceeded to invite her mother inside the courtroom and fifteen minutes later, he was also asked to join them as well.

As we were meeting our daughter after so many months, it was a very emotional scene and everyone had tears in their eyes. During our meeting, the judge and court staff all urged Uzma to return to her family. They said that no one could take the place of ones parents and Islam also taught us to obey their wishes, he said.

Mr Qayyum said that the family also tried to convince Uzma to come back to them, but in vain. It seems that Umme Hassan has brainwashed my daughter. The judge offered to have her sent to the Darul Amaan or to a relatives house, but my daughter refused. She repeatedly said that she wanted to go back to Jamia Hafsa, he said.

The court then ordered that Uzmas statement to be recorded on Jan 20. Her father said that he would again try to convince her to return home at the next hearing. Mr Qayyum alleged that during the hearing, Umme Hassan was in constant contact with someone on her mobile phone.

On Wednesday, Umme Hassan had told Dawn that no one from Jamia Hafsa would accompany the girl to the hearing on Thursday and she would have no objections if the girl chose to return to her family.

On December 29, 2014, Mr Qayyum had filed an application with the Human Rights Cell (HRC) of the Supreme Court of Pakistain to have his daughter recovered from Jamia Hafsa.

In his application, he alleged that his daughter was being held captive by the Jamia Hafsa administration on the premises of the seminary.

The Supreme Court had ordered Sessions Judge Nazir Ahmad Gujana to investigate the matter and submit a report. On Wednesday, the court had ordered Islamabad Police to produce the girl in court on Thursday.

Pak Senate committee adopts resolution against Charlie Hebdo cartoons

Judge Bashir Ahmed Khoso of the ATC-I asked the investigating officer to initiate proceedings against the absconders under Sections 87 (proclamation for persons absconding) and 88 (attachment of property of person absconding) of the criminal procedure code when the IO submitted that the warrants issued by the court against them were not executed as their whereabouts were unknown. The court told the IO to complete the process and submit a report by Jan 26.

The investigation officer had charge-sheeted the three detained suspects and shown Fazlullah and Shahidullah Shahid, who were named in the FIR as the outlawed TTP grabbed credit for the attack, Malik Mumtaz Awan, Asim Sharif, Abdul Rasheed Siddiqui, Akhtar, alias Plumber, Iqbal, alias Thekedar, and Abdullah Baloch as absconding accused in the case.

According to the prosecution, around 10 heavily armed gunnies stormed Karachi airport on the night of June 8 and were killed by army commandos and personnel of other security forces during an operation lasting about five hours. Around 25 people, including personnel of the Airport Security Force, police and Rangers were also killed, it added. The police claimed that the detained suspects belonged to Al Qaeda and the TTP.

Terror-linked madressahs to face action: Khanzada
[DAWN] The Punjab government says it has received threat alerts for airports, prisons, schools and sensitive installations, besides assassination of known personalities and kidnap for ransom.

It has also pledged to take action against the madressahs found involved in terrorism.

Security has been put on red alert after reports of terrorists attacks on airports, prisons and other sensitive installations, Home Minister retired Col Shuja Khanzada told a presser at the Chief Ministers Office here on Thursday.

Army forces to start full offensive on Fallujah, says Iraqi General
[IraqiNews.com] On Thursday, a senior Iraqi army officer stated, that the armed forces are ready for an offensive operation to fully liberate al-Fallujah.

Major General Fadel Barawi said in an interview with IraqiNews, The Golden Division has prepared for a full offensive to liberate the district of Fallujah from the ISIS group elements permanently.

Hakim, Karim discuss situation in Kirkuk
[Iraq News] The head of the Supreme Iraqi Islamic Council
Led by Sayyid Ammar al-Hakim, the Islamic Supreme Council of Iraq (ISCI, formerly the Supreme Council for the Islamic Revolution in Iraq, or SCIRI, pronounced Scarey)) is not nearly as supreme as it touts itself. The al-Hakim family business is merely another political party, this one Shiite and with its power base in the south of the country. The Iranian government sponsored the party's creation in 1982 during the Iran-Iraq war after the leading Iraqi Islamist group was weakened by a government crackdown. Designed as an umbrella organization to unite Iraqi Shi'a groups, the party supports Islamic government controlled by holy men. In post-Saddam Iraq ISCI has worked closely with other Shi'a organizations to provide social services and humanitarian aid. Though accused of receiving money and weapons from Iran, ISCI leaders maintain that the party is committed to democracy and peaceful cooperation. The Badr Brigade initially acted as ISCI's armed wing but later to split to form the independent Badr Organization.,

ISIS replaces lashes with $25 fine per each east of Baquba
[IraqiNews.com] On Thursday, a local source in the Diyala province announced, that the ISIS organization replaced lashes for violators with a financial penalty in U.S. dollar east of Baquba, noting that the organization is trying to insure new resources to fund its operations.

The source said in an interview for IraqiNews.com, ISISnow holed in Hawd Sherwin (46 km east of Baquba)replaced lashing offenders of orders with a fine, in an unprecedented move as part of its attempt to insure new financial resources to fund the armed operations.

For his part, a tribal leader in Nineveh province has confirmed, that al-Baghdadi is currently alive, and that he was moved to a hospital in the town of Deir al-Zour, located in the ISIS-controlled territory in Syria.

War crimes court opens probe into Palestinian territories
[DAWN] The prosecutor of the International Criminal Court

launched a preliminary probe Friday that could clear the way for a full-scale investigation into possible war crimes in Paleostinian territories, plunging the court into the most politically charged conflict it has ever investigated.

Prosecutor Fatou Bensouda said in a statement she will conduct the preliminary examination with "full independence and impartiality."

The announcement comes after the Paleostinian Authority acceded to The Hague-based court's founding treaty and recognized its jurisdiction dating back to the eve of last summer's Gazoo war.

That move opened the door to an ICC investigation that could target possible crimes by both Israel, which is not a member of the court, and Paleostinians.

A preliminary examination is not an investigation, but weighs information about possible crimes and jurisdiction issues to establish whether a full investigation is merited.

signed documents to join the ICC a day after the UN Security Council rejected a resolution Dec. 30 that would have set a three-year deadline for the establishment of a Paleostinian state on lands occupied by Israel.

Joining the ICC is part of a broader Paleostinian strategy to pressure Israel into withdrawing from the occupied territories and agreeing to Paleostinian statehood.

Abbas had been under heavy domestic pressure to take stronger action against Israel after the 50-day war between the Jewish state and bully boyz in Gazoo over the summer, tensions over holy sites in Jerusalem and the failure of the last round of US-led peace talks.

Bensouda cast the decision to open a preliminary probe as procedural following the Paleostinians' recognition of the court. It is unclear how long the preliminary examination might take.

Bensouda said there are no timelines set in the court's founding treaty.

Swedish FM: Israel irritating allies over Palestine recognition

Sweden's foreign minister said on Friday Israel had irritated close allies by over-reacting to Stockholm recognizing the state of Paleostine, saying its rhetoric over the issue had "crossed all limits".
Swedish rhetoric -- and actions -- most certainly have, your excellency.
The Swedes are offended? How can you tell?
"It is unacceptable how they have been talking about us and everybody else," Margot Wallstrom said in an interview in daily Dagens Nyheter. "It has irritated not only us, but the Americans and everyone who has anything to do with them right now."
"That stiff-necked people (See? Even God doesn't like them, which proves we aren't antisemites!) is pissing everyone off by refusing to leave existence gracefully."
Relations between Israel and Sweden have nose-dived since Social Democrat Prime Minister Stefan Lofven used his inaugural address in parliament last year to announce that his country would recognize a Paleostinian state.

Israeli said the move was ill-considered, would not contribute to peace and called its ambassador back to Jerusalem for discussions. The United States said recognition was premature.

In the interview, Wallstrom said Sweden supported Israel, Paleostine and peace, but was sharply critical of Israel's policies. "Israel has been extremely aggressive," she said.

"They have continued with their settlement policies, they have continued demolitions, they have continued with their occupation policies which entail a humiliation of Paleostinians, which makes the (peace) process difficult."

Wallstroem was scheduled to arrive in Israel in mid-January in order to attend a memorial service for the Swedish diplomat Raoul Wallenberg who saved Jews during the Holocaust. However,

prior to the visit, Foreign Minister Avigdor Lieberman announced he would boycott the Swedish Foreign Ministers visit.

"We said that it is difficult to put these meetings together, diplomatic meetings of any kind, as we approach the elections," Paul Hirschson, front man for Israel's Foreign Ministry, told Rooters.

"I would add that the atmosphere between Israel and Sweden is not exactly the best right now and that factors into the decision. But the primary issue is the timing, more than anything else."

On Thursday, Israeli officials were slightly more blunt, saying "Do not wait to travel to Israel until the Swedish foreign minister comes here, because that could take a long time," Israeli foreign ministry front man Emmanuel Nahshon told public broadcaster Swedish Radio.

"The Swedish foreign minister would not have been given any official meetings in Israel if she had traveled here. What Sweden did was an utterly unfriendly action," Nahshon added.

"It is basically an insult," Per Joensson, an editor with the Swedish Institute for International Affairs, told AFP. "That is not a way to treat a sovereign foreign minister, unless you really want to punish her."

Despite the furor, Sweden said Wallstroem would visit Israel after the March 17 election there.

"It's in everybody's interest to have good diplomatic ties and we respect that there is an election campaign in Israel now and that there is a heightened debate," foreign ministry spokeswoman Annika Soeder told Swedish Radio.
Other than to be polite, why should Israel care what Sweden thinks?
According to the Paleostinian Authority, around 135 countries have recognized the state of Paleostine including several that are now EU members.

MILF, Muslim scholars to meet with Pope Francis
An Islamist group that made a peace deal with the Philippine government has sent a delegation to meet with Pope Francis to discuss religion and related issues on Sunday.

On Friday, the MILF sent a delegation led by Abu Hurraira Udasan, Grand Mufti of the Philippines, and other Muslim scholars. MILF spokesperson Ghadzali Jafaar said, "Religious issues will most likely be the topic of concern... But there is really no set agenda on what will be discussed but we are glad that this meeting will happen."

Jafaar said that the grand mufti will be accompanied to the meeting by at least three Muslim scholars, sometime around the publicly held mass to be conducted by the pope. Jafaar refused to say whether the Bangsamoro Basic Law will be discussed, or if they will seek support for its passage in Congress.

Iran: Soleimani not wounded in Iraq
Iran's Foreign Ministry denied Israeli media report about wounding Iran's Qods force's commander in Iraq. The report published by Israel’s Ch. 2 News on Jan. 13 says that Iranian Revolutionary Guards Maj.-Gen. Qassem Solaimani, who heads the Qods Force "was seriously wounded in an Islamic State (IS) suicide bombing attack near Baghdad several days ago".

Iran's Deputy Foreign Minister for Arab and African Affairs Hossein Amir-Abdollahian told IRNA Jan.16 that Soleimani hasn't been wounded in Iraq and is in complete health now.
Iran has confirmed its military aims to Iraq for combating against "Islamic State", formerly called ISIL.

General Amir Ali Hajizadeh said on September 24, 2014 that Soleimani have traveled to Iraq to help combating against ISIL.

"Without Soleimani's help, Da'esh (ISIL) would have taken over Kurdistan," he said.
