The Toxic singer - who has been frequently pictured in public without panties on - knows it is "stupid" to go out without underwear but just doesn't feel comfortable in it.

Jewellery designer Tuesday Knight, who has been friends with Britney since 2003, said her decision not to wear underwear was "ridiculous".

A commander of Uganda's Lord's Resistance Army (LRA) has surrendered in northern Democratic Republic of Congo (DRC) and is in the custody of Congolese authorities, the United Nations said on Tuesday. Opiyo Makasi, reported to be the rebel group's operations and logistics commander, gave himself up along with his wife and they were transferred to Kinshasa on October 14, said Kemal Saiki, spokesperson for the UN mission in Congo (Monuc).
Revising an earlier version he gave which said Makasi had given himself up to UN peacekeepers, Saiki said the LRA officer had surrendered to Congolese police at Dungu in DRC's northern Orientale province, which borders Sudan. "He was supposed to be handed over to Monuc," the UN spokesperson said, adding Makasi was being held by the Congolese authorities.
LRA leaders, whose brutal 20-year war in northern Uganda killed tens of thousands of people and displaced two million more, signed a truce with Uganda last year but have refused to quit their jungle hideouts in eastern DRC.
Saiki said the UN mission believed Makasi should be eligible for Monuc's demobilisation and repatriation programme for ex-combatants who turned themselves in, meaning he should be sent back to Uganda. "There was a request from Monuc that he be handed over for DDRRR [disarmament, demobilisation, repatriation, resettlement and reintegration] ... there has been no response so far from the Congolese," he said. There was no immediate comment from the Congolese government.
Makasi is not one of the four top LRA commanders indicted by the International Criminal Court (ICC) in The Hague for crimes such as killing civilians, slicing body parts off victims and kidnapping thousands of children to serve as fighters and sex slaves. Those four, including LRA leader and self-proclaimed mystic Joseph Kony and his deputy, Vincent Otti, remain at large.

London: Two prisons have been converted to house only foreign prisoners in an attempt to speed up the deportation process once they complete their sentence, the government said on Wednesday.
It follows the sacking of former Home Secretary Charles Clarke last year after it emerged 1,000 foreign prisoners had been freed without being considered for deportation.
Justice Minister David Hanson said more foreigners may be held separately if the experiment at Bullwood Hall in Essex and Canterbury Prison in Kent is a success.
"In the two prisons ... we have specialist immigration officers who are helping to ensure that we prepare during the sentence for early deportation," he told BBC radio.
The number of foreign inmates has doubled in the last 10 years to about 11,000, or one in seven of all prisoners in England and Wales, the government says.
Extra cells are being built to ease overcrowding after the prison population reached a record high of more than 81,000 earlier this year.
Chief Inspector of Prisons Anne Owers said that separating foreign inmates could help them to receive specialist help.
Shadow Justice Secretary Nick Herbert said more foreign prisoners should be sent back to their home country.
"Why have these foreign national prisoners not been deported? That is what the Prime Minister promised he would do," he told Sky News.

Rome, 24 Oct. (AKI) Italy's interior minister Giuliano Amato will visit Rome's mosque on Friday to present to Muslims a 'Charter of Values for Citizenship and Integration'.
It is the first public presentation of this important document," the director of Italy's Islamic Cultural Centre, Abdullah Redouane, said in a statement.
"Developed in consultation with various religious and civil society representatives, it establishes the principles for the harmonious integration in Italian society of non-Catholic communities."
Amato, Redouane, and the Rome mosque's imam Alaa Din al-Goobashi will be among those attending Friday's presentation of the charter.
The document, which has symbolic rather than legal value, is aimed at immigrants belonging to Muslim and other faiths. The government plans to distribute it in immigrants' centres, schools, and places of worship in Italy.
Italian authorities are also considering making the charter available in Italian embassies and consulates abroad, as well as in Italian offices that issue immigrants with permits of stay, residency and visas.
The charter was prepared by an interior ministry committee of experts following consultations with members of the Muslim, Protestant, Romanian and Russian Orthodox communities in Italy, the ItalianBishops Conference (CEI), immigrant groups and charities that assist immigrants.
The idea of a charter outlining common values to be subscribed by Muslims was first launched by Amato in August 2006.
It came after Italy's largest Muslim group, the Union of Islamic Communities in Italy (UCOII) published an advertisement in several newspapers likening Israel's actions in the July War against Lebanon and in the Palestinian territories to Nazi atrocities during World War II.
At the suggestion of Muslim groups, the charter's scope was subsequently broadened to include other immigrant communities in Italy.

Its great that such documents are emerging in this period of hostilities between Islamic and Western societies. A couple points:
This is the second document I've seen addressed to the greater ummah which uses the phrase men and women have equal dignity. This seems an awkward choice of words, an extravagant avoidance of saying men and women have equal rights. If equal rights seems too much to accord to half the population in this the beginning of the 21st century, how about equal autonomy? Surely we are talking about more than dignity here?
Marriage is based on equal rights and responsibilities of husband and wife and it is, therefore, monogamic. Monogamy unites the lives of two persons thus making them both responsible for what they realize together, starting from the bringing up of their children. Italy forbids polygamy.
On a related subject, leave it to uber-Democrat Sen. Barbara Boxer of California to politicize this fire. Today (10/23/07) she issued a statement charging the Bush administration with responsibility for the widespread fire damage. If our National Guard units weren't in Iraq, she said, we'd have twice as many people and twice as much equipment to deal with the fire.
Well thanks a lot, Senator. At least I know you can be counted on when the chips are down to find a target of convenience to nail with blame. Now it's Bush's fire. Way to go, Senator.

I saw her on the noon news conference today. I didn't hear the comment about Bush. What I noticed is that she spent most of the time talking about how "touched" she was, how hot it was when she stepped off the airplane and how glad she was that she had the opportunity to come and see it for herself. Because, you know, it's all about Barbara. She just came to glorify herself. When Duncan Hunter talked yesterday he made a brief announcement about how the military was sending some tanker planes and then he left.

Maybe its not PC or even polite but I for one am Goddamn sick and tired of seeing Uncle Sugar bailing out people with my tax dollars who choose to live in high risk areas after there have been repeated wildfires/floods/hurricanes in those areas. And when it snows here we grid our loins and get out there and move the damn stuff ourselves. We leave the whining and crying to the idiots in Chicago. We have a local variety of morons who live in a flood plain that floods every single spring. And they act surprised when it does. I don't have any sympathy for them either.
As for concrete bunkers, I think certain types of home construction should be banned in certain areas of the country. IMO it would make sense.

well, AB6436, rest assured that, most of these losses were insured, so probably it won't cost you a cent, happy? The rates for rebuilt isolated homes will be higher (or not available), and that will lead to higher defensible (read: clear-cut or highly inflammable vegetation - cactus?) zones, any of which are understandable responses, yet less than desirable from a environmental nor aestetic view. Drought will cycle, and the vegetation will return.. we need to rethink the lack of burns in underbrush

(October 23) Last night, Senate Majority Leader Harry Reid (D-Nev.) filed to invoke cloture on S. 2205, Assistant Majority Leader Dick Durbins (D-Ill.) new stand-alone DREAM Act amnesty bill. The cloture vote, for which 60 YES votes are necessary to prevent a filibuster on the measure, is set for Wednesday, October 24. Reid is attempting to bring this nightmarish amnesty bill to the floor under Senate Rule XIV without it ever having been debated in committee.
USA TODAY's Kathy Kiely reports this morning on a surprise move certain to set off another heated immigration debate. Senate Majority Leader Harry Reid late yesterday signaled his plans to hold a showdown vote tomorrow on the DREAM Act.
Kiely says the measure would give children of illegal immigrants who complete two years of post-secondary education or two years of military service a chance to become citizens. It was part of a larger immigration measure that failed earlier this year. Backers, such as Sen Patrick Leahy, D-Vt., say it gives children who were brought here illegally through no fault of their own a chance to stay in the country they consider home.
Opponents, such as Sen. Jeff Sessions, R-Ala., say its a backdoor amnesty that could grant citizenship to more than 1 million children and young adults now here illegally.

We'll see who's paying attention to the 'immigration' issue and who isn't. The Donks act short term with a divide and conquer strategy leveraging what they think is the 'Hispanic' vote. We'll see if the Trunks are desperate or if they have picked up on the radar that in the end this is an issue that makes 'Americans' mad enough to actually vote. When they're mad and vote, it's not healthy to be an incumbent.
The American people strongly objected to the amnesty provisions of the McCain-Kennedy Comprehensive Immigration Reform bill, and the senate reluctantly complied with the voter's wishes. Contrary to many statements made by our elected officials, wanting people who enter the USA to comply with our laws does not make one a bigot.
I see the Dream Act as a stealth attempt to pass amnesty a piece at a time. Please vote against cloture for the Dream Act.
Regularization of illegal aliens can be discussed only after we control the border and stop the flood of illegal border crossers. No comprehensive bills. No amnesties. The government must earn my trust.

And the good news is it's unlikely he will have enough votes on the floor. Even vulnerable Pubs up for re-election can cast a nay vote based on procedure and not take a political hit. Of course, that will depend on if they have a spine or not.

In the politician's haste to create more voters via

India on Oct. 24 test fired its nuclear-capable Agni-1 ballistic missile for the second time in less than a month and said the latest experiment was a major success.
The Agni-1 has a range of 420 miles, making it capable of striking at most targets in rival and neighboring Pakistan.It was launched from a missile test range in the eastern state of Orissa, officials from the Defence Research and Development Organisation (DRDO) said in New Delhi.
The system that we tested today has more maneuverability and better re-entry technology than the missile that was launched on October 5, said a DRDO official who asked not to be named. It is a major success, the official added.
The launch was conducted by Indias recently-established strategic armed forces, signaling Agni-1s official induction into the million-plus military, defense experts said. The performance parameters of the missile were as expected and the desired objectives have been met, a defense ministry spokesman added.
The Agni Sanskrit for fire is a 39-foot medium-range ballistic missile that can be fired from mobile launchers and can carry a 1-ton warhead.
In April, India staged a successful test of Agni-III, its longest range ballistic missile capable of transporting a nuclear warhead more than 1,860 miles deep in China.

Beijing (PTI): Leaders of the Indian Communist parties have congratulated Chinese President Hu Jintao on his re-election as the General Secretary of the ruling Communist Party of China (CPC).
Joining leaders from other countries, CPM General Secretary Prakash Karat and his CPI counterpart A B Bardhan sent their congratulatory messages to Hu, who won a fresh term as the CPC boss at the end of its seven-day National Congress here on Monday, to rule the nation for another five years.
"We look forward to the strengthening of fraternal relations between our two parties which will contribute to the strengthening of friendly relations and cooperation between India and China," Karat said.
In his message, Bardhan wished success to the CPC in its endeavour to build socialism with Chinese characteristics and a harmonious socialist society in the country.
He called the Scientific Outlook on Development an important contribution to the theory of building socialism, adding that guided by the Marxist world outlook, the CPC has obtained rich experience in "socialist construction".
Hu has passionately been promoting his pet initiative of Scientific Outlook on Development which aims at ensuring a balanced and sustainable development, deepening of political restructuring and bridging the growing income gap between the urban areas and countryside.

Maybe because 'your' demographic is reading the NYT while sipping their latte at Starbucks? Can't be bothered with radio. If you own the local newspaper and television station crowd, why are you worried about 'talk' radio? Other than the totalitarian impulse to control the information flow rather than allow the market place [of commerce and ideas] go its own way?

Austin doesn't have an NPR station? If yes, that'll have sucked up their audience, if no, then Austin doesn't have enough of an audience to support Air America either.
