[UnderstandingWar] The Russian Federation has launched a large-scale drive to form volunteer battalions in the 85 "federal subjects" (or regions) that comprise the federation. Recruiting for some volunteer battalions began in June but has intensified in July, with new volunteer units being reported daily. The battalions apparently will consist of roughly 400 men each aged between 18 and 60. They will belong to various branches of service including motorized rifle, tank, and naval infantry, but also signals and logistics. Recruits are not required to have prior military service and will undergo only 30 days of training before deployment to Ukraine.
Cannon fodder.
This recruitment effort will likely be expensive if it comes close to meeting its targets. It appears that the Russian Ministry of Defense will pay the volunteers’ salaries while the "federal subjects" will pay their enlistment bonuses. Salaries generally start at roughly $3,000 per month per soldier or about $1.2 million per month per 400-man unit. Enlistment bonuses offered by at least some units appear to be roughly a month’s salary. If the effort generates 85 battalions each of 400 men it would bring an additional 34,000 volunteers into the fight at the cost of about $102 million per month in salary alone. Considering that the 30 days of training the volunteers will receive before entering combat will not produce combat-ready soldiers, that price is very high. The volunteers will receive veteran status and benefits if they serve in Ukraine, moreover, in addition to their salaries and bonuses, a commitment that will add to the Russian Federation budget for decades.
This drive will likely produce "soldiers" of lower quality than the normal conscripts in the Russian army at close to professional-soldier prices. It is a remarkable expedient that suggests that Russian President Vladimir Putin remains unwilling to compel his people to fight and unable to attract them to fight voluntarily without considerable incentives.

[Washington Times] Congressional lawmakers have called on Joint Chiefs of Staff Chairman Gen. Mark A. Milley to respond to reports that he cut off the statutory chain of command at the end of President Trump’s term, undermining civilian control of the military.
Gen. Milley told lawmakers last year at a congressional hearing that he contacted his Chinese counterpart two times to tell him that the U.S. had no plans to attack China.
Rep. Jim Banks, Indiana Republican, said in a speech that Gen. Milley must "set the record straight."
"General Milley is accused of secretly seizing the president’s military powers. That is the most serious crime. If he is innocent, he has a duty to say so," he said.
The phone calls to China were detailed in the book "Peril" written by Washington Post journalists Bob Woodward and Robert Costa.
The book also recounted how Gen. Milley directed senior military officers not to follow the president’s orders unless the general first approved them.
Mr. Banks and Sen. Charles E. Grassley, Iowa Republican, both sent a letter to Gen. Milley asking him to either confirm or dispute the book’s claims.
Mr. Grassley said the letter was also signed by Republican Sens. Marsha Blackburn of Tennessee and Rand Paul of Kentucky.
"If those books and all attended press coverage of those books, had contained gross misrepresentations. We would have heard about it a long time ago. He would have hammered the authors and corrected the record," Mr. Grassley said in a speech in the Senate. "However, to date, not a peep from the general. His silence speaks volumes."
He said that Gen. Milley has not responded.
The general’s phone calls with his Chinese counterpart were heard by numerous U.S. military officials and later reported to administration officials including the White House chief of staff and the secretary of state, according to the book.
"General Li, I want to assure you that the American government is stable and everything is going to be okay," Gen. Milley told a Chinese general in an October call, according to the book. "We are not going to attack or conduct any kinetic operations against you."
Another call was allegedly made two days after the Jan. 6, 2021, U.S. Capitol riot.

[WSB2] DULUTH, Ga. — A North Georgia woman is out on bond on several charges after she told police that America’s laws do not apply to her.
The officer said he saw the woman driving oddly and thought she might be drunk. He pulled her over and found himself in a very strange situation.

Yes, I am familiar with Meyer's writings. I do not enjoy fiction however. Perhaps I should be more inclusive and better read. I have a former Greek colleague and author who sends me alternative history stuff occasionally. I have no use for alternative history either. According to the state ethics commission, the New Georgia Project that Abrams founded failed to disclose some $7 million worth of spending — $3 million for electioneering expenses and $4 million in political contributions — between 2017 and 2019 while she was on the ballot for governor.
According to Axios' reporting on the latest potential scandal involving Abrams, the unreported expenditures is "one of the largest cases the commission has taken up."
The timing for the inquiry could prove rather unfavorable for Abrams who is again facing off against the Republican who beat her in 2018 this November, as Axios further explains:

French senator Nathalie Goulet's book outlines how holy warriors use bitcoin, chocolate and counterfeiting trades to launder money
From art and antiquities to cryptocurrency or crowdfunding, one of La Belle France’s leading security experts has written a book that calls for action against the financing tools exploited by terrorists.
Senator Nathalie Goulet has spent the past decade working on the terror threat in La Belle France, gaining insight into the extent of terrorist infiltration of lucrative markets.
"You have art, arms and drugs but you also have things that are not often known, like counterfeiting, crowdfunding and cryptocurrency," she told The National.
"Terrorism financing is something everyone needs to be aware of, money laundering especially. It opens the door to financing terrorism. It is a reality and we need to work on it.
Ms Goulet spent years studying the Moslem Brüderbund and its European links and has used her experience to write a book dedicated to the funding mechanisms used by terrorists.
The Alphabet of Terrorism Financing is an A-Z analysing the various strategies used by turbans.
"It’s a dictionary of the tools used by holy warriors to finance terrorism," she said. "It is from the work I have done over the years on terrorism. I wanted to write a book on the subject. I chose to shape it as a dictionary so it is clear and academic.
"It is a major subject for the international community. What’s important for me is for governments and heads of state to understand the links between money laundering and the financing of terrorism. It’s like a big sponge."

The book covers 47 methods being used by turbans.

"The art trade, online money pots, counterfeiting, consumer credit and even the purchase of chocolate are all unsuspected channels through which terrorist organizations finance their projects.
"One of the lesser known revenues is counterfeiting. It may seem a small thing buying a fake pair of shoes or a bag but in fact counterfeiting creates a very, very big network of financing terrorism."
Describing terrorist financing as a multibillion-pound industry, the author said bully boyz could be highly creative and opportunistic.
"They are ready to fill the gap," she said. "Recently we saw examples of this in Covid when fake tests were being sold.
"Another issue is human trafficking — it is growing and growing — and organ trafficking. We have seen examples of all of this being used to fund terrorism. Other trends we are seeing are cryptocurrencies being used for money laundering and crowdfunding sites."
Last August, 23 tonnes of chocolate bars were seized by Israeli authorities, who believe the haul was intended to fund Hamas, one of the armed feet of the Moslem Brüderbund millipede,.
LOW-COST TERRORISM MAKING FIGHT EVEN HARDER
Ms Goulet said a major issue for governments was the low cost of terrorism.
In recent years, atrocities across Europa ...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum... have been committed by ploughing vehicles into crowds.
Despite the US September 11 attacks costing $500,000 to plan and execute, European terrorism tends to cost substantially less.

"Terrorist activities in Europe do not require lots of expenses," Ms Goulet said. "To become a foreign terrorist fighter, it rarely takes more than a plane ticket for The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire... "You can buy an automatic rifle AK-47 for less than €2,000 [$2,003] and a pistol costs even cheaper. The cost of buying a knife or renting a vehicle is negligible.
"Fighting the war on terror requires an enormous expenditure of money but conducting a terrorist operation can be surprisingly inexpensive, and inventive holy warriors use every means at their disposal to raise funds and move money, from petty crime to bitcoins to legitimate charities.
"Tracking such small amounts is akin to finding a needle in a haystack. But these small amounts add up and this is where we need to be concerned.
"Committing an attack costs less and less. Faced with this low-cost terrorism, only the monitoring of weak signals makes it possible to identify atypical operations and go back to organised networks.
"Stemming this shifting and opportunistic phenomenon requires a relentless fight against fraud, tax evasion and money laundering.
"This low-cost terrorism is becoming more and more difficult to fight."
MONEY LAUNDERING EXPECTED TO DOUBLE BY 2027
Ms Goulet is hoping her book will reinforce the importance of monitoring money launderers and their criminal operations.
"We have a really big issue regarding money laundering," she said.
"It is difficult to monitor and trace where the money is going. The UAE does a lot and has set up a special community to match international regulations for money laundering. As an international community we need to work together to tackle it."
In the first six months of 2022, the UAE's anti-money laundering task force imposed fines of more than $11m in the fight to rein in illicit financial activity.

The IDF conducted a search of the area, according to reports, but it was not immediately clear if the assailants were caught.

The Mexican military captured notorious drug lord Rafael Caro Quintero on Friday, after he spent five years on the FBI's Most Wanted list for the torture and murder of an American anti-narcotics agent in 1985.
Caro Quintero spent 28 years in prison for the murder of Enrique "Kiki" Camarena and other crimes but walked free in 2013 on a technicality. He quickly returned to drug trafficking and was named one of the FBI's 10 Most Wanted Fugitives with a bounty of $20 million (€19.8 million) — the highest amount on the list.
The kingpin co-founded the Guadalajara cartel, one of Latin America's most powerful drug trafficking organizations during the 1980s, which also remains active today. His escapades were dramatized in the 2018 Netflix series "Narcos: Mexico."
"It is probably one of the most important captures of the last decade in terms of importance to the DEA," said Mike Vigil, a former chief of international operations with the United States Drug Enforcement Administration (DEA).
He added: "This will hopefully start to mend the frayed relationship between the United States and Mexico in terms of combating drug trafficking."
THE WAR ON DRUGS CONTINUES
Just hours after Caro Quintero's arrest, a Mexican navy Blackhawk helicopter carrying 15 people crashed in his home state of Sinaloa. The accident killed 14 people on board. The government did not clarify whether the helicopter was involved in the capture of the runaway drug lord.

The announcement followed a decision by tribal groups to drop a monthslong blockade of facilities after the government in Tripoli appointed Farhat Bengdara as new head of the NOC Thursday.
The groups, which are aligned with military strongman Khalifa Hifter, leader of the eastern Libyan National Army (LNA), had reduced Libyan oil output by as much as 850,000 barrels per day (bpd), according to the NOC.
Prime Minister Abdul Hamid Dbeibah of Libya's Government of National Unity (GNU) appointed Bengdara to replace Mustafa Sanalla, who had led the NOC since 2014.
Sanalla vehemently rejected the appointment, claiming Dbeibah did not have the authority to fire him and that the company still answered to him. The country's eastern parliament, too, has rejected the move.
Observers fear the situation could lead to a fracturing of the NOC, with the US warning the situation could lead to conflict.
DEAL ALLOWS PM DBEIBAH TO STAY IN POWER
Bengdara, an ally of Hifter, met with the tribal leaders behind the blockade and his appointment is largely seen as part of an agreement with Hifter to end the standoff.
On Thursday, Bengdara spoke at NOC headquarters in Tripoli, saying: "It's vitally important under the current conditions that Libya regains its oil and gas export capacity as quickly as possible. The oil sector has fallen prey to political struggles, but we will work to prevent political interference."
The tribal groups had reportedly been seeking the resignation of Prime Minister Dbeibah, who on Thursday appeared at NOC headquarters alongside armed forces, but decided to stop the blockade after Sanalla's firing.
Sanalla's replacement was reported to have been one of groups' demands, the other was that Dbeibah himself step down in favor of Fathi Bashaga, whom parliament had designated to replace him. Dbeibah, however, has refused to give way and Sanalla's firing is seen as a move that will enable him to remain in power.
The lifting of the export halt comes as countries around the world scramble to secure oil and gas supplies amid rising prices and limited availability due to Russia's invasion of Ukraine.
Last year, Libyan oil production at times reached 1.2 billion bpd. The country possesses Africa's largest proven reserves of crude and has easy access to European markets.

The Los Angeles Times published a report Thursday detailing the "environmental danger" of expired solar panels on the environment.
"California has been a pioneer in pushing for rooftop solar power, building up the largest solar market in the U.S.," the article began. "More than 20 years and 1.3 million rooftops later, the bill is coming due." See: Preview of EV Battery expirations
The Times' Rachel Kisela reported that many solar panels that were purchased beginning in 2006, when the California government "showered subsidies on homeowners" to inspire a transition away from fossil fuels, are now reaching the end of their lifespan.
"Beginning in 2006, the state, focused on how to incentivize people to take up solar power, showered subsidies on homeowners who installed photovoltaic panels but had no comprehensive plan to dispose of them. Now, panels purchased under those programs are nearing the end of their 25-year lifecycle," Kisela reported.
The problem is, when solar panels end up in landfills, "components that contain toxic heavy metals such as selenium and cadmium can contaminate groundwater."
This is an example of how environmental policies can have unintended consequences. "The looming challenge over how to handle truckloads of contaminated waste illustrates how cutting-edge environmental policy can create unforeseen hazards down the road," she said.
The Times reported that "as California barreled ahead on its renewable-energy program, focusing on rebates and — more recently — a proposed solar tax, questions about how to handle the toxic waste that would accrue years later were never fully addressed."
"Now, both regulators and panel manufacturers are realizing that they don’t have the capacity to handle what comes next," she continued.
Toxic waste from solar panels is not just a Californian problem, but a problem nationwide. "About 140,000 panels are installed every day in the United States, and the solar industry is expected to quadruple in size between 2020 and 2030," Kisela said.
But there are difficulties surrounding disposal of solar panels: "Recycling solar panels isn’t a simple process. Highly specialized equipment and workers are needed to separate the aluminum frame and junction box from the panel without shattering it into glass shards."
"Specialized furnaces are used to heat panels to recover silicon. In most states, panels are classified as hazardous materials, which require expensive restrictions on packaging, transport and storage," she continued.
"A lack of consumer awareness about the toxicity of materials in the panels and how to dispose of them is part of the problem," Kisela wrote.

[Breitbart] John Baker, professor emeritus of law at Louisiana State University Law School, warned that ideological, philosophical, and political minorities can seize control of countries without popular support if citizens are disengaged from politics.
“The Revolutionary War was won by less than a majority of people supporting independence, so minorities can actually take over countries,” Baker stated on Monday’s edition of SiriusXM’s Breitbart News Daily with host Alex Marlow.
A politically disconnected citizenry is vulnerable to a type of hostile takeover of government and other institutions of power, he added.
Baker continued, “It is absolutely critical that people understand where this is all going, and if they don’t wake up and do something about it, there will be the attempt to continue to concentrate power.”
Baker described the U.S. Supreme Court’s ruling in West Virginia v. Environmental Protection Agency (EPA) as the implementation of a constitutional blockade against a federal government takeover of America’s electrical power system. He analogized the EPA’s attempt to categorize carbon dioxide emissions as “pollution” — ostensibly to combat what it describes as “climate change” driven by fossil fuel consumption — to the Obama administration’s moves to seize control of health care via the Affordable Care Act, also known as “Obamacare.”
“You have to think of this against the background of Obamacare,” Baker said in his analysis of West Virginia v. Environmental Protection Agency. “That was a big move to take over a very large part of the economy, which was health care, and now comes along the attempt to take over the electrical power system in the country. That’s what it’s all about.”
The EPA’s attempts to seize control of the country’s electricity production and distribution is part of a broader campaign waged by the “administrative state” towards further centralization of control in the hands of the federal bureaucracy, Baker observed.
He remarked, “You have to put this against the deeper background of the administrative state, and that’s what Justice Gorsuch was doing in his concurring opinion — and he and the dissent written by Justice Kagan went at it — and what it really came down to is Justice Kagan said was that the majority — but especially Justice Gorsuch — was going after the administrative state. That’s exactly right, because what’s happened is the Congress doesn’t do its job, and it turns it over to the administrative state.”
Baker said the Democrat Party and broader left are worried about future U.S. Supreme Court rulings enforcing constitutional restraints on federal government powers following the West Virginia v. Environmental Protection Agency decision.
He stated, “I don’t think [the decision] is a one-off, and more importantly, the left doesn’t think it’s a one-off. They worry that this whole thing is going to really go after the administrative state and pull it down.”
Baker considered how news media would react if right-wing people were intimidating or threatening left-wing justices.
“What’s really amazing is the unwillingness of those charged with law enforcement to protect the justices,” he determined. “I mean, if the shoe were on the other foot and the right was doing this — which it never does — there would be outrage. There would be the argument that we’re overthrowing democracy.”

The moment you try to bring my race or sex (I don't play the "gender" game) into it, you are saying you are not to be taken seriously, and you should be ignored."
