#1 It is unclear which of the requirements Chancellor Scholz felt that Ukraine has yet to meet.

Can't be involved in an active war
Cannot have any territorial disputes
Must have modernized it military to NATO standards
Must have a democratic government with low corruption.

#2 Germany also didn't meet standards when it joined NATO. Many didn't.
