#3 Sounds a little like what happened in Kosovo. They just keep moving in and causing trouble until the government is forced to cede the territory to them. Any Thai Bhuddists in that area will have to leave. Everybody freaked out when Milosevic went medieval on them but what choice did he have? It was either that or let them take over which is effectively what has happened.
