-Short Attention Span Theater-
UN: In 2022, more than 1,200 Somali civilians killed or injured in IEDs; since 1989 57,000 Afghans ditto
[ShabelleMedia] Marking the International Day for Mine Awareness and Assistance in Mine Action, the United Nations
...an organization which on balance has done more bad than good, with the good not done well and the bad done thoroughly...
today reaffirmed its commitment to supporting efforts to rid Somalia of the threat from explosive ordnance.

"Whether measured in the number of casualties or the scope of economic impediment, the toll being paid by ordinary Somalis because of the dangers posed by explosive ordnance is too high a price to pay. The United Nations in Somalia remains committed to working with Somali authorities and local and international partners to protect civilians and foster peace, security and development in Somalia," said the UN Secretary-General’s Deputy Representative for Somalia, Anita Kiki Gbeho.

"On this International Day, we especially recognise the courage and dedication of the mine action operators and their commitment to creating a safe and secure environment for all Somalis," she added.

In 2022, more than 1,200 Somali non-combatants were killed or injured due to explosive ordnance, including explosive remnants of war, landmines and improvised bombs.

More generally, explosive ordnance contamination hinders economic recovery and development by making contaminated areas off-limits and preventing access to local livelihoods and essential services, as well as inhibiting people’s freedom of movement. It also hampers the delivery of humanitarian assistance, which is vital in some areas of Somalia due to the ongoing drought.

The United Nations works hand-in-hand with the Federal Government of Somalia and its Federal Member State counterparts to mitigate the impact of explosive ordnance. At the same time, it works to enhance the capacity of Somali security institutions to lead and coordinate the mine action response. The support includes the provision of explosive ordnance risk reduction, survey and clearance activities, and advocacy and capacity development initiatives to promote adherence to international legal instruments.
Meanwhile in Afghanistan, more statistics from the UN reported in Khaama Press:
Since 1989, about 57000 Afghan civilians, have been recorded to have been killed or injured by landmines and explosive remnants of war, according to the United National Office for Coordination of Humanitarian Affairs (OCHA).

On the International Day for Mine Awareness and Assistance In Mine Action, the UN said in a series of tweets that mine action partners have removed over 19 million unexploded devices from the country.

“Today, on International Day for Mine Awareness & Assistance in Mine Action, we remember the lives lost and forever changed by explosive contamination. Since 1989, almost 57K Afghan civilians have been killed or injured by landmines & explosive remnants of war & mine action partners in Afghanistan have cleared over 19M items.”

Moreover, the organization stressed that “more than 4,150 identified hazards remain, posing a lethal threat to communities, particularly children in Afghanistan, OCHA added.

According to earlier studies, the United Nations estimates that 150 people are killed by land mines in Afghanistan every month. Eight out of every ten victims are children who unintentionally pick up an unexploded bomb that resembles a toy.

Afghanistan
Another blow for Herat women; Taliban bans them from restaurants
Raising the heat under the cooking pot another notch.
[AMUtv] In another move against women in the western city of Herat
...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns...
, the Taliban
...mindless ferocity in a turban...
has ordered restaurant owners to bar women from entering their establishments.

According to some restaurant owners, this latest order was issued by the Taliban’s vice and virtue directorate in Herat and is yet another blow to an industry that is already struggling to survive.

Two restaurant owners, who spoke on condition of anonymity due to the sensitivity of the matter and their safety, said on Monday they had created designated family areas in their restaurants at a huge cost after an initial order by the Taliban, which required separate dining facilities for families.

Despite following the initial orders, restaurant owners now have another edict to deal with.

They said that the Taliban is using Sharia to put pressure on restaurants.

"By this, they have barred us from operating even after we invested a lot in creating private booths for families," said one restaurant owner.

"The members of the Taliban’s vice and virtue office came to my restaurant on Friday evening (March 31) and warned that the restaurant will be closed and the owner will face serious action if members of one family [that included women] were allowed to have food around one table," said Mustafa, an employee of a restaurant in Herat city.

Herat residents also confirmed that they are not allowed to go to restaurants with female members of their families.

"I went to a restaurant with my husband and children to have food but we were not allowed to enter the restaurant," said Shabnam, a Herat resident.

"We went to many restaurants (that day) but we were not allowed to enter. They told my husband that he can but his wife is not allowed in," she added.

Meanwhile,
...back at the buffalo wallow, Standing Buffalo watched the circling Commanches and asked himself What would Geronimo do?...
Abdul Rahman, Taliban’s head of vice and virtue office in Herat, said a "mixed environment" leads to "forbidden" acts.

"The restaurants that have green areas like a garden. People go there and some disturbances happen there. (Therefore) the presence of women was banned there," he said. This latest edict adds to a growing list of restrictions on women in society. Last year the Taliban banned women from visiting recreational areas including public baths, gyms and parks. They have also been banned from playing sport, from going to high school, university and other higher education classes.

Caucasus/Russia/Central Asia
CTO in Ingushetia demonstrates the unpreparedness of the security forces for clashes
Direct Translation via Google Translate. Edited.
[KavkazUzel] The Ingush security forces twice missed the alleged militants, which indicates their unpreparedness and miscalculations against the backdrop of a decline in underground activity in the republic, veterans of law enforcement agencies Amir Kolov and Sergey Goncharov pointed out. Violations of the rights of residents of Ingushetia during counter-terrorist operations remain a frequent occurrence, said Ingush public figures.

The "Caucasian Knot" has reported that the security forces discovered the alleged participants in the attack on the traffic police post on a farm in Malgobek, the suspects opened fire on the security forces, wounded one of them and fled, a law enforcement source said. From 20.00 Moscow time on April 3, a counter-terrorist operation regime was announced in the Malgobek district of Ingushetia.

On March 29, after the attack on the traffic police post, the FSB department for Ingushetia announced the search for four residents of the republic - Mikail Moshkhoev, Ramazan Eldiev, Amir Bokov and Amirkhan Gurazhev - in connection with the preparation of terrorist attacks. On the same day, it became known that Ramazan Eldiev was found dead on the morning of March 29.

On April 1, the FSB announced that law enforcement officers  were looking for  not only Moshkhoev, Bokov and Gurazhev, but also Adam Ozdoev and Movsar Kottoev in the case of planning terrorist attacks.

All five are suspected by security officials of involvement in the attack on the Volga-14 traffic police post on March 27, as a result of which two security officials were injured. The "Caucasian Knot" in the section " North Caucasus - statistics of victims " collects information about the victims of the armed conflict in the North Caucasus,Ingushetia. Chronicle of terrorist attacks, shelling and kidnappings .

The fact that the alleged militants managed to escape with a fight speaks of the unpreparedness of the security forces, retired Colonel of the Ministry of Internal Affairs  Amir Kolov is sure. “

"Firstly, it should be noted that there is very little information about what happened. But what is available is enough to talk about the unpreparedness of the security forces. places where they were hiding. That is, the security forces could take measures after the first attack, but they failed to do anything. And then they failed to detain or liquidate them, when their whereabouts were already known," he told the "Caucasian Knot" correspondent.

The fact that there have been no attacks on security officials in Ingushetia for a long time could also influence the actions of the security forces, he believes.

"The training of the security forces is already lame. There are no competent personnel left who could constantly and responsibly train the security forces for possible such cases. In addition, there were no such attacks for a long time, and they could lose their vigilance," the specialist explained.

The announcement of the CTO regime in the Malgobek region of Ingushetia was preceded by two counter-terrorist operations in the Sunzhensky and Malgobek regions of the republic in August 2020.

Kolov also suggested that the security forces did not have enough information about the group of people involved in the attack.

"Initially, the security forces did not know anything about the plans of this group. Then, when they organized the attack, the security forces failed to respond properly. This is generally their omission. But I would not blame them for everything. The leadership is to blame here. When the policeman is not sure that there is protection behind him, he cannot perform his functions," he stressed.

Sergey Goncharov, President of the Association of Veterans of the Alpha anti-terror unit, noted miscalculations in the actions of the Ingush security forces.

"It all depends on what the situation is. Two militants were killed in Chechnya: they resisted and were killed. Apparently, the situation that developed in Ingushetia did not allow them to destroy the militants. Is it possible to make claims for this? Having experience of participation in such operations, I can say that no, it is impossible. But I can say that there were certain problems in the operation of the security forces after determining the location of the militants. The one responsible for it did not cope with his task," he told the "Caucasian Knot" correspondent.

On the night of March 29, sources reported an attack on a police post in Gudermes and two people were killed by security forces. Ramzan Kadyrov  voiced his version of the incident, saying that the security forces blocked two militants in the private sector, who refused to surrender, threw a grenade and were killed. Several people identified the dead as uncle and nephew, Chechen blogger  Tumso Abdurakhmanov said.

The ICR Department for Chechnya confirmed the information about the relationship of the killed, stating that they were residents of Gudermes, born in 1963 and 1989. The dead were named Ruslan and Zelim,  they said. bloggers.

According to the source of the "Caucasian Knot", one of those killed by the security forces suffered from a mental illness, the information about the mental disorder of one of the killed was confirmed by the authors of the report of the Chechen state television channel. A mentally unhealthy person can be used for illegal purposes, Sergei Goncharov noted. Gennady Gudkov and Igor Kalyapin did not recall cases when a mentally ill person was in an armed formation, and Svetlana Gannushkina* noted that mentally ill people killed during a special operation were later recognized as accomplices of militants.

According to him, the militants should not be allowed to leave.

"The fact that they hid with their uncle is not surprising. But the question is that militants should not be allowed to leave after a military clash. In general, situations should not be allowed when it comes to a military clash. and operational work to prevent such attacks. This is the basis of the work of the special services. In this case, these people would have been detained before the attack on the traffic police post," he said.

Goncharov also believes that the security forces did not have information where the suspects in the attack could be hiding, so the CTO regime was introduced not after the shelling of the post on the night of March 28, but only after the policeman was wounded.

"Immediately after the attack, they should have had clear information about the attackers, where they were hiding. At least they should have found out on the alleged militants immediately after the attack on the post. And WHO was introduced after they already had enough information," he said.

The inhabitants of Ingushetia are not always satisfied with the actions of the security forces during the CTO, an Ingush public figure who wished to remain anonymous told the "Caucasian Knot" correspondent.

"The security forces allowed themselves lawlessness and permissiveness. There was a time when the KTO regime allowed them to do whatever they wanted. Aggression, rudeness, abuse of authority and even robbery were part of their actions. In recent years there have been fewer violations, but I cannot say that all actions were within the law," he said.

At the same time, he excludes that the security forces can pass ordinary citizens off as militants.

"This is ruled out for us. If the security forces named certain names, then they were really involved in the attack. Now it remains to wait for full information from law enforcement agencies in order to understand the purpose and motivation of the attackers," he said.

From the Volga-14 checkpoint to Malgobek, on the Vladikavkaz-Ingushetia road, there are more police posts, but they can be bypassed if desired, Ingush public figure, ecologist Yakub Gogiev told the "Caucasian Knot" correspondent.

"There is another checkpoint there, but it can be bypassed on other roads. As for the attitude of residents to the actions of the security forces during the CTO, people react differently, there are those who complain, but there are those who believe that there is no other way, there are those who are indifferent," he said.

A public figure from Ingushetia, Albert Darbazanov, reported on reinforced security posts on the Vladikavkaz-Ingushetia road. On the road "between Vladikavkaz of North Ossetia and Ingushetia, one can feel a tense situation - reinforced posts of law enforcement officers in bulletproof vests and helmets at the posts," he told the "Caucasian Knot" correspondent.

The attack on the traffic police post took place on the border of the two republics, but on the territory of North Ossetia. "The attack was carried out on a police post located on the territory of North Ossetia at the intersection of the Nazran-Kantyshevo and Malgobek-Maiskoye highways," the investigative department of the ICR for North Ossetia said.

On March 31, the Ministry of Internal Affairs of North Ossetia announced the strengthening of security measures in the republic after an attack on a traffic police post on the border with neighboring Ingushetia. Additional police squads were sent to checkpoints located on the administrative borders with neighboring regions.

In the message of the Ministry of Internal Affairs for Ingushetia, it is said that "Volga-14 post", located near the village of Kantyshevo, Nazranovsky district of Ingushetia, was fired from machine guns. The Ministry of Internal Affairs for Ingushetia also published a video of a fired traffic police post on its website. It follows from this video that the checkpoint is indeed located at the crossroads of the Nazran-Kantyshevo and Malgobek-Maiskoye highways, next to a mosque, a gas station, and a building materials store. According to the Yandex.Maps service, the traffic police post is located (coordinates 43.217256, 44.697542) on the territory of North Ossetia.

Paris Criminal Court to try three senior Syrian officials
[NPASYRIA] On Tuesday, the investigating judges of the "war crimes unit" of the Gay Paree Judicial Court issued an indictment before the Gay Paree Criminal Court of three "senior Syrian regime officials."

This decision paves the way, for the first time in La Belle France, for the trial of very bigwigs of "the Syrian repressive apparatus," including Ali Mamlouk, Jamil Hassan, and Abdel Salam Mahmoud.

The International Federation for Human Rights (FIDH) said the three officials will be tried over crimes against humanity and war crimes in the Dabbagh case.

The Dabbagh family filed a complaint in 2016 against the aforementioned officials supported by the Syrian Center for Media and Freedom of Expression (SCM).

The complaint was filed after Mazzen Dabbagh and his son, Patrick, Franco-Syrian nationals, were arrested and then detained at Mezzeh airport in Damascus by Syrian Air Force intelligence in November 2013, accusing the father of failing to raise his son correctly.

Mazzen worked as a senior education adviser at the French High school of Damascus, and Patrick was then a 20-year-old student in his second year of arts and humanities at the University of Damascus.

In July 2018, the Dabbagh family received a formal notification that their family members had died. The document said that Patrick died on 21 January 2014, and his father on 25 November 2017, without revealing the detention center where they were held and the death circumstances.

"It is a great victory for my family and for all Syrian victims, that after all these years of fighting for the truth to come out, high-level officials are finally brought to justice," said Obeida Dabbagh, brother and uncle of the disappeared.

He called for the French judicial authorities "to organise this trial as soon as possible."

This decision will bring to justice Ali Mamlouk, head of the Syrian secret services and close adviser to Bashar al Assad, Jamil Hassan, director of the Syrian Air Force and Abdel Salam Mahmoud, head of investigations of the said service at the military airport of Mezzeh in Damascus.

In the absence of the defendants on French territory, and given the very low probability that they will be arrested before the start of the trial, it will most likely be held in absentia.

"This outcome would not have been possible without the courage and determination of the Syrians who agreed to testify before the French courts to tell the terrible reality of the crimes committed in the jails of Bashar al Assad," said Clémence Bectarte, lawyer for FIDH, SCM and the Dabbagh family.

Terror-stricken Sikh community weary of its safety
Ferget it, bub — it’s Pakistan.
[Dawn] While relatives and well wishers of slain Diyal Singh mourned his assassination, many of them said they now felt more insecure than before.

Herjeet Singh, a young imitation jewellery dealer in Beautiful Downtown Peshawar
...capital of Khyber Pakhtunkhwa, administrative and economic hub for the Federally Administered Tribal Areas of Pakistan. Peshawar is situated near the eastern end of the Khyber Pass, convenient to the Pak-Afghan border. Peshawar has evolved into one of Pakistain's most ethnically and linguistically diverse cities, which means lots of gunfire...
’s Karkhano market told Dawn that his entire community was ’heart broken’ and terrorised by the killing of Diyal Singh whom he described as a ’harmless soul’.

He said that minority community and especially Sikhs were feeling very insecure in Peshawar and surrounding localities as a minority person was killed after every seven or eight months with the security agencies failing to provide them much needed protection.

Harjeet Singh’s family had migrated to Peshawar from Bara some 17 years back when Bara was under effective control of the proscribed Lashkar-e-Islam
...a group of Islamic bandidos infesting Khyber Agency. It was headed by a former bus driver and eventually folded into the TTP...
, led by Mangal Bagh
...a former bus driver, now head of the Deobandi bandido group Lashkar-e-Islam and the Terror of Khyber Agency...
He said that Diyal Singh had four children, including three sons and a daughter and he was the only breadwinner for his family.

"Owing to his poor financial status, our community would hire him as watchman during festive occasions so that he could earn some extra money apart from his small herbal shop," he said.

Malak Balendar Singh, a front man for Sikh community in Bara told Dawn that the grandfather of the dear departed migrated from Tirah some three decades back and settled down in Kalanga, Akkakhel area of Bara.

He said that Diyal Singh was running his herbal shop in Bhatta Thal locality, adjacent to Bara Bazaar but had to shift to Muhallah Jogan Shah in Peshawar in May last year when two of his close relatives Ranjeet Singh and Kulgeet Singh were killed by unidentified button men.

He said the dear departed was very concerned about the safety of his family and had thus shifted to Peshawar with the hope that he would be safe while living close to other Sikh families in Mohallah Jogan Shah.

Jaspal Singh, another Sikh trader in Karkhano market, told Dawn that while majority of the Sikh families had long shifted to either Peshawar or other cities of the country, 29 Sikh shopkeepers were still running their small businesses in Bara while another 19 had their shops in Bhatta Thal market.

He said none of these Sikh shopkeepers had residences in Bara or any other locality of Khyber as they come back to Peshawar in the evening.

"Our relationship with the local community is very cordial and friendly but still we feel insecure as a number of the minority community members had fallen victims to assassination in recent past," he explained.

He said hundreds of Sikh families previously residing in Tirah valley for over a century had now deserted their homes and had migrated to other comparatively safer places.

He, however, added that Peshawar too had of late become ’very threatening’ place for his community and they were now seriously thinking of a ’mass migration’ to Punjab.

Shin Bet chief: More than 200 ‘significant’ terror attacks foiled so far this year
[IsraelTimes] Shin Bet chief Ronen Bar says that security forces have foiled more than 200 terror attacks since the start of 2023.

Speaking at a pre-Passover toast alongside Prime Minister Benjamin Netanyahu, Bar says that "only three months have passed, and this year more than 200 significant attacks have been thwarted, including about 150 shooting attacks, 20 kabooms, rammings, kidnappings and others."

Bar says that Israel is facing "a challenging time, both at home and abroad," in a possible reference to the highly contentious debate surrounding the judicial overhaul.

Netanyahu says that "eventually we will get to every terrorist." He adds that "Iran
...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979. The nation is today noted for spontaneously taking over other countries' embassies, maintaining whorehouses run by clergymen, involvement in international drug trafficking, and financing sock puppet militias to extend the regime's influence. The word Iran is a cognate form of Aryan. The abbreviation IRGC is the same idea as Stürmabteilung (or SA). The term Supreme Guide is a the modern version form of either Duce or Führer or maybe both. They hate Jews Zionists Jews. Their economy is based on the production of oil and vitriol...

Police, top rabbi act to prevent Passover sacrifice on flashpoint Temple Mount
The first Seder, the meal coupled with the retelling of the story of the Exodus from Egypt, is tonight. Passover lasts for eight days, during which Jews complain about having to eat matzah instead of normal bread and related foods to really nail home the choice the Israelites made to be free instead of slaves.
[IsraelTimes] Activist Rafael Morris, head of group calling for slaughtering lambs for festival, is arrested for alleged plan; Western Wall rabbi introduces ban on bringing animals to holy site.
As I understand it, no sacrifices should be done until the Temple is restored and reconsecrated, and then only by a trained priest of the Kohen sub-tribe who meets all the criteria laid out in Leviticus.

#1  a lot of complex issues here

Since there is no pure red heifer, every Jew in the entire world who has been near a dead body is ritually impure and must not be part of a ritual sacrifice. Priests are probably exempted from this because they are doing communal work.

Also, since we don't know the actual details of where the temple was, it is pretty iffy to do the sacrifice since it might be where, for example, the offal was placed. This also has a work around under some theories.

Ex-PM Ehud Barak admits on Twitter: Israel has nuclear weapons
[IsraelTimes] Former prime minister Ehud Barak
...Labour, prime minister 1999-2001...
admits on Twitter that Israel has nuclear weapons — something the Jewish state has never publicly confirmed despite the widespread assumption.

"In conversations between Israelis and Western diplomatic officials there are deep concerns raised of the possibility that if the coup in Israel succeeds, a messianic dictatorship will be established in the heart of the Middle East, which has nuclear weapons, and fanatically wishes for a confrontation with Islam centered on the Temple Mount," tweets Barak in harsh criticism of the government’s judicial overhaul plans.
I read that as an American concern rather than an Israeli admission, but Mr. Barack would be wise to give up attention-seeking on Twitter.
The Dimona nuclear research facility, officially called the Shimon Peres Negev Nuclear Research Center, is said to be the home of Israel’s alleged nuclear weapons program. Foreign estimates have claimed that Israel maintains a nuclear weapons cache ranging from dozens of warheads to hundreds.

Israel has never acknowledged that it has a nuclear arsenal, instead maintaining a policy of "nuclear ambiguity."

Top court rules against booting E. Jerusalem Palestinian family after 32-year battle
[IsraelTimes] Supreme Court dismisses case filed by KKL-JNF, which acted on behalf of right-wing group seeking to take over Sumarins’ home in Silwan, located inside City of David national park

The Supreme Court on Monday ruled against evicting a Paleostinian family in the East Jerusalem neighborhood of Silwan, which was sought by the Keren Kayemet L’Yisrael-Jewish National Fund, bringing an end to a 32-year legal battle.

The eviction of the 18-member Sumarin family was pursued by KKL-JNF and backed by the right-wing group Elad, which seeks to expand the Jewish presence in East Jerusalem. The Sumarins’ home is located in the middle of the City of David national park, which is managed by Elad.

The first lawsuit to evict the Sumarins was filed in 1991, with KKL-JNF’s subsidiary arguing that the home was considered absentee property, which would allow for its confiscation by the state.

The family won the case, with a lower court ruling that they were not absentee residents. However,

KKL-JNF continued to file suits against the Sumarins, eventually winning in 2017, after the family failed to issue a response to the Jerusalem Magistrate’s Court. The Jerusalem District Court rejected their appeal in 2020, leaving them with only the Supreme Court to turn to.

In its Monday ruling, the three-judge panel criticized the state’s handling of the case, saying there had been no basis off of which to declare the Sumarins’ home absentee property. "There is room for learning lessons from the conduct of the state in this case," wrote Justice Daphne Barak-Erev.

"The property was once declared as absentee without any basis in law, since the owner was without a doubt a resident of Jerusalem at the time of the initial declaration," she added, lamenting that the state sought to subsequently declare Musa Sumarin’s children to be absentee owners after the declaration failed to stick with Musa.

The Sumarins’ lawyer Waseem Dakwar called Monday’s decision "precedent-setting and just."

"The decision includes criticism of how the authorities behaved on this matter and in their declaration of the Sumarin home as absentee property, despite the fact that the [Musa] is a resident of Jerusalem. This demonstrates the importance of the Supreme Court as the last bastion [of security] for every resident and citizen of the country," he added.
