Russia considers military bases in Vietnam and Cuba
[Reuters] Russia is considering plans to restore military bases in Vietnam and Cuba that had served as pivots of Soviet global military power during the Cold War, Russian news agencies quoted Russian Deputy Defence Minister Nikolai Pankov as saying on Friday.

Russia lowered its flag at the Lourdes signals intelligence base in Cuba and the deepwater Cam Rahn naval base in Vietnam in the early 2000s as part of a drawing down of Russia's military presence around the world after the demise of the Soviet Union.

But since then, Moscow's foreign policy has become more assertive, leading to tensions with the United States and its allies over, among other issues, the conflicts in Ukraine and Syria, and the presence of NATO troops in eastern Europe.

Pankov said the Defence Ministry was currently "rethinking" past decisions on closure of the bases, but declined to go into detail. Vietnam’s foreign ministry did not immediately respond to a request for comment and Cuban officials were not available.

The United States is in the process of reviving its relations with Cuba, which in Soviet times had offered Moscow its closest military installation to U.S. territory, less than 100 km (60 miles) from the Florida Keys.

#4  A Bing search for "Hurricane Matthew fatalities" turns up results of 0 to 4 fatalities. The same search on gurgle turns up 3-6 fatalities. At least two were people killed by falling trees, according to the articles returned in the searches. Each death is a tragedy, who knows how avoidable any of them was. No mass extinction event in any case, media hysteria notwithstanding.

But that is a game show, and marketed as such. Too many people tune into entertainment news thinking that the bobble heads are giving news reports instead of what they are really doing; entertaining the viewer to stay on the channel for ratings.

#12  The whole industry; I was watching a knock down baseball game, and the commenters for almost the entire half of the inning were lamenting the failure of the Metros to get past the wildcard. They were rooting for the home team - New York.

We get tv stations trying to out spectacular each other during tornado season. When the media gets into spectacular mode it is healthy to step back and take a look for yourself.

HRC Tells Bankers - ‘My Dream Is Open Borders'
[Daily Caller] Democratic presidential candidate Hillary Clinton told executives at a Brazilian bank in a private speech that she wants open borders for the United States, according to a new leak by the online hacktivist group Wikileaks.

"My dream is a hemispheric common market, with open trade and open borders," Clinton says in an excerpt from a speech to Unibanco Itau, a Brazilian bank. "We have to resists protectionism [and] other kinds of barriers to market access and to trade."

The unreleased transcripts of Clinton's paid speeches to financial firms were a major point of contention during the Democratic primary, with Sen. Bernie Sanders repeatedly demanding that Clinton release the transcripts, and Clinton repeatedly refusing to do so.

[WAPO via PJ] Chicago Police Department Superintendent Eddie Johnson said the officer, a 17-year veteran of the force, knew she should shoot the attacker but hesitated because "she didn't want her family or the department to go through the scrutiny the next day on the national news," the Chicago Tribune reported.

Johnson's remarks, which came at an awards ceremony for police and firefighters, underscore a point law enforcement officers and some political leaders have pressed repeatedly as crime has risen in Chicago and other major cities: that police are reluctant to use force or act aggressively because they worry about negative media attention that will follow.

The issue has become known as the Ferguson effect, named after the St. Louis suburb where a police officer shot and killed an unarmed black teenager in August 2014. The shooting set off protests and riots that summer and eventually gave way to a fevered national debate over race and policing. Many law enforcement officers have said that the intense focus on policing in the time since has put them on the defensive and hindered their work.

[IsraelTimes] Investigators say Dahir Ahmed Adan, 20, planned ahead for attack in which he stabbed 10, urged relatives to become more religious

The man who stabbed 10 people at a Minnesota mall had become interested in Islam in the last several months, withdrew from his friends and encouraged female relatives to be more religious, the FBI said Thursday.

"We were told (he) had not previously shown an interest in religion," but after 20-year-old Dahir Ahmed Adan did, he went from being a high academic performer to failing out of college "almost overnight," Minneapolis FBI Special Agent in Charge Rick Thornton said at a news conference in which authorities gave the public its first look at surveillance video of some of the Sept. 17 attacks.

"The totality of Dahir Adan’s behavior and the actions suggest he may have been radicalized either with the influence of others or on his own," Thornton said.

The attorney for Adan’s family, Abdulwahid Osman, said his parents and close family members did not see the behavioral changes that Sherlocks described. "They believed he was doing as good as he used to do," Osman said. "That is not the son they knew."
The local Somali-American community condemned their lad's activities here.
Thornton also said Sherlocks are looking at Adan’s digital footprint, including social media accounts, and are assessing "legal and technical options" to unlock his iPhone. He didn’t elaborate, and agency front man Kyle Loven said he couldn’t comment further because of the ongoing investigation.

In arguing that it appeared the attack was premeditated, Thornton said compelling evidence included Adan not changing out of his security guard uniform between shifts as he usually did, telling his family he had "work to do tonight." He then texted his boss to say he was not coming to work.

Less than a half-hour before the attack, he went to a convenience store. When the clerk said he would see Adan later, Adan replied: "You won’t be seeing me again," Thornton said.

Minnesota has the nation’s largest Somali community, with census numbers placing the population at about 57,000. Young Somalis have been a target for terror recruiters. Since 2007, more than 20 young men from the community have joined the Lion of Islam group al-Shabaab

Netherlands Extends U.N. Mission in Mali into 2017
[AnNahar] The Netherlands on Friday announced it was extending its contribution to the U.N. peacekeeping mission in Mali for another year, but will pull out its helicopters and crews.

"We have decided to continue the Mali mission, but with a reduced capacity," Dutch Prime Minister Mark Rutte told news hounds at his weekly presser, adding the "Dutch helicopters will be withdrawn."

The Netherlands has been contributing to the U.N. stabilization mission in the west African nation since April 2014, and has reportedly deployed up to 400 troops, as well as four Apache helicopters and three Chinooks.
Going forward without the helicopters. That's ... some contribution...
Earlier this year two Dutch U.N. peacekeepers were accidentally killed and one maimed in an kaboom during a training exercise at their camp in northwest Mali.

A total of 290 Dutch troops will be left behind in Mali once the helicopters are withdrawn in early 2017, Rutte and officials said.

The Dutch mission remains "important to contribute to peace, was well as for stability in the Sahel region

and thus the security of Europe," Rutte added.

The Dutch troops have already been transferring some tasks in and those remaining will focus on collecting and analyzing information, as well as long range reconnaissance, the defense ministry said in a statement.

The U.N. mission MINUSMA was deployed in Mali in July 2013 as part of an international effort against jihadist groups which overran the country's northern territory. More than 11,000 U.N. police and military are currently serving there, attempting to guarantee security in lawless swathes of the vast Sahel nation.

Although they were largely ousted by a French-led military operation in January 2013, Death Eater groups still pose a threat.

And the north continues to be beset by violence having fallen under the control of Tuareg-led rebels and jihadist groups linked to al-Qaeda in 2012.

Although peace has been restored in parts of Mali "it remains fragile and the work is not yet done," the ministry said.

Mali also faces threats from "terrorism and transnational crime" while the exodus of migrants colonists is a source of "instability on Europe's southern flank," it added.

Brother of Brussels Knife Attacker Charged with Terrorism
[AnNahar] The brother of a man accused of attacking two Brussels coppers with a knife has been charged with terrorism offenses, the Belgian federal prosecutor said on Friday.

Aboubaker Diop, the brother of attack suspect Hicham Diop, was "charged with participation in the activities of a terrorist group", the prosecutor said in a statement.

Media reports said Diop was a kickboxing former soldier who had served until 2009 and who had ties to jihadists who had gone to fight in Syria.

Belgium remains on its second-highest level of terror alert in the wake of deadly suicide kabooms targeting Brussels' airport and metro system on March 22 in which 32 people were killed.

22 Soldiers Killed in Attack on Niger Refugee Camp
[AnNahar] Twenty-two soldiers have been killed in an attack blamed on jihadists against a camp in Niger sheltering Malian refugees, a security official said on Friday.

The attack against the camp in Tazalit, in the Tahoua region some 300 kilometres (200 miles) northeast of the capital Niamey, took place in broad daylight on Thursday.

"Some 30 to 40 heavily gunnies speaking in Tuareg carried out the attack, killing 22 soldiers," the official, who asked not to be named, told AFP.

He said the attack was "probably carried out by jihadists."

The UN refugee agency, which confirmed the corpse count, said in a statement that five soldiers were also hurt in the attack, while three managed to escape.

The assailants "headed directly to the camp's security post and machine-gunned the soldiers who were having lunch," the security official added.

They left two hours later after seizing three vehicles, including an ambulance, as well as weapons, food and clothing.

The UN refugee agency says more than 50,000 Malians have sought refuge in Niger.

Despite a peace accord and a 2013 international military intervention, large tracts of Mali are still not controlled by domestic or foreign troops and remain subject to attacks by jihadist groups.

"Possibly, the government agencies, the police and this part of the armed opposition might agree to form some joint law enforcement bodies to maintain normal life there to let civilians feel secure."

Militants who have separated from Jabhat al-Nusra will be able to form law enforcement forces in Aleppo along with the police, according to Lavrov.

"Those who are not leaving with al-Nusra must clearly dissociate themselves from it, to commit this liability to paper, officially," Lavrov said. "Maybe then, government structures, police and these armed oppositionists will be able to form some joint law enforcement bodies to maintain normal life to make people feel secure."

Police capture PKK bad boy suspected of Istanbul bomb attack
Police in the Central Anatolian province of Aksaray early on Oct. 7 detained an outlawed Kurdistan Workers’ Party (PKK) militant who was the suspected perpetrator a bomb attack in Istanbul near a police station, which wounded 10, state-run Anadolu Agency has reported.

Istanbul counter-terrorism police identified the suspected bomber on the run via security footage, determining that he had left the city in a civil car to join PKK camps in Syria and Iraq. Police informed security units across the country to apprehend the perpetrator.

Police units in Aksaray stopped a suspicious car and captured three militants - identified as Ekrem G., Felek G. and Serdar G. - including the perpetrator who was carrying a fake identity card. A Glock-model gun was also seized inside the car.

The three suspects, who narrowly escaped a lynching from angry locals in Aksaray, were later taken to the Aksaray State Hospital for health checks before being brought to the Istanbul police headquarters.

In addition, another three suspects were detained in Istanbul in connection to the attack, bringing the total number of detainees to six.

The owner of the motorcycle used in the attack has said he lent it to one of his friends. Police, meanwhile, stated that a plastic explosive had been used in the attack.

Deputy Prime Minister Numan Kurtulmuş said late on Oct. 6 that the bomb attack was bypassed with the slightest damage possible due to security measures, describing it as a “big attack.”

(ISIS) gunnies from Nineveh province, which is expected to start in mid-October, Iraqi and Kurdish officials say.

Kurdish Peshmerga forces have virtually besieged Mosul along the city's northern and eastern borders while the Iraqi army has surrounded the city from the south, leaving only one route for the gunnies to flee Mosul towards the Syrian border in the east.

The vicinity of both Kurdish controlled Kirkuk and Dohuk provinces to Mosul has given Peshmerga troops a key role in the anticipated offensive with both the Iraqi army and international coalition now calling for Kurdish participation in the battle despite earlier concerns.

"We have completed all the preparations ahead of the operation since it is vital for us to succeed in Mosul with collaboration with both the Peshmerga and (Shiite) Hashd al-Shaabi," said Colonel Joma Shookor, commander of Iraqi army's 73rd brigade.

Kurdish officials have in the past said their condition for participation in Mosul offensive is that local Sunni forces also take part along with the Iraqi army.

It is however unclear how the Shiite and Kurdish forces will participate in the battle in a predominately Sunni city while avoiding escalation of ethnic and religious tensions.

Some 20,000 Sunni fighters known as Hashd al-Watani will also support the operation, many of who have been recruited from Mosul itself.

The possible participation of Shiite militia has stirred debate in the country with many Sunni leaders fearing it would boost the support for ISIS gunnies in Mosul and elsewhere in the country.

"The decision to have the Shiite Hashd al Shaabi in the offensive has been made. I think all parties will participate since it will become our last battle against the ISIS," said Shiite militia commander Yazan Mashaan Jabouri.

"We need the support of the Hashd, the army, the anti-tenor forces, the Peshmerga and the international coalition to defeat ISIS," Jabouri told Rudaw.

Singaporean Daesh supporter apprehended in August
[AsiaOne] A 33-year-old Singaporean Daesh supporter was arrested in August, the Ministry of Home Affairs said yesterday. Asrul Alias, a technician, has been placed under a two-year Restriction Order which curtails his movements and activities. The ministry said in a statement that he will undergo religious counseling while under restriction.

The ministry also said Asrul began reading online material about the conflict in Syria in 2014 and started viewing online sermons by radical clerics and videos of Daesh fighters in combat. He shared pro-Daesh propaganda on social media and also spoke up against criticisms of Daesh that he encountered online.

Asrul stopped posting pro-Daesh materialafter being warned by a family member and a friend last year and early this year. But he remained supportive of Daesh and continued to view its propaganda online.

In its statement, the ministry also announced that Singaporean Mohammad Razif Yahya, 28, was released conditionally from detention after it was assessed that he no longer posed a security threat that required him to be detained. He had been apprehended in August last year for voluntarily fighting Houthis in Yemen in January 2010.

Missouri Officer Shot Point-Blank, Killed by 18-year-old
[BEARINGARMS] A St. Louis County police officer was fatally shot Thursday after responding to a report of a disturbance, and prosecutors charged an 18-year-old man in the killing.

Officer Blake Snyder, 33, was shot point-blank after encountering the man accused of causing the disturbance in a normally quiet, middle-class suburban neighborhood in Green Park, St. Louis County Police Chief Jon Belmar said.

Trenton Forster, who faces first-degree murder and armed criminal action charges in the early morning shooting, was inside a car when he shot Snyder, authorities said. A second officer arrived moments later and fired at Forster, striking him several times and wounding him, they said.

County prosecutor Robert McCulloch, when announcing the charges against Forster on Thursday afternoon, said more charges are "highly likely." He said Forster remained in stable, pH balanced condition and is expected to survive. Forster will be locked away

Police were called shortly after 5 a.m. about a reported disturbance in Green Park, a community of about 2,600 residents in Missouri’s south St. Louis County. Belmar said a young man was banging on the door of a house and demanding to be let in. The man had a relationship with a young woman who was inside the home, police front man Shawn McGuire said.

Snyder and another officer, whose name hasn’t been released, were dispatched in separate cars. Snyder arrived first.

Belmar said Snyder saw the man inside a car and ordered him to show his hands. McCulloch said Forster shot Snyder once with a 9 mm pistol that was found at the scene.

Snyder, who was married and the father of a 2-year-old boy, was pronounced dead at a hospital a short time later.

Forster and the officer who shot him are white, as was Snyder, who had been with the department for four years.

The circumstances that led to the shooting remain under investigation. Belmar said the suspect was the subject of an earlier drug case in which Snyder was an investigator. However,
there's no worse danger than telling a mother her baby is ugly...
McCulloch said later that Forster was out on bond in relation to a pending felony marijuana-possession case that did not involve Snyder.

Online court records did not show whether Forster has an attorney who could comment on his behalf about Thursday’s charges.

Snyder and the other officer were not wearing body cameras, and St. Louis County police vehicles do not have dashboard cameras, Belmar said.

Tatar songstress apologizes for video filmed at mosque
[RFE/RL] Famous Tatar singer-dancer Rezeda Ganiullina has apologized after Russian Muslims condemned a recent video of hers that was filmed on the grounds of a mosque. The deputy mufti of Tatarstan, Rustam Batrov, said on September 23 that no probe will be launched against the singer because she officially apologized and removed the video from social networks.

In the video, which is still on YouTube, a scantily clad Ganiullina sings a song and dances near the White Mosque in the ancient city of Bolgar. The video sparked an outpouring of criticism by Muslims, who said they will file a lawsuit against the songstress for insulting their religious feelings.

Russia's Investigative Committee earlier said that it had begun investigating the video to find out if it was a violation of the freedom of religion.

[The Australian] A Pakistani scholar on a speaking tour across Australia has had events cancelled and has been asked to leave the country after a video emerged in which the man says global peace will only be established when the last Jew is killed.

Muhammad Raza Saqib Mustafai spoke at Blacktown Mosque, and Al-Madinah Masjid in Liverpool on Monday, and was due to speak in Melbourne, Brisbane, Perth and Adelaide in the coming weeks. He has since been asked to leave by the imam who organized the tour, Hafiz Raza from Blacktown Mosque.

"Muslims are not terrorists; they are the lovers of peace and preachers of peace. And all the troubles that exist around the world are because of the Jews. When the Jews are wiped out, then the world would be purified," Mustafai says in the video, according to a translation by the Middle East Media Research Institute.

The Pakistan Association of Australia was alerted to the video – called 'Jews Are the Enemies of Islam and Peace' – which was passed onto the organizers of the speaking tour who called off the remaining dates. The head of the Pakistan Association of Australia, Abbas Rana, said he was shocked by the video.

Mustafai, who has a strong following online, is the founder of Idara-tul-Mustafa Pakistan, which calls itself a spiritual movement. He has been a cleric at the Markazi Jamia Masjid Gulzar-e-Madinah in Gujranwala, Pakistan.

A convoy of military vehicles carrying African Union soldiers came under bomb attack in Somali capital, Mogadishu on Friday, an eyewitness said. The witness said an AMISOM armored personnel carrier was damaged when it was targeted a remote-controlled land mine blast on Mogadishu’s industrial road.

“AMISOM military convoy was targeted in IED explosion on the industrial street in Mogadishu, one vehicle has been destroyed in the attack,” said the eyewitness.

There was no immediate reports of the exact number of casualty on AMISOM soldiers as a result of the roadside bomb attack in Mogadishu on Friday.

AMISOM denies civilian killings in southern Somalia
The African Union Mission in Somalia (AMISOM) has denied reports that a bombardment by its troops killed five civilians in the southern Somali town of Janale during fighting with Al-Shabaab militants on Tuesday.

The AMISOM said in a statement Thursday that the fighting, in which 7 militants were killed, was away from populated areas.

“AMISOM takes the safety of the Somali people seriously and takes utmost care in all its operations to protect civilians,” the statement.

Local media reports claimed five civilians were killed and several others wounded in an overnight mortar bombardment by AMISOM force on a residential area near Janale town in Lower Shabelle region.

AMISOM force is helping the Somali army fight the Islamist group Al-Shabaab, which carries out frequent attacks in the country.

The terrorist group did not release the names of their victims; instead, they chose to boast about their terrorist organization through their social media accounts.

Kunduz Crisis Deepens As Battle Continues
Fierce fighting between insurgents and security forces raged Friday as the Taliban continued its onslaught against Kunduz city.

Heavy clashes broke out in a number of areas in Kunduz with government forces struggling to retake captured territory.

Security officials said insurgents have planted landmines, which is slowing down the military operation.

The Taliban has also taken to hiding out in residential homes, and using them as battle positions.

Sources inside the city said residents that are still there are in a desperate situation as there is no electricity, little food and a severe shortage of clean water.

Thousands of residents have however fled the city.

But local officials said the security forces were able to retake control of Khwaja Mashd, Bandar-e-Kabul and Hawza-e Awal areas in Kunduz city on Thursday night.

However, the Taliban still reportedly has control of Bandar-e-Khan Abad, Zakhail, Naseri and Chaman regions on the outskirts of the city.

Sources said that nearly 200 Taliban militants and around 20 security force members have so far been killed and wounded in the Kunduz battle.

Amnesty International on Thursday called on the Afghan government and the Taliban to facilitate swift and unimpeded passage of humanitarian relief into Kunduz, where according to the organization, thousands of civilians are trapped in increasingly dire conditions.

The organization said it has interviewed medical workers and civilians stuck in Kunduz amid fighting after the Taliban launched an assault on Monday.

According to the organization, Kunduz residents have described grim scenes as food and water supplies have been exhausted and electricity cut. The city's civilian hospital has run out of medical supplies and sustained rocket and gunfire attacks on Wednesday.

"Civilians in Kunduz are once again at a precipice, and time is running out. Unless all parties to the conflict permit a humanitarian corridor to allow vital aid in and people to flee, we could soon be looking at a devastating humanitarian crisis," said Champa Patel, South Asia Director at Amnesty International.

Taliban, Afghan soldiers casualties in army base attack in Kandahar
The Taliban militants and the Afghan National Army (ANA) forces suffered casualties during an attack by the Taliban insurgents on an army base in southern Kandahar province.

The provincial government media office in a statement said at least 20 militants were killed or wounded and 3 Afghan soldiers lost their lives during the attack.

The statement further added that 4 Afghan soldiers also sustained injuries in the attack which was carried out in Maiwand district.

However, another official in Kandahar province said the casualties of the Afghan army could be higher than figure disclosed by the provincial government.

The Taliban militants group has not commented regarding the report so far.

Kandahar is the birthplace of the Taliban group and was among the relatively volatile provinces few years ago but the security situation in the province has improved during the recent years.

The latest attack on the army base in Maiwand comes as the Taliban insurgents have launched several attacks in southern Helmand and northern Kunduz province.

Sporadic clashes still continue in the outskirts of Kunduz city as the group attempted to take control of it while clashes are also reported around the provincial capital of Helmand province.

"We consider them an occupation force and we will deal with them on this basis," he said." As long as they are seen as occupiers, we have a right to adopt all available means to deal with the occupiers."

Houthis Have Turned Yemeni Schools into Iranian schools
Houthi rebels are involved in the bombing and demolition of many regular schools in the Al-Ghayl district of the Al-Jawf governorate, Yemen. Religious Shi’i seminaries that teach the Iranian curriculum are being constructed on the ruins of the schools.

The governor of Al-Jawf Amin Al-Ukaymi told Asharq Al-Awsat yesterday that an Iranian teacher has been arrested. The teacher had been sent by Tehran with other teachers to Yemen in order to teach children according to the Iranian curriculum which spreads hatred and resentment of Arabs.

He explained that the Iranian teacher, who was teaching Yemeni children and indoctrinating them according to the curricula of the Velayat-e Faqih that are taught in religious seminaries in Qom and Mashhad, was arrested during battles to liberate districts in Al-Jawf. Al-Ukaymi emphasised the fact that the Yemeni national army has vowed to liberate all districts in the Al-Jawf governorate, including Al-Ghayl, which is one of the most important Houthi strongholds.

According to the governor of Al-Jawf, the strategic importance of the Al-Ghayl district lies in the fact that it is adjacent to five districts and provinces, the most important of which are Sana’a which is under Houthi rule, and the province of Ma’rib. Its nature which is characterised by mountains and rugged areas gives the Houthis access to the Majzar district of Ma’rib, the centre of the city of Al-Hizam and four districts in western Al-Jawf.

Huge attack launched by Syrian Army, Hezbollah in southern Aleppo
[ALMASDARNEWS] Syrian Arab Army's 800th Regiment of the Republican Guard, backed by the Ba'ath Battalions and Hezbollah, launched their second attack on the southern districts of Aleppo, striking the jihadist rebels at Sheikh Sa'eed and the 1070 al-Hamdaniyah Housing Project.

Backed by Russian Arclight airstrikes, the Syrian Armed Forces and Hezbollah continued where they left off last night, advancing eastward inside the Sheikh Sa'eed District, despite fierce resistance from Jaish al-Fateh (Army of Conquest).

According to preliminary reports from southern Aleppo, the Syrian Armed Forces and Hezbollah managed to capture an important hilltop inside Sheikh Sa'eed after an intense battle with the jihadist rebels.

The hill was identified by a Syrian field journalist as Tal Sheikh Sa'eed, which is considered one of the most important sites inside the district.

The Army is finally bent on replacing it with the FVL program. The middleweight aircraft will replace both the UH-60 Blackhawk and the AH-64 Apache. At some point the Army has to redirect the funding hose away from existing programs and into newer ones, and that point is now. The Army may buy more -E models in the near future, but that would be to replace existing helicopters lost in crashes or combat operations.

Meanwhile, Apache maker Boeing is pressing ahead with plans for an -F model, with or without the Army. Many of the Apache's overseas sales didn't occur for a decade or more after the helicopter entered U.S. service. If the same happens with the armed FVL aircraft, it might not attract foreign buyers until 2040 or later. Meanwhile, an -F model Apache could act as bridge--a very lucrative bridge indeed as the Apache continues to gain fame as a proven combat platform."

Davao City blast suspects caught in Cotabato City
[Business World Online] Philippine defense secretary Lorenza presented on Friday three terror suspects in connection with the September 2 bombing of the Davao City night market. The suspects were arrested by security forces on Tuesday at a checkpoint in Cotabato City.

The suspects are TJ Tagadaya P. Macabalang (also known as Abutufail or Triggerman), Wendel A. Facturan (a.k.a. Muhaimin or Bomb Courier), and Musali U. Mustapha (a.k.a. Abu Hurayrah or Documenter), and they are said to be members of what is called the Maute Group.

An initial investigation found that Macabalang detonated the bomb that was placed in position by Facturan where Mustapha "documented" the blast and the people's reaction with his mobile phone. Two videos were presented to the media. The first video was the incident as recorded, and the second showed Facturan, holding a rifle before a Daesh flag.

Lt. General Eduardo Ano said, "There are indications that the Maute Group is trying to align themselves with ISIS as seen in the recorded video. We have also established their link with the Abu Sayyaf as they revealed their intention to disrupt he government's massive military operations in Sulu.

Secretary Lorenza said, "The Maute group's plan to bomb Davao City was conceived more or less two weeks before the actual incident. Accordingly, the plan was conceptualized to disrupt and divert the government’s massive military operations in Sulu that started in July 2016 and in Central Mindanao that started in August 2016.

"Moreover, the attack was conducted in retaliation for the heavy casualties suffered by the terror group in Butig, Lanao del Sur. The operations in August 2016 also resulted in the capture of eight Maute members in a checkpoint on August 22. The arrested members later bolted out of prison on August 27."

A follow-up operation led to the arrest of Macabalang's father, Teng Macabalang, who had both high-powered and short firearms, ammunitions, and IED materials.

CTD arrests nine suspected terrorists in Karachi
KARACHI: The Counter-Terrorism Department (CTD) on Friday arrested nine suspected terrorists and recovered bombs, suicide jackets, hand grenades and 30 bore pistols from their possession.

After receiving details regarding the planned activities of terrorist outfits in the city during Muharram, a team headed by CTD head Raja Umer Khattab was set up, a press release by CTD stated.

The team discovered that suspected terrorists and alleged members of Al Qaeda in the Indian Subcontinent (AQIS) and Lashkar-i-Jhangvi (LJ) were planning on employing suicide jackets, hand grenades, bombs and carrying out target killings in Karachi, the CTD said.

Those arrested include:

The CTD claimed to have discovered a house where the suspected terrorists would meet in secret to discuss their plans.

The CTD said the suspected terrorists were gathered at the house located in North Karachi's 5/B-1. A team of CTD personnel surrounded the house and surrounding areas and ordered the suspected terrorists to surrender themselves.

The CTD claimed the 'terrorists' opened fire at the police and hurled hand grenades at them, to which the police responded by hurling gas shells inside the house forcing them to evacuate to the roof from where they were arrested.

In May, the police claimed to have killed three AQIS operatives involved in sectarian killings.

Malir SSP Rao Anwar had told Dawn that the police took the action on a tip-off and conducted a raid in Gulshan-i-Buner, where they were attacked by gunmen. The police returned fire and killed three suspects.

The SSP identified one of the dead as Riaz, alias Raja, said to be an AQIS commander.

Woman executed for refusing marriage

[ARA News] DUHOK – Extremists of the Islamic State (ISIS) executed an Iraqi woman in Mosul city after accusing her of ‘committing adultery’, local sources reported on Friday.

The 32-year-old woman was stoned to death at the hands of ISIS jihadis in the Darkazliya neighbourhood in eastern Mosul.

“The ISIS-led Sharia Court said in a statement that the woman was charged with adultery, without providing further information,” media activist Abdullah al-Malla told ARA News in Mosul city, in Iraq’s northwestern Nineveh governorate.

Dozens of people participated in stoning the woman. “ISIS jihadis demanded the people of Mosul to watch the brutal execution, and forced dozens to participate in stoning her along with the group’s militants,” al-Malla reported.

Informed sources in Mosul told ARA News that the woman was sentenced to death for refusing to marry an ISIS jihadi. “The adultery accusation was completely baseless. This woman was executed for escaping her family’s house after an ISIS jihadi asked her hand for marriage and her father agreed,” head of Nineveh media centre Raafat al-Zarari said.

“She preferred death instead of marrying one of ISIS jihadis, who are known for their brutality towards women,” Zarari told ARA News.

Taliban Attacks Pul-e-Khumri City
Security Officials said that the Taliban attacked Pul-e-Khumri city in Baghlan early Friday morning and occupied a police checkpoint.

Clashes between the security forces and the insurgents lasted two hours but dozens of people have left their homes and fled to safer areas.

Meanwhile, a number of soldiers on the frontline have said that security officials were aware of the plan to attack the city, but didn't take any action.

"The national security had warned our commander that armed men had taken up positions at the back of our checkpoints, and asked him to send more soldiers to the checkpoint, but he failed to do so. The insurgents attacked us and we fought with them and finally our ammunition ran out and I wounded," said a wounded soldier.

However, insurgents were pushed back when backup forces arrived.

"A few insurgents were seen on the Shamar Mountain and fired on the city. The people's uprising group along with the security forces fought them and they fled from the region. We have promised to defend the province and will meet our promise," said Ghani, commander of the battalion stationed on Baghlan highway.

"People are living normally, there is no concerns regarding security," said Zabih, chief of first district police station of Pul-e-Khumri city.

But residents are worried about the attack.

"Government has assigned the people to checkpoints that cannot fight the insurgents or they sell the checkpoints to the Taliban and the city's security has deteriorated," said Mahtabuddin, a resident of Pul-e-Khumri.

In addition to this, Taliban targeted a police convoy on Friday night in Baghlan Markazi that was carrying ammunitions and military equipment to Kunduz province.

Witnesses have said that after a few hours of clashes between the security forces and the insurgents, a lot of the supplies were destroyed after insurgents burnt the trucks.

Despite a number of calls to the security departments, they refused to speak about the attack on the convoy.

Six dead after al-Qaeda ally attacks Christians in Kenya border town

The group said that its Lions of Islam were behind a grenade and gun attack on a residential block in the town of Mandera, when people were sleeping, BBC News reports. The attack killed six people.

The group said via radio that the attack happened as planned and was aimed at Christians. A front man for the group told the BBC that the group wanted non-Moslems to leave areas it regards as Moslem.

Militants also attacked a telecommunications site, according to Mandera County commissioner Fredrick Shiswa, who said this was a diversion from the attack on the neighborhood.

Shiswa said the attack appeared to have been planned over a long period and was carried out with efficiency.

Mandera is on the border of Somalia, where the al-Qaeda affiliated group is based.

Many of the town’s Christians are skilled workers from other parts of Kenya who help contribute to hospitals and schools. Moslems not aligned with al-Shabaab have sought to strengthen relations with Christians.

Security in Thai south increasingly handled by militias
[Benar News] Troop levels in Thailand's far South are at their lowest level since peak deployment nine years ago. The gradual draw-down has been accompanied by the shifting of security responsibility to local armed militias. Current troop strength in the southern border area is just over 20,000, a bit more than half the number of military personnel posted there in 2007, according to a military spokesman.

According to Colonel Pramote Prom-in virtually all troops from the nations north, northeast and central regional commands have already left the far South. He said only three battalions of non-local troops remain in the Muslim-majority region.

Pramote said the downsizing is balanced by the use of local armed units such as the Volunteer Defense Corps (Ar Sar - VDC) and the village defense volunteers (Chor Ror Bor - VDV.

The total security presence, including those groups and police, is around 50,000, in an area of 1.7 million residents, 80 percent of whom are Malay-speaking Muslims. Pramote said that about 40% of the remaining 20,000-plus soldiers are Rangers, a significant number of whom are local Malay Muslims. These paramilitary forces are not part of the regular armed forces but are locally recruited and trained by the Thai Army.

Abu Sayyaf split in Sulu to evade military
[PhilStar] The Abu Sayyaf has split into smaller factions to focus on mobile tactics after being chased out of a base in Basilan.

Colonel Cirilo Donato said the 200-man Abu Sayyaf group that used to occupy a camp in Barangay Baguindan as a base of operations against Tipo-Tipo town, fled last month because of the military operations. He said the Abu Sayyaf group led by Isnilon Hapilon suffered nearly 50 killed and several injured during its occupation last month.

Hapilon and his group are known to have pledged allegiance to Daesh and vowed to establish a caliphate in Basilan.

Donato said that Hapilon's group stopped villagers from traveling to their farms. Residents were only allowed to go if they agreed to join the Abu Sayyaf. Residents reported the harassment, which triggered the offensive against the rebels.

Donato said about 100 Abu Sayyaf insurgents are thought to be hiding in the jungle of Sumisip near Sampinit Complex.

Seven fighters killed in Yemen clashes
Seven fighters were killed in clashes between Houthi militias and loyalists of Ali Abudllah Saleh in southwest Yemen on Thursday, a loyalist officer said.

Four militias and three pro-government fighters died on the edge of Taez and Lahj provinces in fighting for control of an area overlooking the strategic Bab al-Mandab strait, the officer said.

The busy shipping lane links the Suez Canal and the Red Sea with the Gulf of Aden and the Indian Ocean. Fighting between the Houthi militias and fighters loyal to President Abedrabbo Mansour Hadi has spiked on several fronts since UN-backed peace talks were suspended in early August.

A Saudi-led coalition intervened in support of Hadi’s government in March 2015, after the Houthi militias overran much of the country including the capital Sana’a.

I don't get much humor out of following firearms prices and issues relating to the 2nd Amendment. There is very little cheer in that department, but sometimes I get a tiny chuckle delivered by the left.

Hollywood film actress Sarah Jessica Parker expressed the fear that she and her husband will be shot by Trump supporters.

Only by way of return fire, sweetie.

And surprise, a federal judge all the way out in the Marianas Islands has overturned "a ban on carrying handguns in public, a ban on so-called assault weapons, caliber restrictions for long guns, a $1,000 tax on handguns, and a requirement that all guns be registered with the government."

According to the linked article, the judge, identified as Ramona Manglona, has undermined a previous appeals court decision that allowed what I term draconian restrictions on firearms, such as those passed in California this year.

Whether her ruling stands, it should be noted that if you are waiting for the courts to hand you a constitutional carry permit, you will be waiting for a long, long time. The courts are not friends of firearms owners, not by a long shot, and it would take decades of favorable rulings to change that.

Meanwhile, you'll excuse me while I save up for this firearm.

Moscow approves indefinite deployment of Russian Air Force at airbase in Syria
[ALMASDARNEWS] Russia's lower house of parliament ratified on Friday an agreement with Syria that authorizes the deployment of a Russian air group at the Hmeimim airbase for an indefinite period of time.

The Hmeymim airbase agreement was signed in Damascus on August 26, 2015, and was submitted to the State Duma for ratification in the beginning of August, 2016. The document was approved by 446 State Duma politicians.

A Russian airforce group has been deployed to the Syrian Arab Republic following a request from Damascus. The airforce group is located on the Hmeymim airfield in Latakia. Moscow will use the base 'free-of-charge' and will carry out supplies of necessary equipment and ammunition to the base without customs or any other duties, the memorandum says.

US quietly delaying thousands of deportation cases
NEW YORK ‐ The Obama administration is delaying deportation proceedings for recent immigrants in cities across the United States, allowing more than 56,000 of those who fled Central America since 2014 to remain in the country legally for several more years.

The shift, described in interviews with immigration lawyers, federal officials, and current and former judges, has been occurring without public attention for months. It amounts to an unannounced departure from the administration's widely publicized pronouncements that cases tied to the so-called surge of 2014 would be rushed through the immigration courts in an effort to deter more Central Americans from entering the United States illegally.

The delayed cases are those of nearly half of the Central Americans who entered the United States as families since 2014, and close to a quarter of the total number of Central Americans who entered during that period, according to Justice Department figures.

Foreign secretary’s presentation
[DAWN] On Monday, on the day of the All Parties’ Conference, Foreign Secretary Aizaz Chaudhry gave a separate, exclusive presentation in the Prime Minister’s Office to a small group of civil and military officials.

The meeting was chaired by Prime Minister Sharif and included senior cabinet and provincial officials. On the military side, ISI DG Rizwan Akhtar led the representatives.

While Chinese authorities have conveyed their willingness to keep putting on technical hold a UN ban on Jaish-e-Mohammad leader Masood Azhar, they have questioned the logic of doing so repeatedly.
The presentation by the foreign secretary summarised the results of the recent diplomatic outreach by Pakistain, the crux being that Pakistain faces diplomatic isolation and that the government’s talking points have been met with indifference in major world capitals.

On the US, Mr Chaudhry said that relations have deteriorated and will likely further deteriorate because of the American demand that action be taken against the Haqqani network. Five militants killed in Ingushetia
[RFE/RL] Russian security officials say a Daesh member and five other militants have were killed in two counter-terror operations in the North Caucasus region of Ingushetia.

Russia's National Antiterrorist Committee (NAK) said the alleged militants were killed on October 7 in the village of Gazi-Yurt and Ingushetia's biggest city, Nazran. One of those reportedly slain was identified as Zabairi Sautiyev, who recently returned from Syria, where he is said to have fought alongside Daesh militants. The NAK said Sautiyev came to Ingushetia to foment terrorism in the region.

According to the NAK, there were no casualties among either security forces or local residents.

A Turkish lawyer has filed a complaint against three senior U.S. soldiers, accusing them of making terror propaganda over the failed July 15 coup while claiming that some of the bombs used in the attempt did not belong to the Turkish military.

Lawyer Mert Eryılmaz filed a complaint at the Bakırköy Public Prosecutor’s Office in Istanbul regarding U.S. Joint Chiefs of Staff Chairman Gen. Joseph Dunford, Director of National Intelligence James Clapper and Central Command Gen. Joseph Votel on the grounds that they supported the attempted takeover of July 15, which has been blamed on the Fethullah Gülen movement.

Eryılmaz stated in his complaint that the coup attempt was directed from the İncirlik Air Base in the southern province of Adana and that military officers with links to the Gülen movement cooperated with U.S. military personnel at the base. He said bombs which do not belong to the Turkish military were found inside eight cargo planes which took off from the base and landed in the eastern province of Malatya on the night of July 15.

The base’s commander, Brig. Bekir Ercan Van, had sought asylum in the U.S. when the coup attempt failed but was rejected.

The lawyer also noted the testimony of Specialized Sgt. Muhammet Emrah Kuzu, who said Van called him to duty on July 15, after which he entered a building at the base belonging to U.S. soldiers, staying there around 20 minutes.

The soldiers at the base supported the movement and violated international conventions, the lawyer said, demanding the precautionary closure of the base.

The Bakırköy Public Prosecutor’s Office opened an investigation but said the matter was out of its jurisdiction, sending the file to the Istanbul Chief Public Prosecutor’s Office where coup attempt probes are being conducted.

The Istanbul Chief Public Prosecutor’s Office could either file a lawsuit or drop the complaint.

Following the coup attempt, a report by pro-government daily Yeni Şafak claimed that retired Gen. John Campbell planned the failed coup attempt. It stated that Campbell provided a huge amount of cash flow from the UBA Bank in Nigeria via the CIA in order to support the coup.

Dunford dismissed the allegations, describing them as “absurd.”

President Recep Tayyip Erdoğan also lashed out at Votel for appearing to lament the fact that some Turkish officers with whom the U.S. had relations were detained for their role in the attempted overthrow, saying the situation could impair relations between the two militaries.

The Pentagon stated that the general was misunderstood, saying any report suggesting Votel’s support in favor of coup-plotting soldiers was factually inaccurate.

Turkey PM Says over 70,000 Appeals Filed over Coup Probe

[AnNahar] Tens of thousands of people have filed appeals after being implicated in an investigation into the abortive July coup, the Turkish prime minister said on Friday.

"There are over 70,000 appeals. This will take time, the mechanism has been set up at the ministries," Binali Yildirim told news hounds in televised comments.

He said each request would be handled carefully, though he did not clarify whether they had come from the tens of thousands of people who have been detained, suspended from their jobs in the public sector or remanded in jug.

Success of New Ceasefire in Yemen Hinges on Rebels
Aden, Jeddah-Informed sources told Asharq Al-Awsat that Houthi rebels have accepted a 72-hour ceasefire truce. But, based on previous experiences, several observers informed about the situation in the country have expressed doubt about Houthis’ respect of the truce.

The sources said rebels accepted the ceasefire after U.N. Special Envoy to Yemen Ismail Ould Cheikh Ahmed arrived to the Omani capital, Muscat, where he met with a Houthi delegation to discuss the peace process in Yemen.

Houthi member Naser Baqzaqouz told Asharq Al-Awsat: “The delegation accepted the ceasefire and was informed by the U.N. envoy that the Yemeni presidency and the alliance forces had accepted it too.”

Yemen’s President Abd-Rabbuh Mansour Hadi’s internationally recognized government, which is supported by an alliance of Arab states led by Saudi Arabia, is fighting the Houthis and Saleh militias who took over the capital Sana’a in 2014.

Sources from the office of Ould Cheikh told Asharq Al-Awsat that the U.N. envoy carries with him an agenda for a political solution and a comprehensive understanding to end the crisis in Yemen.

According to the sources, the diplomat’s plan is based on the latest peace talks held in Kuwait, in addition to the points discussed in this regard, both is Jeddah and New York.

Separately, Governor of Al Jawf Amin al-Okaimi told Asharq Al-Awsat on Thursday that Houthis were involved in the bombing and destruction of several schools in Al Ghayl district. The rebels built on their ruins religious seminaries for Iranian indoctrination.

Okaimi said that the authorities had arrested an Iranian national sent by Tehran along with other teachers to teach Yemenis the Iranian doctrine, which is based on preaching hatred against Arabs. The man was arrested during battles to liberate several directorates in Al Jawf province.

The governor added that Houthis had previously received delegations from the Iranian revolutionary Guards in Al Ghayl district.

A 72-hour truce for conflict-riddled Yemen is expected to be announced soon, the UN envoy to the Arabian Peninsula country said Friday after talks with rebel representatives.

Three months of negotiations in Kuwait earlier this year ended without a breakthrough, dashing hopes for an end to the war between Shiite Houthi rebels and government forces that has gripped Yemen for more than 18 months.

Fighting flared anew when the talks collapsed in August, prompting UN envoy Ismail Ould Cheikh Ahmed to warn that restoring a ceasefire for Yemen was critical.

Speaking in the Omani capital on Friday after talks with representatives of the Houthis, the Mauritanian diplomat said a new truce deal was in the works as part of a wider peace plan.

"An agreement for a 72-hour renewable truce will be announced in the coming days," he said in remarks carried by the official Oman news agency.

The Houthis and their allies, supporters of ousted president Ali Abdullah Saleh, "are convinced of the need for a ceasefire," the diplomat said.

He said he would head to the Saudi capital, Riyadh, to meet with Yemeni President Abedrabbo Mansour Hadi.

The UN envoy said he was hoping to draft a new peace plan for Yemen "in the next two weeks" but that he first needed to carry out more consultations.

The United Nations says the conflict has killed more than 6,700 people and displaced at least three million since a Saudi-led Arab coalition backing Hadi's government launched operations in March 2015.

Since then, the rebels have been pushed out of much of Yemen's south, but they still control nearly all of its Red Sea coast as well as swathes of territory around the capital Sanaa.

The Saudi-led coalition has stepped up its air raids following the breakdown of talks and cross-border attacks from Yemen have also intensified.
