Oregon governor signs bill suspending math, reading proficiency requirements for HS graduates
[FoxNews] Gov. Kate Brown, the Oregon Democrat, signed a bill last month with little fanfare that drops the requirement that high school students prove proficiency in reading, writing or math, before graduation, a report said.

The Oregonian reported that the governor has seemed to avoid discussing Senate Bill 744. Her move to sign the bill was "not public until recently, because her office did not hold a signing ceremony or issue press release." The paper also pointed out that the bill was first signed on July 14 but not added into the state’s database until July 29 due to a glitch in the system.

Brown’s office did not immediately respond to an after-hours email from Fox News.

In June, state lawmakers voted to approve the bill that suspended the requirements for students for three years, KATU reported. Foundations for a Better Oregon said in a statement at the time that the bill is intended to "truly reflect what every student needs to thrive in the 21st century." Supporters of the bill insist that considering math and reading essential skills has been an unfair challenge for students who do not test well. The report said the requirement was first suspended at the start of the pandemic.

The KATU report pointed out that Republicans have come out against the bill and claim that it lowers "expectations for our kids." But there was some bipartisan support.

Charles Boyle, the deputy communications director from Brown’s office, told the paper in an email that staff from the governor’s office informed legislative staffers about the bill's signing on the day it was passed. He also said that the new standards for graduation will help benefit the state’s "Black, Latino, Latinx, Indigenous, Asian, Pacific Islander, Tribal, and students of color."

The paper reported that the bill could stay in effect for five years until new requirements.

#4  The military gave up on the value of HS certificates back in the 70s. They use the Armed Services Vocational Aptitude Battery (ASVAB) which if you pass validates the public school paper you show. Something like a third fail.

It has been demonstrated that doing well on a general intelligence test correlates well with success on the job, no matter what the field. Not too surprising really. Unfortunately, this leads to the dreaded (*thunderclap*) DISPARATE OUTCOME (*reverb*). And there are Federal laws against that. Expensive ones.

You may think you are sorting by intelligence in order to find employees that will do well, but in the eyes of the Justice Department you are discriminating against people on the basis of race.

In one of the most dramatic political downfalls in recent memory, New York Gov. Andrew Cuomo announced Tuesday that he is resigning his office amid a welter of allegations of sexual harassment and misconduct.

The decision came a little more than a year after Cuomo emerged as the face of supposedly rational Democratic decision-making amid ex-President Donald Trump's bungling response to the COVID-19 pandemic‐and just one week after State Attorney General Letitia James released a devastating report that found the governor had subjected 11 women to unwanted comments and touching.

“I think that, given the circumstances, the best way I can help now is if I step aside and let government get back to governing, and therefore, that’s what I’ll do,” Cuomo said Tuesday, adding that his resignation will be effective in 14 days.

[Townhall] - New York Governor Andrew Cuomo (D-NY) resigned from office on Tuesday afternoon in a shocking announcement. His resignation will be effective in 14 days. Cuomo was found to have violated state and federal law for multiple instances of sexual harassment of female employees in the workplace.

"The best way I can help now is if I step aside and let government get back to governing, and therefore, that's what I'll do," Cuomo said at a Tuesday press conference.

Probably not - all it means is that the resignees are engaged in CYA for public consumption. They'll be hired again, and be able to say, "Well, I quit when it became clear," even though they knew perfectly well what was going on.

That's entirely possible - on the other hand, there's a report this morning over at www.hotair.com (usually pretty reliable) that Cuomo offered a deal - he'd promise not to run for re-election (a double-pinky swear; I'm sure) if the Legislature would agree not to impeach him.

He's thinking he can hold on to this somehow. My call - and this is IMHO, YMMV, of course - is that if he's still there by the end of the week, he ain't going.

The "Remote Accessible Ballots for Eligible Voters" is being touted by California Secretary of State Shirley Weber as a way for voters to download ballots in the "comfort of their own home."
...and as many times as they like...
"For the November 3, 2020 General Election, any voter can request to use Remote Accessible Vote by Mail," the Secretary of State’s website states.

"A Remote Accessible Vote by Mail (RAVBM) system allows voters to mark their selections using their own compatible technology to vote independently and privately in the comfort of their own home. To use a RAVBM system, a voter must:
  • Download the application

  • Mark their selections

  • Print their selections

  • Sign the envelope (using the envelope provided with the vote-by-mail ballot or the voter’s own envelope)

  • Return the printed and signed selections either by mail or by dropping it off at a voting location. The selections cannot be returned electronically.
So if the whole thing's done on a printer, there's no way to tell the ballot box has been stuffed...
The Orange County vote website explains the process for California voters.

"The Remote Accessible Vote-By-Mail ballot provides voters with disabilities and overseas voters the option to request a Vote-By-Mail ballot to be delivered electronically," the website states. "This will also be available to all voters for the September 14, 2021 California Gubernatorial Recall Election beginning on August 16, 2021. The electronic ballot can be downloaded to the voter’s computer, marked using the voter’s own assistive technology and then printed."

Guy Who Thinks You Should Die At 75 Wants To Take Over FDA
[The Federalist] President Joe Biden is reportedly considering naming Ezekiel Emanuel, who clearly stated that he doesn’t believe older people contribute to society and that he wants to die by 75, to head the Food and Drug Administration as its permanent commissioner, Politico reports.

Emanuel, 63, served as an adviser on Biden’s campaign before joining the new administration’s COVID-19 advisory board. During his time there, he called for prolonged lockdowns to fight COVID-19.

Politico notes that "Emanuel has little experience in drug policymaking and has never worked at FDA," but claims that he is in the running for the top position after years of appealing to Democrats and their agenda.

"He’s won allies within the administration due to his background aiding the Obama administration, health policy ’vision’ and broader knowledge of the government," the article stated.

Emanuel built his reputation with Democrats and Biden after previously leading the Obama administration in their efforts to create the Affordable Care Act. Emanuel appears to have found long-lasting favor with Biden and his team such as the scandal-plagued Dr. Anthony Fauci who Politico claims is one of the oncologist’s biggest backers.

Vehement anti-Trump group donated $85k to Atlanta election judges, now auditors want some repaid

nonprofit that accused President Donald Trump of unleashing a "surge in white supremacy and hate" donated $85,000 last fall to election administrators in Georgia's largest county as part of a campaign to turn out black votes in the 2020 election. Auditors now want some of that money returned.

The Fulton County Auditor declared this month that county election officials failed to spend all of the Southern Poverty Law Center's grant for buying absentee ballot drop boxes and did not comply with one of the grant's primary requirements to publicly disclose how many ballots were collected in the boxes.

"The grant specified that any unused funds were to be returned to the SPLC by December 31, 2020. During our review, we identified that (21) ballot drop boxes were purchased on September 10, 2020 for a total cost of $40,614," the auditor reported. "We also noted that as of the date of our review, the remaining $44,386 had not been returned to the SPLC and the funds remain in the Registration and Election Department's budget."

Officials in the county elections office, which includes Atlanta and has suffered from documented mismanagement, told the auditors they were in touch with the county's grant division about returning money. But the report noted the deadline for doing so was already eight months past.

The move came as the Senate is close to passing a roughly 1-trillion-dollar bipartisan infrastructure bill, after the upper chamber voted to clear a key procedural hurdle to advance the bill over the weekend.

The White House and a bipartisan group of senators reached an agreement on the infrastructure bill after months of negotiations, which includes 550 billion dollars in new spending on infrastructure projects.

Along with the infrastructure negotiations, Schumer and other Democratic leaders have been seeking to advance the 3.5-trillion-dollar spending plan in a separate bill without Republican support, calling it the "two-track strategy."

The Coons-Young legislation provides for 39 new judgeships to be created after Jan. 21, 2025, and 38 new judgeships after Jan. 21, 2029.

Last year, during the presidential campaign, Biden dodged the question of whether he would endorse Democrats’ calls to pack the Supreme Court, finally announcing that he would appoint a commission of "scholars" to consider the issue. But Democrats jumped the gun, unveiling legislation in both the House and the Senate in April to expand the number of Supreme Court justices from nine to thirteen.

'Incoherence' of Biden border crisis strategy may lead to Democrat election losses: Washington Post

In an editorial, the Post predicted the "incoherence" of the Biden administration's policies could lead to Democrats losing control of the House and Senate in the 2022 midterm elections, and there was likely nothing in its current strategy that would change that outcome.

"In its apparent desperation to fashion an immigration strategy that will impose order on increasingly out-of-control migration, the Biden administration has unleashed a torrent of words and goals untethered to specific policies and timetables," the Post wrote. "Officials have effectively reversed and rolled back some of the Trump administration’s most pernicious policies, but without a clear road map to address the immediate crisis — a decades-high surge in illegal border-crossing — or the long-term challenge driving migration: dysfunction, disorder and decay in Central America."

The Post noted that Vice President Kámala Harris

It added her "convoluted messaging" telling migrants colonists not to attempt the journey to the U.S., while also scrapping or relaxing measures to dissuade the journey, had been a "failure."

"That failure is measurable, and it is politically toxic," the Post wrote before detailing the "staggering" number of apprehensions seen at the border this year.

In June, a record monthly high of nearly 190,000 migrants colonists were detained by border officials, despite the usual deterrence of the summer heat. According to reports, another record of 210,000 was set in July, although those numbers have not yet been released. A total of 1.1 million migrants colonists have been detained since the beginning of the fiscal year.
