#2 There are already stockpiles there with more in Japan. Moving the stocks from Japan to the mainland and into airbases where offensive operations would originate from would be a definite show that we are preparing to strike.

#3 Moving ammo is simple. It can be moved, and it can be moved back. Meantime, it sits in inert piles bothering nobody and remaining potent, wherever it is.
Moving dependents is another matter. That's serious. Upsets schools for the kids, residence for the families when they get home, perhaps jobs on the economy for the spouses.
in addition to sending a message, if Kim doesn't get the message, that's one big worry not to worry about.

#5 Time to move all dependents is this summer. Cast it as a "lean and mean" cost reduction move. Cut tours to what they are for combat tours.
