#3 Members of the military service can't quit, its called desertion.

Fed employees, at any time, and service members who's contract has expired can take their 'talent' elsewhere. The former has never been much of a problem, the latter is a never ending systemic problem.

...And all of these parasites needed raises and performance bonuses.
