The newly-appointed governor Eng. Akram promised to use all efforts to utilize the present capacities and opportunities for development and better governance in line with the IDLG policies.

Possessing higher education and experience in governance, Eng. Akram has previously served as head of protocol at the Presidential Palace.

In the meantime, head of the provincial chief for Kabul, Abdul Rahman Hashemi, urged Eng. Akram to put all efforts to create an appropriate environment for all sectors in this province.

More testimonies emerge regarding Taliban violence against women in Kunduz
[Khaama (Afghanistan)] New testimonies have emerged regarding the Taliban violence, particularly against women, in the historic provincial capital of Kunduz province which was overrun by the group late last month.

Methodically targeting a host of female rights workers and journalists just hours after seizing control of the city, are the latest testimonies emerged recently.

The barbaric killing of a close relative of a local female radio host is one of the latest testimonies emerged after the Afghan cops retook the control of the city last week.

According to the female radio host who spoke on the condition of anonymity , a group of Taliban bully boyz knocked her door, saying "We know a woman in your house works in an office."

"When my uncle denied it, he was taken outside and rubbed out. His body lay in the streets for days -- no one dared to go out and get it," she told AFP.

Besides the murders, rape or sexual assault, kidnappings, the Talibs included attack on women's shelters as one of their main targets.

Such shelters give refuge countrywide to runaway girls, domestic abuse victims and those at the risk of "honour killings" by their relatives, which the Taliban have often denounced the shelters as dens of "immorality" and labelled the women who seek shelter there as "sluts".

Haseena Sarwari, the Kunduz director of Women for Afghan Women, a NGO which ran a shelter housing 13 women, told AFP that she received an abrupt phone call from the head of the Taliban's vice and virtue department soon after they took the city.

Right before the city fell to Taliban control, Sarwari had received an astonishing letter, wrapped in a wedding card, warning her that she would be married off to a Taliban capo.

Sarwari who managed to flee the city in a burqa said the threat could not be dismissed lightly as in some areas overrun by the Taliban, the bully boyz are known to have married off wives of government officers to their cadres, treating the women as spoils of war.

She also recalled seeing a band of thickset bully boyz wrapped in bandoliers of ammunition at Taliban checkpoints, rifling through women's purses for any government IDs and scrolling through mobile phones for contacts.

The latest testimonies further confirm the atrocities committed by Talibs after overrunning the city despite the group rejects the reports as baseless.

The Afghanistan Independent Human Rights Commission (AIHRC) also released its report on Thursday, confirming earlier reports regarding the group's atrocities in Kunduz city, including murders, rape, kidnappings, use of civilians as shields, looting of public and private properties.

Over 1,900 People Wounded In Kunduz Siege: MoPH
[Tolo News] New figures from the Ministry of Public Health (MoPH) released on Saturday reveal that more than 1,900 people -- including security force members and civilians -- were maimed in the recent Kunduz battle - which is still ongoing in parts of the northern province.

The ministry said that over 50 people were killed in the festivities, adding that the toll is of those who died in hospitals.

"According to the latest information, at least 1,920 civilian and military people were maimed in the festivities in Kunduz, in different districts including Dashte Archi and a district from Takhar," said Dr. Qamaruddin Seddiqi, adviser to the Deputy Minister of Public Health.

According to the ministry, the deadliest single incident was the Arclight airstrike on MSF hospital.

"There is no exact information about casualties of the attack on MSF. Primary reports reveal that 10 visitors were killed and nine others, including maimed patients, are still unaccounted for. At least 12 of the MSF health staff were killed and two staff members are missing," he continued.

The MoPH officials said the information has been collected from 63 hospitals and health centers, and that those maimed that were not hospitalized have not been included in this toll.

Karzai said the Afghan people have had 14 years of foreign troop presence in their country and hoped for lasting peace and the elimination of terrorism but that this has not happened. Instead insurgency has strengthened.

In reference to the Bilateral Security Agreement (BSA) signed between the Afghan government and US in September 2014, Karzai said the security deal did not help overcome insecurity but instead it has intensified the war -- with fighting now in numerous provinces that were previously secure.

He also said that the Taliban's effort to step up the war in villages and cities has provided the opportunity for further presence of foreign troops in Afghanistan.

Karzai however said that the Afghan people will accept the US military presence on condition that they consider some issues, including elimination of terrorism, an end to war, maintaining a lasting peace, supporting national unity and respecting the national illusory sovereignty of Afghanistan.

Bodies Of Taliban Killed In Kunduz Sent To Their Families
[Tolo News] Baghlan police chief Abdul Jabar Purdeli on Saturday said the bodies of scores of Taliban fighters who were killed in the Kunduz battle by security forces have been handed over to their families.

He said holy warriors killed were mostly from Baghlan and that key figures and commanders of the Taliban were among the dead.

Purdeli said the highest casualty toll recorded during the battle was of turbans.

"Most of whom were from different districts of Baghlan," Purdeli said.

"According to our latest information, bodies of 90 hard boyz from different parts of Baghlan including Pul-e-Khumri city, Baghlan-e-Markazi district and other parts were sent to their families," he added.

MoD To Deploy Thousands Of Troops To Northern Provinces
[Tolo News] The Ministry of Defense (MoD) on Saturday said thousands of troops will be sent to Kunduz, Takhar and Badakhshan provinces in order to prevent any threat by myrmidons.

The MoD said the deployment will be permanent and they will be a supporting unit.

"They will number in the thousands. We hope to equip them as much as possible so they have no need to rely on reinforcement troops if needed. It will be a powerful unit," said Mohammad Rahman Afzal, deputy chief of MoD public affairs department.

U.N. threatens sanctions over Libya
[ENGLISH.ALARABIYA.NET] The U.N. Security Council on Saturday threatened to impose sanctions on those who block a peace deal for Libya that has run into hurdles over the formation of a unity government.

U.N. envoy Bernardino Leon has put forward proposals for the power-sharing government, but both Libya's internationally recognized parliament and the Islamist-backed assembly have balked at the appointments.

Libya has had two administrations since August 2014, when a militia alliance that includes Islamists overran the capital, forcing the internationally recognized government to take refuge in the east of the country.

Security Council members said the "Libya sanctions committee is prepared to designate those who threaten Libya's peace, stability and security or undermine the successful completion of its political transition," according to a statement.

The council "urged all Libyan parties to endorse and sign" the political deal and "work swiftly towards the formation of a government of national accord."

Sudan troops join coalition in Yemen
Around 6,000 Sudanese troops have landed in Aden to join the Saudi-led collation in Yemen, Arab media sources reported on Saturday. The Sudanese troops will reinforce and cement the Arab coalition troops and will give them a quantum leap in their march to liberate the rest of Yemeni land, commented writer Jamal Al Duweiri .

The deployment of Sudanese troops implies how determined the Arab coalition is in maintaining and preserving the national security of the region. It also reflects the Sudanese army's seriousness about the security, safety and stability of the region, the sources said.

"Due to Yemen's strategic location, the Arab military forces have to move on," Jamal pointed out.

The participation of the Sudanese troops at this stage will boost the achievements of the Arab collation in its effort to restore Yemen's legitimacy, he added.

The strategy is widely expected to include closer working between Internet companies and police to remove online propaganda, using systems currently employed against child abuse images.

There is also set to be a clampdown on extremism in prisons and universities, and incentives for schools to integrate pupils better.

The new strategy will set out "our new approach to tackle this poison", Cameron said.

The plan will target "violent and non-violent" extremism, support mainstream voices, and address the segregation and feelings of alienation that provide "fertile ground" for radical ideologies.

The premier warned however that the scale of the challenge was "immense".

"At the core is building a national coalition of all those individuals and groups who are united in their determination to defeat extremism and build a more cohesive society.

"We will do everything we can to support them -- through my new community engagement forum and with practical support and funding to tackle these deep-rooted issues.

"The scale of the task is immense and that is why we need everyone to play their part."

The strategy will also establish a joint industry and government group to tackle the proliferation of myrmidon content online.

According to recent research by British-based think-tank the Quilliam Foundation, the Islamic State produces 38 unique pieces of high-quality propaganda every day -- which spread on social networking websites and target IS sympathizers and supporters across the world.

"The past 18 months has seen a big change in the way that Lions of Islam use the Internet to target their radical ideology directly at young minds," the government added in Sunday's statement.

Cameron had already vowed earlier this year to "de-glamorize" IS snuffies and clamp down on Lions of Islam in Britannia.

Norks vow Dire Revenge™ over UN human rights resolution
SEOUL -- North Korea pledged Sunday to take "the toughest counteraction" against a proposed U.N. resolution targeting North Korean leader Kim Jong-un over the North's dismal human rights record.

South Korea, the United States and their like-minded partners began drafting a new resolution last Tuesday, calling for the referral of the highest official responsible for North Korea's human rights violations to the International Criminal Court. The highest official to be included in this year's resolution means North Korean leader Fat Boy Kim Jong-un, a diplomatic source said last week.

Last year, the U.N. General Assembly adopted a similar resolution that called for the U.N. Security Council to refer the North's human rights abuses to the ICC. The resolution led to the Security Council adopting the issue as an official agenda item for the first time.

North Korea "will foil the hostile forces' reckless 'human rights' hysteria against it with the toughest counteraction," an unidentified spokesman for North Korea's Foreign Ministry said in a comment carried in the country's official Korean Central News Agency.

The spokesman denounced the draft as a mean plot of the U.S. and its followers, claiming that the U.S. is the world's worst human rights abuser and a human rights tundra and criminal state.

President Park Geun-hye and U.S. President Barack Obama held a summit last week and pledged to work with the international community to improve North Korea's human rights record and ensure accountability for human rights violations.

"Given the horrific treatment of the North Korean people by their government, our two nations will continue to expose abuses and call for accountability for human rights violations," Obama said.

North Korea has long been accused of grave human rights violations, ranging from holding political prisoners in concentration camps to torture and carrying out public executions. The North has denied any rights abuses, describing the accusations as a U.S.-led attempt to topple its regime.

Cologne mayoral candidate Henriette Reker seriously hurt in knife attack
[DeutscheWelle]. An independent candidate to be mayor of Cologne has been severely injured in a knife attack. Police said four other people were hurt at the scene, and a suspect was taken into custody.

Police on Saturday morning said mayoral candidate Henriette Reker had been attacked at a political information stand in the city.

According to a spokesman, Reker was set upon by an individual wielding a knife who also attacked four other people at the scene, including a man - beleived to have been a part of Reker's campaign team - who was also seriously hurt.

The other three people were also said to have required medical treatment, but their injuries were not described as serious.

Police said a 44-year-old man had been arrested at the time of the incident, which took place at a political information stand for the Christian Democrats (CDU) in the Braunsfeld district of the city.

There was no initial indication of the motive for the attack, and it was not immediately clear how serious the injuries were.

However, "Focus" magazine reported that the man's act was meant at protesting the CDU's policies on refugees, according to Germany's KNA news agency.

The city elects a new mayor on Sunday and the 58-year-old year old lawyer was on the campaign trail at a weekly market. Reker's candidature has the support of a broad political base, with the CDU, the Greens and the Free Democrats all giving her their backing.

Dogan Group refutes 'irrational' accusations

's Dogan Group has said Star media outlet chair Murat Sancak's accusations that the Dogan Group was also behind a recent armed attack targeting him were "irrational and pathetic."

In a statement by Dogan Group Vice President Responsible for Corporate Relations Ahter Kutadgu, the group said Sancak voiced his accusations two months after the incident and after various reports were published about the incident.

"We consider commenting on this irrational, remorseless and pathetic statement that mocks the average human intellect as a waste of time and do not take it seriously," read the statement.

"We hand over Murat Sancak to Allah, but first to the supreme Turkish judiciary, and leave him alone with his own conflicts and dilemmas," it added.

Sancak was caught in crossfire on Aug. 20 along with his bodyguard and driver in Istanbul's Hadimköy district at around 12:00 p.m. According to the police investigation, a total of 21 bullets hit their car, but Sancak and his bodyguards managed to survive the attack and no casualties were reported.

One of the six suspects transferred to court in the case was incarcerated

Palestinians seek to claim Western Wall is part of Al-Aqsa compound
[IsraelTimes] UNESCO proposal, which also condemns Israeli excavations near Temple Mount, to be submitted by Arab states in coming days

Six Arab states are set to submit a proposal on behalf of the Paleostinians to the UN's cultural body to officially claim the Western Wall as part of Al-Aqsa Mosque compound (the Temple Mount), Israel's Ynet news website reported Friday.

The proposal will be submitted in the coming days to the United Nations

Educational, Scientific, and Cultural Organization, known as UNESCO, by Algeria, Egypt, Kuwait, Morocco, Tunisia and the United Arab Emirates, Ynet said. The Paleostinians are not members of the body's executive council, and therefore rely on one of the 58 member states to submit the proposal.

Ynet quoted senior Israeli sources as saying that the Paleostinians are also seeking to submit the proposal in parallel to the UNESCO plenum, where they are recognized as a state.

The proposal also calls for the international community to condemn Israel for urging "its citizens to bear arms in light of recent terror wave," as well as recent actions by Israel and the IDF in Jerusalem. The document, a copy of which was obtained by Ynet, refers to Jerusalem as "the occupied capital of Paleostine."

In addition, the Paleostinians seek condemnation of ongoing Israeli archaeological excavations near the Temple Mount and the Old City in Jerusalem, as well as for the "aggression and illegal measures taken against the freedom of worship and access of Muslims to Al-Aqsa Mosque and Israel's attempts to break the status quo since 1967."

According to Ynet, Israel is trying to convince as many countries as possible to oppose the proposal, or abstain. However,

the report said, the proposal will likely be approved as there is a Muslim and Arab majority on UNESCO's executive council.

The Paleostinians claim that Israel plans to change the status quo at the site, which is holy to Jews and Muslims but where Jews are allowed to visit but not pray. Israel has repeatedly denied the accusation, which has been a key factor in the ongoing violence.

#2  The Palestinians flat out deny there is any Jewish historical connection to Jerusalem and the Temple Mount, let alone to the Holy Land. This is consistent with that, and with the Muslim tradition of erasing evidence of a pre-Islamic past in the lands they conquer. Even in Arabia, the Saudis have been busily destroying buildings and shrines connected to the life of their prophet Mohammed and all else connected to that period, not to mention all traces of history before. If Allah continually reinvents the universe to reflect his whim, Homo muslimus is duty bound to reflect that in his own actions... or at least to remove proof supporting the claims of those who reject Islam.

U.N.'s blue helmets to protect world's heritage from ISIS

Hashd al-Shaabi not wanted in Kirkuk, security committee chief says
[Rudaw] The chairman of the security committee of Kirkuk Provincial Council is rejecting an idea to send Hashd al-Shaabi to the oil-rich, disputed Kirkuk province.

Azada Jabbari told Rudaw on Thursday that the Iraqi government should send weapons to the Peshmerga; not bring in the Shiite militia, also known as Popular Mobilization Forces.

"Instead of sending Hashd al-Shaabi forces, let them send weapons to the military force that had been protecting Kirkuk,
... a thick stew of Arabs, Turkmen, Kurds, and probably Antarcticans, all of them mutually hostile most of the time...
(the Peshmerga)," Jabbari said.

The security chairman said they will not agree on sending Hashd al- Shaabi forces or any other forces to Kirkuk except Peshmerga.

"Every area of Kirkuk province will be protected by Peshmerga, and Kirkuk does not need any other forces," he said, adding that he has not and will not waver from the hardline stance.

Iraqi officials have held recent talks about sending Hashd al-Shaabi to the Kirkuk province, but Kurdish officials have strongly rejected the idea.

The militia took the lead in the liberation of Tikrit earlier this year. Some accused the group of marginalizing Sunni residents in the area.

On June 8, Naman Ibrahimi, of the Ziqar province security committee, said, "At least 15,000 volunteers from Ziqar province and the capital city of Nasiriya have joined the Hashd al-Shaabi and will take up arms against ISIS."

Iraqi police and military commanders in the Hashd al-Shaabi are currently training the arrivals, said Ibrahimi, and there are enough weapons for all the volunteers. He did not specify if the volunteers will be paid for their service.

Israel says will not accept international presence in east Jerusalem
[DAWN] Israel on Friday rejected Paleostinian calls for a protection force to be deployed in east Jerusalem to quell violence around the flashpoint Al-Aqsa mosque.

"Let me be crystal clear --Israel will not agree to any international presence on the Temple Mount. Such a presence would be a change in the status quo," Israeli Deputy Ambassador David Roet told the UN Security Council.

The 15-member council met in an emergency session to discuss weeks of escalating violence between Israel and the Paleostinians in Jerusalem and the territories.

UN Secretary-General the ephemeral Ban Ki-moon strongly condemned the "reprehensible" attack at Joseph's Tomb in the city of Nablus and called for those responsible to be brought to justice.
No doubt that will happen, at which point the world will fuss about the many Palestinians and Israeli Arabs housed in Israeli jails.
Two weeks of violence have left 39 Paleostinians dead and hundreds more maimed in festivities with Israeli forces. Seven Israelis have been killed and dozens maimed.
...ratios that will become ever more tilted in Israel's favour, now that the citizenry are armed and and aware.

Iran says to boost military support for Syria
[ENGLISH.ALARABIYA.NET] Iran is to step up its military support for the Syrian regime in the form of advice on fighting terrorism, Deputy Foreign Minister Hossein Amir Abdollahian said Saturday.

, denied that his country had fighters on the ground in the Syrian conflict.

"We have military advisers in Iraq and Syria at the request of the governments of the two countries ... We are going to step up our aid to Syria in the form of advice on the fight against terrorism," he said.

On Friday, a U.S. official said as many as 2,000 fighters from Iran and its regional allies were supporting Syrian army's offensives against rebels in coordination with Russia.

A senior Iranian official said Thursday on a visit to Syria that Tehran would consider sending fighters if Damascus requested them.

While American military trainers had gone to great lengths to protect the initial group of trainees from attacks by Islamic State or Syrian Army forces, they did not anticipate an assault from the Nusra Front. In fact, officials said on Friday, they expected the Nusra Front to welcome Division 30 as an ally in its fight against the Islamic State.
