Certifying an ‘Act of Terror’
Here’s another wrinkle to add to the realm of terrorism law, which has been on our radar this week.

As horrific as it was, the Boston Marathon bombing isn’t likely to qualify as a terrorist attack for the purposes of insurance coverage.

President Barack Obama said Tuesday that it’s an act of terror whenever “bombs are used to target innocent civilians.” But in the world of terrorism insurance, that’s not the definition that matters.

In order to trigger the post-9/11 federal reinsurance program, a violent act must be certified as an “act of terrorism” by the Secretary of the Treasury — currently Jack Lew — in agreement with the Secretary of State and the U.S. Attorney General. A spokeswoman for the Treasury Department said that no certification has been issued.

After the September 11th attacks, Congress sought to stabilize the terrorism insurance market in key industries such as construction and commercial real estate. The result was a backstop known as the “Terrorism Risk Insurance Program,” a system for spreading catastrophic losses between the U.S. government and private insurers.

As prices for terrorism coverage have come down, about 60% of commercial policyholders have purchased coverage over the past few years, according to a 2012 research report prepared for Congress. The biggest buyers are larger businesses in cities with higher risk exposure.

Why Wasn't I Asked to Participate?
A new study says just tasting beer increases a person’s desire to get drunk.
Just like the taste of pie makes you want to eat more pie.
According to CBS News , the study found that people who only tasted beer, without any effect from the alcohol itself, had dopamine, a brain neurotransmitter associated with alcohol and other abused drugs, released into the brain.
Why only men?
Researchers gave 49 men two scans, one when they tasted beer and one when they tasted Gatorade, which looked for evidence of a dopamine increase.
I do prefer beer over Gatorade.
According to the study, researchers found that there were increased levels of dopamine when the men drank beer and also a significant increase in dopamine activity with participants who’s families had a history of alcoholism.
I think it's called a Learned Response.
“We believe this is the first experiment in humans to show that the taste of an alcoholic drink alone, without any intoxicating effect from the alcohol, can elicit this dopamine activity in the brain’s reward centers,” said David A. Kareken, Ph.D., professor of neurology at the IU School of Medicine and the deputy director of the Indiana Alcohol Research Center in a press release.

Letter sent to Obama tests positive for ricin, FBI says

The warnings come amid a flurry of reports on suspicious packages on Capitol Hill. Fox News has learned of several suspicious packages or envelopes in various Capitol Hill office buildings. Capitol Police say three packages that were flagged have been removed and the areas have been cleared. Separately, the office of Sen. Carl Levin,
...Democrat Senator-for-Life from Michigan. He has been in the Senate since 1979. Prior to that he was president of the Detroit city council and Mayor Coleman Young's right-hand man. He is currently the Chairman of the Senate Committee on Armed Services...
D-Mich., reported a "suspicious-looking letter" at one of the senator's Michigan offices, and other suspicious packages were reported at the Arizona office of Sen. Jeff Flake, R-Ariz.

The package alerts compounded security concerns in the wake of the letter incidents and the Boston bombing, which the FBI has said do not appear to be related.

Both of the initial suspicious letters were apparently intercepted on Tuesday. They never reached the Hill or the White House.

An FBI bulletin obtained by Fox News said the letter sent to Obama is still being screened, though it initially tested positive.

The bulletin said both letters included the phrase: "To see a wrong and not expose it, is to become a silent partner to its continuance."

Boston Bombing Suspect Identified, Arrest Made
It appears the hunt for the so far unidentified Boston nomber may be coming to an end. From Bloomberg:

Authorities investigating the Boston Marathon bombing said Wednesday they have the face but not the name of someone seen on video leaving a black bag near the scene of the blasts.
The person was seen on a surveillance camera from a Lord & Taylor department store, one official said. Investigators said they had "solid leads" after viewing hundreds of hours of video. NBC News sources said there had not been an arrest.

#10  Squank: I doubt it. Legitimate "security" personnel [and bad guys] would attempt to blend in, look innocuous. Looking like a knuckle dragging, Oakleys wearing Blackwater contractor is not the desired look.

Tracking a a cellie circuit board detonator from a blast site to a tower, then on to a specific user could be [could be] futile as well. The cellie could be stolen or purchased using no ID or false ID. The Feds are running the traps correctly at this stage, soliciting fotos and video from civilians and businesses.

My only criticism is not having a single point of contact for Law Enforcement (LE) media releases. This may have already been corrected.

Similar to DoD overseas dining facilities (DFACS), you can say goodbye to carrying bug-out bags to events such as the Boston Marathon. this won't stop suicide vests however. It has arrived.

Bomb probe focuses on bags and pressure cooker
BOSTON - The investigation of the Boston Marathon bombing is focusing on a suspect or suspects believed to have carried heavy bags or backpacks, but entered a third day on Wednesday without any arrests or word on who was responsible.

Investigators appeared to have gathered enough evidence at the crime scene on Tuesday to slightly narrow their search. A stretch of Boston's Boylston Street almost a mile long and blocks around it remained closed on Wednesday as investigators searched for clues. The explosions sprayed shrapnel far enough that police were collecting fragments from rooftops along the marathon's course.

Hospitals are saving the shrapnel pieces doctors pick out of the wounded for police. Dr. Peter Burke, the chief of trauma surgery, said the fragments include metal, plastic, wood and concrete.

"We've taken on large quantities of pieces … we send them to the pathologists and they are available to the police," he said.

Among the items recovered at the bomb scene were pieces of black nylon that could be from a backpack, fragments of ball bearings and nails, and possibly the remains of a pressure cooker device, Richard DesLauriers, the Federal Bureau of Investigation's special agent in charge in Boston, told a news conference on Tuesday. Evidence collected at the scene was being reconstructed at the FBI laboratory in Quantico, Virginia, DesLauriers said.

Bomb scene pictures produced by the Boston Joint Terrorism Task Force and released on Tuesday show the remains of an explosive device including twisted pieces of a metal container, wires, a battery and what appears to be a small circuit board.

One picture shows a few inches of charred wire attached to a small box, and another depicts a half-inch nail and a zipper head stained with blood. Another shows a Tenergy-brand battery attached to black and red wires through a broken plastic cap. Several photos show a twisted metal lid with bolts.

A U.S. government official, who declined to be identified, made the pictures available to Reuters.

Another suspicious letter found, this one to Obama
Somebody is having a little too much fun.
White House mail handlers identified a "suspicious substance" in a letter sent to President Barack Obama the same day one suspected of containing the poison ricin was found in a Senate mailroom, the Secret Service said Wednesday.

Both letters arrived Tuesday at off-site postal facilities set up after the 2001 anthrax attacks and have been sent to laboratories for additional tests, authorities said.

"A letter addressed to the president containing a suspicious substance was received at the remote White House mail screening facility," Secret Service spokesman Brian Leary said. The Secret Service, FBI and Capitol Police are investigating, he said.

Shortly after that announcement, Capitol Police were checking out reports of suspicious packages or letters in two Senate office buildings. The first floor of the Hart Senate Office Building was evacuated shortly before noon.

That news came a day after preliminary tests on a letter sent to the Senate indicated the presence of ricin, a deadly toxin with no known antidote. Further tests on that letter took place Wednesday, the FBI said.
And the authorities have a suspect in mind. Let us hope he actually is the culprit. Then give him a fair, fast trial, followed by a fast, fair sentence

#1  Would like to point out that Gov. Brownback is on a roll today, signing two bills, one which requires drug tests for welfare recipients and another supporting the 2nd. amendment. These coupled with the voting law previously passed show that Kansas is in the vanguard of State's Rights.

Pressure cookers by their very nature help make good bombs, amplifying the blast and the carnage.

They don't just hold the explosives. The tightly sealed pot that speeds the cooking of beans and meat makes easier-to-obtain but weaker explosives faster and stronger. And they may also help Sherlocks find out who built the deadly homemade bombs that went kaboom! at the Boston Marathon on Monday.

Investigators found fragments of BBs and nails, possibly contained in a pressure cooker, said Richard DesLauriers, the FBI agent in charge in Boston. He said the items were sent for analysis.

If a pressure cooker was used, it probably cost around $100 to construct, say former federal forensic and explosive Sherlocks. It's like a pipe bomb but bigger and more powerful.

Kerry's Meet With Saudi Foreign Minister Abruptly Closed to Press
Secretary of State John Kerry's meeting with the Saudi Foreign Minister was abruptly closed to the media Tuesday. Sec. Kerry's previous rounds of meetings with foreign ministers had been open to the press. And the meeting with the Saudi Foreign Minister should have been far less controversial than his meetings with foreign ministers in Asia where the North Korean crisis was still underway.

The meeting with the Saudi Foreign Minister should have been open to the press as well. But then suddenly, it wasn't.

Politico reports:

A meeting Secretary of State John Kerry was to hold with Saudi Arabian Foreign Minister Saud Al-Faisal was abruptly closed to press coverage Tuesday morning.

The State Department provided no reason for the change, which was announced just 15 minutes before the scheduled 10am session, but media reports have said that a Saudi national in the US on a student visa is a "person of interest" to investigators probing the bombings at the Boston Marathon on Monday.

"Apologies for short notice," the State Department's press office told reporters as it announced the change. A spokesperson did not immediately respond to a query about the closure of the meeting, which had been scheduled to include a so-called "camera spray" at the top of the session.

Later Tuesday, at the daily briefing for reporters, State Department spokesman Patrick Ventrell said the exclusion of the press from the meeting was due to Kerry's busy schedule.

"This was just a scheduling change on our part," Ventrell said.

That met with a skeptical reaction from journalists, who had been advised that the meeting would include a so-called "camera spray" at the top of the session.

"Are you really trying to say that this [meeting was moved from a] camera/photo op to being closed, for scheduling reasons? Is that seriously your answer: that because the secretary was tired after 10 days on the road and is going to the Hill tomorrow?" the Associated Press's Matt Lee asked..."So does it save time somehow, canceling the photo op? It doesn't wash," Lee replied.

The Saudis tend to be aggressive in protecting their nationals, even when they are involved in terrorism. And Kerry clearly is trying to avoid any kind of public exchange or questions at the topic.

Store owner: “I didn’t kill him; he killed himself”
Smail Gueddari was working in the back room of his store, Mazagan Urban Ware, around 8:30 p.m. Saturday when, suddenly, he heard his wife, who had been manning the cash register, screaming from the front of the shop.

Gueddari rushed from the back room to find a robber, with the lower part of his face covered by a makeshift black bandanna, pointing a handgun at his wife and motioning with it for her to empty the store’s cash register. When the robber spotted Gueddari rounding the corner, he fired a shot at the store owner, but the bullet narrowly missed him and instead struck two mannequins before lodging into a nearby wall.

Gueddari said that’s when he pulled his firearm and shot back twice, hitting the robber once in the torso. The robber, identified Monday as 26-year-old Jeremy Scott Irvin of Fairfield, tried to escape with some of the stolen money after being wounded, but collapsed on the sidewalk just outside of the store located at 201 Main Street. Irvin would be pronounced dead shortly afterwards at Fort Hamilton Hospital.

Bike bomb kills senior soldier in southern Thailand
One soldier was killed and three others seriously injured Tuesday in a roadside terrorist bomb attack in Pattani province district. The blast killed Lt Boonpeng Bootyothee, 50, head of the community development unit.

The attack took place on a local road about 12:30 p.m.

The soldiers were returning from a community visit in one of two military pickup trucks. A terrorist bomb attached to a motorcycle parked beside a bridge was detonated as the truck carrying the four soldiers passed by.

Two drive-by shooting attacks were also reported in Mayo and Yarang districts the previous night, killing two people.

Maropee Ma was killed in a drive-by shooting while traveling home in a car. Two terrorists attackers rode up on a motorcycle and opened fire while the victim, along with his wife and child, were traveling on a road in Mayo district.

Maropee was struck by several bullets and lost control of his car, which crashed into a tree. He died at the scene while his wife and child escaped unharmed.

In Yarang district, Sgt Maj 1st Class Pawakorn Klomkhunthod, a military ranger, was killed in another drive-by shooting by two terrorists attackers riding a motorcycle. The soldier was returning home from work when the attack took place.

Meanwhile in Narathiwat province, a banner opposing peace talks between the government and terrorist separatist groups, and two Malaysian flags, were found on the side of a road in Muang district. The banner said in Malay language: "Peace will not occur as long as the host does not endorse it."

Police examined the site and found a fake bomb buried under the banner.

Pol Lt Col Somchai said the terrorists militants who hung the banner were probably responsible for hanging similar banners calling for an independent Pattani state across Pattani and Narathiwat last month. These terrorists militants oppose the peace talks between the government and representatives of the Barisan Revolusi Nasional separatist movement, he said.

The emotional voters here are the squishy, low-information middle. These people do not know, and do not want to know what is going on. But they do respond to an emotional appeal. Westboro Baptist Church To Picket Boston Funerals
In a tweeting binge following the explosions at the finish line of the Boston Marathon on Monday, the Westboro Baptist Church celebrated the carnage and announced its intention to picket the funerals of victims.

The tiny Topeka, Kan., fundamentalist group urged the U.S. government to "reinstate" the death penalty for homosexuality and warned "violence will fully consume u [sic]" if that doesn't happen. Most of the church's tweets said same-sex marriage caused the bombing, but others mentioned abortion and supposed mistreatment of the church.
Come on down to Beantown, a-holes, I'll be there with an axe handle or two...

Protesters vow to attack Thatcher's coffin
[Iran Press TV] Opponents of former Prime Minister Margaret Thatcher have planned to pelt her coffin with eggs, coal or milk or simply turn their backs on the passing procession, media reports suggest.

Over 800 people have pledged to attend "Maggie's good riddance party", which is organized by Thatcher's opponents outside St Paul's Cathedral in central London on the day of her funeral on Wednesday.

"Let the world know the hypocrisy of a state-funded funeral for the person who influenced 30 years of cuts to state funding of welfare," the public protest's Facebook page reads.

Some protesters have threatened to hurl coal at her coffin, a reminder of the 1984-1985 miners' strike which Thatcher crushed, leading to the closure of dozens of mines and tens of thousands of job losses.

Others have suggested they will throw milk because Thatcher cut free supplies for older school pupils, earning her the nickname "Thatcher the milk snatcher".

Former British premier died on April 8 at the age of 87 after suffering from a series of strokes.

Thatcher's death unleashed a hail of street parties and other joyful reactions across Britain.

Hundreds of Britons staged a large demonstration against Thatcher's legacy in London's Trafalgar Square on April 13, chanting slogans such as "Maggie, Maggie, Maggie! Dead, dead, dead!"

[Iran Press TV] Senior Iranian politician Alaeddin Boroujerdi says Syria will play a stronger role in the region after the restoration of calm in the crisis-hit country.

Cincinnati Nun Pleads Guilty To Voter Fraud; Escapes Prison
[cincinnati.com] Marguerite Kloos walked into court Tuesday as a nun who devoted her life to her religion. When she walked out, she was a convicted felon who escaped a prison term.

Kloos, 54, of Delhi Township, pleaded guilty to illegal voting, admitting to filling out and filing an absentee ballot for Sister Rose Marie Hewitt, Kloos' friend who died before last November's election.

In a brief hearing before Hamilton County Common Pleas Court Judge Robert Winkler, Kloos pleaded guilty as charged but was sentenced to the diversion program. If she stays out of trouble, usually for a year, her record will be erased and legally it will be as if it never happened. As part of that agreement, she also has to report to authorities periodically and perform community service. The charge carried a maximum prison sentence of 18 months.

Hewitt requested an absentee ballot from the Board of Elections in September. It was mailed to her Oct. 4, the day she died.

"When the absentee ballot was received at Ms. Hewitt's address, (Kloos) opened the envelope, forged Ms. Hewitt's signature, voted Ms. Hewitt's ballot, and mailed the ballot back to the Board of Elections," a court document notes.

After the allegation was made public, Kloos resigned as The College of Mount St. Joseph's Dean of the Division of Arts and Humanities,
It will be interesting to see what Pope Francis makes of this, as he works to clean out the disobedient from among the Church's distaff brethren.
Hers was one of three cases Hamilton County decided -- so far -- to prosecute from last fall's elections.

Melowese Richardson, 58, of Madisonville, is in court Wednesday charged with eight counts of illegal voting. She was a poll worker accused of voting twice in the November presidential election and for relatives in various elections. Her charges charges carry up to 12 years in prison.

Russell Glassop, 75, of Symmes Township, is in court May 14, charged with one count of illegal voting. He also is seeking diversion. He is accused of voting for his deceased wife who requested an absentee ballot before she died.
I vote they all lose the right to vote for life, in addition to any other punishments, plus have a permanent mark on their records.

#1  In the old days, conviction of a felony did involve forfeiting the right to vote in most states. Of course in the real old days before prison warehousing took hold, conviction of a felony usually meant a hanging too. However, as often noted on the Rant, that wouldn't effect voting, as this case demonstrates Sister Rose Marie Hewitt's exercise of the franchise after death.

Deadly Boston marathon horror is 'potential' terrorism

India 'witch doctor' sentenced to death for beheading boy
[Pak Daily Times] An Indian "witch doctor" who beheaded an 11-year-old boy and offered the head as a sacrifice to a goddess to improve his fortunes has been sentenced to death, police said Tuesday.

A local court in impoverished Chhattisgarh state in central India convicted 32-year-old Dilip Rathia on Monday of murder and sentenced him to hang for beheading the boy, police said.

"We proved the man beheaded the boy and his head was offered to the local goddess to obtain better luck," investigating officer Praful Thakur told AFP by telephone.

The case, which highlights the persistence of occult beliefs in remote areas, came to light when police found the child's headless skeleton in the tribal-dominated village of Barpali in Raigarh district, 195 kilometres northeast of state capital Raipur.

Forensic tests proved the skeleton was that of an 11-year-old boy named Praveen who disappeared in February 2012 while visiting a village fair, Thakur said.

Police, acting on a tip-off, raided the home of a man said by locals to be a "witch doctor" where they found the child's head.

The man was "practising witchcraft" and "was convicted on charges of murder, hiding evidence and giving false information to conceal the offence", local police official Rahul Bhagat told AFP.

N.Korea Peeved at S.Korean Press' Lack of Festive Spirit
North Korea lashed out at the South Korean media on Sunday for being insufficiently enthusiastic about anniversary celebrations for nation founder Kim Il-sung.

The impoverished country called South Korean reports about the extravagant celebrations "another grandiose kind of ugly provocation that can never be pardoned."

In a statement, a spokesman for the Committee for the Peaceful Reunification of the Fatherland denounced the South Korean government for letting the media get away with reports that portrayed the lavish festivities as inappropriate at a time of food shortages and increasingly belligerent rhetoric in the North.

North Korea is getting increasingly frantic in attacks on the South Korean press, which has conspicuously ignored calls to respect the regime's elusive "dignity."

The statement accused Seoul of "casting dirt on compatriots for observing a festive day," while calling the Park Geun-hye administration a "traitorous clique" that is no different from its predecessor, the Lee Myung-bak government.

Violence and looting in CAR capital as former rebels force 'disarmament'
[OBSERVERS.FRANCE24] The capital of the Central African Republic, Bangui, was rocked by festivities between Seleka forces (the new coalition in power) and locals during the weekend of April 13 and 14. Residents living in the affected areas claim the new government's disarmament operation has become a pretext for Seleka troops to pillage the population.

Saturday's violence coincided with the presidential inauguration of Michel Djotodia, leader of the Seleka rebellion that ousted president François Bozizé. Unelected, he has claimed the title for the next eighteen months. Seleka rebels seized the capital on March 24 and some have since been appointed ministers in the new government.

The new president has said he is committed to carrying out the so-called 'DDR' process: disarmament, demobilisation and reintegration, which mainly targets former soldiers loyal to Bozizé.

This process lies at the heart of last weekend's violence: Bangui residents refuse to acknowledge the Seleka rebels' authority and accuse them of using the disarmament drive as an excuse for widespread looting.

A first wave of looting had already taken place immediately after the Seleka rebels' coup in March. According to the Red Thingy, at least 119 people died and 456 were maimed. Last weekend, three areas of the capital were particularly badly hit by violence. On Saturday and Sunday, shots were fired between local residents and coalition patrols in the eastern neighbourhoods of Ouango and Ngaragba while, also on Sunday, pillaging in the northern neighbourhood of Boy Rabé led to heightened tensions between locals and Seleka forces.

"When the motorcade reached Ghat Bulbul Tarsani, a remote-controlled bomb which was attached to an overpass went off," he said and, adding that it completely destroyed a vehicle and killed on the spot as many as four people -- the son of Sanaullah Zehri, Mir Sikandar Zehir, his nephew Mir Zaib Zehri and his younger brother Mehrullah Zehri and their gunman. Moreover, 30 people were maimed in the attack and five vehicles were damaged.

Assad issues new amnesty
DAMASCUS — President Bashar Al Assad declared a general amnesty on Tuesday as the conflict ravaging Syria showed no signs of abating, with Western and Russian differences proving unbridgeable.

Assad has issued several amnesty decrees since an uprising against his regime erupted more than two years ago, though it is unclear if they have been implemented, and tens of thousands of political prisoners remain missing.
It does seem a tad one-sided...
The official Sana news agency said that under the latest amnesty, which was to take effect immediately, “the death penalty will be replaced with a life sentence of hard labour”.
So you can be worked to death...
The amnesty would give lighter sentences to people convicted of joining the rebellion, but it would not apply to those found guilty of smuggling weapons or drug-related crimes, Sana added, quoting the text of the decree.
Which all the rebels did, of course, whether they knew it or not...
“Syrians who joined a terrorist organisation will only have to serve a quarter of their sentences,” said the decree.
So you only get a boot stamping your face daily for five years instead of twenty...
“The decision does not apply to those who avoided conscription” unless they handed themselves over to the authorities within 30 days if they were in Syria, or 90 days if they were abroad, it added.

The decree also annuls death sentences previously handed out to people over 70 years of age.

Iran Says May Need More Heavily Enriched Uranium
[Ynet] Iran's nuclear chief is saying the country may need to obtain uranium enriched to a higher percentage than what it currently produces.

A Tuesday report by the semi-official Fars news agency quotes Fereidoun Abbasi as saying that Iran has no plan to enrich beyond 20 percent, "but in some special cases like ship and submarines, where we must manufacture small engines, it requires fuel enriched up to 56 percent." It was the first time an Iranian government official spoke about higher enrichment.

"The Americans say they hold our sons to rehabilitate them. They can return them to us and we could take care of them," said the woman who told AFP her son was captured in Pakistain where he worked.

"He has no links to terrorism," she said. The protesters handed a US embassy representative a petition urging the release of Guantanamo prisoners.

Reports: Canadian Led Somalia Courthouse Attack
[An Nahar] Authorities are investigating a Canadian's possible death in Mogadishu after reports said he led a recent attack by Shabaab Islamists on the main courthouse in the Somali capital.

The Royal Canadian Mounted Police "is aware there are media reports linking a Canadian to terrorist attacks in Mogadishu," Sergeant Greg Cox told Agence La Belle France Presse.

"We cannot provide specific details but are working with relevant domestic and international partners to gather information."

The daily Toronto Star said that Somali Sherlocks are focusing on a Canadian, Mahad Ali Dhore, whom they believe organized the assault by nine fighters wearing police or army uniforms.

Boston bombs made to look like discarded property
WASHINGTON -- The bombs that ripped through the crowd at the Boston Marathon, killing three people and wounding more than 170, were fashioned out of pressure cookers and packed with metal shards, nails and ball bearings to inflict maximum carnage, a person briefed on the investigation said Tuesday.

The details on the apparently crude but deadly explosives emerged as investigators appealed to the public for amateur video and photos that might yield clues to who carried out the attack. The chief FBI agent in Boston vowed “we will go to the ends of the Earth” to find those responsible.

A person who spoke on condition of anonymity said the explosives were put in 6-liter kitchen pressure cookers, hidden in black duffel bags and left on the ground. They were packed with shrapnel. The person said law enforcement officials have some of the bomb components but do not yet know what was used to set off the explosives.

Ricin found in letter to US Senate office
[FRANCE24] US mail authorities intercepted a letter bound for the Washington office of Senator Roger Wicker that contained the poison ricin, a Senate leadership aide said Tuesday.

The letter was detected during a routine inspection of mail at an off-site facility and did not reach the US Capitol or Wicker's office, the aide said, citing Senate Majority Leader Harry Reid, who briefed lawmakers about the security breach.

5 die in Tamaulipas state

A total of five individuals have been killed or were found dead in ongoing drug and gang related violence in Tamaulipas state including three armed suspects who died exchanging gunfire with a unit of the Mexican Army, according to official government news sources.

According to a press release posted on the website of the Tamaulipas state Procuraduria General de Justicia del Estado (PGJE) or attorney general, the three armed suspects were amongst a group travelling in a convoy aboard a Ford Lobo (F-150) pickup truck and a Chevrolet Malibu sedan near a gap that leads to the village of Lopez Rayon in Gonzalez municipality when they were encountered by a Mexican Army road patrol.

In the aftermath soldiers secured four rifles and 58 poncha llantas or spikes used to puncture automobile tires, along with the vehicles.

According to a press release posted on the website of the Tamaulipas state PGJE, two other individuals were found dead in southern Tamaulipas state.
  • A man was found shot to death Monday evening in Ciudad Victoria. The victim was identified as Rodrigo de los Santos Gonzalez Gomez, 48 and was found at 1940 hrs near the intersection of calles 6th and Carrera. He had been shot three times with a .223 caliber rifle.

  • Tuesday morning a man was found shot to death in ejido Francisco Villa in San Fernando municipality at around 0830 hrs. The victim was identified as Luis Arrellano Herrera, 64, and was found aboard a Dodge Caravan minivan. The victim had been shot once in the head.

A total of nine unidentified individuals were found dead in a grave in northern Monterrey in Nuevo Leon state, according to Mexican news accounts.

According to a news account which appeared on the website of El Universal news daily, the victims were found in a grave on the banks of the Rio Silla between Nuevo Leon and Reforma colonies near the intersection of calles Villa de Santiago and Agualeguas in Guadalupe municipality, a suburb of Monterrey, the capital of Nuevo Leon state.

Initial reports by the Procuraduria General de Justicia del Estado (PGJE), or attorney general were that two bodies were found. Later it was reported that a total of nine had been found.

The report of the medical examiner said that the victims had been shot to death two days before.

A separate news account which appeared more than two weeks ago on the website of El Porvenir news daily said that one unidentified man was found on the banks of the Rio Silla near the intersection of Avenida Paseo de las Américas and Calle Escritores Mexicanos in Contry La Silla colony.

The find was made at around 1115 hrs and the victim was not found in a grave. Reports were the victim may have died of natural causes.

King Abdullah of Saudi Arabia sent a message of condolences to the American people, saying he was "saddened by the news of the two kabooms in Boston," state news agency SPA reported.

"We condemn these acts of terrorism targeting innocent people and committed by criminals who represent only themselves and have neither religion nor faith."

Ekmeleddin Ihsanoglu, secretary general of the Saudi-based Organization of Islamic Cooperation of 57 Moslem states, said in a statement that "such actions targeting an event are cowardly and reprehensible."

"We are seeing the science of climate change come back to us now at a rate that is far faster and with far greater levels of damage than anything that scientists predicted 10, 15, 20 years ago," Kerry said. "Every prediction that has been made is coming true, but coming true bigger and more dangerously."

Sounding like a true Al Gore acolyte, Kerry claimed the science on global warming is settled and the time for debate is over.

"The two countries took special note of the overwhelming scientific consensus about anthropogenic climate change and its worsening impacts, including the sharp rise in global average temperatures over the past century, the alarming acidification of our oceans, the rapid loss of Arctic sea ice, and the striking incidence of extreme weather events occurring all over the world," according to the joint US-China Statement on Climate Change.

Iran informs IAEA nuclear facilities unharmed by quake
Azerbaijan -- The IAEA's Incident and Emergency Centre (IEC) contacted the Iran Nuclear Regulatory Authority (INRA) concerning the 7.8 magnitude earthquake which occurred at 12:44 UTC today in the south-east of the country. INRA informed the IEC that the earthquake caused no damage to the Bushehr Nuclear Power Plant or other nuclear facilities, IAEA reported.

The IAEA has made an offer of good offices to Iran, indicating it is ready to help the country obtain any assistance required to ensure the safety of radioactive sources such as medical equipment that may have been affected by the earthquake. The offer is in line with IAEA's IEC routine procedures after strong earthquakes that might affect nuclear or radiological safety.

INRA said records showed no fixed high-level radiation sources were installed in the area of the earthquake, which struck near Iran's border with Pakistan. It is noted that this is one of the most powerful earthquakes to hit Iran over the past 40 years.

Ed Kelly is the head of the state firefighters association, but he’s no desk jockey. He’s a working firefighter, and on Tuesday night, 27 hours after Boston changed forever, I followed him up the stairs at the District 4 station on Columbus Avenue that houses Ladder 17 and Engine 7 in the South End.

“Here’s the deal,” Kelly said, stopping me before we went in the room. “They don’t want their names in the paper. They don’t want to be singled out. They did what every firefighter in the city did. What every cop, every EMS worker, did. They don’t think they’re special.”

What they did was nothing short of heroic. They ran toward the bombs. They saved lives.

One of the firefighters from Engine 7 is a Marine who did three combat tours in Iraq and Afghanistan. He saw bad things overseas. He didn’t expect to see them in the Back Bay on Patriots Day.

“We were on a call, Comm. Ave and Exeter,” he said. “There was a barbecue on the porch. College kids.”

Their gruff lecture on fire safety and common sense was cut short when the first bomb exploded around the corner.

“I know what a bomb sounds like,” he said. “We tore around the corner thinking we were going to find a fire. But there was no fire.”

Instead there were dozens of people spilled on the sidewalk. The firefighters worried about secondary bombs and biological weapons. But they dove into their work.

“The first person I encountered was a woman. The bone was sticking out of her leg. Four inches in width, 10 inches in length. The femoral blood was a dark, dark red.”

A 12-year department veteran from Dorchester was right next to him, working through the victims in front of Marathon Sports. He saw a guy he knew from the neighborhood, Bill Richard.

“I can’t find Denise,” Richard cried, referring to his wife.

The Richard family had been caught in the blast as they watched runners pass the finish line. Bill Richard and his son Henry avoided serious injury. But Denise Richard was hit in the head with shrapnel, and her 6-year-old daughter Janey lost part of her leg. Eight-year-old Martin Richard caught the full force of the explosion, and when the firefighter looked down at him, “I knew Marty was gone.”

Marty Richard was a third-grade classmate of the firefighter’s daughter. In fact, almost everyone on Engine 7 knew the Richards; the lieutenant’s kid was a classmate of one of the Richard kids.

“My daughter goes to the same Irish step dance school as Janey Richard,” Ed Kelly said. “This is the thing. All these guys, they’re neighborhood guys. When they were working on these people on Boylston Street, in some cases they were working on friends and neighbors, and they were working on strangers just as hard. They saved many lives.”

One of those strangers was a homeless man, whose foot hung by a thin shred of flesh.

“I looked him in the eye and asked him if he was OK,” the former Marine said, “but he was in shock. He couldn’t talk.”

The Marine was treated for post-traumatic stress disorder after his last combat tour. I asked him if he needed more treatment after what he went through on Monday.

He didn’t answer for a while, then nodded slowly and said, “Probably.”

Another former Marine was on Ladder 17, and when he jumped down from the truck and waded onto the bloodied sidewalk he had to make a choice: which child to grab first.

“There were two kids missing legs,” he said. “I grabbed one of them and another guy grabbed the other kid.”

He and an EMT tried to put a tourniquet on the boy’s leg, but the blood made the tubing slippery.

“It’s OK, buddy,” the firefighter told the screaming boy. “It’s OK, pal.”

Ed Kelly had brought his kids to watch his wife run the Marathon. She had just crossed the finish line and had walked down Boylston toward Berkeley when the first bomb went off. Kelly ran down Berkeley Street, burst into the station house, and grabbed his gear from his Ladder 17 locker and ran back to the bomb site.

“A lot of off-duty guys did the same. Not just firefighters. Cops, EMS,” Kelly said. “It says something about this city.”

I asked one of the firefighters, the former Marine with eight years on the job, why he and his brother firefighters did what they did, without any concern for their own safety. Why they ran toward the bombs. Why they were prepared to die if need be.

“That’s our job,” he said, shrugging.

Kidnapped Saudi envoy pleads for his release
DUBAI — A Saudi diplomat held hostage by Al Qaeda in Yemen for more than a year has urged the kingdom to secure his release, in a new video published by the extremist network’s media arm. Abdullah Al Khalidi, Saudi’s deputy consul in the southern port of Aden, was dressed in a traditional black outfit and appeared to be in good health in the 19-minute video interview by Al Malahem Media, apparently produced between February and March.

He appealed to the custodian of the two Holy Mosques,King Abdullah bin Abdulaziz of Saudi Arabia, to secure his release by meeting his kidnappers’ demands, asking: “Will he release me and return me back to my family and children”?

“They are demanding the release of a few women and some clerics” detained by Saudi authorities over their links to Al Qaeda, he said.

Militants from Al-Qaeda in the Arabian Peninsula seized Khalidi on March 28 last year seeking the release of female prisoners and to collect a ransom. AQAP claimed responsibility for Khalidi’s abduction in April.

This is Khalidi’s fourth such appeal. He last appeared in October in a similar recording, and made appeals on May 25 and again on July 1.

US to go to 'ends of the Earth' to find Boston bombers
[Pak Daily Times] US Sherlocks on Tuesday pledged to go "to the ends of the Earth" to find those behind the Boston Marathon bombings that killed three people and maimed more than 170, many with horrific injuries.

Boston's Boylston Street, scene of the finish line carnage on Monday, remained sealed off as Sherlocks sought leads in the worst attack in the United States since the September 11, 2001 atrocities.

vowed that the attackers "will feel the full weight of justice", police searched the apartment of one "person of interest" and a Saudi man remained under guard in hospital. But there were no convincing answers for a city in mourning.

"This was a heinous and cowardly act," Obama said at the White House. "Any time bombs are used to target innocent civilians, it is an act of terror."

Obama said while the impact of the attacks near the finish line of the Boston marathon on Monday, which killed three people and maimed more than 170 others, were clear, the motives and the identify of those responsible was not.

"What we don't yet know, however, is who carried out this attack or why, whether it was planned and executed by a terrorist organization, foreign or domestic, or was the act of a malevolent individual," he said.

But the president again vowed to bring whoever was behind the assault to justice, and warned that America would not be cowed by terrorism.

"We also know this -- the American people refuse to be terrorized," he said.

In frank and direct language, Obama vowed to keep Americans up to speed with developments in the investigation and asked them to remain vigilant.

"What I have indicated to you is what we now know. We know it was bombs that were set off. We know that obviously they did some severe damage. We do not know who did them," he said.

"We don't have a sense of motive yet. So everything else at this point is speculation."

No suspect was in jug though several people were being questioned in the Boston area, but the hunt was expected to expand to other countries, police and Federal Bureau of Investigation (FBI) officials said.

"This will be a worldwide investigation," said Rick DesLauriers, head of the FBI's Boston office.

"We will go to the ends of the Earth to identify the subject or subjects responsible for this despicable crime," he added. "We are using full capacities of the FBI, to its fullest worldwide extent."

The two bombs, which were 13 seconds and about 100 meters apart, killed three people and injured 176, with 17 people at death's door, Boston police commissioner Ed Davis told news hounds.

The cooker they displayed was made in Canada. There have been attempts at bringing explosive into the US from Canada in the past.

PESHAWAR - Lawyers say judges have disqualified Pakistan's former military ruler, Pervez Musharraf, from running in the upcoming parliamentary election.

Musharraf applied to run from four different districts, which is allowed in Pakistan.

Over a week ago, judges reviewing Musharraf's nomination papers disqualified him from running in three districts because he suspended the constitution while in power. But a judge in the remote northern district of Chitral gave Musharraf approval to run.

Lawyer Taufiq Asif says he challenged the decision in Chitral because of Musharraf's actions while in office and a three-member appellate tribunal disqualified the former military ruler from running on Tuesday. Musharraf can appeal the ruling to the Supreme Court.

The U.S. official said Seoul and Washington have been closely watching for signs of a missile launch or any provocations, but North Korea has not recently shown any large-scale troop movements or exercises.

"Any of those things can happen with little to no notice and we may not know that it happens until the missiles are launched."

By threatening to launch missiles and then standing them down Kim Jong-Un has provided himself with an easy exit from the box.
I'm sure Susan Rice, John Kerry and the Obama administration will eventually assign themselves credit for backing North Korea down on what, in the end, will probably prove to be nothing more than the same old North Korean propaganda overblown by the media.

The New York-based group also said the authorities in the oil-rich country should withdraw charges and overturn the sentences for at least 10 people already convicted in such cases.

On Monday, the lower court sentenced key opposition leader and former MP Mussallam al-Barrak to five years in prison for "insulting" Emir Sheikh Sabah al-Ahmad al-Sabah during a public rally on October 15.

Thousands of Kuwaitis demonstrated late Monday to protest the sentence which defence lawyers have described as illegal.

"No one should ever be prosecuted solely for expressing peaceful criticism," said Sarah Leah Whitson, Middle East director at HRW.

Indian police kill nine Maoists rebels
[Pak Daily Times] India's security forces on Tuesday rubbed out nine Maoist rebels during a fierce gunbattle in a remote forested area of central India, a police brass hat said.

"Nine Maoists have been killed in a gunbattle with security forces and their bodies have been recovered," police inspector general Himanshu Gupta told AFP.

The battle was the latest in a simmering conflict pitting the left-wing gunnies against local and national authorities in the forests and rural areas of mainly central and eastern India.

Tuesday's fighting took place in the thick forests of Sukma district, some 525 kilometres south of Chhattisgarh state capital Raipur.

"Eleven sophisticated weapons, including self-loading rifles, have been recovered from the battle site," Gupta said.

Police commandos raided the area following an intelligence tip-off, Gupta said, adding that no casualties were reported among the security forces.

In February, the guerrillas, who say they are fighting for the rights of tribal people and landless farmers, killed six coppers in a landmine attack in Bihar state.

Five security men injured in Khyber
