From 1969 to 1976, the People's Republic of China provided material support to the New People's Army. Following the cessation of China's support, the NPA went through a five-year period of weakness. By the early 1980s, NPA had found new funding sources, (extortion, revolutionary taxes, communist parties in Western Europe, church-based groups in Canada, Norway, and Switzerland, and the Japan Communist Party) [10] and was rebuilding. [11]."

Given China's South China sea belligerency, I wonder if China isn't still covertly funding the NPA.
