#1 No, the oil strike has caused Hugo a lot of grief, and promises still more. Plus, it's being led by his opposition. Sometimes a strike really is just a strike.

#2 Yep, look at the El Sur site, and you'll see that the oil strike was organized by the protesters, since a good number of oil executives and managers are supporting the strike. That's why Hugo ordered the military to try and keep the loading facilities and pipelines going, and why he'd had to barter for oil from Brazil, of all places.

This strike has the potential to bring Hugo down, and he knows it.
