State to release some Clinton emails on Friday; thousands still delayed
shocked face here
The State Department on Friday will release roughly 2,000 pages of Hillary Clinton's emails, but will delay the final batch of messages until after voters go to the polls in early primary states.

In a court filing late on Thursday evening, the department insisted that it "regrets" its inability to publish the final 7,000 pages on Friday, as a federal court ordered it to do last year.

Yet it defended the delay, blaming an internal oversight and the snowstorm that crippled Washington in the past week.

As part of the process of making the emails public, the State Department is required to have other agencies review Clinton's emails to check if any information should be redacted or marked as classified.

According to the department, it simply "missed" sending roughly 7,000 pages of emails to other agencies, and did not notice the oversight until earlier this month. Its efforts to correct the problem were further delayed by the snowstorm, which closed the federal government through Wednesday.

The department has not even sent out documents to 12 agencies to review, it said.

Last week, the department pushed to delay the final deadline until Feb. 29.

As the journalist who sued the department to force the emails' release pointed out, however, that would be after voters in the first four primary states have gone to the polls.
which is the whole point
At this point, those who care about such things have already made up their minds, and those who don't care get their news from sources that will tell them its unimportant.
Remember that the "October surprise" only works against Pubs, never Democrats...

#1  The intelligence community has deemed some of Hillary Clinton’s emails “too damaging" to national security to release under any circumstances, according to a U.S. government official close to the ongoing review. A second source, who was not authorized to speak on the record, backed up the finding. Is it possible Hillary is going down and Bloomberg will take her place?

Israel-Palestine-Jordan
Report: US, UK intelligence hacked into Israeli drones under operation 'Anarchist'
The United States and British intelligence services hacked into Israeli drones in order to monitor their activity under a classified program code-named "Anarchist," Internet publication The Intercept reported Friday.

The UK's intelligence services known as the Governments Communication Headquarters (GCHQ), working in conjunction with the National Security Agency (NSA), systematically surveyed Israeli drones from Cyprus in order to collect information on military operations in Gaza, watch out for potential strikes on Iran, and monitor drone technology the Jewish State was exporting around the world.

According to The Intercept, leaked documents provided by Edward Snowden show that under the auspices of the "Anarchist" program, UK and US intelligence services collected snapshot images from the Israeli drones and data mapping pinpointing the paths taken by the unmanned aircraft devices.
I'd ask "Whose side are they on?", but that would be naive.

#1  ...watch out for potential strikes on Iran

Advance warning and intelligence sharing to the Iranians, how thoughtful. Has anyone thought about crash landing a drone or mistakenly FedExing a Hellfire, in order to provide the Iranians a more level playing field ?

We may have to resort to more traditional tech transfer techniques, what with the DoS and Clinton Foundation cooperation on hold for the moment.

Then there's Iran's satellite communications and maritime navigation shortfalls. What can possibly be done to assist with upgrades.....?

Oh wait !!!

#2  ....Of course, what would have been wonderful is if the Israelis knew and were letting the US/UK see exactly what they wanted them to see.

Short video: FBI releases video of Oregon occupier's fatal shooting by state police
To me, it looks like both sides got stupid in several ways. One LEO panicked and ran out in front of Finicum's truck, and Finicum had to swerve harder into the snow to avoid killing him. Finicum panicked and jumped out of his truck and kept reaching inside his jacket for his gun. After Finicum was shot they left him laying there for about ten minutes rather than tend to him. Supposedly they were dealing with the other protesters. Seems to me they had enough LEOs there to take care of them quite handily while one could have at least tried to see if they could have helped Finicum.

For the life of me, I cannot figure out why all the high pressure tactics so that both sides feel it's do or die and things are likely to get out of hand. Finicum probably felt like he was surrounded and marked for death and couldn't think straight. The police, again and as-usual, placed themselves too close to the suspect to be able to retreat. If you want to generate an excuse to kill someone, that's a good way to do it.

Shoulda just left an opening and used a spike strip or ten. Maybe park a semi truck across the road a half mile after the spike strips. How far are they going to get in that snow before they call it quits?

Now a family of 11 children is without a father. Lots of already edgy friends are pissed off. This may not play out well in the long run.

newc submitted a link to the uncut video here, for those who want to compare. Click on the headline above to see the L A Times' edited version.
The FBI released video Thursday that shows Oregon State Police fatally shooting one of the men who occupied an Oregon wildlife refuge. Officials said he was reaching for a handgun that was in a pocket inside his jacket.

The shooting happened Tuesday afternoon during a traffic stop on a rural stretch of Oregon highway, where law enforcement had hoped to peacefully arrest the leaders of the armed group that had occupied the Malheur National Wildlife Refuge since Jan. 2.

As of Thursday evening, four holdouts remain at the refuge, officials and one occupier said.

In video taken from an aircraft, Robert "LaVoy" Finicum, 55, can be seen speeding away from law enforcement officials during an initial traffic stop. He then drives his white truck into a snowdrift near a roadblock, nearly hitting a law enforcement officer.

"Law enforcement showed great restraint, and when the vehicle took off it just about seriously injured a law enforcement officer as it barreled toward that barricade," Greg Bretzing, special agent in charge of the FBI in Oregon, said at a Thursday evening news conference where officials released the video.

It shows Finicum getting out of the vehicle and then lifting his hands in the air as Oregon state troopers approached him with their guns drawn. The video, which is shot from a distance, shows him then lowering his hands toward his body, then falling into the snow as he is shot.

"On at least two occasions, Finicum reaches his right hand toward a pocket on the left inside portion of his jacket. He did have a loaded 9-millimeter semiautomatic handgun in that pocket," Bretzing said.

Bretzing said that because law enforcement officials still had to deal with the other occupants of the vehicle, it took 10 minutes to start giving Finicum medical aid. An official time of death has not been released.

The encounter took place on a remote stretch of U.S. Highway 395 roughly halfway between the Malheur National Wildlife Refuge and the town of John Day, where Finicum and several other occupiers were headed to attend a community meeting.

Until now, officials had released no information about how Finicum was killed. He wasn't formally identified by government officials until Thursday, though his supporters had confirmed his death to the media. A major-incident investigative team from Deschutes County, Ore., is reviewing the shooting.

The FBI's account of the shooting came almost two full days after two passengers gave their own accounts in videos that were shared widely over social media.

A man named Mark McConnell posted a video on Facebook early Wednesday in which he said that he was driving one of the group's vehicles and that Finicum had been driving the other.

McConnell said that after officials detained him and the other passengers in his vehicle -- including Ammon Bundy, one of the leaders of the occupation -- Finicum sped away with Bundy's brother, Ryan, a woman named Shawna Cox and "an 18-year-old girl."

"LaVoy is very passionate about this ... about what we're doing here. ... But he took off," said McConnell, who said he was released after two hours of interrogation. He said he was not among the original occupiers.

At the Thursday news conference, Bretzing said that about 30 seconds after the shooting, officers threw nonlethal explosive devices, known as "flash-bangs," to disorient the occupants of Finicum's truck. They followed up with less-harmful "sponge projectiles" that contained capsules similar to pepper spray, Bretzing said.

Ryan Bundy, Shawna Cox and an unidentified woman were then taken out of the vehicle, Bretzing said. Bundy, 43, and Cox, 59, were arrested and charged, and the unidentified woman was released.

Officials found two loaded .223-caliber semiautomatic rifles and a loaded .38 Special revolver in Finicum's truck, Bretzing said.

There have been a series of desertions since law enforcement surrounded the federal refuge Wednesday morning.

One of the four remaining occupiers, David Fry, told The Times in a phone interview Thursday afternoon that "we're willing to leave" but wanted assurances from the FBI that they wouldn't be charged.

Some occupiers have been allowed to pass through the police checkpoints, but others have been arrested and charged with federal intimidation charges for occupying the refuge.

"Right now the only thing that's keeping us here is them not being clear with us with what's going on," said Fry, adding that the holdouts have been in periodic contact with two law enforcement negotiators.

"They're saying three of us can leave and if we leave right now, we'll be fine," but a fourth member of the group, a man, faces a criminal charge when he departs the compound, Fry said.

"Everybody's really skeptical of what's going on there," Fry said.

Fry said that he had spoken with his family. "They're basically just saying to surrender, it's not worth dying for," he said.

#1  There have been a series of desertions since law enforcement surrounded the federal refuge Wednesday morning.

Easy to armchair quarterback, but it looks like a missed opportunity. These 'desertions' could have been used as route reconnaissance and intelligence gathering missions.

Two unmarked pickup trucks blocking the highway on a curve with deep snow embankments?

The advantage favours numerics. Alamo efforts usually end in failure. Ruby Ridge, Waco, anyone recall the outcomes? The ranchers and occupiers should have called it a day long ago.

Man Arrested in Disneyland Paris Hotel with 2 Handguns
[AnNahar] A man carrying two handguns, ammunition and a Koran was tossed in the clink
Drop the rosco, Muggsy, or you're one with the ages!
Thursday at a hotel in Disneyland Gay Paree, a police source said.

The man was "detected upon his arrival at the hotel on the Disneyland site where he had a reservation. Hotel security found two handguns, a Koran and ammunition on him," the source said.

Disneyland Gay Paree said the guns were picked up by routine scanning of the man's bags at the hotel entrance.

Police arrested the suspect and secured his vehicle.

A police source said preliminary investigations did not point to terrorism, and that the man had said he was carrying the guns because he feared for his safety.
Concealed carry, French style. If this is common, the next big attack may play out differently. But the one after that will, most certainly.
They then arrested a woman, believing her to be his girlfriend, but released her after realizing they had the wrong person, one of the police sources said.

Papers found on the suspect indicated that he lived in Gay Paree, but no further details were given. His girlfriend was still being sought.

The scene unfolded at the Art Deco-style New York hotel near the theme park, which is situated about 30 kilometers (18 miles) east of the French capital.

"Police were immediately warned and the individual was arrested. We are continuing to work closely with the authorities and the safety of our visitors and employees is our top priority," said a front man for Disneyland Gay Paree, Francois Banon, in a statement.

Disneyland Gay Paree is the most visited theme park in Europe, with 14.8 million visitors in 2015, according to Euro Disney's annual report.

The suspect is the joint manager of a brasserie in Gay Paree's 14th arrondissement, according to a source close to the investigation.

Staff and regulars there expressed astonishment at his arrest.

"For me it's a mistake," a member of the bar staff told AFP by telephone, adding that the phone had been "ringing every two seconds" since the news.

"Honestly, I'm taken aback. It's a joke," added the other co-manager.

#5  Update from Ynet:

A French prosecutor says terrorism has been ruled out in the arrest of a man who tried to bring two handguns into a hotel at Disneyland Paris.

The Meaux prosecutor Dominique Laurens said Friday that searches of the man's phone records and various locations turned up no link with terrorism. She said the man was moving house and feared his weapons would be misplaced or taken.

The man was detained Thursday along with his female partner, who was cleared of complicity, the statement said. He remained jailed Friday.

Peshawar on edge as police foil terror plot
PESHAWAR: Police on Thursday defused five bombs planted under a 132KV electric tower in the provincial capital, officials said.

The bombs, comprising 20 kilograms of explosive materials, were packed into four pressure cookers and a canister in the Phando area of the city under the main transmission lines powering Peshawar.

Bomb Disposal Unit officials said if not defused in time, the bombs would have caused major destruction.

Senior Superintendent Police Abbas Majeed Marwat said militants wanted to target the main transmission line to deprive the people of the city from electricity, but police foiled their plan.

Reassuring city residents, he said "the police is vigilant and alert at all times to avoid mishaps."

Residents of the provincial capital are fearful, as police have been kept busy with reports of suspicious shopping bags from around the city.

Police also received a call about a suspicious bag in the Bala Mani area, but when officials reached the scene, they found a bag full of books, not explosives.

BDS, Rangers comb Karachi University amid security concerns
KARACHI: As the federal authorities ordered a sudden closure of Army Public and Bahria schools and colleges across the country for four days amid a terror threat, the Karachi University (KU) administration with the help of a law enforcement agency and a bomb disposal squad combed some areas of the campus for security reasons on Wednesday.

Sources told Dawn that eateries and tuck shops within the university and plant nurseries along the boundary wall were thoroughly checked.

The exercise, they said, was among the security measures that the university administration had recently decided to launch to prevent the possibility of a terror attack.

“All hotels, canteens on the campus as well as plant nurseries along the university wall were checked with the help of Rangers personnel and bomb disposal squad. Such security checks will now be carried out on a periodic basis,” said campus security adviser Dr Mohammad Zubair.

The university was increasing the number of walkthrough gates on the campus premises and the height of the boundary wall, he said.

The process to hire private security guards was also under way, he claimed.

According to Dr Zubair, the Rangers have enhanced patrolling on the campus. “It’s indeed a challenge to secure a big public sector university like the KU, which is visited by thousands of students and visitors daily. But we are trying our best to prevent entry of irrelevant people in the university,” he said in reply to a question. The sources said the university had also decided to hire a security expert for which an advertisement would soon be published in major newspapers. Besides, they said, the university was said to be developing a security plan.

Evening classes

However, one of the key security challenges for the university administration is to secure the 1,250-acre campus especially in the evening hours during which thousands of students attended their classes.

“Our security strategies are dependent on the presence of electricity. There is no alternative to address security issues if a power outage occurs, a routine affair on the campus. Besides, there are many spots along the university wall located in the deserted areas where there are no streetlights,” said a senior KU security department official on condition of anonymity.

He admitted that the university had failed to utilise the Rs300 million provided for security purposes one year ago but argued that the amount was too little considering the large area of the campus.

“Presently, there is no central communication system connecting all the security pickets and guards, a mandatory feature for any effective security system. Such a system also requires control room and 24-hour surveillance through cameras for which the university lacks funds,” he said.

In reply to the question whether teachers are satisfied with the recent administrative decisions and steps for enhanced security on the campus, Karachi University Teachers Society (KUTS) president Dr Shakeel-ur-Rehman Farooqui said: “The KU or, for that matter, any university of the country, can never have a foolproof security system unless it has a well-defined public safety policy in place. Such a policy is developed after an in-depth analysis of the campus infrastructure and prevailing conditions. It should be a comprehensive strategy that covers every security aspect, but it can’t be developed overnight or in patches.”

The police operation in the capital Madrid, as well as in Valencia and Bilbao, was against a PKK "structure in Spain with ramifications in European countries and The Sick Man of Europe Turkey

The aim of the cell was to "collaborate and facilitate the integration of individuals in the armed structure of the terrorist PKK-KCK, which basically operates in Turkey and Syria," the statement added, referring to the PKK's umbrella group.

Eight of the detained were Spanish citizens, and the ninth was Turkish, the ministry said.

"The detained, in collaboration with other individuals residing in various European countries, were providing the necessary infrastructure for displaced people to travel abroad and to finally integrate in the ranks of the Peoples' Protection Units (YPG) or one of the armed wings of the organization," the statement said.

It added that recruits were trained in using arms and explosives in training camps "in order to later join the combat cells."

In dawn raids in the three cities, police also searched 11 homes, one of them a gathering place for most of the detainees and regarded as the base of the group, which called itself "The Communist Reconstruction."

US warship left drill area after warning, says Iran
[DAWN] Iran's navy warned a US warship to leave an area where Iran has been conducting a naval drill near the narrow Strait of Hormuz at the mouth of the Persian Gulf, the semi-official Fars news agency reported on Wednesday.

The US Navy denied that its operations in the region were affected.

The Iranian navy chief, Adm Habibollah Sayyari, was quoted as saying that the US warship received two warnings before leaving the region. "They were warned once by maritime patrol aircraft and once again by the Alborz destroyer," he said.

"The US warship left the region immediately after receiving the warning," he added, saying he believed that the Americans had approached the area to "learn our tactics".

More European countries plan to deport rejectees, toughen rules for those allowed in
Sweden, Finland plan to deport tens of thousands of migrants

[DAWN] Finland joined Sweden on Thursday in announcing plans to deport tens of thousands of failed asylum seekers in a bid to contain the migrant crisis, as at least 31 more people died trying to reach the European Union
...the successor to the Holy Roman Empire, only without the Hapsburgs and the nifty uniforms and the dancing...
The two Nordic countries are both struggling to cope with an influx of refugees and migrants fleeing misery in the Middle East and elsewhere ─ receiving amongst the highest numbers of arrivals per capita in the EU.

The Finnish government expects to deport around two thirds of the 32,000 asylum seekers that arrived in 2015, Paivi Nerg, administrative director of the interior ministry, told AFP.
Believe it when I see it...
"In principle we speak of about two thirds, meaning approximately 65 percent of the 32,000 will get a negative decision (on their asylum applications)," he told AFP.

In neighbouring Sweden, Interior Minister Anders Ygeman said Wednesday that the government is planning over several years to deport up to 80,000 people whose asylum applications are set to be rejected.

"We are talking about 60,000 people but the number could climb to 80,000," he told Swedish media, adding that, as in Finland, the operation would require the use of specially chartered aircraft.

Morocco, Germany agree on migrant deportations

blamed mainly on North African men.

Germany wants to limit migration from North Africa by declaring Morocco, Algeria and Tunisia "safe countries", which would end their citizens' chance of being granted asylum.

"Officials in both countries will immediately step up talks in order to prepare and study the cases of those (Moroccans) irregularly staying in the country (Germany) and repatriate them without delay to Morocco," the palace statement, carried by the state news agency MAP, said late on Wednesday.

"The recent flows of illegal migrants, some of them falsely claiming to be refugees, were the result of a humanitarian call ... which was widely exploited by human trafficking organizations operating on both sides of the Mediterranean."

UNHCR 'Concerned' by Norway's Migrant Policies

Wednesday over Norway's policy on returning migrants to Russia and plans to tighten rules for family reunifications.

"We consider that the Norwegian procedure ... is cause for concern," the UNHCR's representative in the Nordic region, Pia Prytz Phiri, told news hounds at the close of a three-day visit. "It's a problem for us that Norway considers Russia a safe asylum country."

Norway decided in November that migrants who arrived in the Scandinavian country after having stayed legally in Russia had to be swiftly sent back to Russia -- without having their asylum applications considered -- since Oslo considered Russia a safe country. Some 5,500 migrants arrived in Norway via the "Arctic route" through Russia last year.

After sending some 200 people back, Norway stopped returning migrants to Russia at Moscow's request, as Russian authorities cited "security reasons." But Norway has said it is negotiating a resumption with Moscow.

The Norwegian return policy risks depriving some legitimate asylum seekers of their right to protection, the UNHCR warned.

An independent body within the Norwegian immigration authority, Landinfo, said it had been informed by the UN agency that Russia had in January 2015 expelled two Syrians back to their war-torn country. Norwegian Immigration and Integration Minister Sylvi Listhaug, speaking at the same presser as Phiri Wednesday, assured that "we are of course going to listen to what the U.N. has to say."

She added however that "there are situations where the U.N. recommendations go beyond what our commitments are in respect to international conventions."

The UNHCR also said it was "deeply concerned" by Norway's plans to tighten rules for family reunifications. The right-wing coalition government, which includes an anti-immigration party, has proposed that a person must have studied or worked for at least four years before being allowed to bring over their family. The proposal, which is still in the early stages, would require parliament's green light and the government does not hold a majority.

Obama's Price
[CBSNews]. Hillary Clinton on Tuesday said she was open to appointing President Obama as a Supreme Court justice.

Clinton acknowledged that the next president might have the opportunity to appoint several Supreme Court justices. Nearly half of the court -- four of the nine justices -- has served on it for 20 to 30 years and are either over the age of 80 or approaching it.

"We need new justices who actually understand the challenges we face," Clinton said.
We need Justices that believe the Constitution means what it says. Is Hillary offering this to get Obama to put the kibosh on any possible charges? Is this Obama's price for doing so? Inquiring minds want to know.

-Land of the Free
New NBIB bureau will fix what isn't broken at OPM
[The White House] Today, the Administration is announcing a series of changes to modernize and strengthen how the Federal Government performs and safeguards background investigations for its employees and contractors.

The Federal Government is responsible for issuing, handling and storing much of America's most important data. The Government also performs key functions with these data, such as conducting background investigations to assess whether individuals may serve as Federal employees, members of the Armed Forces, or contractors, be granted access to its facilities and information systems, and be trusted with classified and other sensitive information. As the world's technologies continue to evolve and our economy becomes ever more digitally connected, the Federal Government's tools, systems, and processes for managing such sensitive information and conducting background investigations must keep pace with these advancements in order to better anticipate, detect, and counter malicious activities, as well as threats posed by trusted insiders who may seek to do harm to the Government's personnel, property, and information systems.

Today's announcement comes after an interagency 90-Day Suitability and Security review commenced last year in light of increasing cyber security threats, including the compromise of information housed at OPM, to re-examine reforms to the Federal background investigations process, assess additional enhancements to further secure information networks and systems, and determine improvements that could be made to the way the Government conducts background investigations for suitability, security and credentialing.

#1  I suspect it's an interim move. NBIB will likely be independent of OPM very soon [with direct reporting to regime staffers or POTUS]. No need to play into the pub 'larger and larger gov't' narrative.

Here, this is all you'll likely need for background info. Upgrade to TS/SCI as quickly as possible, and backdate the PR's to 1999 if you would please.

Canada: US shouldn't worry about our resettlement of Syrian refugees
[Rudaw] Canada has rejected US concerns that its rapid resettlement of thousands of Syrian refugees may pose a threat to it.

"We have put in place layers of security activity to ensure that our refugee initiative with respect to Syria can be successful," the country's public safety minister Ralph Goodale told parliament on Wednesday.

"The program is working well and indeed it will resolve in something that Canadians can be very, very proud of," he added according to AFP.

He also said that Canada has been briefing the United States about their program "and they understand exactly the layers of security screening that are in place."

A spokeswoman for Canada's foreign affairs minister also said that Canada has "emphasized and will continue to emphasize the integrity and robustness of our approach to the selection and screening of the Syrian refugees under consideration."

Israelis near Gaza border report hearing digging noises
[IsraelTimes] At least four families from the village of Pri Gan, located about 4.5 kilometers from the southern Gazoo Strip, say they heard sounds of digging near their homes, adding that the floors in their apartments have shaken.

Israel Radio reports that Eshkol Regional Council head Gadi Yarkoni, a resident of Kibbutz Nirim about two kilometers from the Gazoo border, has a recording of the sounds of the excavation.

On Tuesday evening, at least six Paleostinians were reported killed in a collapse of a tunnel dug under the Hamas, always the voice of sweet reason,-run Strip. According to Israel's Channel 10 television, the six fatalities were all members of the Hamas terror group, as were the five others injured in the incident.

The nature of the tunnel in question was not immediately clear. Hamas has in the past dug cross-border tunnels into Israel in order to stage attacks on civilians and soldiers. Other tunnels are used by the terror group as part of its defensive infrastructure.

The pragmatic president’s visit came just a week after the implementation of the Joint Comprehensive Plan of Action (JCPOA/ nuclear deal) that put an end to economic sanctions against Tehran.

Turkish man wanted by Russia for killing pilot spotted at Istanbul funeral
Darwin is waiting eagerly for this one.
[Rudaw] The Turkish man who became the target of Moscow's manhunt, after boasting he had bumped off a Russian fighter pilot parachuting from his crashing plane on the Turkish-Syrian border, was spotted at a funeral ceremony in Istanbul on Wednesday.

Alparslan Celik told news hounds he did not have a fixed abode and would return to Syria after the funeral, where he would continue to fight to defend Turkmen villages being bombed by the regime, according to the Hurriyet Daily News.

"I am here and there. I am going and returning. And now, I came for the funeral ceremony and I will go again," said Celik, the son of a former district mayor from The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
's Nationalist Movement Party (MHP), at the funeral of Ibrahim Kucuk, a district head of the MHP who was killed in an air bombardment on a Turkmen village in Syria.

Celik has been the target of a Russian manhunt since after November 24, when a Turkish jet shot down a Russian warplane on Turkey's border with Syria, where the Russians have thrown in their air force behind the regime of Hereditary President-for-Life Bashir Pencilneck al-Assad
Supressor of the Damascenes...
. Celik proudly boasted on video after the incident that he had bumped off Oleg Peshkov, the surviving pilot who had parachuted from his jet after being hit by Turkish jets. Peshkov's plane was apparently on a bombing run against Celik and his Turkmen comrades who are fighting the Syrian regime, which Russia intervened to support. Peshkov said he had seen the pilot bombing the village.

"There is no place for a person who has bombed civilian Turkmens every day in my conscious," said Celik. "Reprisal is the most natural right. There is life in reprisal," he added. -

Number of Syria's besieged communities rises to 18, UN says
[Ynet] The United Nations
...an organization conceived in the belief that we're just one big happy world, with the sort of results you'd expect from such nonsense...
says the number of besieged areas in Syria's conflict has risen to 18, up from 15 earlier this month.

As the UN hopes to get Syrian parties to begin peace talks on Friday, the UN humanitarian chief and the head of the World Food Program on Wednesday called upon Syria's government to allow sustained access to as many as half a million people in besieged areas.

Officials said the rare convoys that reached a few besieged communities earlier this month are not enough and that the aid delivered will soon run out.

UN humanitarian chief Stephen O'Brien calls the idea of airdropping aid "risky" and insufficient, but all options are still being discussed.

KDF will stay in Somalia, sez Kenyatta
President Uhuru Kenyatta yesterday announced Kenya will not pull out of Somalia, despite the massacre of its soldiers. He said KDF will pursue al Shabaab terrorists “to their last hideouts”.

“We will continue in Somalia to fulfil our mission. Some, whose courage has failed, want to give up the mission now,” Uhuru said. “They want to retreat, to leave the field to the enemy in the hope that he will leave them alone.”

He spoke in Eldoret during a memorial service for soldiers killed on January 15 in El Adde, Somalia. Uhuru said those calling for KDF’s withdrawal have “forgotten the enemy has made it clear he will follow us home”.

He said as good neighbours, Kenya cannot leave Somalia to terrorists. Uhuru said completing the mission is the right thing to do for security.

He said: “This is not the time to waver or listen to the voices of defeat. This is the time for the people and the government of Somalia to choose peace.” Uhuru unveiled a statute erected in memory of the fallen soldiers.

U.N. praises Somalia deal on model for electoral process
U.N. praises them? They're doomed...
United Nations Secretary-General Ban Ki-moon praised an agreement by Somalia’s government on Thursday on a model for the electoral process to establish a new, bicameral federal parliament in 2016, a U.N. spokesman said.
Over/under for the new deal is two months...
“He particularly applauds the commitment to representation of women and minority groups, including that women will comprise 30 percent of the next parliament,” U.N. spokesman Stephane Dujarric said.

U.N. special envoy to Somalia, Michael Keating, said the model envisages a lower house of 275 members, based on a current power-sharing formula between clans, and an upper house of 54 members, based on equal representation of existing, emerging and prospective federal states and an allocation of additional seats to breakaway regions of Somaliland and Puntland.
From what I read Somaliland isn't interested...
“This is the culmination of almost six months of intense consultations,” Keating told the U.N. Security Council on Thursday. “It may be a watershed moment, marking the growing political maturity of a federal Somalia.”

After the optimism that followed the 2012 election many diplomats had hoped for a “one person, one vote” system in 2016, but progress has been dented by frequent attacks by al Shabaab militants, as well as political infighting and corruption.

Topless activist protest against Iranian President's visit to Paris
[Khaama (Afghanistan)] A demonstration was organized by a topless activist in Gay Paree today to protest against the execution of hundreds of people in Iran every year.

The activist from international women's rights group -- Femen staged the demonstration as the Iranian President Hassan Rouhani is in Gay Paree to sign off new business deals between the two countries.

With an Iranian flag painted on her chest, the activist staged a mock hanging from a bridge in Gay Paree in an execution style.

"We organised this public display as a little reminder of the fact that every year, more than 800 people are sentenced to death in his country," Sarah Constantin, a spokesperson for Femen La Belle France said.

"Among them are women, feminists, homosexuals, and free-thinkers who are rotting on death row, just because they are free-thinkers. And Francois Hollande
...the Socialist president of La Belle France, an economic bad joke for la Belle France but seemingly a foreign policy realist...
doesn't take any of this into account," Constantin quoted by a local newspaper added.

Criticizing the French President for receiving Rouhani as an official guest, Constantin further added "It shows that Francois Hollande doesn't care about human rights
When they're defined by the state or an NGO they don't mean much...
. The only thing he cares about is business. Shame on Francois Hollande. Shame on Rouhani."

Pakistan urges India to do away with practice of terror allegations
[DAWN] Foreign Office spokesperson Qazi Khalilullah on Thursday urged India to do away with the practice of hurling "unsubstantiated terror allegations against Pakistain."

"Such a practice undermines efforts to eliminate terrorism from the region in a collaborative manner," the front man remarked.

Speaking at the weekly FO briefing, he said terrorism was not an issue for only India or Pakistain but a global problem that needs to be tackled with joint cooperation.

He expressed hope that India would share findings of the Samjhota Express attack investigations with Pakistain.

The front man said India and Pakistain are in touch to finalise the dates for foreign secretary level talks.

Commenting on the joint Indian-French statement on terrorism, issued at the end of the visit by French President Francois Hollande
...the Socialist president of La Belle France, an economic bad joke for la Belle France but seemingly a foreign policy realist...

Khalilullah said next round of the Quadrilateral Coordination Committee would be held in Islamabad on Feb 6 to discuss the road map for reconciliation in Afghanistan.

The military has now begun to court martial eight other soldiers suspected of leaking the tension between the reinstated soldiers and their big shotship to the press.

The national news outlet Naij reports that eight service members were arrested after military officials dispatched a Major General to Kaduna state to investigate and find those who leaked the story to the press. Vanguard lists those in jug, noting that the highest-ranking soldier to leak the story to the press is a Brigadier stationed in Lagos, on the opposite end of the country.

In an explosive report, Vanguard exposed this month the struggle of more than 3,000 soldiers to escape being redeployed in the nation's northeast, where Boko Haram remains an active threat. The soldiers have refused to return to the front lines because, the newspaper reports, they claim "they were never really pardoned and re-integrated into the Army, but rather, re-sentenced to the war front." As proof of this, they cite the fact that they were never given redeployment letters.

Some who attempted to return to their units in the northeast were stranded in the region, rejected by the units, because of their lack of proper documentation. "Since they have been kicked out of the barracks they have not been paid for seven months making their families who live off-barracks begging [sic] for food," Vanguard reported.

"But, our experience in fighting to save our motherland is too sad a story for the outside world to know. We are not cowards. We held on for over four months facing Boko Haram," one soldier told Vanguard, asserting that he is not returning to the war front because army leadership "treated us like prisoners of war."

"The Nigerian Army thrives on discipline, loyalty and good conduct and if anyone of them cannot measure up to expectation or live by those tenets, such a person is free to leave the army," Sani Usman, a front man for the Nigerian army, said in response to the Vanguard report.

US slaps sanctions on 2 men, accused of working for Hezbollah
[Iran Press TV] The United States has added two Lebanese men to its sanctions blacklist accusing them of laundering money for the Lebanese resistance movement Hezbollah.

The US Treasury on Thursday claimed that the men -- Mohamad Noureddine and Hamdi Zaher El Dine -- have used a network across Asia, Europe, and the Middle East to help Hezbollah.

"Noureddine has utilized an extensive network across Asia, Europe, and the Middle East to provide money laundering, bulk cash shipment, black market currency exchange, and other financial services to a variety of clients, including Hezbollah members," the Treasury said in a statement.

Last year, the White House approved a bill which imposed sanctions against banks that do business with Hezbollah.

Four soldiers killed in northern Mali attack, explosion
[Iran Press TV] Malian military authorities say at least four soldiers have been killed in a gun attack and landmine kaboom in the West African country's northeastern region.

An army officer, speaking on condition of anonymity
... for fear of being murdered...
, said a soldier was driving a military vehicle on the outskirts of the ancient city of Timbuktu, roughly 1,000 kilometers (621 miles) north of the capital, Bamako, on Thursday morning, when an armed man opened fire and shot him dead.

The officer added that a manhunt is underway to arrest the assailant.

Separately, three other troops died in a bomb kaboom that destroyed their vehicle near the city of Gao, located 320 kilometers (200 miles) southeast of Timbuktu.

Army front man, Colonel Souleymane Maiga, said the incident took place 37 kilometers (22 miles) southwest of Gao, when the vehicle at the head of the army convoy struck a buried bomb.

Mali has been witnessing violence linked to bad boy activity in its northern regions since 2012. The area remains vulnerable to attacks despite a military operation led by La Belle France in 2013, which came after the UN Security Council passed a resolution on the deployment of the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA).

Last June, Tuareg separatists, who have launched a number of uprisings since the 1960s, signed a peace deal with the Malian government.

The peace agreement, brokered by Algeria, raised hopes of finally ending years of unrest in the country, however its implementation has proven challenging.

Kuwait Projects Record Deficit on Falling Oil Income
[ALMANAR.LB] OPEC member Kuwait projected a record budget deficit for the fiscal year starting April 1 on the sliding price of oil, the finance ministry said on Thursday.

The shortfall for the 2016-2017 fiscal year is estimated at 11.5 billion dinars ($38 billion) due to a sharp decline in oil revenues, the ministry said on its Twitter account.

Spending was estimated at 18.9 billion dinars, just 1.6 percent lower than in the current year, the ministry said.

Revenues were projected at 7.4 billion dinars, of which oil income is estimated at $19.1 billion or just 78 percent of the public revenues.

In the past, income from oil contributed more than 94 percent of revenues in the Gulf emirate, before the decline in crude prices.

Kuwait has projected a shortfall of $23 billion in the current fiscal year which ends March 31, the first deficit after 16 years of surplus.

The Gulf state, which has a native population of just 1.3 million, has built around $600 billion in fiscal reserves in those years.

Terrorist blows himself up as railway bomb plot foiled in Jhelum
JHELUM: A terror bid on the outskirts of the city in Domeli Mor was foiled by police Thursday morning when a terrorist, during an encounter with police, blew himself up, police said.

The terrorist ─ who was allegedly targeting the Rawalpindi to Lahore Pakistan Express ─ tried to plant explosives on railway tracks near Grand Trunk Road when a citizen reported the 'suspicious individual' to Motorway Police, police said.

Deputy Superintendent Police Motorways Rauf Chishti reached the scene after the tip-off.

The terrorist lobbed a hand grenade at security personnel upon sight and then blew himself up, security sources said.

District Information Officer Awais, however, earlier said the suspect had exchanged fire with police before blowing himself up with a hand grenade.

Police recovered four hand grenades and two pistols, as well as two National Identity Cards and a vehicle from the terrorist's possession.

A heavy contingent of police, along with the District Police Officer, reached the site of the explosion and cordoned off the area. A search operation was conducted in the area and two suspicious individuals were arrested.

Mass Grave in Ramadi Holds At Least 40
BAGHDAD- Iraqi authorities have uncovered a mass grave in Ramadi containing at least 40 bodies, including women and children, apparently killed by ISIS insurgents when they seized the city in May, police and provincial officials said.

Footage posted on the Facebook page of the provincial police on Wednesday showed what appeared to be bodies in varying states of decay being pulled from a shallow grave in the capital of Anbar province which Iraq’s military recaptured last month.

Police chief Major General Hadi Razij spoke in the video about the grave, and an adviser to the governor confirmed the images were authentic. Interior Ministry spokesman Brigadier General Saad Maan confirmed the reports.

“We believe they were the last to fight #DAESH before #Ramadi fell in May 2015. Investigation ongoing.”, Anbar Governor Sohaib al-Rawi said in a tweet with a picture of body bags lying in a street. Daesh is the Arabic acronym for ISIS, which is also called ISIL.

ISIS overran Ramadi last year as the Iraqi army abandoned its posts for the second time in less than a year, setting back government efforts to push back the ultra-hardline Sunni militants.

The military, backed by U.S.-led coalition air strikes, recaptured the city in December, but widespread destruction and explosives planted by the insurgents in streets and houses have prevented civilians from returning.

Several mass graves have been uncovered in areas retaken from ISIS, which imposes strict restrictions and harsh punishments on the millions of civilians living under its control.

The United Nations has said the militants are responsible for acts that may amount to war crimes, crimes against humanity and possibly genocide.

Muhannad Haimour, the governor’s adviser, told Reuters at least 15 of the bodies, which were discovered in the central district of al-Jamaaiya, belonged to police officers, according to ID cards retrieved from the grave. Haimour said the grave was discovered through interrogations with captured ISIS militants.

He said not all the bodies had been identified, but some were believed to belong to women and children related to the police. It was not clear how the victims were killed, but the video appeared to show some of them had been handcuffed at the time of death. Haimour said there were signs of torture and gunshot wounds on some bodies, but that could not be immediately confirmed.

ISIS Top Dawg dies in Mosul airstrike
ERBIL – Jalal Hamdan Al-Naama, minister of war in the ranks of the Islamic State (ISIS) radical group, was reported dead in an airstrike by the western coalition near Mosul city in northern Iraq, officials reported on Thursday.

An airstrike by the U.S.-led coalition hit a building in the vicinity of Mosul where more than 20 ISIS officials were meeting on Thursday evening.

Al-Naama was killed along with more than 20 other ISIS leading members in the airstrike.

“The raid targeted the al-Hadr sub-district in Mosul suburb, where ISIS leading members were meeting,” an officier in the Nineveh police department told ARA News, speaking on condition of anonymity.

“The coalition’s warplanes have pursued the ISIS convoy until all leading members entered a building to hold a meeting in al-Hadr. The fighter jets then bombed the entire building and killed all the militants there, including the ISIS minister of war Jalal Hamdan Al-Naama,” the source said.

This comes just a day after the U.S.-led coaition hit several strongholds for ISIS in the vicinity of Tirkit city in Iraq’s central province of Salah Al-Din, targeting jihadi commanders. At least three ISIS commanders were among those killed in the airstrikes, including Nimraddin Abu Aisha, Saudi commander in the ranks of ISIS, Abu Marwan al-Jazaeri, Algerian jihadi and administrator of ISIS financial office in Salah Al-Din province, and Rokan al-Shami, Syrian jihadi and head of ISIS security center in Salah Al-Din.

ISIS troops attack Syrian army supply routes in Aleppo
ALEPPO – Militant fighters of the Islamic State (ISIS) on Thursday launched an offensive on regime-held areas in Syria’s northern province of Aleppo, killing and wounding a number of civilians.

The ISIS-led attacks were focused on the northeastern countryside of Aleppo, where pro-Assad troops are stationed.

“ISIS started its offensive by launching dozens of mortars on villages held by the regime’s troops in northeastern Aleppo. At least three civilians were killed and five more wounded,” media activist Muhammad Omar told ARA News in Aleppo.

The militants then bombed with heavy artillery the Aleppo Free-Zone, in a bid to cut off one of the vital supply routes for pro-Assad troops in the province.

“Several shells also hit the regime-held Central Prison in Aleppo’s northern suburb,” the source said.

It was not immediately clear how many people were killed in the attacks on the Free-Zone and the Central Prison. However, eyewitnesses confirmed that the bombardment caused a huge damage in the targeted buildings.

Also on Thursday, Syrian and Russian warplanes launched joined raids over the ISIS-held city of al-Bab and Tadif town north of Aleppo. Seven civilian casualties were reported in the airstrikes.

After Abbas: The coming Palestinian bloodbath
[NYPost] But, like it or not, he won't live or rule forever.

And then what? To fend off pesky rivals, the Ineffectual President of the Paleostinians Mahmoud Abbas has long avoided anointing a successor or naming a deputy. So who decides who's next?

According to Paleostinian law, the speaker of parliament would take over pending new elections. But the parliament hasn't convened in years. And the current speaker is a member of Hamas, always the voice of sweet reason,, Abbas' Islamist rivals.

Israel and the US -- and, even more so, members of Abbas' party Fatah -- won't let him get near the seat of power. Nor would they risk another humiliating election, which Hamas is likely to win.

In other words, no one in the West Bank knows how the next leader will emerge -- "and Israeli intelligence officials, whose entire job is to predict such things, have no idea either," says Gal Berger, Israel Radio's indispensable Paleostinian-affairs correspondent.

When the time comes, the Fatah men who in the last few weeks started jockeying for position will duke it out for real. Such chaotic political fighting often leads to violence.

Once that violence ebbs, a new strongman will emerge.

But not a peaceful, democratic state of Paleostine.

Willing to review blasphemy laws, says CII chief
[DAWN] The head of the Council of Islamic Ideology (CII), Muhammad Khan Sherani, on Thursday said he is willing to review blasphemy laws -- that critics say are regularly misused and have led to the deaths of hundreds -- to decide if they are Islamic.

The CII is a constitutional body that advises the legislature whether or not a certain law is repugnant to Islam.

Religious and political elites almost universally keep clear of debating blasphemy laws in a country where criticism in relation to Islam is a highly sensitive subject. Even rumours of blasphemy have sparked rampaging mobs and deadly riots.

Sherani told Rooters he was willing to reopen the debate and see whether sentences as harsh as the death penalty were fair.

"The government of Pakistain should officially, at the government level, refer the law on committing blasphemy to the Council of Islamic Ideology. There is a lot of difference of opinion among the clergy on this issue," Sherani said in an interview at his office close to the Parliament in Islamabad.

"Then the council can seriously consider things and give its recommendation of whether it needs to stay the same or if it needs to be hardened or if it needs to be softened," Sherani, dressed in a traditional black robe, said.

Sherani, who has hit the headlines in recent weeks after his council obstructed a bill to deter child marriages, did not disclose his own position.

Pakistain's blasphemy laws mandate the death penalty, although no sentence has been carried out. Critics say the law is abused in poor, rural areas by people falsely accusing rivals in order to settle personal scores.

Presenting evidence in court can be considered a new infringement, so judges are reluctant to hear cases.

Those acquitted have often been lynched.

Salman Taseer, a prominent liberal politician, was killed by his own bodyguard in 2011 after he had championed the cause of a Christian woman sentenced to death under the law.

-- Fazl, for some embodies the country's struggle to balance modern, democratic ideals with pleasing conservative religious bodies demanding the imposition of strict Islamic law.

In recent years, his 54-year old council has ruled DNA cannot be used as primary evidence in rape cases, and supported a law that requires a woman alleging rape to get four male witnesses to testify in court before a case is heard.

activists.

Senators have since debated whether the council, in its current form, is right for the modern democratic Pakistain that Prime Minister Nawaz Sharif
... served two non-consecutive terms as prime minister, heads the Pakistain Moslem League (Nawaz). Noted for his spectacular corruption, the 1998 Pak nuclear test, border war with India, and for being tossed by General Musharraf...
has said his country must represent.

Sherani, head of the council since 2010, defended its recommendations, saying it was his job, as mandated by the Constitution, to ensure the laws of the land were in line with Islam. The council's advice is not binding.

"The state should only be concerned up until a point with the question of marriage," he said.

"After reaching the age of maturity (puberty), the child has the right to reject a union."

Three per cent of girls in Pakistain are married before they turn 15 and 21 per cent before age 18, according to Unicef.

Sherani said there were many un-Islamic laws on the statute book that he was advising the government to overturn, including presidential pardons for a murderer.

Many of Pakistain's problems, including violence against religious minorities, were the result of the government failing to be sufficiently Islamic and instead pandering to the West, he said.

"Pakistain's present government is a defender of the interests of the West," Sherani said. "Don't equate what the government thinks to what Islam is."

IS murders three seized Turkish company guards
IS has murdered three of the six men kidnapped when the terrorists launched an attack near Maradah earlier this month. The assault on 14 January also saw a length of oil pipeline blown up.

The men are understood to have been guards at a camp used by the Turkish construction company Ustay. A Turkish diplomat told the Libya Herald at the time of the raid that there were no Turkish nations in the camp. All had left the country.

IS published pictures of their victims before and after their murder. The fate of the other three men taken with the camp guards is still not clear.

Israeli generals said among 1,600 global targets of Iran's latest cyber-attack
[IsraelTimes] Cyber-defense expert Gil Shwed says a quarter of recipients opened emails and thus unknowingly enabled hackers to steal information from their hard drives

Iran launched a cyber-attack targeting Israeli army generals, human rights
...which are usually entirely different from personal liberty...
activists in the Persian Gulf and scientists, an Israeli cyber-security firm said Thursday.

Gil Shwed, CEO of Check Point Software Technologies, said the attack began two months ago and was directed at some 1,600 people worldwide. They received email messages aimed at sending spyware into their computers, Shwed told Israel Radio.

More than a quarter of the recipients opened the emails and thus unknowingly downloaded spyware, allowing the hackers to steal information from their hard drives.

Over the last two years, Israel has been targeted by a number of cyber-attacks. Officials say hackers affiliated with Hezbollah and the Iranian government were behind some of the infiltration attempts.

On Tuesday, Energy Minister Yuval Steinitz revealed that Israel's Electric Authority was being targeted by a "severe cyber-attack," although he did not say where it was coming from.

In June, the Israeli ClearSky cyber-security company said it had discovered an ongoing wave of cyber attacks originating from Iran on targets in Israel and the Middle East, with Israeli generals again among the targets. The goal is "espionage or other nation-state interests," the firm said. The hackers use techniques such as targeted phishing -- in which hackers gather user identification data using false web pages that look like real and reputable ones -- to hack into 40 targets in Israel and 500 worldwide, said ClearSky. In Israel the targets have included retired generals, employees of security consulting firms and researchers in academia.

Shwed warned Thursday that the pace of cyber-attacks is accelerating faster than the pace of investment in cyber safety, the Calcalist newspaper reported.

Israel is second only to the United States in cyber-security technology, according to Gadi Tirosh, managing partner at Jerusalem Venture Partners, which has been one of the country's most active investors in the field.

There are currently 173 companies in Israel big enough to be backed by venture capital companies and other major investors. That does not include the hundreds of others that are bootstrapped or relying on other sources of funds; altogether, there are 430 cyber companies currently operating in Israel, according to a report released earlier this month by the Israel Venture Capital (IVC) Research Center, with an average of 52 new cyber startups established annually since 2000.

//FIVE EYES// becomes 4 eyes as Canada initiates time out
[Guardian] Canada spy agency stops sharing intelligence with international parters.

Move not to share with Five Eyes partners comes after Communications Security Establishment revealed it had illegally collected Canadians' metadata.

Canada's ultra-secret eavesdropping agency has stopped sharing intelligence with international partners after revealing it had illegally collected Canadians' metadata in sweeps of foreign communications.

In a report to parliament, the Communications Security Establishment (CSE) said on Thursday the breach was unintentional and had been discovered internally in 2013.

A CSE official blamed a software flaw that resulted in sharing of metadata, used to identify, manage or route communications over networks that could identify Canadians.

The agency said the likelihood of this leading to any abuses was "low".

But as a precaution, the CSE suspended its sharing of metadata with its Five Eyes intelligence partners -- Australia, Britain, New Zealand and the United States -- until it finds a fix to the problem.

Canadian defense minister Harjit Sajjan said he was satisfied that any data that had already been shared with the intelligence alliance before the software glitch was discovered "did not contain names or enough information on its own to identify individuals".

He also said he accepted an investigation's conclusion that the breach of Canadian privacy and national security laws was "unintentional". It was unclear what, if any, impact the metadata sharing stoppage has had on Five Eyes intelligence gathering. Public safety minister Ralph Goodale said Canada's allies have been "very supportive" while the CSE told AFP it continues to have "strong and collaborative relationships" with its allies in other areas.

In another report also released on Thursday, Canada's spy agency watchdog raised concerns about efforts by the Canadian Security Intelligence Service (CSIS) to counter "insider threats".

The Security Intelligence Review Committee (SIRC) said it identified "a number of deficiencies" in the way CSIS prevents and investigates classified document leaks, following the high-profile leaks by Edward Snowden in the United States and the 2012 arrest of Canadian navy officer Jeffrey Paul Delisle for selling state secrets to Russia.

It highlighted "one situation in particular [in which] SIRC found that CSIS had failed to give a case the appropriate level of attention and to take follow-up action," but provided no details.

CSIS rejected its recommendations, it noted.

SIRC also raised a potential legal concern with respect to CSIS's use of paid al-Qaida or Taliban informants, saying it was in conflict with United Nations al-Qaida and Taliban Regulations that prohibit association with or funding of these two jihadist groups.

The release of both reports was delayed by October's legislative elections, and comes as the new Liberal government undertakes a complete review of Canada's security intelligence framework.

India-Pakistan
Hindu marriage bill
[DAWN] WHILE many politicians are quick to issue public statements about the rights of minorities in Pakistain, when it comes to taking practical steps to secure these rights, there is very little to show. A prime example of this strange paradox is the decades-old issue of legislation related to Hindu marriage. At the current time, there is no marriage law for the millions of Hindus living in Pakistain. This legal vacuum naturally creates a multitude of issues for Pak Hindus, especially the women of the community. For example, Hindu women have to face problems in proving their relationships when dealing with officialdom, while widows are particularly disadvantaged. Without official proof of relationships, getting government documents issued or moving forward on any other activity which involves documentation -- from opening bank accounts to applying for visas -- becomes next to impossible for any citizen. So how is the Hindu community supposed to cope? Some experts point out that forced conversions are also facilitated by the lack of documentation of Hindu marriages. Yet despite the fact that many of these points were raised at a seminar in Islamabad on Wednesday by the chairman of the National Assembly's Standing Committee on Law and Justice -- which is supposed to approve the Hindu marriage bill to be tabled in the house -- he was unable to convince the committee to give the green signal at a meeting on the same day. As reported, some committee members had issues with certain clauses of the bill.

Despite the fact that even the Supreme Court has ordered the state to enact the law, politicians have failed to do the needful. While family law is now a provincial subject, the federating units can ask the centre, through resolutions passed by their respective assemblies, to legislate on the matter. Balochistan
...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it...
and Khyber-Pakhtunkhwa
... formerly NWFP, still Terrorism Central...
have passed the requisite resolutions, but the Sindh and Punjab
1.) Little Orphan Annie's bodyguard
2.) A province of Pakistain ruled by one of the Sharif brothers
3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots....

assemblies have not yet done so. This tardiness and lack of political will are inexcusable. If the parties leading the Sindh and Punjab governments are serious about their commitment to minority rights, they should pass the resolutions without further delay in order to do away with the hurdles in the way of a Hindu marriage law. Sindh should show particular alacrity, as most of Pakistain's Hindus reside in this province. Failure to take timely action and pass the law will only compound this decades-old injustice and expose our leaders' claims of respecting minority rights as hollow.

Boko Haram: Why US refused to sell arms to Jonathan -- Activist
[VANGUARDNGR] Mr. Smart Ajaja, a Nigerian rights activist, based in the United States of America, ‎ yesterday, said the refusal of former President Goodluck Jonathan
... 14th President of Nigeria. He was Governor of Bayelsa State from 9 December 2005 to 28 May 2007, and was sworn in as Vice President on 29 May 2007. Jonathan is a member of the ruling People's Democratic Party (PDP). He is a lover of nifty hats, which makes him easily recognizable unless someone else in the room is wearing a neat chapeau.Other than that he's pretty useless as the Boko Haram debacle shows..
to probe alleged multi-million dollars allegedly found in one the nation's service chiefs, during his tenure was the reason America refused to sell arms to his administration.

Ajaja, who gave insight into how some persons he described as very vulnerable Nigerians abroad serve as fronts to looters of the country's treasury, said the US govt, which uncovered the money, gave Jonathan term upon which he could get its support.

He said Jonathan refusal to probe a service chief, who he did not name, resulted to the refusal of American government to sell arms to his government.

Ajaja said although some volunteers among the diasporans were willing to assist President Muhammadu Buhari-led federal government to further identify some of the looted funds, the government should do a lot more to block movement of physical cash out of the country.

The activist noted that the corrupt persons could not have transferred most of the looted monies abroad without help of some diasporans‎ but observed that the Bank Verification Number (BVN) policy introduced by the Cenral Bank of Nigeria (CBN), to a great extent, assited in identifying the looted funds.

He urged the federal government to create access to opportunities for the citizens to whip up patriotism and reduce the current incident of terrorism in the country.

He said, "If the government can't monitor the movement of physical cash out of Nigeria, there is nothing we can do from there because what they do is they have agents they use to transfer these monies out, to put them in banks.

The Voice of Caliphate broadcasts in Pashto, Dari and English languages in Nangarhar province and was launched a few weeks ago reportedly by supporters who pledged allegiance to the holy warrior group in eastern Afghanistan.

Residents in Nangarhar have criticized the government for not taking action against the radio station which has now extended its program schedules.

"In terms of propaganda, Daesh [Islamic State] is stronger compared to Taliban, an issue which can expand disunity among the Muslim nation of Afghanistan, therefore we need to terminate this radio station," religious scholar in Nangarhar Zahir Haqqani said.

"We have demanded the termination of the radio station on several occasions, but no one has heard us," MP Amir Khan Yar said.

It is said that Daesh [Islamic State] uses a mobile broadcasting unit in Batikot and Achin districts of Nangarhar.

"We tried to track and terminate the radio, but it operates around the Durand Line," Nangarhar governor Attaullah Khogyani said.

"National Unity Government needs to terminate the broadcasting of this radio, because the radio poses serious threats to the nation," Senator Mohammad Asif Sediqqi said.

This comes after the ministry of communication and information technology acknowledged that the radio station had been stopped.

Daesh [Islamic State] as a holy warrior group has used social media platforms effectively to recruit fighters who have joined their ranks from all over the world.

Arabia
7 die in Aden car bomb attack
ADEN – A suicide car bomb killed seven people outside Yemeni President Abd-Rabbu Mansour Rabbu Hadi’s residence in the southern city of Aden on Thursday, local officials and eyewitnesses said.

“A suicide car bomb targeted a security checkpoint about 500 metres (yards) from the Maashiq palace,” the official told Reuters by telephone.

“Seven people were killed and 10 were wounded. The majority of the casualties are civilians,” the official said of the latest in a series of deadly attacks by militants on government and security targets.

The officials said President Hadi was inside the building at the time of the attack and was unharmed.

Yemen suicide bomber said to be Dutch ISIS fighter

[Ynet] The Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
affiliate in Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Except for a tiny handfull of Jews everthing there is very Islamic...
has grabbed credit for a suicide kaboom targeting the presidential palace in the southern city of Aden.

In an online statement posted on Twitter by the group's supporters, IS identified the attacker as Abu Hanifa al-Hollandi, an Arabic nom de guerre that suggests he was Dutch. The last name in murderous Moslems' pseudonyms usually indicates their nationality or place of origin. His real name was not immediately known.

It was not possible to verify the claim. The group posted pictures that appeared to show the boom-mobile speeding toward barricades manned by presidential guards.

Both ISIS and Yemen's al-Qaeda affiliate have a strong presence in Aden, which descended into lawlessness after Saudi-led coalition forces and government fighters retook the city from Iranian catspaws in 2015.
