My advocacy of what I have called the "Ferguson Effect" has proved to be the most controversial and contested aspect of my new book, "The War on Cops." When I first proposed the theory in a May 2015 Wall Street Journal op-ed, the policy arm of the American Society of Criminology immediately sent out an alert seeking rebuttals to my hypothesis. The opposition has hardly abated since then.

Yet virtually every police officer working in an urban area in the post-Ferguson era tells the same tale: He or she is backing off of discretionary, proactive policing. Officers operate today under the presumption that they are racist, even homicidal; their stop and arrest activity is measured against population benchmarks, rather than crime benchmarks, and thus deemed racially biased; they worry that any use of force against a black civilian, no matter how justified, could be interpreted as a race-based assault and could put their career at risk.

[BBC] Shooting in a major shopping mall in the North of Munich. Several casualties reported.

One person was killed and 10 people were injured in a shooting at a Munich shopping mall Friday, CNN affiliate NTV reported.
Police say shooting is over
Gunfire rang out at a shopping mall in the German city of Munich on Friday evening, prompting a large law enforcement response to what one police spokesperson said was a "shooting spree."
Watching the teevee coverage I heard (didn't see) AK-47 fire. How do you carry an AK-47 around the streets of a city like Munich? Why don't police shoot first and ask questions später? But we've already asked why they brought that big wooden horse into the country.
The shooting, reported about 6 p.m. local time at the Olympia shopping mall, is over, police spokeswoman Claudia Kvenzel said. There was no immediate information about injuries or deaths.

Lynn Stein, who said she works at the Jack Wolfskin store in the mall, told CNN that the shooter was inside the mall.

"I heard several shots," Stein said. "(I) was just going to buy something while my coworker was still in the shop.
And Bright Pebbles saw it on Sky News.

Note that close to the shopping mall there's a major festival going on.

The killers are reported to have fled by getting on the U-Bahn. This might explain the reports coming from the inner city.

I can confirm that people from the mahor city squares have taken refuge in shops as nobody know what's going on.

Authorities have confirmed three deaths after a shooting at a shopping mall in northern Munich in which three attackers appear to have been involved.

20.07: Police are giving more details on the attack on Facebook.

At 5.50 pm eyewitnesses started calling police. The shooting started in Hanauer Straße, then Riesstraße then Olympia Einkaufszentrum. Witnesses reported three people with firearms.

It should have been quite easy to verify the situation in the center of Munich. No info was forthcoming.

There's a strange second video footage with a verbal altercation between an - obviously - Bavarian guy addressing one shooter from a balcony as "asshole" and the shooter replying "I'm German. I have been in treatment".

He's insulted by an Bavarian from a balcony as a "Scheiss-Kanake" and replies he's born in Germany. We hear the word Hartz IV (stands for receiving social benefits). Also says he's been in treatment. Had to buy a weapon.

Not according to CNN, it appears the foreign media and US Fox news is suppressing this.
A woman named Lauretta told CNN she was in a McDonald's across the street from the mall when a man with a gun came out of a bathroom and began shooting.

"I come out of the toilet and I hear like an alarm, boom, boom, boom," she told CNN's Dugald McConnell. "He's killing the children (...) The children were sitting to eat. They can't run."

Loretta said the gunman was right behind her but had his back to her. She sd her 8-year-old son had been in the bathroom with the shooter, whom she described as heavyset and wearing dark clothing. She said the man yelled "Allahu akbar!"

Also, now at least one gunman is being claimed as opposed to three, and only one site involved instead of three.

CNN quotes a witness at the McDonalds across from the mall who claimed to be Muslim and that she heard the gunaman say "Allahu Akhbar" when he came out of the bathroom and started shooting the children eating there.

[Wash Times] The Justice Department is taking a Pennsylvania town to court over a municipal board’s denial of a zoning application for a mosque, accusing officials of discriminating against a local Muslim organization on the basis of religion.

The Bensalem Township violated the federal Religious Land Use and Institutionalized Persons Act when its zoning board in 2014 rejected a zoning request that would have allowed the Bensalem Masjid to build a mosque in the town, Justice Department attorneys wrote in a complaint filed Thursday in U.S. District Court for the Eastern District of Pennsylvania.

"Our Constitution protects the rights of religious communities to build places of worship free from unlawful interference and unnecessary barriers," said Principal Deputy Assistant Attorney General Vanita Gupta, head of the Justice Department’s Civil Rights Division. "The Department of Justice will continue to challenge unjustified local zoning actions around the country when they encroach upon this important civil right."

Members of the local Muslim community sought to build a mosque after years of renting a local fire hall for worship services. In 2012, the Bensalem Masjid organization met with elected officials to discuss options for building a 17,000-square-foot mosque on land adjacent to the township.

But as plans moved forward and the group attended a series of meetings before the Bensalem Township Zoning Hearing Board, the complaint alleges that Bensalem Masjid was treated differently than other religious and non-religious groups that had sought similar zoning variances. The board, which ultimately rejected the application in a 4-0 vote, treated other groups "more favorably than it treated the Bensalem’s Masjid’s application throughout the variance process."

No Hay Pan Salado: Mickey D’s had to stop selling Big Macs in Venezuela
McDonald’s Corp.’s largest franchisee has had to stop selling the Big Mac in Venezuela as it can’t source the bread it needs to make the famous sandwich.

Buenos Aires-based Arcos Dorados Holdings Inc., which operates more than 2,000 McDonald’s restaurants throughout Latin America and the Caribbean, said on Thursday that the problem was temporary and that other menu options were available.

Gabriel Perales arrived in Caracas looking for a Big Mac because the McDonald’s in his town of Zaraza in Guarico state is always closed.

“This is wrong, like everything in Venezuela, because of shortages,” Perales, 36, said at the McDonald’s in the Ciudad Tamanaco shopping mall. “I just found out there are no Big Macs. They gave me the other burger. Now McDonald’s has problems with flour shortages. Who would have thought?”

Agence France-Presse first reported the sales suspension on July 20.

Police officer shot in Chicago, suspect Tango Uniform
[CBS] CHICAGO -- A Chicago police officer was wounded Thursday evening during a gun battle with a suspect in the South Loop, officials said, CBS Chicago reported.

The incident occurred around 8 p.m. at 18th and Calumet

The officer who was shot was on bicycle patrol with a partner when a citizen told them a man was behaving "erratically" at Fort Dearborn Park, Chicago Police Supt. Eddie Johnson told reporters.

The officers approached a man who was talking on a cell phone and asked him to hang up so they could interview him. The man pulled a gun out of a backpack and began firing at the officers, striking one in the thigh, Johnson said.

The ASA was unmoved. To the contrary, it doubled down on the academic boycott of Israel by threatening to bar representatives of Israeli academic institutions from attending its 2014 annual meeting in California. Only after threat of legal action under California’s anti-discrimination laws did ASA relent, and announced that even Bibi Netanyahu was welcome.

Hildebeest invites families of blacks killed by police to speak at convention
[Wash Times] Philadelphia’s police union is blasting Hillary Clinton for inviting relatives of victims of police shootings to speak at the Democratic National Convention next week, but failing to include relatives of slain police officers.

John McNesby, president of the Fraternal Order of Police Lodge 5, said the union was "shocked and saddened" by the planned choice of speakers at the convention, which opens Monday in Philadelphia.

"The Fraternal Order of Police is insulted and will not soon forget that the Democratic Party and Hillary Clinton are excluding the widows and other family members of police officers killed in the line of duty who were victims of explicit and not implied racism," Mr. McNesby said in a statement.

He said it’s "sad that to win an election Mrs. Clinton must pander to the interests of people who do not know all the facts, while the men and women they seek to destroy are outside protecting the political institutions of this country.

"Mrs. Clinton, you should be ashamed of yourself, if that is possible."

The Revolutionary Guard, a paramilitary force charged with protecting the Islamic Republic, increasingly has targeted those with Western ties since the nuclear deal in which Iran agreed to limit its uranium enrichment in exchange for the lifting of sanctions. Officials at the Interests Section of the Islamic Republic of Iran in Washington, D.C., could not be reached for comment Thursday.

A prisoner swap in January between Iran and the U.S. freed Washington Post correspondent Jason Rezaian and three other Iranian-Americans.

Shahini, 46, graduated in May from San Diego State University with a degree in International Security and Conflict Resolution. He had been accepted to SDSU's graduate program in Homeland Security, but he has not registered for classes yet, according to university officials.

His girlfriend said he left for Iran on May 25 to see his mother, who was diagnosed with Alzheimer's. The girlfriend said she communicated with Shahini on July 10 and was expecting to hear back the next day to help him get his paperwork to the university. She grew concerned after not hearing from him. She eventually reached his family, who told her Iranian intelligence officials came to their home in Gordon, Iran, and took him away. Authorities searched the home and took his personal belongings, she said. The family has not talked or seen him since. He had a plane ticket to return to San Diego on July 25 and had planned to start classes on Aug. 22, the girlfriend said.

"He's majoring in international security, so his passion involves peace and justice, human rights," the girlfriend said. "He's open about being a human rights advocate. But it's not only limited to Iran, he's also posted about other countries too."

She insisted to CBS San Diego affiliate KFMB-TV that Shahini hasn't done "anything wrong."

But terrorism expert Robert Baer, a former CIA case officer, told the station he's not surprised about the apparent detention.

"They don't need evidence to arrest American-Iranians," Baer said. "They simply suspect them of being American spies or dissidents. And if there's the slightest negative piece of information about them, they'll arrest them."

Baer said he doesn't expect U.S. officials to have much luck with Iranian authorities.

"They're a hard-headed bunch, Iranian intelligence, and vicious, to say the least. I don't have any hope that this is going to be settled anytime soon," he said.

Shahini left Iran in 1998 and has lived in San Diego for 16 years.

Iran Discovers Tunnel Used by Terrorists in Country’s East: Minister
[ENGLISH.ALMANAR.LB] Iranian Interior Minister Abdolreza Rahmani Fazli announced that the country's security forces have discovered a secret tunnel in Eastern Iran that the murderous Moslems sought to use for sabotage operations.

"Two nights before, we discovered a 40-meter tunnel in the 20-meter depth of the earth in the Eastern parts of the country and they (the terrorists) intended to use it secretly in ripe conditions for conducting kaboom and other operations," Rahmani Fazli said, addressing a forum in Tehran on Thursday.

In the same region last month, the Iranian security forces arrested a member of Ansar al-Forqan terrorist group.

"During the Law Enforcement Police's festivities with members of a terrorist group in Khash in the last (Iranian) month (of Khordad - mid June), several people were killed but one of them was arrested alive and his confessions showed that these people were members of Ansar al-Forqan terrorist grouplet," said Mohammad Marziyeh, the general-prosecutor of Zahedan city.

India asks Pak to vacate PoK
[Daily Excelsior] India today lashed out at Pakistain for "inciting and supporting" terrorism in Jammu and Kashmire and instead asked it to vacate its illegal occupation of Pakistain-occupied-Kashmire (PoK).

In a sharp reaction over anti-India rallies being held in Pakistain and other statements emanating from there over the situation in Kashmire, External Affairs Ministry said India strongly condemns encouragement and support to UN-designated bandidos forces of Evil and their activities from Pakistain.

Ministry Spokesperson Vikas Swarup also said that in view of the threats of marches and protests at the High Commission of India in Islamabad, Pakistain should ensure full safety and security of Indian officials and their families there.

Kenyan police kill Shaboobs in Mombasa
Police in Kenya’s port city of Mombasa on Thursday shot and killed two men they said were wanted fighters belonging to the Somali al Shabaab group, a senior officer said. The two, who had been under surveillance for two months, were killed after police raided their hideout in Mishomoroni area, deputy area police chief Walter Abondo said. Another man ran away escaped.

“We have identified the dead suspects…and the two have been linked to terrorism activities in Malindi and Lamu,” Abondo told reporters, referring to towns north of Mombasa that have witnessed attacks and heightened activity related to al Shabaab.

Police found greandes, bullets, explosive acid and compact discs that had bomb-assembling instructions in the hideout.

Somali Woman Arrested in USA for Funding Shaboobs
A woman accused of funneling money to the al-Qaeda-linked group al Shabaab willingly admitted that she is an ardent supporter of the Somalia-based terrorist organization on the first day of her trial.

Her defense attorney, Paula Deutsch, has acknowledged that her client supports the jihadist group, arguing that does not prove that she provided financial aid to the al Shabaab terrorists. All her client did was “talk” about supporting al Shabaab without taking action, argues her public defender.

In July 2014, Hinda Osman Dhirane, 44 years old and a mother of six, was arrested at her home in Kent, Washington, “on charges of providing material support to al-Shabaab, a designated foreign terrorist organization that is conducting a violent insurgency campaign in Somalia,” reported the U.S. Department of Justice (DOJ).

Her trial, which is taking place at the U.S. District Court for the Eastern District of Virginia, began on July 11.

Court records show Dhirane funneled small amounts of money to the terrorist group to avoid detection — as low as $50 or $100 at a time, for a total of less than $5,000.

During the trial, Dhirane’s attorney said her client’s support for al Shabaab stems from Somalia’s history of corrupt and, at times, nonexistent government. Somalis “saw al-Shabaab as the hope to establish peace and order and a Sharia system of law,” declared Deutsch.
So stay in Somalia and fight with the Shaboobs. The moment you step on American soil you do things our way, and we don't support terrorist organizations.
Deutsch, began her opening statement Monday reading parts of a poem Dhirane had written as an ode to al-Shabab fighters.
Deutsch knows that she has a stinker of a case...
“We make no bones about the fact she was a supporter of al-Shabaab,” an al-Qaida affiliate centered in Somalia that claimed responsibility for the 2013 attack on the Westgate Mall in Kenya that killed 67 people, among other attacks, Deutsch said. “But it’s talk. It doesn’t prove that she necessarily provided substantial assistance to al-Shabaab.”
$5,000 is substantial.
However, prosecutors accuse Dhirane and her co-defendant Muna Osman Jama, 34, of more than talking about supporting the terrorist organization. Jama was arrested on the same day as Dhirane, only she was at her home in Reston, VA.

Although they were only supplying the group with relatively small amounts of U.S. dollars, prosecutors reportedly say it was enough to “provide significant buying power in Somalia for weapons and the like,” notes AP.

According to court records, defendants Muna Osman Jama and Hinda Osman Dhirane were the leaders of an al-Shabaab fundraising conspiracy operating in the United States, Kenya, the Netherlands, Somalia and elsewhere. Jama and Dhirane allegedly directed a network composed primarily of women who provided monthly payments that were coordinated, facilitated and tracked by the defendants to their conduits in Kenya and Somalia…

The defendants would refer to the money they sent overseas as “living expenses,” and they repeatedly used code words such as “orphans” and “brothers in the mountains” to refer to al-Shabaab fighters, and “camels” to refer to trucks needed by al-Shabaab.

They hid the money in remittances that Somalis regularly send back to their native country, reportedly noted prosecutor Danya Atiyeh in her opening statement during the July 11 trial. Atiyeh explained that the remittances “make an ideal cover for disguising money. ”

She quoted Jama as saying in 2012: “If you work with the women and pretend that you are supporting your family, can the infidels and the animals who work with them find out what is in your heart?”

The DOJ did not reveal the women’s immigration status or whether they were born in the United States.

French anti-terrorist forces are conducting raids on locations in the northwestern Gay Paree suburb of Argenteuil near a mosque and an Islamic library.

A top security official said both La Belle France’s top counter-terrorism organization, the DGSI, and the country’s elite police were involved in the Thursday raids that targeted two private residences.

The official, who spoke on condition of anonymity because she was unauthorized to speak publicly on the matter, said she didn’t know if the raids had any links to last week’s truck attack in Nice that killed 84 people and couldn’t elaborate further.

Turkey: Another U.S. Intelligence Failure
[RealClearDefense] A less-well known but vital outcome of NATO's Warsaw summit was the Alliances' decision to create an intelligence and security division from among its existing organizations. This move is long overdue. There is a plethora of threats facing Europe and the United States, and yet the West has a record of intelligence failures that has come to characterize its policy today. As media reports indicate, the Turkish coup caught virtually the entire US foreign policy establishment by surprise; analysts were writing up to the last moment that Turkish President Recep Tayyip Erdogan's control over the military seemed secure.

Intelligence failures are always going to occur no matter how governments structure their intelligence networks, but this is only the latest in a series of policy failures in which governments have blamed their intelligence organizations. In this regard, the US record is stunning. We already know that the US government and intelligence services failed to grasp the planning for 9/11 or to understand the realities in Iraq prior to the 2003 invasion, including the absence of nuclear weapons there. Additionally, as former Secretary of Defense Robert Gates admitted, the Untied States failed to grasp the scope of China's military buildup, and did not realize that Russia would attack Georgia in 2008.

More significantly, the United States missed the full nature of changes underway in the Russian military after 2008. Although it was clear to many analysts that Russian President Vladimir Putin would invade if Ukraine signed an association agreement with the EU and launched a westernizing revolution, the Obama administration--despite warnings from its intelligence community--could not formulate a coherent assessment of what was happening. In fact, Ukrainian parliamentarians told me in October 2013 that they believed Putin would invade if Ukraine signed the accords with the EU; it is incomprehensible that the US Embassy did not know this. And if it did, the administration should have.

In fairness, this may be selection bias - we don't hear about stuff they get right. My personal pet theory is they rely too much on SIGINT (aka technology) and too little HUMINT - actual people walking down the street. Understandable in a way, since humans are a lot messier to deal with.

Very astute assessment. There are of course others, but two significant reasons:

1. Technology is where the $$ money $$ is at.

2. HUMINT is time consuming, painstaking, and very difficult.

To your comment about 'not hearing stuff they get right.' If I'm riding on the one with the engine fires in #2 and #3, I more or less ambivalent about Delta's superb safety record.

Santoso slaying might spur MIT militants to join Abu Sayyaf
[Rappler] Following the death of Indonesia's most wanted terrorist, a expert on terrorism warned that members of his network may join the Abu Sayyaf. On Tuesday, Indonesian police said one of the two men they killed in a gunfight was Santoso, alias Abu Wardah, who has been called the "symbolic heart of the jihadi movement."

While the news was welcome, terrorism expert Al Chaidar warned this could mean Mujahidin Indonesia Timur (MIT or East Indonesia Mujahideen) militants may choose to go to the Philippines. He said they could opt to join the Abu Sayyaf now that Indonesian police are familiar with their whereabouts in the jungles of Poso.

He said, "Like the MIT, Abu Sayyaf is also based in one place. Both share the same nature. Thus the remaining MIT followers may go to Abu Sayyaf, if they manage to get out of Poso."

The MIT came to the attention of authorities when they killed two police officers in 2011. It engaged in more deadly attacks against security forces in the following years and, as Santoso's reputation grew among jihadis, militants flocked to the training camps.

MIT has pledged allegiance to Daesh, as has the Abu Sayyaf.

Apart from the human casualties, the vehicle on which the policemen were travelling was also damaged badly,” the source further said, adding, “Ambulances rushed to the blast area and transferred the injured to a nearby hospital and the dead body to the forensic department.”

[UPI] WASHINGTON, July 21 (UPI) -- The U.S. Army delivered AN-TPQ-36 Firefinder radar systems to the Ukrainian military, the service's Security Assistance Command said Wednesday.

The delivery took place July 2, the Army said in a statement.

The Q-36 radar, with its early detection capability, will help defend against rocket, mortar and artillery attacks, "a constant and lethal threat to military personnel and civilian populations in eastern Ukraine," the Army said.

The delivery was part of the Fiscal 2016 Ukraine Security Assistance Initiative, part of a larger package that includes communication and medical equipment, night vision devices, personal protection equipment and military training, a program that totals more than $200 million.

Q-36 is an old, not-quite-obsolete short range counter mortar radar from the 1980's. The Soviets russians know it well, and can easily jam it or simply out range it. Most of the arty the russians are using is much longer range & higher velocity than the Q-36 can easily track.

On top of those limitations, there are several additional pieces of equipment required to make a truly effective counter battery system. I strongly doubt that any of that gear was handed over with it.

#5  AN-TPQ-36 is adequate. The main threats are smaller caliber cannon, mortars, SPG-9 and RPGs. Guns and rockets 100mm and up were withdrawn from the front lines in 2015 and there have been attempts to withdraw guns under 100mm.

I'd like to know if any attempt been made to link the AN-TPQ-36 to Ukrainian guns for rapid counter battery fire.

US sanctions target Assad regime's arms, finance networks
[AlAhram] The US Treasury announced fresh sanctions Thursday targeting the arms and financial networks of the government of Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

It added eight individuals and seven entities, some with links to Russia and China, to its sanctions blacklist, which aims to hamper their work by locking them out of the global financial system.

Those listed include Russia-based representatives of the Syrian firm Hesco Engineering and Construction, which the Treasury said operates energy production facilities in Syria.

The Treasury designated Yona Star International and T-Rubber for sanctions for their roles supplying the Syrian defense ministry, air force and other military bodies from their international offices. T-Rubber's China agents supplied aircraft tires to the air force, it said.

Several individuals and businesses involved in international money transfers were also cited for the blacklist.

The sanctions freeze any assets those listed might have in US jurisdictions, and ban US individuals and companies from doing business with them -- including non-American banks with a US presence, which includes most major banks around the world. That could make it harder for those blacklisted to make use of international financial networks.

"The Assad regime relentlessly engages in destabilizing behavior," said Adam Szubin, Treasury Acting Under Secretary for Terrorism and Financial Intelligence in a statement.

"Treasury will continue to act against those responsible for fueling the Assad regime's repressive actions and dangerous weapons proliferation."

Meet the US's answer to China's 'carrier killer' missile
[BusinessInsider] The US Navy just named the first carrier-based Unmanned Aerial Vehicle (UAV) the MQ-25A Stingray.

The Navy has been pursuing a carrier-based drone since 2006 -- first as a long-range stealthy bomber, then as a surveillance and strike craft, and finally as a flying tanker. Though air-to-air refueling is hardly a breakthrough, having a carrier-based tanker provides the Navy with a possible solution to one of their most pressing problems -- anti-access area denial (A2AD).

Both China and Russia have developed ranged platforms capable of locking US forces out of key locations in their respective areas, but the Stingray could increase the range of US carrier-based aircraft indefinitely, allowing them to burst enemy A2AD bubbles.

For instance, China's famous DF-21D "carrier killer" ballistic missile has a range of about 810 miles. The US's longest-range carrier-based aircraft only have a range of about 550 miles, which forces the US to either operate carrier-based aircraft outside of their effective range or risk bringing an entire carrier, with 6,000 sailors and about 70 aircraft, within range of the DF-21D.

The Stingray, once integrated into carrier fleets, will extend the range of US carrier's existing F-18s, allowing them to effectively operate from a safe distance.

Once fielded, the Navy will look to increase the role of the Stingray.

Minister for Law and Justice Zahid Hamid announced that the bills would soon be voted on by the parliament, days after social media star Qandeel Baloch was murdered by her brother.

Rights groups and politicians have for years called for tougher laws to tackle perpetrators of violence against women in Pakistain and the move follows a slew of high-profile killings in the country.

The perpetrators of honour killings ‐ in which the victim, normally a woman, is killed by a relative ‐ often walk free because they can seek forgiveness for the crime from another family member.

Rape conviction rates meanwhile are close to zero percent, largely due to the law's reliance on circumstantial evidence and a lack of forensic testing.

Hamid, who chaired the committee, said: "We have plugged all loopholes in the anti-honour killing legislation, which will be put up for approval at a joint sitting of parliament soon."

US Secretary of Defense Ashton Carter announced on July 11, 2016, that the US would send about 560 extra troops to Iraq for helping the Iraqi forces in their battle to liberate Mosul from the ISIS grip.

Suspected bomb courier found hanged in his cell
[Bangkok Post] A passenger van driver was found hanged in a police cell on Tuesday, three days after he was detained for "innocently" delivering a parcel bomb to a defense volunteer unit. Somjit Jara-ae had been held at an interrogation center in Yala since last Saturday night. He was found dead with a shower hose around his neck in a sitting position near the door of his cell late on Tuesday night, Dusadee Chusangkit, chief investigator for the Southern Border Provinces Police Operations Center , told a press briefing in Yala province.
Did he also tie his hands behind his back?
Somjit, from Songkhla province, was detained after the supervisor at the van terminal where he worked gave him a parcel to deliver to a local unit of defense volunteers on July 5. The package was addressed to the unit. Authorities later discovered it contained a bomb inside a metal box, and safely defused the explosive.

Somjit told interrogators he did not know what was inside the parcel, or who sent it. He just followed his supervisor's order to deliver it.

Dusadee said that Somjit committed suicide due to stress after his son visited him on Tuesday and they had an argument. The family did not dispute the cause of the death, and so no autopsy was performed, Dusadee said.

Yala police commander Itthiphol Achariyapradit said Somjit had provided useful information and more people would be investigated.

Protests in held Kashmir led by UN-designated terrorists, alleges India
[DAWN] India on Thursday alleged that the protests in India-held Kashmire during observance of ’Kashmire’s Accession to Pakistain Day’ and ’Black Day’ were led by UN-designated terrorists.

In a statement issued by Indian Ministry of External Affairs, New Delhi said: "We have seen reports about rallies, events and statements related to Jammu and Kashmire over the last two days. We have also noted that the events were led by UN-designated terrorists.

It went on to state that the groups which led the protests in India-held Kashmire were the same which had in the past "protested the elimination of dreaded turbans including the late Osama bin Laden

"In view of the threats of marches and protests at the High Commission of India in Islamabad, we ask the Government of Pakistain to ensure full safety and security of the High Commission, all its officials and their families in Pakistain," the statement concluded.

Indian security forces on Wednesday had removed dozens of black and Pak flags in India-held Kashmire hoisted by residents observing "black day" on the call of Pakistain government to protest the killing of a top pro-independence hard boy leader.

Suspensions, detentions, arrests continue after coup attempt in Turkey
[Hurriyet] A total of 29 personnel from Turkey’s Radio and Television Supreme Council (RTÜK) were suspended from duty on July 21 as a part of the ongoing and extensive probe into the failed coup attempt of July 15, which has resulting in thousands of suspensions, detentions and arrests across the country.

According to a statement issued by the body, 29 personnel working in various positions at the media watchdog were suspended as part of an investigation into the Fethullahist Terrorist Organization/Parallel State Structure (FETÖ/PDY).

Meanwhile, the authorities of 14 top military judges detained in the wake of the July 15 failed coup were revoked on July 21 by Turkey’s top military disciplinary body.

The High Disciplinary Committee revoked the authorities of seven members of Turkey’s High Military Administrative Court – including two colonels – who were detained after the attempted coup.

Separately, the committee also decided to revoke the authorities of seven Military Supreme Court judge colonels who were detained.

Detentions and arrests against thousands for alleged links to the coup attempt and the FETÖ/PDY, which is suspected of masterminding the attempt, have continued. The July 15 coup attempt by a faction within the Turkish Armed Forces (TSK) failed but caused the death of at least 246 people, including members of the security forces and civilians.

Meanwhile, Istanbul’s Criminal Court of Peace remanded 32 out of 86 detained judges and prosecutors, judicial sources said early on July 21.

The 86 suspects had been initially charged with attempting to overthrow the government, sources said.

In the Central Anatolian province of Eskişehir, 13 out of 17 detained judges and prosecutors were arrested, while in the western province of Aydın 27 people, including four judges and two prosecutors, were remanded in custody.

Two of the suspects were charged with gathering money for “benevolence” and sending it to U.S. schools allegedly affiliated with the Gülen movement.

In the southeastern province of Şırnak, 387 soldiers, six prosecutors, six judges and four police officers were also arrested, while authorities in the Mediterranean province of Antalya arrested 29 judges and prosecutors over alleged links to the FETÖ/PDY.

[DAWN] The Senate was provided on Wednesday details of commercial entities being run by various wings of the armed forces in the country.

In a written reply to a question asked by Senator Farhatullah Babar of the Pakistain Peoples Party, Defence Minister Khwaja Asif informed the house that there were nearly 50 "projects, units and housing colonies" functioning in the country under the administrative control of Fauji Foundation, Shaheen Foun­dation, Bahria Foundation, Army Welfare Trust (AWT) and Defence Housing Authorities (DHAs).

SCBA President Barrister Ali Zafar constituted the mission soon after the death of 19-year-old schoolteacher Maria Sadaqat from Murree, who died from burn injuries at the Pakistain Institute of Medical Sciences in Isla­mabad on June 1 for allegedly refusing a marriage proposal.

The mission was set up to assess whether an independent and neutral investigation was being conducted into the crime or not. This step was taken in the backdrop of media reports that indicated a rise in the number of crimes against women, particularly killings in the name of ’honour’.

The mission was also supposed to form an opinion over whether the killing of a woman follows a pattern where the victim’s character is vilified, the family is put under pressure and the investigation suffers because of external influences.

Police investigations, however, concluded that Maria’s death was a case of suicide and not murder, and later declared the main accused innocent, after which he was also granted bail.

On Wednesday, Ali Zafar, Asma Jahangir and Kamran Murtaza brushed aside police reports that claimed the victim had did away with himself, saying she was murdered since her entire body, except her hands, feet and face, were burnt.

Speaking to news hounds outside the Supreme Court building, the mission, which visited UC Dewal in Murree, they said they met local government chairman Ejaz Abbasi, who was also the victim’s neighbour. Mr Abbasi explained that the first part of the human body to be burnt in a self-immolation attempt would be the hands. The victim’s statement that she had been held to the ground by four men seemed to be the explanation for her hands, feet and face being saved from burning.

In the 40 hours that the victim was alive, she consistently accused Master Shaukat and his accomplices of setting her on fire, the mission noted.

"We have recommended that the SCBA president nominate a competent trial lawyer to follow the case on behalf of the victim’s family and that the case should be pursued to the end," Ms Jahangir maintained.

The mission noted that the pattern of suicides committed by women was completely different; nobody would burn themselves to death, adding that there were easier ways to commit suicide.

They were also dismayed by the deep division in society: though the women are in full sympathy with the victims, the men are either justifying the crime or denying it totally, Ms Jahangir deplored, adding there was a concerted effort to paint the incident as a suicide rather than a murder.

The mission noted a character liquidation campaign against the victim and her family, saying there were credible reports that the family was being threatened and induced to accept a reward for their silence.

The team also expressed disappointment over the role of the doctors who did not discharge their duty in taking down the victim’s statement and gave no statement to the police corroborating her claim, Ms Jahangir added.

Somali president meets with U.S. military officials
The president of the federal republic of Somalia Hassan Sheikh Mohamud has today met with top U.S. military experts at a secret base in Lower Shabelle region, reports said.

In the closed-door meeting, Somali president and U.S. military officials discussed on a range of issues related to the fight against Al Shabaab, and training Somali commandos units. Both sides have agreed to boost the war on Al Shabaab as Somalia is preparing to hold general elections later this year.

Unites States military is helping African Union mission in Somalia (AMISOM) and Somali federal government in the fight against Al Qaeda-linked Al Shabaab militants.

U.S. prosecutors have linked the prime minister of Malaysia, a key American ally in Asia, to hundreds of millions of dollars allegedly siphoned from one of the country's economic development funds, according to a civil lawsuit seeking the seizure of more than $1 billion of assets from other people connected to him.

A local resident told Dawn that the incident took place at around 11:00am on Wednesday when two motorcyclists opened fire on a group of people in Beri Bagh area of the city, located outside Zargarabad.

He said that the attackers were wearing masks and one of them was grabbed by locals and handed over to Yakatoot police. The police have registered an FIR and started investigations.

Separately, a 15-year-old girl allegedly did away with himself in a hotel in Namakmandi area here on Wednesday.

A police official told Dawn that the family belonging to Bannu was in the city for medical treatment for the past two days. He said that mother of the girl told police that the teenager went to washroom in the morning and did not come out for long. She said that they broke the door and found her hanging from shower. The official said that they were investigating the incident.

John McNesby, president of the Fraternal Order of Police Lodge 5, said the union was "shocked and saddened" by the planned choice of speakers at the convention, which opens Monday in Philadelphia.

"The Fraternal Order of Police is insulted and will not soon forget that the Democratic Party and Hillary Clinton are excluding the widows and other family members of coppers killed in the line of duty who were victims of explicit and not implied racism," Mr. McNesby said in a statement.

He said it’s "sad that to win an election Mrs. Clinton must pander to the interests of people who do not know all the facts, while the men and women they seek to destroy are outside protecting the political institutions of this country.

"Mrs. Clinton, you should be ashamed of yourself, if that is possible."

French Truck Attack was 'Planned for Months', with 'Accomplices'
[AnNahar] French truck attacker Mohammed Lahouaiej Bouhlel had long plotted the carnage that killed 84 people, with the assistance of five suspects who are in jug, prosecutor Francois Molins said Thursday.

A week after Bouhlel rammed a truck into a crowd which had been enjoying a Bastille Day fireworks display, killing 84 people, Molins said photos on his phone showed he had likely already staked out the event in 2015.

It also emerged that one of the five suspects in jug, a Tunisian named Mohammed Oualid G., had filmed the scene of the crime the day after the carnage, as it crawled with paramedics and journalists.

The five suspects will be presented to anti-terrorism judges later Thursday and Molins said prosecutors had requested they be charged with conspiracy to commit terrorism, among other crimes. They are 22-year-old Franco-Tunisian Ramzi A., 37-year-old Tunisian Chokri C., 40-year-old Tunisian Mohammed Oualid G., 38-year-old Albanian Artan H., and his wife Enkeledja Z. who holds both French and Albanian nationality.

None of the suspects was known to intelligence services, and only Ramzi A., who was born in Nice, had a criminal record for robbery and drug offenses. This suspect led police to discover a Kalashnikov and a bag of ammunition on Thursday.

More than 400 Sherlocks have been poring over evidence since the grisly attack, the third in La Belle France in 18 months, and it was analyses of Bouhlel's telephone that led them to the five suspects.

Investigators also found a text message in Bouhlel's phone from Mohammed Oualid on January 10 2015 -- roughly a year after attacks on the Charlie Hebdo

- State of emergency extended -
On Thursday, parliament finalized adoption of a bill extending the emergency laws for a fourth time, after it was toughened up by the right-dominated Senate. The final version bans gatherings where sufficient security cannot be provided and makes it easier to shut places of worship where preachers incite hate or violence.

Since November the authorities have had emergency powers to carry out searches by day or night and place people under house arrest.
