#2 Human rights groups will probably not discuss the 45 deaths that a former detainee is responsible for, nor will they even admit that there is another side to the issue of detainees.

But...they mean well, dammit! And that's the important thing! 45 dead folks is a small price to pay for an assuaged ego!
Unless, of course, you're one of the dead...

#4 I still like my idea of putting implants in these guys before releasing them. Secretly - feed them something that gives them a belly ache, then 'remove their appendix', and neglect to remove (malpractice suit!!!) a microphone and transmitter (and remote-release poison?) Think of the potential.
Or maybe, don't implant anything, just tell them you did, and let them have septic surgery when they get home. But alas, I don't think it would pass the Senate torture & interrogation restrictions.

#5 Enhanced RFID tags with global GIS would work nicely. Like Roach hotels. They come in, get the poison, and take it back to the nest.
